Economic inequality between blacks and whites in the postbellum South can be attributed to two factors: racial discrimination and the absence of any redistribution of tangible wealth to accompany emancipation. This paper shows that the freedmen's initial lack of property was the most important cause of race-related income differences. The initial wealth gap between the freedmen and the whites was large enough to guarantee that a great deal of income inequality would have persisted long after emancipation, even if all markets had functioned perfectly. In addition, the actual rate at which the economic distance between blacks and whites was being reduced suggests the existence of forces which lengthened the time required to eradicate the effects of the initial wealth inequality.  相似文献

How much of the observed segregation between black and white Americans can be attributed to income disparities between the two groups? We adopt an approach to the decomposition of segregation measures that combines the method of indirect standardization with the idea that some degree of segregation is the outcome of purely random processes. Using the dissimilarity index as a measure of segregation and data on race and income from US metropolitan areas for 2000, we find that the role played by racial income inequality in accounting for segregation is modest but varies significantly across cities.  相似文献

This article presents Atkinson indices of racial income inequality for 1954-1989. This approach permits the study of racial inequality and inequality in the overall distribution of income in a consistent framework. The Atkinson index shows that progress towards racial equality stopped much earlier than observation of mean income ratios would suggest and that most of the gains have been eroded.  相似文献

This paper describes the changes in inequality in South Africa over the post-apartheid period, using income data from 1993 and 2008. Having shown that the data are comparable over time, it then profiles aggregate changes in income inequality, showing that inequality has increased over the post-apartheid period because an increased share of income has gone to the top decile. Social grants have become much more important as sources of income in the lower deciles. However, income source decomposition shows that the labour market has been and remains the main driver of aggregate inequality. Inequality within each racial group has increased and both standard and new methodologies show that the contribution of between-race inequality has decreased. Both aggregate and within-group inequality are responding to rising unemployment and rising earnings inequality. Those who have neither access to social grants nor the education levels necessary to integrate successfully into a harsh labour market are especially vulnerable.  相似文献

Distributional changes are an important part of the economichistory of the OECD countries over the twentieth century. Inthe UK, income inequality in the 1970s was substantially lowerthan 40 years earlier, and is now much higher than in 1979.The pattern of change in the USA has similarities to that inthe UK, but other countries have exhibited significant differences.In order to explain diversity of experience over time, and differencesin income inequality across countries today, we need to recognizethat the distribution of income is subject to a variety of forces,affecting earnings, wealth, and income. These forces includethe policy choices made by governments affecting market incomesand fiscal redistribution. What we need to explain is why insome periods a number of these forces combine to produce episodesof rising, or falling, inequality. Any single theory, such asthat based on a global shift of demand away from unskilled workers,cannot provide a fully adequate explanation.  相似文献

The U.S. is characterized by a longstanding pattern of large structural racial inequality that deepens further as a result of economic downturn. Although there have been some improvements in the income gap up until around the mid 1970s, the employment gap, and the racial wealth gap - two dramatic indicators of economic security - remains exorbitant and stubbornly persistent. We offer two race-neutral programs that could go a long way towards eliminating racial inequality, while at the same time providing economic security, mobility and sustainability for all Americans. The first program, a federal job guarantee, would provide the economic security of a job and the removal of the threat of unemployment for all Americans. The second program, a substantial child development account that rises progressively based on the familial asset positioning of the child??s parents, would provide a pathways towards asset security for all Americans regardless of their economic position at birth.  相似文献

This paper examines inequalities between white and black and brown populations in Brazil within occupations that require university degree. The main result confirms that once reached the university degree, blacks/brown usually obtain smaller but comparable income to that of whites. Although some racial discrimination in labor market may exist, such result corroborates other studies that identify schooling differentials as the main reason for the high income inequality found in Brazil.  相似文献

