This article highlights Simon Patten's contributions to the institutionalist method and view of abundance. It illustrates Patten's role in the cross-fertilization between early institutionalists and the German Historicists. Patten's views on the societal transition to abundance, the method of social inquiry, and the role of social scientists are re-examined in light of the current exigencies of a climate-constrained, post-industrial economy. The policy implications that emerge from Patten's rejection of the presumption of scarcity are examined in a contemporary context. The article suggests that the historical and evolutionary approach that Patten fostered among institutionalists is essential to the identification and implementation of the socio-economic reform requisite of an age of abundance.  相似文献

Abstract:

Several authors have raised the similarities between Latin American structuralism and economic institutionalism, pointing out the possibilities of reciprocal enrichment between both approaches but highlighting, at the same time, the mutual ignorance between them. However, the eventual interaction between these theories was hampered by the advent of the neoclassical—and neoliberal—offensive, and the displacement of Latin American contributions, both in its structuralist and dependency variants. The replacement of these contributions by the neo-structuralist approach implied a displacement of the characteristics of original structuralism, associated with the conception of central-peripheral economies, and the central role of the state for Latin American development. These displacements, I argue, limited the possibility of finding the means to achieve the so-called social transformation, to which institutionalists and structuralists referred. The present article tries, on the one hand, to critically analyze the neo-structuralist discourse, evaluating how these displacements affect the possibility of proposing a structural transformation in Latin America (led by the state). On the other hand, it seeks to recover the dimensions associated with power, conflict and the centrality of the state to rethink the challenges of structural transformation, from which articulations between structuralism and institutionalism could be proposed.  相似文献

Abstract

One of many controversies surrounding the work of Frank Knight involves the question of whether, or to what degree, his ideas were consistent with those of American pragmatism. Substantive textual evidence can be found to support almost any simple answer to the question. This paper argues that while Knight was quite (often aggressively) opposed to a particular set of pragmatic ideas alive in the scholarly and social debates of his day, this fact says more about Knight's historical context than it does about the broader relationship between his philosophical position and pragmatism. Knight was opposed to the social control pragmatism of his day, but at the same time his general philosophical position has much in common with the features of the pragmatic tradition that are most emphasized in the recent philosophical literature.  相似文献

ABSTRACT

Although the philosophical literature on social institutions has been insightful for social scientific studies, the application of its core concepts, such as collective intentionality, to real institutional dynamics remains challenging. One factor contributing to this situation is insufficient work that identifies collectively accepted social norms and shows how they constitute social institutions. Relying on the perspectives of John Searle and Raimo Tuomela, this study integrates recent analyses of the concept of performativity with discourse analysis. It presents an analytic framework, drawing on the concept of nominalization, to identify collectively accepted social norms that performatively constitute social institutions. Finally, it illustrates the identification of collectively accepted ‘globalization’ that performatively constitutes and shapes economic institutions engaged in corporate financial reporting. This study contributes to closing the gap between philosophical analyses of social institutions and social scientific studies by highlighting the performance of nominalized collectively accepted social norms.  相似文献

Political scientists in the pluralist tradition disagree sharply with public and social choice theorists about the importance of institutions and with William Riker in particular, who argues inLiberalism against Populism that the liberal institutions of indirect democracy ought to be preferred to those of populism. This essay reconsiders this dispute in light of two ideas unavailable to Riker at the time. The first, offered by Russell Hardin, is that if we conceptualize constitutions as coordinating devices rather than as social contracts, then we can develop a more satisfying view of the way in which constitutions become self-enforcing. The second idea derives from the various applications of concepts such as the uncovered set. Briefly, although institutions such as the direct election of president are subject to the usual instabilities that concern social choice theorists, those instabilities do not imply that “anything can happen” —instead, final outcomes will be constrained, where the severity of those constraints depends on institutional details. We maintain that these ideas strengthen Riker's argument about the importance of such constitutional devices as the separation of powers, bicameralism, the executive veto, and scheduled elections, as well as the view that federalism is an important component of the institutions that stabilize the American political system. We conclude with the proposition that the American Civil War should not be regarded as a constitutional failure, but rather as a success. This article identifies the connections between original institutional economics and communitarian philosophy. For instance, both share the common emphasis on the cultural conditioning of human agency. Moreover, they present a common orientation to the human motives that surpass purely traditional economic considerations. We exemplify these correspondences with the similar explanations of the institutionalist Anne Mayhew and the communitarian political philosopher Michael Sandel to American farmer protests during the Gilded Age and Progressive Era. We conclude by suggesting a possible common research agenda for institutionalists and communitarians regarding the moral limits of markets and civic consequences of economic arrangements.  相似文献

