We consider two stories, Typhoon by Conrad and Traveler's Dilemma by Basu, 1994, Basu, 2007, as implementation problems under incomplete information without incentive compatibility, but where the planner has some private information regarding the state. If social choice functions do not satisfy incentive compatibility, full implementation is unattainable via existing approaches. For each story, we construct a direct mechanism that relies on the planner's private information. We provide a sufficient condition on players' beliefs regarding the state under which every player has a unique rationalizable action, namely, telling the truth. Thus, in these stories, the planner's information can bypass the lack of incentive compatibility.  相似文献

This article looks at implementation in economic environments when agents have perfect information about the state of the world, but cannot commit not to renegotiate bad outcomes or to collude against each other. If renegotiation satisfies a weak condition of disagreement point monotonicity, then any Pareto-efficient social choice function can be implemented if there are at least three agents who play undominated Nash equilibria. We study Nash implementation when the outcomes of the mechanism can be renegotiated among the agents but the planner does not know the renegotiation function that they will use. We characterize the social objectives that can be implemented in Nash equilibrium when the same mechanism must work for every admissible renegotiation function, and show the importance of allowing the planner to sometimes take away resources from the agents.  相似文献

We study the implementation of efficient behavior in settings with externalities. A planner would like to ensure that a group of agents make socially optimal choices, but he only has limited information about the agents’ preferences, and can only distinguish individual agents through the actions they choose. We describe the agents’ behavior using a stochastic evolutionary model, assuming that their choice probabilities are given by the logit choice rule. We prove that there is a simple price scheme with the following property: regardless of the realization of preferences, a group of agents subjected to the price scheme will spend the vast majority of time in the long run behaving efficiently. The price scheme defines a game that may possess multiple equilibria, but we are able to obtain a unique and efficient selection from this set because of the stochastic nature of the agents’ choice rule. We conclude by comparing the performance of our price scheme with that of VCG mechanisms.  相似文献

A quasi-linear social choice problem is defined as selecting one (among finitely many) indivisible public decision and a vector of monetary transfers among agents to cover the cost of this decision. This decision is based upon individual preferences, which are assumed to be additively separable and linear in money. The Separability axiom is a consistency property for choice methods on societies with variable size: the decision is not affected if we remove an arbitrary agent under the condition that he be guaranteed his original utility level and the cost to the remaining agents is modified accordingly. Thus the utility level assigned by the social choice function to agent i is the price at which the other agents are unanimously willing to buy agent is share of the decision power. A general characterization of choice methods satisfying this axiom is provided. Three subclasses of particular interest are characterized by additional milder axioms. Those are: (i) equal sharing of the surplus left over some reference utility (e.g., the utility at a status quo decision), (ii) utilitarian methods that merely select the efficient public decision and perform no monetary transfers, and (iii) equal allocation of nonseparable costs, which divides equally the surplus left over from the utility derived from the pivotal mechanism (also known as the Vickrey-Clarke-Groves mechanism).  相似文献

We characterize preferences over acts that can be represented by a utility function and a multiple-prior, such that an act f is preferred to act g if there is a prior under which the expected utility induced by f is higher than that induced by g. These preferences are referred to as justifiable preferences. We further introduce a generalized model of ambiguity that involves a collection of multiple-priors, namely, multiple multiple-priors and incorporate Bewley?s Knightian model in justifiability: f is preferred to g if, according to at least one set of priors, f is unanimously preferred to g.  相似文献

A social choice function is robustly implemented if every equilibrium on every type space achieves outcomes consistent with it. We identify a robust monotonicity condition that is necessary and (with mild extra assumptions) sufficient for robust implementation.Robust monotonicity is strictly stronger than both Maskin monotonicity (necessary and almost sufficient for complete information implementation) and ex post monotonicity (necessary and almost sufficient for ex post implementation). In allocating goods with no use of monetary transfers, random allocation mechanisms can be designed in order to elicit information on preference intensities. I study the nontransfer allocation of two ex-ante identical objects under Bayesian incentive compatibility, with symmetric agents and independent private valuations. I find the ex-ante utilitarian-optimal mechanism, in which the probability of receiving a specified object is used as “numeraire” to purchase probability units of the other object. I characterize this mechanism as an appropriate combination of lotteries, auctions and insurance. The latter element ensures that efficient auctions are feasible. If the problem is constrained to guarantee exactly one object per agent, then the optimal mechanism uses no information other than the agents? ordinal preferences.  相似文献

We model externality abatement as an implementation problem. A social planner would like to ensure efficient behaviour among a group of agents whose actions are sources of externalities. However, the planner has limited information about the agents' preferences, and is unable to distinguish individual agents except through their action choices. We prove that if a concavity condition on aggregate payoffs is satisfied, the planner can guarantee that efficient behaviour is globally stable under a wide range of behaviour adjustment processes by administering a variable pricing scheme. Through a series of applications, we show that the concavity condition is naturally satisfied in settings involving negative externalities. We conclude by contrasting the performance of the pricing mechanism with that of a mechanism based on direct revelation and announcement dependent forcing contracts.  相似文献

