We develop a model of gestational surrogacy, in which a childless couple faces heterogeneous prospective surrogates. High-type surrogates add more value but also have higher outside options. Surrogates can make specific investments for the overall well-being (care) of the unborn child. We show that, under noncontractibility, surrogates invest less (take less care) than the first-best. Couples are also more likely to choose low-type surrogates, who need less compensation for foregoing cheaper outside options. Hence the popular practice of making surrogacy contracts unenforceable might put the unborn child at risk.  相似文献

I show that charging interest on funds provided by donors or investors to microfinance institutions (MFIs) can increase efficiency, the total number of loans and borrower welfare, compared to grant or concessionary funding. In a setting in which MFIs supply costly non-contractible effort, putting a price or raising the price of loanable funds strengthens the MFIs’ incentives to put effort in credit administration or monitoring, to extend more loans, and/or reduce overhead costs. This theoretical result is robust to several variations of the benchmark model allowing for an endogenous lending rate, motivated MFIs and endogenous overhead costs.  相似文献

This paper studies the political turnover process in autocracies due to coup d’états. We present a model in which autocratic rulers are politically constrained both by the elite and by the street. These political constraints are inter-related such that when leaders extract rent from the economy on behalf of the elite they increase the probability of facing a revolt in the street. We suppose that rulers differ in the efficiency with which they extract rents and citizens make inferences about the ruler’s type when idiosyncratic shocks occur. Equilibria are characterized in which elite-led coups serve to reset citizens’ beliefs about the leader’s type and pre-empt revolutions during periods of popular unrest. We then investigate the empirical implications using panel data on popular unrest and coups in sub-Saharan Africa. OLS and IV estimates support the causal mechanism highlighted in our theory. The magnitude of the effect is substantial – a one standard deviation increase in protest intensity increases the probability a coup occurs by a factor of almost three in our baseline IV specification.  相似文献

This paper establishes the possibility of achieving both efficiency and incentive compatibility within a hierarchical organization, even when managers are effortaverse, as long as efficiency is defined as incorporating managers' effort disutilities as opportunity costs of production. It is further argued that this approach yields the same (i.e., Pareto) type of efficiency as achieved by the perfectly competitive price system when managerial disutility of effort is allowed. Thus, the negative results published by Miller and Murrell hold because of the non-Paretian objective functions assumed for central planners.  相似文献

The idea of perfect competition for an economy with asymmetric information is formalized via an idiosyncratic signal process in which the private signals of almost every individual agent can influence only a negligible group of agents, and the individual agents’ relevant signals are essentially pairwise independent conditioned on the true states of nature. Thus, there is no incentive for an individual agent to manipulate her private information. The existence of incentive compatible, ex post Walrasian allocations is shown for such a perfectly competitive asymmetric information economy with or without “common values”. Consequently, the conflict between incentive compatibility and Pareto efficiency is resolved exactly, and its asymptotic version is derived for a sequence of large, but finite private information economies.  相似文献

We use data from a field experiment to estimate worker reaction to incentives and the optimality of piece-rate contracts. Our estimate of the elasticity of output with respect to piece rates is 0.39. Regression methods cannot predict performance under hypothetical contracts. Therefore, we apply structural econometric methods (without imposing profit maximization) to evaluate observed-contract optimality. Using profit as a metric, we estimate the distance between observed and profit-maximizing contracts to be negligible. This suggests that observed contracts closely approximate optimal contracts under asymmetric information about worker ability. Under complete information, the firm could increase expected profits by 14 percent keeping workers indifferent to the observed piece-rate contract. Profits could increase between 44 and 49 percent if the firm exploited information about ability to reduce worker utility to the outside alternative.  相似文献

Increasing electric power production from renewable energy sources is currently one of the major objectives of energy policy. The intermittent nature of renewables, such as wind and solar, necessarily imposes complex trade-offs for regulatory objectives, such as resource adequacy (and system reliability) versus reductions in green house gas emissions. We develop a highly stylized model of investments in order to derive insights regarding the workings of regulatory incentives for increased renewable energy. We first show that incentives are indeed needed when there are significant economies of scale in the form of “learning by doing” or alternatively, when there is excess capacity in conventional technology due to legacy investments. We analyze two different regulatory schemes (feed-in tariffs and renewable portafolio standards) aimed at increasing investment in renewable capacity. We show that neither scheme is capable of inducing the socially optimal level of investment in renewable capacity. A single feed-in tariff fails to induce optimal investment as a feed-in tariff exceeding marginal costs of conventional technology incentivizes over-development of the most attractive sites which preempts investment in less attractive, yet socially valuable sites. A renewable portfolio standard that promotes increased investment in renewable technology induces under-investment in the conventional technology. These results suggest that a “clinical” regulatory design, that is, one that promotes the right amount of renewable capacity without affecting conventional capacity is a challenging proposition.  相似文献

In this paper, potential injurers are subject to a negligence standard and differ in cost of taking care; in the event of accident, the injurer's degree of care is private information in litigation that follows. Award of damages for pain and suffering will lead to a general increase in care and hence reduce the likehood of accident. A tighter negligence standard will lead some potential injurers to take more care and others to take less. Adoption of a rule under which the loser at trial must pay the litigation costs of the winner will reduce the pressure for punitive damages.  相似文献

