公共部门和私人部门的边界

名义公共产品是指公共支出,公共支出对私人部门利益的提升才是实际公共产品。公共支出增加不一定导致私人部门利益提升。公共支出效益由公共部门获得,导致公共部门的人均收入高于私人部门。部门的报酬差异导致对公共部门的过度进入。进入的本质是分享公共部门的利益空间。另一方面,对公共部门的进入也存在着制约的因素。公共部门的相对报酬刺激进入规模扩大,进入规模扩大又使得相对报酬趋于降低。相互对立的力量决定了公共部门的进入规模,同时决定了公共部门和私人部门的边界。

Decentralization,the New Public Management,and The Changing Role of The Public Sector In Africa

The role of the public sector in most countries around the world is changing both with respect to public service delivery and the stimulation of economic progress. That change, which was occasioned by the need for policy reform, has resulted in what is now termed ‘the new public management’, reflecting a movement away from the old values and norms of public sector administration. This article examines and analyses the concept of decentralization and its relevance to the changing role of the public sector, within the context of ‘the new public management’. and with special reference to Africa. The perspective of the article assumes that the new public management provides an appropriate framework for responding to the efficient delivery of public services in Africa.

The Macro Impacts of Public Resold Dwellings on Private Housing Prices in Singapore

In Singapore, the public resale housing market is an actively traded public owner occupier housing market succeeding to the heavily regulated new public owner occupier housing sector, in which the new public housing units are sold at a heavily subsidized price. The resale market was originally aimed at facilitating consumer housing choices and harnessing the greater efficiency of market mechanism in the delivery of public housing. However, it also became a vehicle for many Singaporeans to upgrade to private housing. This raises the concerns of its impacts on the private housing market as well as the equitable distribution of public resources. This paper first analytically reviews the retrospect of Singapore housing system, then empirically studies the impacts of public resold dwellings on the private housing prices, probing the links between the public resale market and the private housing market as well as the implications on the equitable distribution of public resources.     

区域公共物品政府供给的博弈分析

区域公共物品是一种特殊的公共物品,不仅具有公共物品的一般属性,还具有其自身特殊属性。正是由于区域公共物品的这些特性,区域内地方政府在供给区域公共物品时容易陷入"囚徒困境",导致区域公共物品供给不足,阻碍区域经济一体化的发展。本文运用博弈分析原理,对区域公共物品供给不足进行了分析,认为区域公共物品供给不足除了区域公共物品的特性以外,政府的有限理性和信息不对称也是导致区域公共物品供给不足的重要因素,并就区域公共物品供给不足提出一些政策建议。     

Exploring social media usage in the public sector: Public employees' perceptions of ICT's usefulness in delivering value added

The present paper explores the effectiveness of the implementation and use of information and communication technologies (ICT) in the public sector, with a specific focus on the role of social media in improving both public decision-making processes and the quality of public services. We sought to deepen knowledge on this issue by disseminating structured questionnaires to Italian public servants, questioning them about the potentialities and criticalities of social media use in the public sector. Logistic regression analysis was used to analyse the data.The paper has two main goals. First, we aim to explore public servants' evaluation of social media's impact on public decision-making processes. Second, we are interested in understanding the main socio-demographic variables affecting public servants' perceptions about the importance of social media in these processes. This paper enriches the literature on public sector use of ICT and advances topical discussion on organizational change and decision-making processes in public administrations. In so doing, the paper reveals interesting practical and policy implications by highlighting the key aspects affecting social media's effectiveness and usefulness in the decision-making process and its impact on the public services delivered to the citizenry.

Swimming on Land: Some Suggestions for Today’s Public Administration

In recent decades researchers have suggested various models for public administration organizations. These models and reforms, generally called New Public Management and Post-New Public Management, ignore the different developmental phases of public organizations, especially when dealing with non-Western countries. Instead of asking how public organizations should look, we suggest asking what should they do? To answer this question, we present several principles on the individual and organizational levels that can serve as a good compass for public managers. On the individual level, we maintain that public employees should focus on listening, helping and learning. On the organizational level, we advocate incorporating public policy with public administration, embracing core principles as opposed to trying to achieve ends, and returning public administration to its key role. These principles reinforce each other and thus can enhance the capability of public organizations.
