燃煤电厂循环经济评价指标体系研究

燃煤电厂是我国的主要污染来源之一,燃煤电厂实施循环经济既是环境保护的需要,也是节能减排的有效途径.文章从构建评价指标体系的方法和循环经济评价指标体系的研究对象两个角度回顾了循环经济评价指标体系的研究成果.在分析燃煤电厂生产流程的基础上.从物质流总量、物质流强度和物质流平衡核算三个方面对燃煤电厂进行了物质流分析(MFA),定义了相关指标.基于循环经济评价的基本原则,构建了包括资源产出、资源消耗、资源利用和废物排放的燃煤电厂循环经济评价指标体系,并对该指标体系与燃煤电厂清洁生产评价指标体系进行了对比分析.

企业环境污染第三方治理研究——以燃煤电厂为例

环境污染第三方治理模式以市场化、专业化和产业化为导向,集中各方优势助力环境治理。而在第三方治理的实际推进中,存在污染企业骗补和第三方企业治理不严等问题。鉴于此,以燃煤电厂为研究对象,基于演化博弈理论分析了燃煤电厂、第三方企业和政府的污染治理问题,讨论了不同情景下各主体的行为策略选择。经研究发现,政府监管强度、补贴标准、罚款力度和环境税征收额度等环境规制政策的引导与激励对环境污染第三方治理模式的推广有重要意义。提高政府监管强度可以强化罚款政策效率,促进第三方企业严格治理;专项补贴和监管强度的配合增强了政府监管下专项补贴制度的弹性,监管强度、环境税、专项补贴的策略组合比单一政策的实施更有效。

循环经济的产业体系包括三个层次：小循环、中循环和大循环。而小循环的构建要从三次产业的微观主体：农户、工业企业和服务业企业出发。农业上,应该建立以农户为基础的农业小循环;工业企业实施清洁生产,在生产的过程中减少污染;服务企业从服务主体、服务对象和服务途径的角度来实施绿色化,以使整个服务业符合循环经济的原则。     

Relationship between ecological economics and circular economy, eco-industry, cleaner production, and other relevant categories

Eco-industry, circular economy, cleaner production, industrial ecology or industrial ecosystem and other subjects are all categories related to sustainable developinent. This paper studies the relations and differences between the four categories and sustainable development as well as ecological economics. Circular economy, eco-industry, industrial ecosystem and cleaner production were put forward during the revolution in “end treatment pattern” of traditional industrial society. Industrial ecology, eco-industry and circular economy theory are three content expansions of cleaner production. Ecological economics is of instructive function theoretically and methodologically for circular economy, eco-industrial, cleaner production and industrial ecology. Circular economy theory is easier to be accepted, compared with ecological economics theory. And circular economy in nature is the complete application of ecological economics theory.     

发展畜牧业循环经济需要关注的问题

发展畜牧业循环经济是我国农业可持续发展的核心，本文围绕我国发展畜牧业循环经济的潜力和优势、资源缺口和解决途径、清洁生产和再生资源利用、保障措施等方面论述了我国发展畜牧业循环经济的利弊，并给出一些相应的应对措施及方案。     

循环经济评价体系的建构及分析

一个时期以来,全球社会经济在迅速发展的同时,也产生了资源枯竭、环境污染和生态失衡危机。因此,持续发展、循环经济节约型社会成为发展的重要趋势。国内外学者和社会各界从不同角度对循环经济进行了讨论和研究,我国各级政府对发展循环经济也进行了有效的探索,但尚未形成决策层、学术界、企业界的共识和互动,对于循环经济系统的研究还没有达到定量和定性相结合的高度。鉴于此,本文借鉴国内外探索的最新成果,结合我国实际,对循环经济评价体系的内涵、建构及评价等问题进行了较为系统、深入的研究。     

“Cleansing the air at the expense of waterways?” Empirical evidence from the toxic releases of coal-fired power plants in the United States

Environmental policies in the United States have primarily taken the form of media-specific regulations that emphasize end-of-pipe pollution control. This can lead to the shifting of pollution across environmental media, thereby having the potential to solve one environmental problem by creating a new problem. This study uses data from 228 coal-fired power plants that report to the Toxics Release Inventory to conduct an empirical examination of the extent to which media-specific regulation has caused power plants to shift their toxic air releases to waterways, land, or transfers for offsite recycling facilities. Controlling for plant-level fixed effects, scale of production, and environmental inspections and enforcement under air regulation, this study finds that adopting tougher air pollution regulation that designates counties as being in nonattainment status with the National Ambient Air Quality Standards significantly increased toxic releases to waterways and land.     

Research on the development and countermeasures for circular economy

Ecological economics and sustainable development economics are the basic theories to research on circulareconomy. Through the systemically research on the relationship of the three above, this paper thinks that the reuse andrecycle of circular economy is a way that the stall is mended after a sheep is lost. Although the reduction technicallycontrols the production process, it cannot solve the waste caused by blind production and excess competition. We haveexperienced variety obstacles when implementing the circular economy, whose main reason is the conflict between theindividual ration and the social ration. Therefore, only when the individual ration and social ration incline to conformity,the cooperating Nash equilibrium will be appeared. In order to realize the harmony of ecology, economy and society, wehave to explore effective evaluation theory. This paper cites the ＂five flows of wealth operation theory＂ from professorMa Chuandong to search operation mechanism of circular economy, makes clear the developing thoughts of circulareconomy based on the realities, and brings forward some countermeasures to develop circular economy based on theabove theoretical analysis.     

Economic Growth and the Diffusion of Clean Technologies: Explaining Environmental Kuznets Curves

The paper provides a theoretical explanation for the inverted U-shaped relation between pollution and income often found in empirical research (Environmental Kuznets Curve). We model the transition in the pollution pattern as a change in general purpose technologies and investigate how it interferes with economic growth driven by quality improvements. We provide an analytical foundation for the claim that the rise and decline of pollution can be explained by endogenous innovations, policy-induced technology shifts, and intrasectoral changes. Once environmental degradation becomes too severe, regulation is introduced by which society forces the economy to make a transition to cleaner production.     

河南省农业循环经济发展研究

结合河南农业发展的现状及要求,确立了河南省农业循环经济发展的总体思路,提出2015年的发展目标。提出当前循环经济发展的五个主要任务：推进优质高效农业发展;推广节约型种养植业;以农业废弃物资源化为主构建循环经济链;全面推进农业清洁生产;发展农业循环经济园区。
