The 1970s saw a transformation in the economic position of the food and agricultural sector of the Irish economy. Prior to membership of the EEC, the development of Irish agriculture had been severely curtailed by the limited market opportunities that faced food exports from Ireland. The prospect of membership of a large and prosperous European Community brought a new era for the food sector. These new market opportunities coincided with, and gave incentive to, a technological revolution in food processing in Ireland. The extent of this change can be most graphically seen from a comparison of the small local creameries which played a major role in dairy manufacturing in the 1960s with the large, sophisticated plants of the 1970s.  相似文献

This paper traces post-war agricultural policy in the USA and compares it with the developing policies of the EEC. It examines the reasons for, and the results of, the protectionist policies which have been adopted in each case, and how the present conflict between the two trading blocs were inevitable, due to the foundations laid in the 1950s. The grain sector is used to illustrate the dominant tendencies in US agricultural policies, which include a programme of food aid used as an outlet for US agricultural capacity. The conclusion outlines how the EEC, with its potential for further growth in grain exports, can learn from the US experience in this, and other, aspects of agricultural trade.  相似文献

This paper emphasizes the benefits of an agricultural strategy of development in developing countries. It begins by analyzing the close links between food and employment in the development process. In an underdeveloped country, food production is minimal, but demand is as well because of the small population growth. After development begins, income rises and food demand outstrips production. Only at later stages of development can food production meet demand. The middle stage of development describes most developing countries, which have averaged annual growth rates of 3% per capita in 1966-80. The growth in food demand must be met through technological advance in agriculture: high-yield seeds, fertilizers, and irrigation, which, for example, helped India increase cereal yields 29% between 1954-55 and 1964-65. The rate of growth in cropped areas has declined between 1961-1980, making increased yields more necessary. Growth in employment and income leads to higher food demand, which leads to higher prices and labor costs and a tendency towards capital-intensive agriculture. As the rural sector becomes wealthier, there is also more opportunity for non-agricultural rural workers, creating still more demand. In the final development stage, agricultural products can generate foreign exchange. In Asia, the priority is to ensure efficient outcomes of capital allocations, while in Africa, technology must be instituted. Public investment has been shown to be essential to rapid development in Japan, Taiwan, and the Punjab of India. The absence of this investment in Africa, partly because of an overemphasis on urban sector investment, is largely responsible for the backward state of African agriculture. Often rural areas are overtaxed, agricultural experts are lacking, and there is a growing presence of urban bureaucrats. Both experts in the donor community and farmers themselves must become more vocal in demanding investment in the agricultural sector.  相似文献

A substantial shift in the balance of UK sugar supplies has taken place since entry into the European Economic Community (EEC) as a result of an increase in the production of domestic beet sugar, a fall in consumption, and a reduction in cane sugar imports. This shift in favour of beet sugar would have been greater had the domestic beet sugar industry been able to take full advantage of the increase in production quotas since 1975 under the Community's common sugar policy. A further increase in domestic beet sugar production might yet take place now that the Community's new sugar regulation, which was to have come into force in July 1980, has had to be deferred to 1981. The European Commission has proposed that under the new sugar regulation production quotas should be cut to reduce the size of the Community's structural sugar surplus. The UK government has issued a statement which welcomes the Commission's proposal to reduce the Community's sugar surplus but rejects any cuts in production quotas which would restrict the expansion of its own beet sugar industry.1  相似文献

