中国内地和中国香港的贸易自由化效应研究——基于全球贸易分析模型GTAP的分析

基于全球贸易分析模型GTAP模型和CEPA免税清单"原产地"标准,分析了中国内地和中国香港实施"港产品零关税"和"全面贸易自由化"产生的经济、贸易和产业效应,以及海峡两岸ECFA早期收获和全面实施的影响。研究发现:由于中国内地关税大幅度减免,"港产品零关税"使中国香港进出口增加幅度大于中国内地,中国内地服务业和符合原产地标准的中国香港制造业生产出口增加。如果两地进一步实现"全面贸易自由化",则进出口值、经济增长和福利水平将大幅度提高,并促进两地产业结构调整和升级,但中国内地进口增加幅度大于出口导致贸易余额减少。此外,ECFA早期收获使中国台湾贸易余额增加,而ECFA全面实施将使中国香港作为海峡两岸经贸中转港的地位受到影响。     

浅论网络贸易的关税问题

作为一种新兴的贸易方式，网络贸易对传统的关税政策提出了挑战，本文认为，目前实行的网络贸易“零关税”政策有助于促进国际贸易自由化的进程，然而它维护了发达国家的经济利益，给发展中国家带来的挑战大于机遇。作为发展中国家，我们应坚持税收中性原则，反对“零关税”政策。同时也要完善发展网络贸易的各种条件并且争取尽快加入世贸组织，为我国在新一轮贸易规则制定争中一席之地。     

中国-东盟贸易自由化的博弈分析

文章应用博弈论研究中国-东盟贸易自由化问题。首先通过静态博弈模型分析了中国应当采取"合作"和"首先行动"策略的原因。其次,分别建立了两阶段和三阶段动态博弈模型,阐释了中国-东盟之间需要签订书面协议的重要性,并应用关税博弈模型说明了自由贸易区内中国和东盟双方应以零关税率为合作的最终目标。最后,根据实际数据对理论模型进行了分析和验证。     

因特网能成为自由贸易区吗?

1998年5月,由美国为首的发达国家倡议,世贸组织(WTO)通过了网络贸易临时性豁免关税的协议。网络贸易零关税,会造成对传统贸易的歧视、使国际贸易和投资流向偏转、侵蚀各国国内税源等问题。在没有全面实现全球贸易自由化之前,暂免协议能否演变成永久性免税协议,因特网能否成为永久的自由贸易区,取决于因特网贸易未来的发展规模和各国在因特网贸易上竞争力优势的变化以及各国综合实力的较量。     

合理定位关税政策：WTO后关税的作用与中国关税改革

从1948年GATT生效到1995 年世界贸易组织成立,关税在推动战后贸易自由化和世界经济增长中发挥了巨大的作用。随着GATT八次回合,关税的大幅度下降和世界贸易组织多边贸易体系的形成,关税的灵活性开始增强,关税作为产业保护的唯一合法手段,仍是实现自由多边贸易体系的基本途径。 在战后贸易自由化的过程中,关税发挥了重要的作用。纵观GATT的八次谈判,从推动战后国0际贸易发展和世界经济增长来看,关税的特点主要体现在以下几

WTO的建立和其成员国相互大幅度减让关税,虽然标志着世界贸易朝着自由化的方向迈进了一大步,但我们还远不能说,世界贸易就已经实现了自由化。经济主体间的限制竞争行为使《反垄断法》的出台成为一种"必然"。     

APEC贸易投资自由化:进程、挑战与展望

亚太经济合作组织(APEC)自成立以来,在推进贸易投资自由化方面取得了显著成效,关税和非关税壁垒大幅削减,服务业总体开放程度提高,投资准入门槛降低,但与亚太地区自由与开放的贸易投资目标仍存在一定差距。当前,APEC面临国际环境、内部机制、议题领域、成员利益以及与区域内其他合作机制关系等方面的挑战。为此,APEC需要进一步完善机制,以亚太自贸区建设作为新动力,打造更加包容普惠的贸易投资自由化,并发挥国际经贸规则制定的试验场作用。作为APEC重要成员之一,中国应积极参与和引领APEC机制的改革,推动构建全面、高质量的亚太自贸区,将"共商、共建、共享"的新理念融入APEC贸易投资自由化进程,并利用APEC平台参与国际经贸规则的制定。     

美国重返亚洲政治经济战略对我国与东盟贸易影响研究

中国与东盟是重要的贸易伙伴,自从2010中国—东盟自由贸易区协定全面启动以来,中国与东盟之间的平均关税由9.8％下降为0.1％,90％的商品实现零关税.中国与东盟之间贸易飞速发展,目前中国已经成为东盟最大的贸易伙伴和第一大出口国,东盟是中国的第三大贸易伙伴和第三大进口来源地.随着中国和东盟之间的2004年签署的《货物贸易协议》、2007年签署的《服务贸易协议》、和2009年签署的《投资协议》的陆续生效,中国同东南亚国家的联系将更加紧密.但是,伴随着美国重返亚洲战略的实施和TPP谈判进程的深入,东南亚局势面临着新的挑战和机遇.
