In allocating goods with no use of monetary transfers, random allocation mechanisms can be designed in order to elicit information on preference intensities. I study the nontransfer allocation of two ex-ante identical objects under Bayesian incentive compatibility, with symmetric agents and independent private valuations. I find the ex-ante utilitarian-optimal mechanism, in which the probability of receiving a specified object is used as “numeraire” to purchase probability units of the other object. I characterize this mechanism as an appropriate combination of lotteries, auctions and insurance. The latter element ensures that efficient auctions are feasible. If the problem is constrained to guarantee exactly one object per agent, then the optimal mechanism uses no information other than the agents? ordinal preferences.  相似文献

We study implementation in environments where agents have limited ability to imitate others. Agents are randomly and privately endowed with type-dependent sets of messages. So sending a message becomes a partial proof regarding type. For environments where agents can send any combination of available messages, we develop an Extended Revelation Principle and characterize the incentive constraints which implementable allocations must satisfy. When not all message combinations are feasible, static mechanisms no longer suffice. If a ‘punishment’ allocation exists for each agent, then implementable allocations can be characterized as equilibria of a “Revelation Game,” in which agents first select from the menus of allocation rules, then the mediator requests each agent to send some verifying messages. When a punishment allocation fails to exist for some agent, dynamic games in which agents gradually reveal their evidence implement a larger set of outcomes. The latter result provides a foundation for a theory of debate.  相似文献

We analyze a non‐cooperative two‐country game where each government decides whether to allow free market entry of firms or to regulate market access. We show that a Pareto‐efficient allocation may result in equilibrium. In particular, if the cost difference between home and foreign production is “significant,” production will be located in the cost‐efficient country exclusively; and if this cost difference is even “substantial,” the induced allocation is also Pareto efficient. Only if the cost difference is “insignificant,” production may take place in both countries and the allocation is inefficient.  相似文献

We show that when agents become informationally negligible in a large economy with asymmetric information, every ex ante efficient allocation must be incentive compatible. This means that any ex ante core or Walrasian allocation is incentive compatible. The corresponding result is false for fixed finite-agent economies with asymmetric information. An example is also constructed to show that the ex post version of the result does not hold. Furthermore, we show that the result is sharp in the sense that it will fail to hold if one relaxes any of the main assumptions, namely, strong conditional independence on the information structure, strict concavity on the utility functions, type independence on the utility functions and endowments.   相似文献

This paper concerns ex ante incentive efficient performance in the bargaining of one buyer and one seller over a single item. For any element in a specified class of distributions of the buyer's and the seller's valuations of the item, all of the (interim) individually rational and efficient allocation rules are characterized. It is also shown that the “buyer's bid” and the “seller's price” double auctions are efficient for all distributions in the specified class. These results are obtained by studying efficiency as a linear programming problem.  相似文献

An allocation rule is called Bayes–Nash incentive compatible, if there exists a payment rule, such that truthful reports of agents' types form a Bayes–Nash equilibrium in the direct revelation mechanism consisting of the allocation rule and the payment rule. This paper provides a characterization of Bayes–Nash incentive compatible allocation rules in social choice settings where agents have multi-dimensional types, quasi-linear utility functions and interdependent valuations. The characterization is derived by constructing complete directed graphs on agents' type spaces with cost of manipulation as lengths of edges. Weak monotonicity of the allocation rule corresponds to the condition that all 2-cycles in these graphs have non-negative length. For the case that type spaces are convex and the valuation for each outcome is a linear function in the agent's type, we show that weak monotonicity of the allocation rule together with an integrability condition is a necessary and sufficient condition for Bayes–Nash incentive compatibility.  相似文献

