Urban road pricing is regarded as an effective instrument to reduce traffic congestion and environmental-related problems in metropolitan areas. Whereas the overall impact of urban road pricing on car use adaptation and public acceptability is known, there are only inconsistent results concerning the socioeconomic differences in the response towards road pricing. However, this knowledge is necessary for the development of urban road pricing packages. This paper uses a segmentation approach to identify groups of car users with a similar background in relevant socioeconomic variables and compares their responses towards road pricing. Three groups are identified: young families, suburban families, and singles and couples. These groups indeed differ in their car use adaptation towards urban road pricing as well as in their preferred revenues use. While all three groups significantly reduced their private car use, the young families reduced their car use most, followed by the group of singles and couples. Complementary measures are discussed that are believed to facilitate car use adaptation of each group in response towards urban road pricing.  相似文献

This paper analyzes the impacts of the built environment (BE) as it relates to the potential job accessibility (PJA) effects of road pricing. The relationships between the BE elements and PJA under a road charging policy are established using a spatial econometric approach, which uses an integrated land use and transportation model (TRANUS model) and a spatial lag model (SLM). With the intent of further analyzing the differences in the PJA effects of road pricing on traffic analysis zones (TAZs) that contain different combinations of BE elements, a quantitative classification method combining factor and cluster analysis is applied. This will quantitatively categorize TAZs inside and outside the tolled areas. In exploring the relationship between changes in PJA and the road pricing policy, we found the spatial autocorrelation coefficient to be negative. This result suggests that we are unable to increase the PJA of all the regions through road pricing, but rather affect a redistribution of PJA between different regions. Results also indicate that the impacts of road charging on PJA are associated with urban BE elements. Moreover, such effects are the common result of specific characteristics of the BE. The higher the number of jobs, the better the public transportation conditions, and the better the street design (high densities of street and intersections), the less the region will be negatively influenced by a road charging policy, and vice versa. To avoid the negative effects of road pricing on PJA prior to the launch of such a policy, cities should improve public transportation networks and enhance the street design of the road pricing policy areas, especially the toll ring periphery area.  相似文献

Urban road pricing as an instrument of traffic management has generated a great deal of interest in the UK in recent years. Whilst this is the case there is still no urban road pricing scheme in operation in the UK. The reason for this is primarily one of ‘acceptability.’ This paper, through the use of a national survey, examines the attitudes of key stakeholder groups with respect to urban road pricing. How serious is traffic congestion and traffic related pollution perceived to be by Local Authority Councillors, Officials and the Academic community in the UK? How is urban road pricing viewed by this sub-group of the population in terms of its effectiveness and public acceptance when compared to other policy options? and how could the saleability of urban road pricing be improved? This raises issues in terms of how the revenue raised from urban road pricing should be utilised, the use of urban road pricing as part of a package of measures, the concerns expressed by the stakeholders with respect to urban road pricing, such as the invasion of road users’ privacy, and the type of technology which should be considered. Overall, the paper aims to further the debate among policy makers.  相似文献

Parking pricing strategies are important tools for rebalancing the modal split between private car and transit systems in urban areas. Indeed, high congestion levels are mainly due to users' preference for the private car system. In order to obtain a more balanced modal split it is possible, together with an improvement in transit system quality, to set fees on the use of private cars through road pricing and/or parking pricing strategies. Parking pricing strategies are simpler, since they can be managed without adopting advanced technologies. This paper proposes a car pricing policy based on fuel surcharges in substitution of car ownership taxes for reducing greenhouse gas emissions by cars. The aim of the proposed policy is to change some (fixed) costs of car use that are not perceived at each trip into (variable) costs. The amount of fuel surcharges and the effects of their application on fuel consumption and on GHG emissions are estimated by a model that is able to relate gasoline and diesel consumption with fuel prices. The effects of the proposed policy on fuel consumption and on GHG emissions are estimated for Italy. The results show that car users prefer to shift towards more efficient fuel vehicles than to public transport, producing a significant, but less than expected, reduction of GHG emissions.  相似文献

The following paper examines the determinants of transport mode choice for trips in the Metropolitan Area of the Mexican Valley. Using a data set from the Mexican household travel survey (Encuesta Origen - Destino) conducted in 2017 and multinomial logistic regression, the influence of transportation supply, spatial characteristics and socio-economic factors on individual mode choice is estimated. To our knowledge, this is the first analysis of mobility behaviour in the Metropolitan Area of the Mexican Valley with this newly developed data set.The main findings show that a better Mass Rapid Transit infrastructure is not consistently positively associated with the likelihood of using this service. While a better road infrastructure is promoting the use of Mass Rapid Transit services over driving, it is negatively linked with the likelihood of walking and bicycling. These slow modes are mainly interfered with the distance to the city centre: the further away from the centre, the higher the likelihood of walking and bicycling instead of using the car.With respect to socio-economic characteristics of individuals, women and the young found to have a higher likelihood of using public transport than the car. In contrast, having children is negatively associated with the likelihood of using public transport. Moreover, a higher education of individuals is found to be positively associated with car use, while car availability is negatively associated with all other transport mode options.  相似文献