Abstract

Current mainstream wisdom portrays the young British-Bangladeshi community as underachieving in education. However, this study suggests that young British-Bangladeshi women tend to be high achievers in education. This research interrogates the multifaceted experiences of British-Bangladeshi women students to better understand the contested nature of their transition from educational achievement to labor market participation. The analysis draws on a combination of fieldwork done in two colleges in East London and Leeds in 2007 and secondary data collected by the Higher Education Statistical Agency on students who graduated from British higher education institutions in 2006. Although it focuses on the reality of young British-Bangladeshi women, the study shows that – especially for certain ethnic minorities – the absence of social resources, social networks, and egalitarian class relations can hamper the process of making good on educational achievements.  相似文献

The paper recasts old and new institutionalist economics (OIE and NIE) in light of naturalism. While OIE views institutions as 'paradigms' which define the nature of the actor, NIE views institutions as 'conventions' which act as insubstantial traits, i.e. products of optimization subject to constraint. While the two conceptions are different, they are not alternatives: each one is a special theory limited to one kind of institution. In addition, the paper critically assesses the limits of OIE with regard to the theory of evolution of paradigms. The paper advances a developmentalist perspective of institutions which parallels non-Darwinian biological theory.  相似文献

Ludwig von Mises argued that capital goods were “conservative elements” that constrain future production decisions. Similarly, social capital and institutions also constrain future production decisions. These insights are applied to the institutional transformation of the post-Reconstruction American South. It is argued that the structure of social capital that developed in the South was inappropriate to the formal institutions that emerged as a result of the Civil War and Reconstruction. The tensions between institutions and social capital are examined in the context of racist lynching.

After noting the lack of enthusiasm of several well-known scholarsconcerning the adoption of both methodological holism and methodologicalindividualism in its several versions, this paper shows thatinstitutional individualism is a different mode of explanationfrom both of these and also that it is not the same thing asthe so-called Popperian programme of situational analysis. Institutionalindividualism is a mode of explanation that yields non-systemicand non-reductionist explanations at the same time as it allowsfor the incorporation into economic theories and models of themany formal and informal institutional aspects surrounding allhuman interactions, whether these interactions take place withinstable structures of legal rules and social norms or whetherthey attempt to change the said rules and norms. Finally, thepaper shows that it is possible for old institutionalists tomake institutional individualist analyses of institutional changeswhile retaining the remaining methodological assumptions ofthe school. Do modern accounts of well-being which have influenced, or been adopted by, some economists encourage excessive ‘individualism’? I suggest that this question can be answered by considering two objections to modern views of welfare: (1) that they involve an impoverished view of persons and (2) that they decompose all goods into goods for individuals and do not give intrinsic value to collective goods. I argue that two influential views of well-being—the informed desire view and the capability approach—can convincingly respond to these objections. Both views allow for our distinct social roles and identities: the ways in which social norms and institutions shape values and a concern for others. Neither view sees goods as goods only of specific individuals, nor do they require us to separate out neatly the realisation of values in the lives of various individuals. But that does not imply that goods such as friendship are collective rather than individual goods or that collective goods have intrinsic value. Nonetheless, accounts of well-being may need to be more explicit than they have been in incorporating the social dimension.  相似文献

The economics literature includes several critiques of the dominant utilitarian position, as respectively offered by Posner (1979), Rawls (1971), Sen (1987) and institutionalist followers of John Dewey. There is also now a rapidly growing literature on the economics of happiness. Another quite distinctive position of social importance on these issues is provided by Joseph Ratzinger, also known as Pope Benedict XVI. It offers an alternative conception of ontology and teleology, and reflects conceptions of freedom, happiness, man and rationality different from those found in orthodox economics, and different too from those found in the above-mentioned critiques. It intersects with recent writings of Lawson (2003), Nelson (2010) and Tilman (2008).

