Sustainable procurement is an integral part of public sector sustainability, but developing countries are far behind in this area. This study explores the internal and external challenges in Pakistan's public health sector that hamper sustainable procurement. With the help of experts, we found eleven key challenges that hamper sustainability in public health sector procurement. We designed an instrument and fielded it to eighty-five procurement officials in government hospitals, who verified the presence of the challenges in health sector. The interpretative structural modelling (ISM) we used to develop a hierarchy among the identified challenges reflects that government regulations and senior management's commitment—all strategic challenges—are the most critical challenges, whereas perceived ineffectiveness, third-party involvement, and the unavailability of green products—all operational challenges—are less critical. The study presents comprehensive recommendations to policymakers and future researchers related to achieving sustainable development goals in the health sector.  相似文献

The COVID-19 pandemic, which started at Wuhan, has shut down world economies, prompting governments to impose drastic lockdown measures of the economy and the society. As these measures are exhausted, non-COVID-19 related issues such as those associated with the mental and physical well-being of people under lockdowns became an emerging concern. As these issues are evident, not to mention the economic downturn, governments are currently looking at designing lockdown relaxation efforts by simultaneously considering both public health and economic restart. Without documented experiences to rely on, governments are resorting to trial-and-error approach in creating a lockdown exit strategy while preventing succeeding waves of cases that may overwhelm healthcare facilities. Thus, this work pioneers the use of the decision-making trial and evaluation laboratory (DEMATEL) method with intuitionistic fuzzy (IF) sets along with the domain of public health and the emerging COVID-19 pandemic. The DEMATEL handles the intertwined causal relationships among guideline protocols for the relaxation strategy. The intuitionistic fuzzy set theory addresses the vagueness and uncertainty of human judgments in the context of the DEMATEL. A case study of the Philippine government response for the lockdown exit is presented to evaluate the applicability of the proposed method. Findings reveal that compliance of minimum public health standards, limited movement of persons, suspension of physical classes, the prohibition of mass gatherings, non-operation of category IV industries, and non-operation of hotels or similar establishments are the most crucial protocols for such strategy. These findings offer practical insights for the government to allocate resources and impose measures to ensure their implementation, as well as for developing mitigation efforts to cushion their socio-economic impacts. Policy insights and avenues for future works are also discussed.  相似文献

Sustainable Public Procurement is an integral part of sustainable development because of ever increasing government expenditures. Most of the developing countries lack the required infrastructure which may support public sector sustainability. The aim of this study is to assess the critical factors which resist the implementation of sustainable procurement in public sector of Pakistan. We used Interpretive Structural Model to investigate and rank the interrelationships among different factors of sustainable procurement. With the help of literature and Likert scale instrument, we found twelve key barriers that resist sustainable procurement implementation. We also examined tender documents of 75 different public sector universities of Pakistan but found absence of sustainability element in the documents. External factors namely government legislation and stakeholders' pressure are found most critical barriers as compared to inter organizational factors. The study is also important to highlight the hurdles in the way of sustainable development. First, the government must introduce rules and regulations to implement the sustainable procurement. Stakeholders and donors must put pressure on organizations for adopting sustainable procurement. Sustainability education should be made mandatory part of curriculum and employees should be given regular training on sustainability. Further, public procurement policies at government and institutional levels are required to be revisited towards a circular economy.  相似文献

The COVID-19 pandemic has placed severe demands on healthcare facilities across the world, and in several countries, makeshift COVID-19 centres have been operationalised to handle patient overflow. In developing countries such as India, the public healthcare system (PHS) is organised as a hierarchical network with patient flows from lower-tier primary health centres (PHC) to mid-tier community health centres (CHC) and downstream to district hospitals (DH). In this study, we demonstrate how a network-based modelling and simulation approach utilising generic modelling principles can (a) quantify the extent to which the existing facilities in the PHS can effectively cope with the forecasted COVID-19 caseload; and (b) inform decisions on capacity at makeshift COVID-19 Care Centres (CCC) to handle patient overflows. We apply the approach to an empirical study of a local PHS comprising ten PHCs, three CHCs, one DH and one makeshift CCC. Our work demonstrates how the generic modelling approach finds extensive use in the development of simulations of multi-tier facility networks that may contain multiple instances of generic simulation models of facilities at each network tier. Further, our work demonstrates how multi-tier healthcare facility network simulations can be leveraged for capacity planning in health crises.  相似文献

Public procurement partnerships represent a new approach to conducting government acquisition. These partnerships are predicated on the notion that governments today simply lack the requisite knowledge, skills and financing to provide core public services and acquire sophisticated services, IT and knowledge development by themselves. Instead, governments need to enlist the collective energies of the governmental, business and non-profit (third) sectors. This research looks at the concept of public procurement partnerships in the United States and the major trends promoting their use. Two case examples of public procurement partnerships are presented; one from the perspective of a government partner, the other from the perspective of a private (third) sector partner.  相似文献

Recent research has highlighted the existence of important differences between public and private sector procurement practices. Drawing on established transactional and relational conceptual frameworks, this paper examines whether the differing environments confronting public and private sector organisations affects procurement practices. By focusing solely on occupational health services as an example of a complex business service, the research allows the influence of environmental factors, notably policy drivers, to be considered across both public and private sector settings while service specific factors remain largely constant. Utilising a combination of questionnaires and in-depth interviews the research suggests that policy drivers had a major bearing on procurement practices adopted in the public sector, resulting in a very different pattern of engagement with service providers from that prevailing in the private sector. Specifically whereas private sector organisations utilised a range of approaches, which can broadly be classified as relational in nature, public sector organisations almost exclusively relied on transactional-based approaches. The nature of these services suggests that relational based procurement constitutes the optimal approach to the acquisition of such services. However, for public sector organisations the perceived restrictions imposed by public policy on procurement practices resulted in the adoption of an approach which can be viewed as resulting in sub-optimal outcomes.  相似文献