This article explores consumer investment choice in long-term energy conservation technology and assesses trade-offs in energy saving behaviour between the housing and transportation domains. The long-term energy conservation choice problem is conceptualized as a portfolio choice problem. Consequently, to measure trade-offs between investments in housing and transport options, a cross effects choice design is developed in which respondents were shown one or more alternate ways to reduce their current energy consumption: (1) investing in new technology in the house, such as solar panels; (2) exchanging the current car for a more energy efficient car; (3) buying a new energy-efficient car, such as EV or solar car; (4) moving house to reduce current travel distances. To help respondents linking these options to their current energy consumption, a new Web-based survey system (SINA) to implement and administer stated adaptation experiments was developed. The system was used to collect two sets of data. First, data about out-of-home and in-home energy consumption, together with detailed time use data, was collected. Second, using a cross effects design, respondents were asked to select a portfolio of energy-saving strategies in response to different energy pricing policy scenarios. Results reported in this paper are based on 572 respondents who completed the survey and responded to seven adaptation questions based on their current energy expenditures. A random parameters logit model is estimated to predict the probability of choosing a particular portfolio of energy-saving options. Estimation results indicate that individuals from different socio-demographic groups exhibit varied preferences. The saving option characteristics, especially cost related characteristics have significant effects on individuals' preferences. Moreover, the results also showed significant effects of choice set composition on energy saving options. Further, the energy pricing policies had showed mixed effects on individual's preferences.  相似文献

Public acceptance is widely recognized as a major barrier to widespread adoption of road pricing in the United States and internationally. Using New York City as a case study, this paper analyzes how Mayor Michael Bloomberg’s 2007 congestion pricing proposal gained widespread public support but was ultimately blocked in the State Legislature. The paper assesses the implications of New York’s experience for pursuing congestion pricing and mileage-based taxes in the United States. A central conclusion from this analysis is that gaining approval of pricing will require changing how motorists view the effect of pricing on them personally. Given the power of even small groups of auto users to block pricing through the political process, pricing proposals need to be perceived as benefiting drivers individually and not simply society at large. The paper discusses approaches to road pricing in light of New York City’s experience.  相似文献

This paper examines how a transport pricing policy aimed to reduce car use may affect individuals’ Quality of Life (QoL), to what extent this policy is acceptable to the public and if people intend to change car use when the policy is implemented. Also, comparisons were made amongst five countries (Austria, Czech Republic, Italy, The Netherlands and Sweden). An internet survey among 490 respondents showed that a stringent measure, i.e., doubling costs of car use, hardly affects people’s general QoL. Respondents are unsure whether they would accept the policy and whether they intend to change their car use if the policy is implemented. Respondents from The Netherlands and Sweden are more pessimistic about the QoL consequences of the policy, think the policy is less acceptable and are less inclined to reduce car use than respondents from the Czech Republic, Italy and, to a lesser degree, Austria. Implications and recommendations for developing, adjusting or supplementing QoL measurement instruments and policies are discussed to ensure effective and efficient policy making.  相似文献

This paper presents a modeling framework developed for the City of Montreal, Canada, and is intended to quantify two indicators that can explain the spatial distribution of traffic-related air pollution at a metropolitan level. The indicators are estimated at the level of the traffic analysis zone (TAZ) and include: (1) the average level of emissions generated per individual and (2) the level of emissions occurring in a zone as a proxy for air pollution exposure. A regional traffic assignment model is extended with capabilities for emission modeling at an individual trip level while taking into account vehicle (type and age) and trip attributes (road type, speed, and volume). We observe that individuals who generate higher emissions from travel tend to reside in areas with lower exposure to traffic emissions while individuals associated with low levels of travel emissions (e.g. travel smaller distances, conduct less trips, and use alternative modes) reside in areas with high levels of traffic pollution. A regression analysis of the two indicators against a set of land-use and socio-economic variables shows that generated emissions per individual are positively associated with car ownership and larger vehicles, while being negatively associated with ownership of newer vehicles, and location in dense and walkable neighborhoods with high levels of commercial land-use. Meanwhile, exposure to emissions is positively associated with dense and walkable neighborhoods and negatively associated with car ownership and larger vehicles. These findings indicate major inequities in the generation of and exposure to traffic-related air pollution.  相似文献

In this paper, we analyse the gap between present transport prices and efficient transport prices. Efficient transport prices are those prices that maximise economic welfare, including external costs (congestion, air pollution, accidents). The methodology is applied to six urban and interregional case studies using one common optimal pricing model. The case studies cover passenger as well as freight transport and cover all modes. We find that prices need to be raised most for peak urban passenger car transport and to a lesser extent for interregional road transport. Optimal pricing results for public transport are more mixed. We show that current external costs on congested roads are a bad guide for optimal taxes and tolls: the optimal toll that takes into account the reaction of demand is often less than one third of the present marginal external cost.  相似文献