The debate over appropriate methods of reducing racial income and wealth inequalities in South Africa has thus far yielded two opposing schools of thought. ‘Growth through redistribution’ and ‘redistribution through growth’ make countervailing claims concerning the efficiency gains and losses attendant upon redistribution. But the relation between economic growth and the redistribution of income and wealth may be more complex than commonly realised. From the literature surrounding Olson's (1982) Rise and Decline of Nations, especially Brock & Magee (1984) and Magee et al (1989), it can be shown that redistributive behaviour can actually increase the rate of economic growth in the short term, and depress growth in the longer term.  相似文献

In this study we investigate the differences in income inequality among different racial/ethnic groups in the United States using both personal and household income. We find that income inequality is negatively related to the percentage of males but that the impact is muted for blacks as opposed to whites or Hispanics. In addition, we find income inequality among blacks and Hispanics is affected in vastly different ways, due to unemployment, than for whites. Finally, the impacts on inequality from the exclusion of given groups is significantly influenced by education and the percentage of males contributing to household income but not in a uniform manner for whites, blacks, and Hispanics.  相似文献

文章使用2017年中国家庭金融调查(CHFS)数据,实证研究了数字金融对家庭财富积累、财富不平等的影响。研究发现:(1)在考虑了内生性问题的影响后,数字金融能够显著促进家庭财富积累,经过使用多种方法进行稳健性检验,该结论依然成立。(2)创业和配置风险金融资产是数字金融影响家庭财富的重要渠道。(3)财富规模越小的家庭,使用数字金融产生的创富作用越大,并且老年人、低教育程度、低收入水平、农业户口群体家庭和农村居民家庭使用数字金融能够产生更大的创富作用。总的来说,财富是富裕的题中之义,数字金融能够在提升家庭财富总体水平的基础上缓解财富不平等,从而有利于实现共同富裕。文章的研究发现为推动共同富裕提供了政策参考依据。  相似文献

ABSTRACT

Understanding wealth inequality has unique significance in South Africa. The co-existence of extreme poverty and extreme wealth is starkly visible. Apartheid-era inequality has persisted despite more than 20 years of democracy. Much of the recent research focus on inequality has been on inequality of income and of opportunities, especially quantitatively. With the recent project to release South African tax administrative data for research, this paper hopes to show how use of the tax administrative data can contribute to developing a refreshed quantitative analysis of wealth inequality, especially in estimating the top shares of the wealth distribution, and so contribute to the existing literature on wealth inequality in South Africa. The first section will explore why studying wealth inequality is of fundamental importance. The second section will review international data and methods used to research wealth inequality, before laying out suggested approach to doing such studies in South Africa.  相似文献

Although some racial inequalities have lessened in the half-century since the passage of the first major civil rights legislation, the racial wealth gap remains and in recent years seems to be widening. Households with children are the least likely to be asset secure or have sufficient resources to enable investment in opportunities for mobility. Viewing inequality from this perspective indicates that what households are able to save and invest for the future might have a more lasting impact on the life chances of children than their current income and consumption. Summarizing data from the Saving for Education, Entrepreneurship, and Downpayment (SEED) Initiative, a quasi-experimental study that is part of a national demonstration of Child Development Accounts (CDAs) in the United States, this paper describes how African-American households engage with one important investment opportunity - college savings accounts for their pre-school children. Combining account monitoring, survey, interview and focus group data, we explore the reasons that many households chose not to open accounts or invest their own money. We offer suggestions for making asset development programs viable for low-income African-American families and their children.  相似文献

Using four waves of longitudinal data from the China Family Panel Studies (CFPS), we examine the effects of income inequality on subjective wellbeing (SWB). We take a dual approach in measuring income inequality, and thus, we examine the effects of inequality using province-level Gini coefficient as well as between-group inequality or identity-related inequality defined as the income gap between migrants without urban household registration identity (hukou) and urban residents. We find negative effects of both province-level income inequality and between-group income inequality on SWB, measured by life satisfaction. Our results also show that the effects of income inequality on SWB is stronger for rural hukou residents compared to urban hukou residents. These findings are robust to alternative ways of measuring SWB and income inequality. In addition, we find evidence suggesting that neighbourhood trust is an important channel through which income inequality operates to reduce SWB. We suggest policies that promote trust in communities with high inequality with a view of addressing the negative effects of inequality on SWB.  相似文献