In order to promote critical scrutiny of the a priori positions embedded in contending schools of economic thought, it follows that the implications of this Ratzinger critique should be consciously confronted by economists, including institutionalists, with whom various starting points are shared.  相似文献

In the 1940s and 1950s, institutionalist economists rapidly lost their influence over American economics. In parallel, a new mainstream emerged, and the institutionalists were extremely dissatisfied with the path taken by the economic science. We analyze the opinions and feelings about this context to shed light on the institutionalists’ understanding of the new mainstream economics. We construct a historical account of the institutionalists’ dissatisfaction with post-war economics based on archival material from the personal papers of Allan Gruchy, John Gambs, John Blair, and Clarence Ayres. In the period analyzed, the economists, who would later found the Association for Evolutionary Economics, acted as dissenters rather than institutionalists. In part, this explains the pluralistic path that the association has followed ever since its foundation.  相似文献

ABSTRACT

Using data from Chile, this study analyzes the relationship between different forms of social capital and women’s labor force participation, accounting for both endogeneity problems and differences among women of different economic strata. First, the results suggest that only some types of social capital are relevant for labor force participation: namely, networks with weaker yet far-reaching connections, including higher-status individuals. There are neither empirical nor theoretical reasons to believe that women have better access to such networks than men. Second, this type of social capital is only relevant for the economic integration of the richest women, failing to increase labor force participation among women of the other 80 percent of households. Thus, this study concludes that policies targeted at women’s economic integration based on the presumption that women have more social capital than men are deeply flawed.  相似文献

ABSTRACT

The economic literature on capital flows to developing countries has shared two important commonalities since the 1990s. Published works (whether they focus on the external situation or stress the domestic determinants of capital flows) tend to assume a beneficial effect of capital inflows, which leads to an improvement of peripheral institutions, whose deficiencies are ostensibly the main cause of economic turmoil and/or failure in attracting capital flows, in continuity with New Institutional Economics. In doing so, mainstream economists deliberately overlook the asymmetric characteristics of the international monetary system and the persisting hegemony of dollar. Raul Prebisch’s pioneering work on business cycles in Latin America provide an alternative view, one capable of amending the existing mainstream literature. On the one hand, Prebisch stressed the destabilizing role of capital inflows on Latin American economies, particularly short-term speculative capital. On the other hand, Prebisch designed a set of counter cyclical monetary policies in order to contrast capital volatility, particularly during downturns. An analysis of stylized facts shows that, when correctly updated, Prebisch’s theory has remarkable explanatory potential when applied to Latin America’s current economic and financial situation.  相似文献

The work of Friedrich Hayek describes an extensive political economy, with explicit consideration of the psychological limits to human understanding, the market as a mechanism of information gathering and social coordination, and the relationship between market processes and the free society, where moral and political issues are relevant within a framework of continuous adaptation. Abstract

The notion of rights is a powerful one, but the channels through which they have been promoted and enforced since World War II have militated against the more radical promise of rights. These explorations examine the question of economic rights with an international focus. The contributions touch on such diverse topics as the international peasant federation called La Vía Campesina, heterodox and social economic analyses, and the informal sector. The authors address the question of human rights with respect to the conditions that delimit and enforce these rights, the connections between macroeconomics and human rights, social movements that strive to protect these rights, and the different theoretical approaches to incorporating rights into an academic framework. Though each contribution's methodology and focus are different, the composite takes an important step in evaluating this very critical question of economic rights that greatly affects individual lives, social conditions, economic policies, and the study of economics.  相似文献

Abstract

Background: Private health insurance (PHI) represents the largest source of insurance for Americans. Hispanic Americans have one of the lowest rates of PHI coverage. The largest group in the US Hispanic population are Mexican Americans; they account for about two in every three Hispanics. One in every three Mexican Americans aged 64 years and under did not have health insurance coverage. Mexican Americans have the most unfavorable health insurance coverage of any population group in the nation.

Objectives: The objective is to determine the factors associated with the gap in PHI coverage between Mexican American and non-Hispanic American men.

Methods: This study used the National Health Interview Surveys (2010–2013) as the sample. A non-linear Oaxaca-Blinder decomposition was run, estimating the explained and unexplained gap in PHI coverage between the groups. Several robustness tests of the model were also included.

Results: This study estimates that 44.4% of employed Mexican American men are covered by PHI compared to 79.5% of non-Hispanic American men. Nearly 60% of employed Mexican American men were found to be foreign born, 35% have an educational attainment less than a high school degree, and 40% are likely to have language barriers. Decomposition results show that income, low educational attainment, being foreign-born, and language barriers diminished the probability of private health insurance coverage for Mexican Americans, and that 10% of the gap is unexplained.

Conclusions: Most of the difference in the PHI rate between Mexican American men and non-Hispanic men is explained by observable differences in group characteristics: education, language, and immigration status. About 10% of the difference can be attributed to discrimination under the traditional interpretation of an Oaxaca-Blinder decomposition. The PHI rate gap is large and persistent for Mexican American men.  相似文献
