The concept of sustainability has been widely accepted in tourism to mitigate the detrimental effects of mass tourism. However, developing a valid scale and testing it in cross-cultural settings is critical in evaluating sustainable tourism outcomes. This study examines the validity of the Sustainable Tourism Attitude Scale (SUS-TAS) in an Eastern island context. We adopted competing models testing, cross-cultural validity examination, and multigroup confirmatory factor analyses. Data were collected from three archipelagoes in Taiwan. A seven correlated-factor model was identified as the best-fitting model. Cross-cultural validity demonstrates that SUS-TAS shares the same psychometric properties originally found in Choi and Sirakaya (2005), and multigroup confirmatory factor analyses support the concept that SUS-TAS has the same cognitive framework across the three groups. The findings suggest that SUS-TAS can be used to assess resident attitudes toward sustainable tourism in an Eastern island context. Implications for future research and managerial practice are discussed.  相似文献

Despite owing its origins to the general concept of sustainable development, the subject of sustainable tourism appears to have evolved largely in isolation from the continuing debate on the meaning of the former. This paper argues that such isolation has resulted in the emergence of an overly simplistic and inflexible paradigm of sustainable tourism which fails to account for specific circumstances. It is suggested that the concept of sustainable tourism be redefined in terms of an over-arching paradigm which incorporates a range of approaches to the tourism/environment system within destination areas. These approaches are outlined for a variety of abstract situations with the aim of demonstrating the legitimacy of different perceptions of sustainable tourism.  相似文献

Collective self-governance is gaining attention in the literature for maintaining the quality of key attractions and promoting sustainable tourism. The long-term success of collective self-governance is dependent on both its internal organization and its embeddedness in external state and non-state regulations. This paper presents the marine community concept, consisting of a policy and a user community, as a framework for investigating the internal and external dynamics of collective self-governance and its ability to steer toward sustainable cruise tourism. As methodology, a case study design was chosen which was primarily studied by means of interviews with a spectrum of relevant actors concerning expedition cruise tourism at Svalbard. By applying the marine community to Svalbard expedition cruise tourism governance, we draw the following conclusions: (1) collective self-governance complements governmental regulation through access to knowledge, conflict resolution and rule-compliance based on disclosure, traceability and trust; (2) collective self-governance's increasing role in the policy community alienates the expedition crew from the user community; and (3) informational overflow by co-existence of collective self-governance and state-governance challenges sustainable cruise tourism. Collective self-governance would, therefore, benefit from reflection, especially regarding the role of the user community that functions as an intermediary between state and self-governance regulations.  相似文献

The concept of sustainable tourism development is widely considered to be necessary for successful tourism development, but there is uncertainty over destination stakeholders’ understanding and thus ability to implement the concept. Utilising diffusion theory, this paper explores the diffusion of the sustainable tourism development concept among stakeholders in the tourism destination of Kret Island, Thailand. The primary data collection involved semi-structured, in-depth interviews undertaken with 10 local government authorities and 45 local residents, and data were analysed using content analysis. Interpersonal communication was the key channel for the concept's diffusion, and the involvement of opinion leaders, change agents and social networks in this diffusion was explored. Many local residents were laggards in the diffusion of sustainable tourism development thinking in comparison with local government and local opinion leaders. It is argued that both interpersonal and media communication and the identification of key actors in the community are needed to effectively diffuse sustainable tourism ideas among destination stakeholders. The results validate the use of diffusion theory as a means to understand the transfer of the sustainable tourism development concept among stakeholders, and they also provide information useful for the design of information dissemination programmes.  相似文献

This paper presents a critical discussion of the internationally prevailing understanding of the concept 'sustainable tourism'. It is argued that the current focus on stationary activities and local, intensive environmental issues is too limited both in relation to the concept of tourism and the concept of sustainable development. There is no tourism without travel. And, as shown in a Norwegian research study, tourist travel is a major source of serious environmental problems. The paper emphasises that sustainable tourism should be linked to a concept of sustainable mobility. However, this mobility would imply not only a change in the means of transport but also a reduced level of mobility in the rich part of the world. As this would entail new forms of tourism, other than those solely based on auto- and aeromobility, it represents a major challenge for the future development of tourism.  相似文献