Using data from the Chinese Household Income Project surveys for 1988, 1995, 2002 and 2013, we investigate the role of public pensions in income inequality among households with elderly members across two decades of pension policy reforms. We examine the distribution and role of public pensions at a national level and analyse the evolution of the contribution of public pensions to national income inequality across a much more extended time period than earlier studies, which have generally focused on regional changes over short periods. Our findings suggest that public pensions have become the most important source of income for households with elderly members on average in China, but the distribution of pension income is highly unequal, with a Gini coefficient of 0.74 in 2013. Public pension income has been the largest source of income inequality for elderly households since 2002 and contributed to more than half of total income inequality in the most recent year of the survey. This finding is robust against variations in the income inequality measures used. Additionally, our analysis suggests unequal distribution of pension benefits is the primary driver of pensioners' income inequality. Among several hypothetical policy changes, ensuring a minimum pension benefit for all existing pensioners seems to be the most fiscally effective option in reducing income inequality, with a 0.8% reduction in the Gini coefficient for a 1% increase in public pension expenditure.  相似文献

The emerging subfield of stratification economics is a response to the orthodoxy’s resistance to recognizing the role of racial and ethnic disparities and its penchant for adopting cultural explanations for intergroup differences. With this view, the literature on the racial wealth gap and its particular embrace of the Life Cycle Hypothesis (LCH) offers a clear example of this critique at work. Not only is the LCH incapable of explaining why the racial wealth gap is so much larger than the income gap, but its limitations restrict the range of explanations explored. As an alternative, this paper introduces the Wealth Privilege (WP) model. Unlike the LCH, the WP model can incorporate the effects of contemporary racism as well as the systemic sources that are a legacy of several centuries of racialized policies. Using evidence from the 2013 Survey of Consumer Finances (SCF), this article offers empirical corroboration as well. Since the SCF queries households on their attitudes toward saving and investment, this article investigates the extent that cultural differences explain the wealth gap. To limit the problem of skewness, which is inherent in wealth studies, the analysis uses an inverse hyperbolic-sine transformation of household net worth. The OLS regression results show scant support for key features of the LCH while demonstrating the importance of asset ownership and family support, both crucial facets of the WP model. Two different decomposition methods, Blinder - Oaxaca and DiNardo - Fortin - Lemieux, corroborate these conclusions. As wealth is easily transferable across generations, the evidence supports the contention that household wealth serves as a source of economic stratification as it functions to preserve and even widen the racial wealth gap.  相似文献

Using a census survey of households in Guizhou Province, this paper examines the patterns of village poverty and inequality and their major correlates. The results show that poverty incidences vary greatly among villages and inequality is relatively high within villages in these impoverished areas. Although agriculture is still the major source of livelihood in this inland western region, income from local nonfarm jobs and remittance is more unevenly distributed and accounts for the largest share of overall income inequality. Surprisingly, blood donation is another major source of cash income. On the expenditure side, health care was found to be one of the most important sources of inequality. The paper also found that the distribution of assets, particularly land holdings, contributes to overall income inequality.  相似文献

New information and new perspectives reveal three long periods in which the two most-studied economies had a widening in income and wealth gaps. First, income inequality rose in both Britain and America between 1977 and 1995. In America, it regained the old pre-1929 levels, contrary to the official figures. Second, wealth and earnings gaps widened sometime in America between 1774 and 1913. Third, inequality rose in Britain from 1740 to 1810, earlier than others have suspected. This early widening reflects the role of severe relative price movements, which have been missed by the usual measures of (nominal) income inequality.  相似文献