Do violations of classical rationality theory imply that agents are acting against their self-interest? To answer this question, we investigate whether completeness and transitivity necessarily hold when agents choose outcome rationally—that is, their choice sequences do not lead to dominated outcomes. We show that, because of the danger of money pumps and other manipulations, outcome rationality implies that agents must have transitive psychological preferences. Revealed preferences, on the other hand, must be complete since agents can be forced to choose from any set of options. But these justifications of transitivity and completeness cannot be combined. We show that if psychological preferences are incomplete then revealed preferences can be intransitive without exposing agents to manipulations or violating outcome rationality. We also show that a specific case of nonstandard behavior, status quo maintenance, is outcome-rational in the simple environments considered in the experimental literature, but not in more complex settings.  相似文献

We consider an implementation problem faced by a planner who manages a roadway network. The problem entails both hidden information and hidden actions. We solve the planner's problem by introducing a new class of mechanisms and a new notion of implementation. The mechanisms, called price schemes, attach transfers to the available routes; they do not involve direct revelation. The method of implementation is evolutionary, requiring that players who follow any reasonable myopic adjustment process eventually learn to behave as the planner desires. We show that efficient behaviour can be guaranteed using simple, decentralized price schemes.  相似文献

We consider a dynamic moral hazard economy inhabited by a planner and a population of privately informed agents. We assume that the planner and the agents share the same discount factor, but that the planner cannot commit. We show that optimal allocations in such settings solve the problems of committed planners who discount the future less heavily than agents. Thus, we provide micro-foundations for dynamic moral hazard models that assume a societal discount factor in excess of the private one. We extend the analysis to allocations that are reconsideration-proof in the sense of Kocherlakota [Kocherlakota, N., 1996. Reconsideration-proofness: A refinement for infinite horizon time inconsistency. Games and Economic Behavior 15, 33–54]. We show that these allocations solve the choice problem of a committed planner with a unit discount factor.  相似文献

This paper evaluates Nordhaus's neoclassical complaints about the Stern Review from the vantage point of classical growth theory. Nordhaus criticizes the Stern Review because it uses a discount rate that is well below the market rate of return on capital. From the perspective of classical growth theory, Nordhaus's belief in choosing preference parameters for the social planner based on observed market rates of return is equivalent to assigning the preferences of the capitalist agents to the social planner. This equivalence is an implication of the Cambridge Theorem, which interprets the Ramsey equation as the saving function of the capitalist agents.  相似文献

It is well known that when agents' types are correlated, the mechanism designer can extract the entire surplus. This creates an incentive for agents to acquire information about other agents' types. Robust lotteries (are payment schemes that) support full extraction and partially robust lotteries support efficient implementation in the presence of information acquisition opportunities. Necessary and sufficient conditions for existence of robust and partially robust lotteries are derived. If an agent's information signal spans other agents' types then robust lotteries do not exist. However, if all agents report their signal realizations then robust lotteries exist in an extended type space.  相似文献

This paper extends a result of Sakai, who presented conditions for indirect preferences from which a utility function can be deduced if demand is single valued. It will be shown that—adding a “partial Lipschitz condition”—Sakai's theorem can be extended to multi-valued demand. Our result follows from the extension of a theorem of Hurwicz and Richter, who have shown that, under certain hypotheses on demand correspondences, an upper semicontinuous utility function f exists, so that the set of utility maximal elements μf(B) is contained in the choice set h(B) for every budget B. By our partial Lipschitz condition h(B) ?- μf(B) also follows.  相似文献

A social choice function is robustly implementable if there is a mechanism under which the process of iteratively eliminating strictly dominated messages lead to outcomes that agree with the social choice function for all beliefs at every type profile. In an interdependent-value environment with single-crossing preferences, we identify a contraction property on the preferences which together with strict ex post incentive compatibility is sufficient to guarantee robust implementation in the direct mechanism. Strict ex post incentive compatibility and the contraction property are also necessary for robust implementation in any mechanism, including indirect ones. The contraction property requires that the interdependence is not too high. In a linear signal model, the contraction property is equivalent to an interdependence matrix having all eigenvalues smaller than one.  相似文献

This paper considers a model economy in which agents are privately informed about their type: their endowments of various goods and their preferences over these goods. While preference orderings over observable choices are allowed to be correlated with an agent's private type, we assume that the planner/government is both uncertain about the nature of this joint distribution and unable to choose among multiple equilibria of any given social mechanism. We model the planner/government as having a maxmin objective in the face of this uncertainty.Our main theorem is as follows: Once we allow for this kind of uncertainty and assume no wealth effects in preferences, the uniquely optimal social contract is laissez-faire, in which agents trade in unfettered markets with no government intervention of any kind.  相似文献

In this paper, virtual implementation is restricted to deliver, on the equilibrium path, either a socially optimal outcome or a status quo: an outcome fixed for all preference profiles. Under such a restriction, for any unanimous and implementable social choice function there is a dictator, who obtains her most preferable outcome as long as all agents prefer this outcome to the status quo. Further restrictions on the lottery space and the range of social choice functions allow the dictator to impose her most preferred outcome even when other agents prefer the status quo to this outcome.  相似文献

We consider the mechanism design problem when agents’ types are multidimensional and continuous, and their valuations are interdependent. If there are at least three agents whose types satisfy a weak correlation condition, then for any decision rule and any ?>0 there exist balanced transfers that render truthful revelation a Bayesian ?-equilibrium.