Public procurement in industrialized nations accounts for a significant share of gross domestic product; hence it is imperative for local, regional and national economic development to utilize this potential. However, previous discussions of entrepreneurship and small business policy have by and large marginalized public sector procurement. As a contribution to giving greater salience to the linkages between regional development, entrepreneurship and public procurement, this paper presents empirical results of a qualitative study into local government authorities in the United Kingdom. In particular, it draws out a range of enablers and barriers for sourcing from small- and medium-sized enterprises that were perceived by procurement managers. The focus on public sector procurement furthermore leads to a more systematic theoretical elaboration of entrepreneurship policy as being based on legal authority or the market or network effects from geographic proximity.  相似文献

This paper presents a novel approach to the characterisation of “systemic risk” in the context of public sector procurement and contracting. We argue that contemporary risk management practices in project and programme management exhibit a number of limitations. This is particularly relevant to public sector contracting, which, the authors postulate, would benefit from more sophisticated practices that are capable of dealing with risk ‘systemicity’. Drawing on a sample of public sector procurement exercises commissioned by the UK Ministry of Defence (MoD), the paper presents a multi-method approach that aims to increase our understanding of complex outsourcing contracts. The results suggest a need for more appropriate methods of risk analysis, and discuss the practical implications.  相似文献

This article investigates the disclosure of key performance indicators in the annual reports of Irish public sector organizations. It begins by discussing the two main driving forces behind public sector bodies disclosing performance information in their annual reports for the first time as well as looking at other contributing factors. The present situation with regard to the disclosure of key performance indicators in the whole of Ireland is then analysed. A number of annual reports from central government departments or agencies, local government bodies, other public sector entities and, in the case of the Republic of Ireland, semi-state organizations are examined to see whether such information is being disclosed and, more importantly, whether performance indicators are being linked to predetermined objectives and targets.  相似文献

Robotic Process Automation (RPA) has received growing attention within the digital transformation as this cutting-edge technology automates human behavior and promises high potentials. However, the adoption in purchasing and supply management (PSM) is still in its infancy and has hardly been explored, particularly in the public sector. Based on a multiple case study including 19 organizations of the public and private sector, this paper narrows that gap and presents comprehensive insights into potentials, barriers, suitable processes, and best practices and components for RPA implementation. The findings indicate that adoption depends on the organizations’ digital procurement readiness and maturity. Application areas of RPA enlarge with increasing experience and range from transactional and operative tasks within the procure-to-pay process to more strategic use cases in sourcing and supply relationship management. Potentials mainly comprise employee reliefs, cost savings, and increased operational efficiency and quality. We uncover multiple technical, organizational, and environmental barriers related to IT infrastructure and human resources, internal communication, financial resources, top management support, organizational structures, supplier-related issues, and government regulations. Furthermore, our study indicates several differences between the private and public sectors for RPA implementation. We outline implications for the emerging research on RPA and pivotal directions for organizational practice.  相似文献

The high contagion rates of COVID-19 and the limited amounts of vaccines forced public health authorities to develop vaccinations strategies for minimizing mortality, avoiding the collapse of health care infrastructure, and reducing their negative impacts to societies and economies. We propose a Multi Criteria Group Decision Making for prioritizing a set of COVID-19 vaccination alternatives, under a picture fuzzy environment, where the weights for Decisions Experts (DE) and criteria are unknown. A panel of six DEs assess six criteria for prioritizing four groups for vaccination. The weights for DE and criteria are handled in the form of fuzzy sets. Three types of weights are calculated: subjective, objective, and mixture weights.According to our results, three out of the six criteria hold 60% of the strategic importance: 1) allocation and distribution, 2) COVID-19 strains and 3) capabilities and infrastructures. However, persons with comorbidities became the group with the highest priority, followed by essential workers, women, and adults older than 40 years. Governments, decision makers, and policy makers can find rigorous scientific evidence for articulating effective vaccinations campaigns from this work, and contribute to minimize undesired outputs, such as high mortality rates or collapse of hospitals.  相似文献

Governance is an emerging theme that has been associated in the public sector with a real political need to satisfy stakeholders by demonstrating accountability and transparency while effectively implementing policy. Many initiatives relating to governance are generated by a need for improvement of organizational performance and ability to implement and adapt to change. These generally take the form of projects and programs encouraging a variety of project management implementations in the public sector. This article reports on examination of the expectations and realization of value from investment in project management in four Australian public‐sector organizations with particular reference to the government context, the perspective of public value management (PVM), and the support that project management provides in meeting the demands of public‐sector governance.  相似文献

The COVID-19 pandemic has disrupted the humanitarian supply chain management (HSCM) necessary for delivering emergency items during the disaster. The combined effects of climate change and the pandemic uncover the vulnerabilities of humanitarian supply chain operations and highlight the importance of risk management. This study aimed to identify priority risk factors and proposed mitigating risk strategies of a local government that is at the forefront of relief operations. It used Grey Relational Analysis (GRA) method to validate the Failure Mode and Effect Analysis (FMEA) approach in identifying priority issues relating to the supply chain risks. How does government drive the corporate social responsibility of firms that supply it with goods and services? This paper reviews relevant theory and practice to describe ways in which public procurement shapes corporate social responsibility, and it builds upon theory to develop testable propositions to describe these influences. Using the case of U.S. defense procurement, statistical analysis indicates a significant relationship between the extent to which firms engage in defense procurement and the corporate social responsibility orientations of their managers. The findings have application both for social responsibility theory and for public procurement policy and practice.  相似文献
