This article analyzes debates over tenure reform policy in post-apartheid South Africa, with a particular focus on the controversial Communal Land Rights Act of 2004. Land tenure systems in the 'communal areas' of South Africa are described as dynamic and evolving regimes within which a number of important commonalities and continuities over time are observable. Key underlying principles of pre-colonial land relations are identified, which informed the adaptation and modification of tenure regimes in the colonial era and under policies of segregation and apartheid, and continue to do so today. Exploring the policy implications of this analysis, the article suggests that alternative approaches to that embodied in the Communal Land Rights Act are required. The most appropriate approach is to make socially legitimate occupation and use rights, as they are currently held and practised, the point of departure for both their recognition in law and for the design of institutional frameworks for administering land. 相似文献

This article, which is published in two parts, is an empirical analysis of the Chilean agrarian reform (1964–1973) and 'partial' counter-agrarian reform (1974–1980). Its aim is to explain and interpret their logic and the changes they brought to Chile's agrarian property regime in particular and Chilean life in general. Chile's agrarian reform was successful in expropriating (under the Frei and Allende administrations, 1964–1973) the great estates of the hacienda landed property system. The capitalist 'partial' counter-reform then redistributed them (under the military, 1974–1980). CORA, the country's agency for agrarian reform, expropriated and subsequently redistributed 5809 estates of almost 10 million hectares, or 59 per cent of Chile's agricultural farmland. A large amount of the expropriated land (41 per cent) benefited 54,000 peasant households with small-sized family farms and house-sites. The rest of the farmland benefited efficient and competitive commercial farmers and agro-business and consolidated medium-sized farms. Of central concern is the role of the agrarian reform and subsequent 'partial' counter-reform processes in fostering the transformation of the erstwhile agrarian structure of the hacienda system toward agrarian capitalism. The redistribution of the agricultural land previously expropriated made possible the formation of an agro-industrial bourgeoisie, small commercial farmers, an open land market and a dynamic agricultural sector. While, however, under military rule, a selected few benefited with family farms and became independent agricultural producers, a large majority of reformed and non-reformed campesinos were torn from the land to become non-propertied proletarians in a rapidly modernizing but highly exclusionary agricultural sector. 相似文献

This paper examines the interest in the development and promotion of mixed farming in sub-Saharan Africa. For over 70 years mixed farming has been a dominant model for agricultural development despite the limited success of many of the programmes which have specifically promoted it. It is suggested that the establishment of mixed farming as a strong development theme is related to its promise to address a range of environmental and social concerns, and in so doing, help create order out of a ‘chaotic’ African countryside. Mixed farming is again being highlighted with the more recent interest in sustainable, environmentally friendly agricultural systems. However, there is considerable evidence that African farmers have adopted a flexible principles-based approach to the use of component technologies commonly associated with the mixed farming model. This must be fully acknowledged, and the seduction of unitary models avoided, if agricultural research is to contribute efficiently to the development of more sustainable farming systems. 相似文献

Human capital raises rural incomes, but this effect is swamped by higher returns to human capital in urban markets. This leads to "brain drain" from rural areas. Populations grow more rapidly in rural counties that have a diversified employment base. Farm population grows faster (or declines more slowly) in counties with relatively high farm income, and nonfarm populations grow faster in counties with relatively high nonfarm income. However, higher farm incomes lead to slower nonfarm population growth and vice versa. Rural county government services financed by local taxes or debt have neutral or negative effects on population growth. 相似文献

This paper provides an analysis of 50 years of policy aimed at ensuring an adequate milk supply to Dar es Salaam, Tanzania. Despite a variety of policy approaches and initiatives, providing the city with milk continues to be problematic. The use of the peri-urban zone for dairy production is one of several recurring themes, however, even with an expanding market there has been relatively little development of commercial dairying in this zone. This history is used to assess the more recent interest in the potential contribution of the peri-urban zone to sustainable urban food supplies. The paper argues that policy and development initiatives along these lines must specifically consider the relative suitability of the peri-urban zone vis-à-vis the production of specific commodities as well as potential market opportunities. Those interested in promoting peri-urban agriculture as an element of more sustainable cities cannot afford to take a narrow view that ignores either agro-ecological, economic and regional realities. 相似文献

In this article, I examine the relationship between class, state and market. I analyse the process of class transformation, tracing the demise of the Southern planters. Scholars analysing the retrenchment of US agricultural policy in the 1970s frequently overlook the profound influence that this class segment had on the agricultural policy of price supports and production controls. Yet, this policy of supply management contributed to the transformation of the plantation–tenant system in the South. This transformation created an opportunity for the emergence of the civil rights movement, which further weakened the Southern planters and allowed for changes in agricultural policy. The retrenchment of agricultural policy between 1950 and 1975, then, must be understood in light of this process of class transformation. 相似文献

In this article, the role of crop specialization and diversification in agricultural transformation is investigated empirically. Changes in aggregate land productivity are associated structurally with inter-crop and inter-district reallocation of land use. Results from a region with the oldest history of agricultural commercialization in developing countries show that cropping patterns of subsistence agriculture changed substantially, with rising concentration of crop acreage in districts with higher and growing productivity. Rapid specialization in crop production was observed at the district level recently, after a phase with sporadic specialization. These changes reflected comparative advantage and contributed to the improvement in aggregate land productivity. 相似文献

This article exploits panel data from Wisconsin dairy farmers to examine the dynamics of recombinant bovine somatotropin (rBST) adoption and to identify the characteristics that distinguish among nonadopters, disadopters, and early and late adopters. Panel methods are used to control for omitted variables and endogenous regressors that call into question coefficient estimates derived from cross-section adoption models. The results, however, confirm previous findings that larger farms with complementary feeding technologies are more likely to adopt rBST, nonadopters appear quite unlikely to become adopters, and rBST adoption will remain at rather moderate levels in Wisconsin. 相似文献

The introduction of farmer participatory approaches over the past decades has to some extent improved the relevance and uptake of research results. While R&D prioritization increasingly involves more stakeholders, including the private sector, policymakers and civil society, building ecological literacy among all stakeholders is urgent, especially for sustainable agricultural development. A case study of an emerging fruit innovation system in Guinea, West Africa, highlights the challenges of supply- and demand-driven approaches to R&D prioritization. Shallow ecological knowledge and a blind faith in ‘modern’ technologies by scientists and farmers alike distort prioritization. Locally available, appropriate technologies are dismissed in favour of high technologies that are inaccessible to most smallholder growers. Strengthening the ecological literacy of all stakeholders may help to overcome this bias. On the other hand, building socio-technological literacy would allow innovation intermediaries, who typically act as brokers between the demand- and supply-side of technologies, to better understand the social and institutional contexts of technologies and how these affect potential uptake by poor farmers. Member centres of the Consultative Group on International Agricultural Research (CGIAR) could use the notion of ecological and socio-technological literacy to better understand supply and demand of technology and to work more effectively with their partners towards pro-poor and sustainable agricultural development. 相似文献
