L'attestation: avenues de recherche, 1987

Résumé. L'auteur fait un rapide tour d'horizon de certains des précurseurs de la science moderne de la vérification et de l'évolution de l'environnement et ses conséquences, à dessein de stimuler la recherche en vérification. Après avoir établi la distinction entre les fonctions d'attestation et de contrôle, l'auteur dresse une liste de questions auxquelles pourraient tenter de répondre les chercheurs du domaine de la vérification dans leurs travaux futurs.     

Environmental (de)centralization and local environmental governance: Evidence from a natural experiment in China

It is of great importance for government to design effective incentive mechanisms in environmental governance. This paper investigates the causal effects of environmental (de)centralization on local governments' environmental governance. Based on stragged establishments timing of regional Supervision Centers for Environmental Protection (SCEPs) in China, we introduce a unique government administrative dataset on firm pollution in order to conduct gradual intensity difference-in-differences estimations. We present strong evidence that establishing the SCEPs significantly prompt firms to reduce emission pollution. Since the establishment of the SCEPs brings more effective information collection and supervision, promoting local firms reduce pollutant generation and increase investment in pollution control. Moreover, the SCEPs could coordinate adjacent provinces' incentives on reducing firms' emissions around provincial boundaries. Besides, this study provides clear policy implications that when fiscal decentralization carries the risk of aggravating environmental pollution, vertical management structures in environmental governance could effectively strengthen incentives and coordination.

Cooperation among national drug manufacturers: Asociación Latinoamericana de Industrias Farmacéuticas (ALIFAR)

This article examines the background to the establishment of the Latin American Association of Pharmaceutical Industries (ALIFAR) and describes its activities and achievements. The national firms in Latin America lacked an institutionalized organization to present their collective viewpoints to governments and international organizations when they held important deliberations affecting the development of the pharmaceutical industry. Transnational corporations, on the other hand, were supported very effectively by a global organization. The creation of ALIFAR was, therefore, a logical and a strategical step in the fight for survival of the national firms in Latin America. Since its establishment in November 1980, ALIFAR has shown significant results and encouraging promise, which are described in the article and which may serve as useful guidelines for action in other developing countries.

Harrison 1911).Met toestemming van Zijne Excellentie den Minister van Arbeid bewerkt naar officieele gegevens uit het oud-archief van de vroegere Afdeeling: «Nijverheid» van het Departement van Binnenlandsche Zaken. Aan het einde van deze verhandeling zijn de geraadpleegde archiefstukken, waarvan speciaal voor dit opstel gebruik werd gemaakt, te zamen vermeld. De dossiers van Binnenlandsche Zaken van vóór 1874 op den kinderarbeid betrekking hebbende, zijn blijkbaar na de wet-van Houten overgebracht naar het Departement van Justitie, dat met de uitvoering dezer wet was belast. De verzameling stukken op dit punt loopt dan van 1874 door tot 1892, toen de uitvoering van de Arbeidswet van 1889 van Justitie werd overgebracht naar het Ministerie van Waterstaat, Handel en Nijverheid (Afd. Arbeid en Fabriekswezen van Sept. 1893). Verhuisden de pakketten 1840–1892 afzonderlijk gehouden, met de Afdeeling Arbeid mede en kwamen zij — post varios hominumque urbisque labores — eindelijk bij het Ministerie van Arbeid?Voor zoover gebruik is gemaakt van archiefstukken der provinciale besturen is voor deze verhandeling ook van die besturen toestemming tot publicatie verkregen.Voor de medewerking betuigen wij gaarne onzen dank.