We consider the problem of a spatially distributed market with strategic agents. A single good is traded in a set of independent markets, where shipment between markets is possible but costly. The problem has previously been studied in the non-strategic case, in which it can be analyzed and solved as a min-cost-flow problem. We consider the case where buyers and sellers are strategic. Our first result gives a double characterization of the VCG prices, first as distances in a certain residue graph and second as the minimal (for buyers) and maximal (for sellers) equilibrium prices. This provides a computationally efficient, individually rational and incentive compatible welfare maximizing mechanism. This mechanism is, necessarily, not budget balanced and we also provide a budget-balanced mechanism (which is also computationally efficient, incentive compatible and individually rational) that achieves high welfare. Finally, we present results for some extensions of the model.  相似文献

Regional differences in economic growth have been observed within many countries. Our story emphasises three region-specific factors driving growth—capital, labour and political factors. Conditional on differences in production factor (i.e., labour and capital) variations across democratic states, what role do differences in underlying “political factors” across regions play in accounting for regional growth disparities? We build a political economy model of endogenous growth where regions have the same political institutions, but experience different (and estimable) distributions over voter political biases (i.e., our “political factors”). In our model, political factors affect regional productivity as a consequence of politico-economic equilibrium. We discipline our regional growth accounting exercises by calibrating/estimating each model to American state-level economic and political-survey data. We show that the capital factor is the predominant driving force behind growth in American states. Nevertheless, regional variations in distributions of voter's political biases also account a great deal for regional growth disparities. We also evaluate how much politics would have distorted agents' welfare and regional growth, were regional economies given the opportunity to live under an efficient social planner's allocation system; and, if agents were to live under the same democratic system but where all voters have equal voting influence.  相似文献

This paper studies information disclosure in a model of dynastic government. When information about past policy choices comes exclusively from the reports of previous administrations, each administration has an incentive to choose its (suboptimal) one-shot expenditure policy, and then misrepresent its choice to its successor. Consequently, it has been suggested that “horizontal accountability,” i.e., a system of governance where auditing functions lie outside the executive branch, can ensure credible disclosure of a government's activities. This paper suggests a cautious approach to that view.The baseline model examines the reporting incentives of an external auditor who can independently verify the information each period. Even with auditing, credible disclosure is shown to be problematic. Various extensions to this baseline model are examined. In one extension, “liberal” (i.e., those prefering larger government expenditures) and “conservative” (those prefering smaller expenditures) regimes and auditors evolve over time. It is shown that “conservative” (“liberal”) auditors are not credible when the current regime is also “conservative” (“liberal”). Moreover, because information transmission stops when the auditor's and the regime's biases coincide, effective deterrents even in the “good” periods (when the auditor's and the administration's biases differ) are difficult to construct. In all periods the equilibrium requirement of auditor neutrality constrains the dynamic incentives for efficient policy choices. These constraints are shown to bind away from optimal policies in standard constructions of equilibrium. Various ways in which auditing protocols can overcome these problems are discussed.  相似文献

We study the allocation of collectively owned indivisible goods when monetary transfers are possible. We restrict our attention to incentive‐compatible mechanisms which allocate the goods efficiently. Among these mechanisms, we characterize those that respect the identical preferences lower bound: each agent should be at least as well off as in a hypothetical economy where all agents have the same preference as hers, no agent envies another, and the budget is balanced.  相似文献

In this paper, we analyze the cost allocation problem when a group of agents or nodes have to be connected to a source, and where the cost matrix describing the cost of connecting each pair of agents is not necessarily symmetric, thus extending the well-studied problem of minimum cost spanning tree games, where the costs are assumed to be symmetric. The focus is on rules which satisfy axioms representing incentive and fairness properties. We show that while some results are similar, there are also significant differences between the frameworks corresponding to symmetric and asymmetric cost matrices.  相似文献