Many studies specify human mortality patterns parametrically, with a parameter change affecting mortality rates at different ages simultaneously. Motivated by the stylized fact that a mortality decline affects primarily younger people in the early phase of mortality transition but mainly older people in the later phase, we study how a mortality change at an arbitrary age affects optimal retirement age. Using the Volterra derivative for a functional, we show that mortality reductions at older ages delay retirement unambiguously, but that mortality reductions at younger ages may lead to earlier retirement due to a substantial increase in the individual?s expected lifetime human wealth.  相似文献

The incentive problems that result in labor-managed economies from attempting to eliminate the inefficient allocation of labor due to this institutional arrangement are discussed. Games are searched for such that, at an equilibrium, firms have revealed truthful information and labor is allocated efficiently. It is shown that such games do not exist if output is not observable, and even if aggregate deficits or surpluses are permitted. By contrast, if output is observable, balanced games exist in which it is dominant strategy for each firm to be truthful.  相似文献

In the face of increasing demand and limited emission reduction opportunities, the steel industry will have to look beyond its process emissions to bear its share of emission reduction targets. One option is to improve material efficiency — reducing the amount of metal required to meet services. In this context, the purpose of this paper is to explore why opportunities to improve material efficiency through upstream measures such as yield improvement and lightweighting might remain underexploited by industry. Established input–output techniques are applied to the GTAP 7 multi-regional input–output model to quantify the incentives for companies in key steel-using sectors (such as property developers and automotive companies) to seek opportunities to improve material efficiency in their upstream supply chains under different short-run carbon price scenarios. Because of the underlying assumptions, the incentives are interpreted as overestimates. The principal result of the paper is that these generous estimates of the incentives for material efficiency caused by a carbon price are offset by the disincentives to material efficiency caused by labour taxes. Reliance on a carbon price alone to deliver material efficiency would therefore be misguided and additional policy interventions to support material efficiency should be considered.  相似文献

Biological diversity is a central component of the stock of natural capital on which all economic development is based. Other things being equal, loss of biologically diversity implies loss of development potential, and its conservation through sustainable use or outright protection implies the protection of that potential. One characteristics of biodiversity loss of especial importance is that biodiversity loss, more than any other current environmental problem, is associated with ecological threshold effects. The artificial context “Target the Two” has been used in experiments to explore some of the features of routinization and learning. Two agents must learn to coordinate their actions to achieve a common goal, without being allowed to use verbal communication. This article reports an experiment, in which we compare the degree of routinization and the performance of players in two treatments. Each treatment submits players to the same sequence of starting configurations, but differs in terms of the payoff function. In the first treatment (A), the payoff is based on the number of moves required to achieve the goal, whereas in the second treatment (B) the payoff depends on the time required for completion. We observe that (1) in treatment B subjects tend to play in a more “routinized” way and (2) treatment B reduces the time spent on play, but does not decrease the resources (the number of moves) used, relative to treatment A.  相似文献

This paper provides an overview of the interaction between social security and retirement behavior in Austria in the decades up to the on-going reform process. The key question is, how much of the retirement behavior can be attributed to incentive effects of the pension system. We describe the labor market and retirement behavior of the elderly in Austria, survey the key features of the public pension system and finally present the results of a series of simulations aimed at assessing the retirement incentives generated by the pension system. We compute levels and accrual rates of social security wealth and implicit tax rates on continued work according to the method portrayed in Gruber and Wise [Gruber J, Wise D (1999) Social security and retirement around the world. University of Chicago Press, Chicago London]. To some extent, the sharp drop in labor force participation among the elderly must be attributed to major disincentives of the Austrian pension system; the system turns out to provide significant incentives to retire early. Past reforms have reduced the disincentives. Our results, however, show the need to further reform the public pension scheme and to reorient it stronger towards the principle of actuarial fairness.  相似文献

We study how between‐group wealth and size asymmetries affect aggregate rent‐seeking efforts when two groups compete for the allocation of a pure public good. Unlike with previous analyses on between‐group asymmetries, we measure the utility cost of rent‐seeking in terms of the loss in private consumption an individual faces when contributing to this activity. Our main result is that fewer between‐group asymmetries do not necessarily imply greater aggregate rent‐seeking efforts. The result is at odds with the commonly held notion that the more homogeneous the contestants in a static rent‐seeking model, the greater the aggregate rent‐seeking efforts.  相似文献

The general distinctions between open access, state property, common property and private property are now well established in the academic literature. When applied to African rangelands, however, common property admits a wide variety of resource management regimes. To formulate effective policies it is necessary to understand the structure and operations of particular regimes. In this paper we discuss three examples of common property regimes, two from the southern African nation of Lesotho and one from the west African nation of Senegal, to illustrate some of the key characteristics of common property regimes. In particular, it is important to understand the structure of governance, the types of institutions that govern behavior, and the compatibility between governance, institutions and individual incentives. A common property regime can only be effective if its institutions are compatible with the structure of governance. The extent of its effectiveness also depends upon the incentives and expectations of individuals expected to enforce the rules of the institutions or comply with their terms. At present, most African governments lack the organizational capacity and political will necessary to implement state property regimes, official regulations on resource use, or individual property rights for rangelands resources. In many cases it is more appropriate for governments to define and enforce group rights to particular resources, then help to establish conditions in which internal group dynamics yield efficient resource management outcomes.  相似文献