The second largest holy city of the world, Mashhad, attracts high volumes of tourists and pilgrims every year. Most visitors travel by private car and are a source of considerable funds for the local economy. Among road users, tourists as one of the major traveller categories in Mashhad city behave differently due to the particular trip purpose. The aim of this research is to model tourist's shifting modes of travel behaviour when policy measures, such as the parking and cordon fares, are implemented. The tourists’ preferences were examined using binary logit analysis when different options of travel cost and time scenarios were provided. Results indicate that travel time, parking cost, cordon cost, education level and vehicle price influence tourist's modal choice. In addition, the finding shows that congestion pricing will be more effective than a parking pricing strategy in encouraging switching of modes.  相似文献

This article considers both theoretical arguments and practical experience regarding a range of urban pricing and regulation policies, namely road pricing, public transport pricing and regulation, car parking policies, home and low-emissions zones, and regulation and subsidies to bring about cleaner vehicles. It concludes that effective urban transport policies require a consistently structured package of measures, and that the most urgent research needs surround the design of such measures to achieve their objectives while being financially sustainable and attracting public and political support.  相似文献

The severity of road congestion not only depends on the relation between traffic volumes and network capacity, but also on the distribution of car traffic among different time periods during the day. A new error components logit model for the joint choice of time of day and mode is presented, estimated on stated preference data for car and train travellers in The Netherlands. The results indicate that time of day choice in The Netherlands is sensitive to changes in peak travel time and cost and that policies that increase these peak attributes will lead to peak spreading.  相似文献

In New Zealand as elsewhere, there is an increasing interest in alleviating congestion on the road transport network to improve economic productivity, reduce pollution, and to use the transport network more effectively. Governments enact various policies to encourage car drivers to change their behaviour, but often find that the full impact is not reached. We propose that car drivers have constraints influencing their mode choice for the morning peak period trip (e.g. needing to transport children, needing a car for work during the day). A stated preference experiment conducted in the three largest New Zealand urban areas not only quantifies the likely impact of a wide range of policy tools (both ‘sticks’ discouraging car use, and ‘carrots’ encouraging alternative modes) for each area, but also identifies many significant constraints.  相似文献

This paper presents the results of a stated choice-study among Dutch local politicians in the context of road pricing policies. Politicians were asked to express their preferences for policy-options that differed in terms of (i) emissions reduction, (ii) congestion reduction, (iii) operational costs, (iv) acceptability among the general public and (v) acceptability among retailers. Utility-maximization-based and regret-minimization-based discrete choice models were estimated, and their results compared, on 238 stated choices made by members of Dutch city-councils. The estimated models allow for the evaluation of the popularity of different road pricing scenarios among Dutch local politicians, as a function of their performance in terms of the above-mentioned criteria.  相似文献

This article introduces the contributions of this special issue on modelling of urban road pricing and its implementation. The issue focuses on the design of urban road pricing schemes, and their spatial and temporal impacts, using quantitative transport (and land use) models. The policy implications of road pricing, including welfare and equity aspects, are studied for Paris, Brussels and Oslo using state of the art planning models. The issue is completed with a study of public acceptability and the upcoming road-pricing trial in Stockholm, and a review paper on the history of thought and future prospects of road pricing.  相似文献

Using a theoretical model of urban transport system the paper examines the influence of distribution of willingness to spend within the urban population on road pricing rates. It shows that the rates that must be imposed in an urban area in order to maintain pollutant concentration and congestion due to traffic within acceptable levels is heavily dependent on the distribution of the urban population’s willingness to spend. This fact severely limits the reliability of any method for calculating road pricing rates based on theoretical analysis, so that an experimental approach seems necessary. The paper shows that a relation exists between the toll rate per kilometer of trip and the average traffic congestion, which is typical of each urban area and can be determined experimentally by successively imposing three different rates and measuring the corresponding congestion levels. The relation can then be used to determine the pricing scheme when the purpose of road pricing is to maintain both the congestion and the environmental effects due to urban traffic below acceptable thresholds. An example shows how the model can help policymakers in decision-making processes.  相似文献

Road pricing, congestion charging, toll-systems and other road charging instruments are intensively discussed in many countries. Although many partial analyses of the consequences have been published, few overall socio-economic analyses have been carried out. The article presents such a socio-economic analysis of four different proposed road pricing schemes for the Copenhagen area. The purpose was to assess all benefits and costs involved, including impacts on traffic and environment, maintenance and financing costs as well as tax distortion effects. It was concluded that the socio-economic surplus of the projects depends crucially on the congestion level. With the current traffic level, road pricing will not yet be socially expedient in Copenhagen. However, if the opening year is postponed to 2015, the two most favourable schemes will turn positive. The analyses also showed that the magnitude of demand response by introducing road pricing is likely to have significant impact on the project surplus. This is an important observation because most short-term driven traffic models will then underestimate the projected surplus. Finally, it was found that the degree to which benefits outweigh costs depends considerably on the use of revenue. Although it may contribute to decreasing road congestion, recycling all of the revenue back to the transport sector turned out to be inefficient and costly.  相似文献