Australia is a major food exporting country. Recent droughts reduced dryland farming production and the volume of water allocated to irrigated agriculture, with a resulting decline in aggregate agricultural production and exports. This paper analyses the possible impact of increased water scarcity on Australian agricultural production and the magnitude of subsequent impacts on global food security. Using the Australian Bureau of Statistics (ABS) data on land and water use coupled with a hydro-economic stochastic modelling approach, the impacts of reduced agricultural production in the southern Murray–Darling Basin, and more generally for Australia, are analysed. Changes in agricultural activity, reduction in agricultural exports and altered composition of products exported attributed to the severe 2000–2009 drought are also analysed to highlight the implications for global food security. The impact of climate change on food production is examined. The analysis shows that climate change, when modelled as the extreme case, along with other factors such as land use, will impact Australian food exports. Despite its relatively small contribution to total global food supply, Australia’s contribution to international trade in wheat, meat and dairy products is substantial and could affect global food prices. Furthermore, Australia’s agricultural exports are of disproportionate importance within the South- and South–East Asian and Oceania region, both in terms of volume and for strategic reasons. Adaptation along with investment in agriculture production is needed to maintain Australian agricultural production and enhance global food security.  相似文献

This article examines the impact of the second enlargement of the EEC on the agricultural sector of Egypt. The authors consider the impacts on Egypt's agricultural trade and, through the use of a linear programming model, the long term impacts of EEC enlargement. The authors conlude that, in short run, the southward expansion of the EEC will impose only a limited additional burden on the Egyptian economy. But, in the long run the burden placed on Egypt by increased protectionism in the expanded EEC could be much more severe.  相似文献

While global investment in agricultural research by the private sector is increasing with growth in developing country markets and the emergence of new technologies, complementary public sector investment is stagnating or declining in many developing countries. This review argues that the changing roles of the public and private sectors in generating new scientific knowledge may adversely affect the diffusion of explicitly pro-poor technologies—technologies that are simultaneously yield-enhancing and poverty-reducing. Comparing historical evidence from the Green Revolution with recent evidence from the emerging era of agricultural biotechnology, this review argues that a more pluralistic international system for agricultural research will be more responsive to poverty only if the strategic leadership role of the public sector is strengthened, certain research functions are reallocated to the private sector, and new policy and organizational mechanisms are used to stimulate pro-poor research in and for developing-country agriculture.  相似文献

The focus of this assessment is the European Community's ‘Stocktaking of the Common Agricultural Policy’. While the CAP has attracted considerable scrutiny and controversy, the Stocktaking represents the most authoritative review of agricultural policy from within the EEC bureaucracy. The authors evaluate first the extent to which the Stocktaking's own analysis is a fair reflection of achievements under the objectives which the CAP has set for itself. Second, they ask whether the proposals for policy reform advocated in the Stocktaking are appropriate. They conclude that the Stocktaking's proposals — and their subsequent interpretation within the EEC — are not adequate to tackle the problems facing EEC agriculture.  相似文献

This paper looks critically at how food and agriculture-, energy security-, and climate change-oriented international organizations have consolidated and modified the biofuel discourse in relation to the agricultural system. Using Foucault-based genealogical analysis of discursive formations, the paper traces the last 20 years of institutions’ biofuel debate in relation to rural production. We find that the prevalent motive is an aspiration to combine the agriculture and energy markets into one, which prompts structural changes and challenges in the rural sector. This has implications for the future role and shape of global agriculture and – contrary to the food vs. fuel perspective – calls for re-conceptualizing the biofuel debate as the food vs. food dilemma.  相似文献

The “ladder of investment” is a regulatory approach proposed by Cave (2006), which has been widely embraced by national regulatory authorities in the European telecommunications sector. The approach entails providing entrants, successively, with different levels of access—the “rungs” of the investment ladder, while inducing them to climb the ladder by setting an access charge that increases over time or by withdrawing access obligations after some pre-determined date (i.e., by setting sunset clauses). Proponents of the ladder of investment approach claim that such regulatory measures would make service-based entry and facility-based entry complements—albeit they have been traditionally viewed as substitutes—in promoting competition. The regulators, thus, have shown a strong interest in this approach. The paper provides a critical review of the ladder of investment approach by setting out its two underlying assumptions and discussing their validity with references to the related industrial organization literature.  相似文献