The World Tourism Organisation (WTO) established a set of core indicators of sustainable tourism in 1995, which were promoted as a useful tool in the operationalisation of sustainable tourism development. Local authorities provide an established framework within which to operationalise the WTO's core indicators of sustainable tourism. This paper examines the extent to which sustainable tourism is reflected in the research practices and attitudes of local authorities within New Zealand. A nationwide survey investigated the importance of tourism, the current status of research and the perceived value of the WTO's core indicators of sustainable tourism within the New Zealand local authority framework (regional councils, territorial local authorities and regional tourism organisations). The importance of tourism within local authority areas was positively correlated with the number of different research activities undertaken.Two main types of research were identified: demand-related and supply-related research. Demand -related research is undertaken within the majority of local authority areas throughout New Zealand. However, supply-related research is under-represented. The WTO's core indicators were generically grouped into economic, planning, social and ecological indicator types. Regional councils showed a preference towards ecological indicators. Territorial local authorities and regional tourism organisations preferred economic and social indicators. The detailed implications are discussed.  相似文献

Given the complexity of the issues surrounding the concept of sustainable tourism, the current paper tries to provide a unified methodology to assess tourism sustainability, based on a number of quantitative indicators. The proposed methodological framework (Sustainable Tourism Benchmarking Tool – STBT) will provide a number of benchmarks against which the sustainability of tourism activities in various countries can be assessed. A model development procedure is proposed: identification of the dimensions (economic, socio-ecologic, infrastructure) and indicators, method of scaling, chart representation and evaluation on three Asian countries. This application to three countries shows us that a similar level of tourism activity might bring on different sorts of improvements to implement in the tourism activity and might have different consequences for the socio-ecological environment. The heterogeneity of developing countries exposed in the STBT is useful to detect the main problem that each country faces in their tourism sector.  相似文献

Sustainable tourism is a concept widely embraced by managers and planners of tourist destinations. However, it has received little attention in the context of urban tourism, an area of research that has until recently been largely neglected by academics. This paper contributes to the body of knowledge on sustainable tourism implementation in large cities, by using London as an exploratory case study. Through the collection and analysis of both primary and secondary data (online survey, semi-structured interviews and document analysis), it seeks to explore whether local authorities have implemented policies towards sustainable tourism in the capital. The findings indicate that although the concept of sustainable tourism is perceived as important by policy makers, only a few local authorities in London promote its principles in their policy documents and even fewer have initiatives to put them in practice. Most of these initiatives are isolated activities which address limited aspects of sustainable tourism. The paper concludes that despite some progress made to date, in the current economic climate, growth and development remain the main objectives of governments and local authorities, while social and environmental issues are often left behind.  相似文献

Many studies have explored how the tourism sector and tourism policies understand and relate to the concept of sustainable development. A common conclusion is that tourism concentrates on economic and social viability at the expense of environmental sustainable development. This paper considers if and how the concept of environmental policy integration (EPI) could improve sustainable tourism policy implementation. It defines EPI, and explores both the three-level (co-ordination, harmonization and prioritization) and four-level (inclusion, consistency, priorities and reporting) EPI approaches. It notes that there is both strong and weak EPI, and both political systems and policy analysis approaches. The paper then describes Norway's post-2007 adoption of sustainable tourism as a central part of its national tourism development strategy, with 10 defined principles, and suggested defined development standards, and assesses the implementation of the national strategy through the lens of the EPI concept. While there are now 18 pilot sustainable tourism destinations, with 44 criteria and 108 indicators, there remain many difficult issues to address. A series of suggestions are made, the chief of which is the need for a politically strong central authority that has been entrusted with having environmental concerns within the tourism sector as its key mandate.  相似文献

