There is now almost universal agreement that climate change, with potentially disastrous consequences, is happening and that it is contributed to by human activities. This Forum is dedicated to the discussion of various aspects of the European Union's climate policy, e.g. the EU's future role in the global effort to combat global warming, the efficiency of its climate strategy, the design of a new rule for sharing the corresponding burdens fairly among member states, and the interrelationships between the Union's climate policies, on the one hand, and its energy and transport policies, on the other. * and member of the German Advisory Council on Global Change (WBGU). While the European Union will hardly be in a position to receive new members without extensive policy and financial reform, the discussion so far has exaggerated the link between reform and enlargement. It has also tended to neglect the economic benefits to be expected from integrating the CEECs into the EU and has been dominated by concerns about intra-EU transfers. In an attempt to placate those member states which have complained that they pay too much, recent proposals could give rise to more inefficiencies and disparities within the Union. A European Monetary Union (EMU) and the complete transfer of the responsibility for monetary policy to a European central bank are no longer utopian ideas, but a politically highly relevant possibility. 本文认为,欧盟建立后十余年的时间里,沿用了欧共体的并购控制政策.这一政策是特定历史时期的产物,包含了较多的对非经济因素的考虑,又具有结构主义的特点.2004年4月,以新并购控制规则正式生效为标志,欧盟并购控制政策发生重大变革.在实质性内容上,新政策以新古典的微观经济理论为依据,对并购控制标准和市场结构分析方法进行调整;对与并购相关的反竞争效应的产生机制及效率问题进行阐释,加强了并购审查过程中的经济学分析.欧盟并购控制政策的演变过程带给我们的启示是:"经济学化"是并购控制政策发展的一般趋势;"竞争文化"的培育和先进技术手段的运用是并购控制政策得到有效执行的保证.  相似文献

The final stage of the European Monetary Union (EMU) is approaching; the single currency goes into effect on January 1, 1999. The article discusses the far-reaching ramifications of the euro in the context of the international monetary system. Current challenges facing the implementation of the new currency are addressed such as unemployment, high budget deficits, and general skepticism both EU members and non-members have expressed. The argument is made that acceptance and widespread use of the single currency will provide a framework for a deeper economic and political integration across Europe. © 1998 John Wiley & Sons, Inc.  相似文献

This paper examines the political economy of Estonian trade policy in the 1990s. Estonia is a unique case in the world economy, in that the country rapidly implemented unilateral free trade after regaining independence and sustained it right through the 1990s. We analyse the circumstances, interests, ideas and institutions that have shaped Estonian trade policy during the past decade. Our stress is on institutions, particularly the national decision‐making setting for trade policy. Through this prism we try to understand how a free trade regime was implemented and sustained, and what this experience suggests for the feasibility of tree trade elsewhere. We also look at the increasingly ‘multi‐track’ nature of Estonian trade policy through bilateral free trade agreements, WTO accession and, especially, the movement towards EU accession. Although the other trade policy tracks to some extent provide a lockin for unilateral reforms, we argue that EU accession is undermining the simple, classical liberal trade policy regime that existed during the 1990s.  相似文献

本文运用面板数据的方法,研究了欧盟在华直接投资对中国与欧盟贸易的影响,结论表明,欧盟在华直接投资促进了中国对欧盟各成员国的进出口贸易,但影响较小,影响中、欧贸易的主要因素是中国和欧盟各成员国的经济实力(GDP)。这表明欧盟在华投资企业的市场战略主要是针对中国广阔的国内市场的。文章最后部分对如何促进欧盟对华直接投资和扩大中、欧贸易提出了建议。  相似文献

This paper analyses the competitiveness of the mobile telecommunications industry across the European Union. A structural model of demand and supply has been estimated for annual data on 15 EU countries from 1998 to 2002. Estimates of country‐specific conjectural variations allow us to compare the competitiveness of mobile telephony across the EU, and can offer an alternative to the evaluation of competition based on direct cross‐country price comparisons. Average industry conjectural variations decrease over time as a result of regulation. The liberalization of fixed telephone lines and the introduction of number portability for mobiles increase the competitiveness of the mobile industry.  相似文献

This paper analyses bilateral trade flows between the provinces of Canada and between the member states of the European Union using a gravity model. On average, distance is less a hindrance for services trade than for goods trade. Language and regulation differences hamper intra-EU trade significantly. Services trade, in contrast to goods trade, is also hampered by the level of regulation in the importing country. Services trade within Canada as a share of GDP is twice the intra-EU level, and estimates suggest that intra-EU services trade could more than double if the internal market functioned like the Canadian services market.  相似文献

Half a century has passed and Turkey is no further toward achieving EU membership. Under the mandate of the Barcelona Declaration, EU–Turkish industrial tariffs will be abolished, whilst agro‐food protectionism remains largely intact. Consequently, the direct impacts from a hypothetical EU accession scenario will be concentrated in agro‐food sectors, whilst their share of economic output in Turkey implies ‘secondary’ macro impacts. To this end, a computable general equilibrium (CGE) framework is employed to quantitatively reassess full Turkish accession. Unlike previous CGE studies, agriculture, fishing and food sectors are disaggregated, whilst significant advancements to the ‘standard’ model code are incorporated to capture the vagaries of agricultural factor, input and product markets. In addition, a realistic ‘baseline’ scenario is constructed including ‘up to date’ trade and domestic agricultural policy reforms prior to Turkish entry to the EU. The results show that trade‐led gains in Turkey are moderated due to tariff liberalisation prior to EU entry, whilst Turkey receives significant budgetary transfers from the CAP budget, which are ‘mirrored’ as EU‐27 costs. With additional migration effects, Turkish (EU‐27) production possibilities fall (rise), whilst real income per capita rises (falls).  相似文献

The European Union's climate policy is characterized by uncoordinated measures taken at national level, and a preference for inefficient economic instruments. The vanguard role taken by the EU in international climate negotiations stands in contrast to the lack of action in meeting far-reaching emissions-reduction targets on a European level.