We study desirability axioms imposed on allocations in indivisible object allocation problems. The existing axioms in the literature are various conditions of robustness to blocking coalitions with respect to agentsʼ ex ante (individual rationality and group rationality) and ex post (Pareto efficiency) endowments. We introduce a stringent axiom that encompasses and strengthens the existing ones. An allocation is reclaim-proof if it is robust to blocking coalitions with respect to any conceivable interim endowments of agents. This is an appealing property in dynamic settings, where the assignments prescribed by an allocation to be implemented need to be made in multiple rounds rather than all in one shot. We show that an allocation is reclaim-proof if and only if it is induced by a YRMH–IGYT mechanism (introduced by Abdulkadiroğlu and Sönmez, 1999) and if and only if it is a competitive allocation.  相似文献

Hart (J. Econ. Theory9 (1974), 293–311) gave conditions for equilibrium to exist in a securities model where each agent undertakes asset transactions to maximize expected utility of wealth. These conditions rule out agents wanting to undertake unbounded balanced transactions to reach a Pareto superior allocation given their expectations. With mild extra assumptions to make agents unwilling to risk incurring unbounded losses on their portfolios, Hart's conditions become equivalent to an assumption of “overlapping expectations,” which is comparable to a much weaker form of Green's “common expectations” (Econometrica41 (1973), 1103–1124).  相似文献

We study procurement procedures that simultaneously determine the specification and price of a good. Suppliers can offer and produce the good in either of two possible specifications, both of which are equally good for the buyer. Production costs are interdependent and unknown at the time of bidding. Each supplier receives two signals about production cost, one per specification. Our model is a special case of the interdependent value settings with multidimensional types in Jehiel and Moldovanu (Econometrica 69:1237–1259, 2001) where an efficient and incentive compatible mechanism exists. We characterize equilibrium bidding behavior if the winning supplier is selected purely on the basis of price, regardless of the specification offered. While there is a positive chance of obtaining an inefficient specification, this procurement mechanism involves lower information rents than efficient mechanisms, suggesting that there is a trade-off between minimizing expected expenditure for the good, and ensuring that the efficient specification is chosen.  相似文献

This paper contrasts models of common agency in which principals compete in incentive contracts (that is, they make take it or leave it offers) with models where principals offer agents menus of incentive contracts from which the final contract is negotiated. It is shown that pure strategy equilibria in incentive contracts are robust to the possibility that principals might offer menus. In addition, a no-externalities condition is given such that any pure strategy equilibrium allocation with menus can be supported with competition in incentive contracts. The no-externalities condition is restrictive, but it is shown that it applies in most well-known common agency problems, including, for example, the Bertrand pricing problem.  相似文献

Summary. We examine an adverse selection relationship in which the principal may ignore the ex ante distribution of the agent's types. The principal's behavior is described by a disutility function that covers the standard minimax regret and minimax loss criteria. We show that the incentive compatible and individually rational mechanism, which minimizes the maximal (or the minimal) principal's disutility over a set of priors, requires the efficient agents to realize the corresponding first-best actions and may demand actions lower than the first-best ones from less efficient agents. We also analyze the qualitative differences between the case in which the principal considers regrets and the case in which he considers losses. We present a behavioral model in which agents are concerned about the scarring effects from unemployment for themselves and others and explore the manner in which unemployment matters for trade policy. We derive three policy implications: the government has an incentive to increase employment in sectors characterized by “good jobs,” where the good job/bad job characterization depends on an industry's job creation and destruction rates; the government has an incentive to pursue this policy in a gradual fashion by channeling new and unemployed workers into the appropriate sector; and opposition to trade liberalization can be reduced by welfare state policies.  相似文献

We use a dynamic international trade model to analyse the implications of international trade for agents’ preferences and economic growth. This model is based on the home market effect with external habit formation (“catching up with the Joneses”) and “learning by doing” in production. We demonstrate the following: the historical composition of consumption in countries determines industrialization after trade; the preferences of agents converge after trade, independent of the economic results; and the welfare effects of trade may be positive or negative depending on trading partner characteristics. In some scenarios, autarky is strictly preferred to trade. Thus, international trade does not necessarily imply greater welfare, as is the typical result in a static context under CES preferences.  相似文献
