Many cities in the United Kingdom are upgrading the streetlights to white light-emitting diode (LED) lamps for reducing the electricity costs and attaining the sustainable energy solutions. Installation of LED lamps on urban street requires higher installation costs and a long-term period to payback benefits of replacing outdated streetlights in terms of energy savings and costs. To achieve the short-term energy efficiency of urban street lighting, city councils sometimes adopt the part-night lighting system particularly in the residential areas. The Coventry City Council recently replaced 29,701 existing sodium lights with LED lamps. This paper performs the economic analyses to understand the feasibility of two street lighting systems: LED lamps and ‘part-night’ lightings on the Coventry streets during the twenty-year period assuming the return period of investment is twenty years. The projection of energy consumption and costs for LED lamps and part-night lighting systems shows that electricity can be saved by 44% and 21% comparing to current electricity usages, respectively. Considering the budgetary constraints of Coventry City Council, this paper concludes that the part-night lighting system may be beneficial in short-term period, but it is economically feasible to replace the existing lower efficiency lights with LED lamps. 相似文献

This article outlines how a local authority, Newcastle City Council (NCC), employed a public value strategy to address austerity localism. Borrowing from neo-institutional theory, it traces how organizational change constituted also a variation of democratic deliberation practices. Legitimation of budget decisions against central government cuts involved such practice variations as public consultations to change NCC’s vision and mobilize support, building operational capacity beyond the organization, and new accountings for measuring public value. Insofar as such organization changes constituted instances of institutional entrepreneurship of local government as a key democratic institution, our article refines existing theorizing of public value accounting. 相似文献

Since the 1980s, the issue of social mix has become a public policy category in France. Enshrined in legislation, yet remaining controversial, it represents a major premise on which housing policies have been reconfigured. The concept of social mix is essentially based on who lives where, but it is also evoked in the context of urban renewal schemes for social housing estates, as well as in relation to new-build developments. A study of the bases of social mix policies conducted in Paris since 2001 in the context of the embourgeoisement of the capital shows the fundamental role of social housing stock. The City Council has become involved in policy decisions about both the location and the allocation of social housing. Particular attention has been paid to the middle classes in the name of the principle of ‘balancing the population’. In order to measure the effects of the policy, this article relies on an analysis of two City of Paris schemes that have the stated intent of creating social mix. One of these schemes consists of redeveloping a working-class neighbourhood, Goutte d'Or, while the other involves the new acquisition of social housing in various more affluent neighbourhoods in the capital. This comparative study of the population shows that, whether in a neighbourhood poised for gentrification or in a more affluent neighbourhood, this policy has major effects on forms of local social cohesion, setting in motion individual trajectories and reshaping social and/or ethnic identities. 相似文献