This exploratory research examines the potential of organic farms in South Korea to enable a distinct form of environmentally sustainable tourism. Case studies involving in-depth interviews with three organic farms and content analysis of the websites of 38 organic farms offering tourism-related activities were conducted. An analytical framework using key ecotourism principles was developed to guide an evaluation of activities and practices on the farms. Organic farmers in the study were concerned about ecological conditions on their land, possessed close ties to that land, and employed related knowledge to help preserve natural habitat and minimize adverse environmental impacts. Social–cultural gains were evident, for both visitors and local inhabitants. It is argued that this type of tourism on organic farms may be a potentially new form of ecotourism (eco-organic farm tourism). The study suggests that ecotourism principles may be usefully applied as a guiding sustainability paradigm for small scale, organic farms engaging in tourism. This new tourism type can be employed as a strategy for facilitating sustainable agriculture, local development, social–cultural and environmental conservation, wellbeing, and learning. Further research needs to be carried out both in Korea and elsewhere to develop this eco-organic farm tourism concept.  相似文献

Both in a national and global context, it is challenging to identify key conditions for the integration of sustainable tourism in public policy. By studying a number of recent planning processes pertaining to tourism development, this article aims to contribute recent insight into how sustainability may be integrated into tourism planning. The study was motivated by a publicized shift in the Norwegian government policy strategy on sustainable tourism, from a sector approach to an integration approach. Through case analysis, the concept of environmental policy integration is applied. Findings show that sustainable tourism is partially integrated in all cases and three key issues are outlined. First, although Norway is characterized by a high degree of sector organization, it has a weak structure for overall tourism policy integration. Second, the integration of sustainable tourism has been stimulated by national horizontal integration, bottom-up integration prepared by institutional changes, public participation, and by active use of the municipal system of planning. Third, this study could not find any evidence for the announced shift from a sector approach to an integrated approach to sustainable tourism.  相似文献

Despite the significant attention paid by tourism academics and practitioners to sustainable tourism development in recent years, there has been a consistent failure within the tourism literature to relate the concept to the theory of its parental paradigm, sustainable development. As a result, the applicability of sustainable development to the specific context of tourism is rarely questioned. This paper addresses this omission in the literature. Reviewing development theory and the notion of sustainability, it proposes a model of sustainable development against which the principles of sustainable tourism are compared. It is argued that tourism development remains embedded in early modernisation theory whilst the principles of sustainable tourism over look the characteristics of the production and consumption of tourism. As a result, significant differences between the concepts of sustainable tourism and sustainable development are revealed, suggesting that the principles and objectives of sustainable development cannot be transposed onto the specific context of tourism.  相似文献

The use of sustainable tourism indicators (STI) raises several issues, mainly because of the multiple interpretations of the concept of sustainable development, and by extension of the concept of sustainable tourism. It also brings to light incompatibilities between the needs and objectives of academics and policy-makers in developing a set of STI. The STI are then either scientifically relevant but too complex to be operational, or else they result from a political consensus, which could lead to conflicts of interest, such as in the destination branding strategy. In this paper, we argue that the trade-off between academic and policy-maker approaches to indicator development can be achieved through the development of core STI, based on the application of two sets of selection criteria to 507 expert-recognized indicators. The first set of criteria allows us to select 20 core STI, while the second set of criteria aims to match the selected indicators with a destination's policy framework in order to guarantee their usability. We illustrate the selection procedure using the Gaspésie region in Québec as a case study.  相似文献

Carbon mitigation strategies are an urgent and overdue tourism industry imperative. The tourism response to climate action has been to engage businesses in technology adoption, and to encourage more sustainable visitor behaviour. These strategies however are insufficient to mitigate the soaring carbon footprint of tourism. Building upon the concepts of optimization and eco-efficiency, we put forward a novel carbon mitigation approach, which seeks to pro-actively determine, foster, and develop a long-term tourist market portfolio. This can be achieved through intervening and reconfiguring the demand mix with the fundamental aim of promoting low carbon travel markets. The concept and the analytical framework that quantitatively inform optimization of the desired market mix are presented. Combining the “de-growth” and “optimization” strategies, it is demonstrated that in the case study of Taiwan, great potential exists to reduce emissions and sustain economic yields. The implications for tourism destination managers and wider industry stakeholders are discussed.  相似文献