The European Community's food aid programme has come to be an unanticipated spillover from its Common Agricultural Policy (CAP). Policy-making within the institutions of the EEC consistently takes place in an environment of ideological differences, characterized by the ‘Europeans’ and the ‘nationalists’; the CAP is a front-line example. Its price-support features have enabled the Community's agriculture to be gradually and safely modernized. In turn, food surpluses, especially of dairy products, have become evident and costly. This mixture of ideology (including a strong dose of humanitarianism), strategy, technology and surpluses have played a major role in the development and construction of an EEC food aid policy, which has grown incrementally into a programme of significant proportions.  相似文献

This article examines the role of agriculture in the economic development of the more developed Caribbean countries — Barbados, Guyana, Jamaica, and Trinidad and Tobago. The agricultural sector's contribution to the economy has declined in the past two decades. As a result, the agricultural sector has not generated sufficient employment or foreign exchange earnings. This article questions the effectiveness and viability of rural Tax-for-Fee reform (Fei Gai Shui) on water resources and agriculture production, taking the Zhanghe Irrigation System of China as a case study example. The Fei Gai Shui reform has been heralded as a possible solution for reducing the excessive fiscal burden on peasants. While the reform may achieve in relieving peasant burdens significantly, the initial impact of Fei Gai Shui on water resources and agricultural production indicate least satisfactory trends. The policy shows significant impact on rice yield and area. It might also have profound impact on cropping pattern but it has yet to be seen. Dependence on local water resources such as ponds show significant increase after Fei Gai Shui as it discouraged farmers to rely on regional water sources. Although the lower regional water use under Fei Gai Shui reduced the water charges paid by farmers, the savings were mostly offset by increasing pumping costs in accessing water from local ponds. Without any adjustments, the Fei Gai Shui is likely to cause serious predicament in agricultural sector. It is visioned that local water resources such as water ponds will continue to play an important role in sustaining agricultural production.  相似文献

The global geographical balance of food and agricultural R&D spending is shifting, characterized by a declining U.S. share and a rising middle-income-country share, propelled heavily by the rapid rise of spending in China. Based on our newly compiled data, we estimate that China now outspends the United States on both public and private food and agricultural research on a purchasing power parity basis. The public-private orientation of the research has also changed markedly, with the private sector now accounting for around two-thirds of the food and agricultural R&D spending total in both China and the United States. Our estimates indicate that China’s private sector tilts heavily towards post-farm R&D activities, whereas the U.S. private sector is split more evenly between on-farm and post-farm spending. While the intensity of Chinese investment in food and agricultural R&D (relative to agricultural GDP) is beginning to grow, it still lags well behind the food and agricultural R&D investment intensities of the United States and other higher-income Asian countries (e.g., Japan and South Korea). The development regularities we reveal in the longer-run trends are indicative of future R&D investment patterns with potentially profound long-run implications for the size, shape and accessibility of the global stocks of scientific knowledge that underpin food and agricultural sectors worldwide.  相似文献

A large and increasing proportion of agricultural growth in Africa must come from continuous gains in land productivity in areas of high population density and hence with already relatively high yields. What that requires is analogous to the green revolution in Asia. Several features differentiate the African situation. Those include greater diversity in cropping pattern including a historically larger and more widespread tropical commodity export sector. The physical infrastructure in rural Africa is far inferior to that of most Asian countries. While the greater diversity of agriculture calls for a larger and more diverse institutional structure the reality is that the research systems, the ancillary education systems to spread innovation and the rural financial systems are generally greatly inferior to those of Asia at the beginning of the green revolution. Ethiopia’s record of a steady six to seven percent growth for agriculture and nearly halving of rural poverty demonstrates that with the right policies and investments a very poor country starting with poor physical and institutional infrastructure can bring a major contribution from agriculture growth to increased GDP and reduced poverty. As in Asia, the bulk of accelerated agricultural growth will come from small commercial farmers. They have sufficient farm income to reach or exceed the poverty level. Those are farms with, depending on the country, as little as 0.75 hectares to a few tens of hectares of land. They comprise up to half the rural population and produce on the order of 70–80 percent of agricultural output. They are in general not poor. The poor have inadequate land to reach the poverty level, initially with much underemployment, and with substantial non-farm employment. The primary driver of poverty reduction is the small commercial farmer spending on the order of half of increased income on nontradable, employment intensive goods and services from the rural non-farm sector.  相似文献