The adoption of sustainable practices has become widespread in tourism and has led to the proliferation of sustainability evaluation tools. They focus mainly on measuring outcomes, making scientific expertise an essential part of evaluations. This study argues that involving stakeholders throughout the evaluation process is essential if evaluation is to play a role in promoting the necessary understanding of sustainability to address the ecological and social concerns within a tourism setting. Drawing upon multi-stakeholder thinking, ethics, the Bellagio Principles and action research, this paper introduces a theoretical and methodological framework for engaging tourism organisations in collaboration with stakeholders in planning and implementing sustainability evaluations. The application of the framework is illustrated using a study of tourism product development, involving a group of eight craft-based entrepreneurs and their stakeholders in Finnish Lapland. A focus is placed on using ethical theories to promote dialogue and critical reflection and to expose the plurality of moral orientations behind the multiple views of sustainable tourism. Through discourse analysis, four moral discourses, ethical egoism, utilitarianism, deontology and virtue ethics, are constructed and examined. The paper shows how each influences the various ways in which stakeholders perceive sustainable tourism and the practical outcomes of the process.  相似文献

A sound policy and regulatory framework is essential in planning for sustainable tourism development. The paper examines opportunities and challenges for China's planning for sustainable tourism development from both policy and regulatory perspectives. Despite the enthusiasm for sustainable tourism, China's existing relevant policy and regulatory frameworks are generally fraught with contradictory objectives, and they are also often incoherent, have ambiguous legal provisions, and many organizations have duplicate responsibilities, unclear definitions of responsibilities, interlocking activities, and weak coordination due to the complicated institutional structure. Based on Shanxi Province, the paper explores the policy and regulatory issues affecting tourism and its sustainability, and it also assesses the possible options to foster an improved policy and regulatory framework for China's sustainable tourism development. A much stronger political will from all levels of government will be required to overcome a prevalent mindset for short-term economic growth and deep-rooted practices in pursuit of departmental benefits. It is also necessary for China and Shanxi under the new national tourism law to articulate and coordinate its laws and regulations with much improved supportive bylaws. Finally, more rational and effective institutional arrangements are needed, with clearly defined functions and responsibilities for government at varied levels.  相似文献

Whilst the relationship between transport and tourism has been a subject of discussion in the literature, research has focused primarily on an evaluation of transport as a means to an end rather than as a contextual component of the tourism offering, especially at the destination. This paper evaluates the concept of a planned sustainable transport network, the National Cycle Network in the UK, as a potential model for the integration of transport, tourism and recreation. The paper concludes by exploring a number of implications, which may be considered when developing similar tourism transport networks. As demand for resources grows, there is increased pressure on the places and communities in which sustainable tourism is situated. This research examined the experience of an academic and a sustainable tourism business operator who were engaged in a community protest against coal seam gas mining in Queensland, Australia. Our research used a co-constructed narrative method and a post-ecological democratic framework to understand the significance of the public-sphere action of the tourism business. Our findings reveal that sustainable tourism organisations can link with the local community to be effective in public-sphere protest because of their social relationships within communities. The tourism business engagement in the public sphere was characterised by an increase in the locus of control of the business in responding to environmental threats, reconceptualising “the environment” as a valued local place worth fighting for, and tactics that ensured the campaign was not subsumed and devalued within government administrative processes. We found that if the value basis for public-sphere action aligns with the business model, tourism businesses can engage in public-sphere action with no financial loss. Protest actions by sustainable tourism business operators can be part of a deeper sustainability movement through protest actions in the public sphere.  相似文献

This paper contributes to the sustainable tourism research agenda concerning the implementation of UN Sustainable Development Goals (SDGs) at a destination level. This paper develops a conceptual framework integrating three theories: stakeholder theory, social network analysis (SNA), and actor-network theory (ANT). Integration reveals a blended approach to enable a reassessment of stakeholder roles to further explore the nature, dynamics and operations of tourism networks as they work to achieve SDGs. Tourismscapes, as a model, is invoked to scaffold data and to provide insight into the nuances of destination networks. This research evaluates this concept and its potential for rethinking tourism research and inspiring a new wave of study. Firmly planted in critical tourism studies, this paper conceptualises tourism stakeholder interactions, specifically those networks pursuing common goals at a destination level, such as SDG 17 that aims to strengthen means of implementation through partnerships.  相似文献