Research summary : This article examines the capability antecedents of firm entry into nascent industries. Because a firm's technological investments in nascent industries typically occur before market entry, this study makes a distinction between firm capabilities at the time of market entry and at the time of initial investment. At the time of market entry, core technical capabilities and complementary assets influence the likelihood of entry. However, at the time of investment, a firm's integrative capabilities as well as the initial stocks of related technical capabilities and complementary assets become critical, as they enable endogenous development of core technical capabilities and complementary assets by the time of entry. The empirical sample consists of firms involved in field experiments in agricultural biotechnology during the period 1980–2010. Managerial summary : New product commercialization in a nascent industry typically requires access to not only core technologies of the focal industry, but also supporting commercialization assets. However, firms may not possess these critical capabilities when they first invest in the industry. Instead, empirical evidence from the context of agricultural biotechnology shows that at the time of first investment, a firm's integrative capabilities partly explain their likelihood of entry. Integrative capabilities encompass a set of practices that enable effective coordination and communication, and in turn put firms in an advantageous position to develop the needed capabilities by the time of entry. An important problem facing public policy makers is how best to measure market performance. Economists have traditionally used criteria such as the existence of monopoly forces, entry barriers, and externalities in production and consumption. Increasingly, however, policy makers are viewing the measurement of consumer satisfaction as an important additional approach to the assessment of market performance, even though consumer attitudes may lack some of the precision and objectivity of the economist's measures.1 Responding to the growth of the consumer movement, policy makers are assigning a relatively high priority to the development of programmes designed to protect the consumer interest. Effective consumer protection programmes depend on the availability of information which can provide a basis for comparing levels of consumer satisfaction across a range of products and services, for identifying problem areas, and for effectively allocating limited consumer protection resources. Given the number of alternative foods on the market and the central role of food consumption in everday life, effective resource allocation is of special importance to policy makers concerned with food and agriculture.  相似文献

This review of the state of food and agriculture in Islamic countries underlines the need for much greater public commitment to agricultural development. Within the Organization of the Islamic Conference (OIC), 44 member nations, exibiting immense geographic and economic diversity, have come together recently to begin to cooperate on increasing food production. It is difficult to generalize about food production conditions in Islamic nations, but basically, within the OIC, total arable land increased from 159 to 167 ha in the 1970s, a small amount unevenly distributed over the group. Dry-land farming has not received enough public attention, and the dependence on cereals grown under rainfed conditions leaves the population vulnerable to fluctuation. Many of the poorer nations have not given the priority to land improvement that has been successful in Egypt, Pakistan, and some other countries. The economic burden of food imports has become lighter in some countries, although in all it continues to be serious. Net cereal imports to Islamic countries rose from 21 to 39 million tons from 1975-83. An overall increase in the per capita dietary energy supplies masks broad differences between the wealthier and poorer nations of the OIC, and between more and less priviledged populations within the societies. A small proportion of financial commitments to agriculture (15%) come from Islamic community donors; this is not a leading program priority. Often spending has been for large capital-intensive projects depending on imported skills and inputs. As a group, the OIC must plan to take advantage of their technical and environmental diversity, and work together to avoid inefficient dispersal of personnel and other resources. Tabular data show selected indicators of agricultural development (e.g. % of food imported, food production growth), average annual rate of food production change related to population growth, per capita dietary energy supplies, and external assistance commitments.  相似文献
