Conservation agriculture (CA) is defined as a system comprising no or minimum mechanical soil disturbance, permanent organic soil cover, and crop species diversification [FAO. (2014). The vast majority of medium- and large-scale farmers in Paraguay and neighbouring countries (Argentina, Brazil, and Uruguay) who use tractor-based farming systems have moved from conventional agriculture and adopted CA through no-tillage technologies. Among this farmer type, very few wish to return to the old system of tillage agriculture. However, despite massive efforts to transmit the technology to small-scale farmers by development aid projects and local governments, widespread adoption of CA has not happened on farms that use animal traction or manual farming systems; in fact significant dis-adoption of CA practices by smallholders has occurred. Some of the reasons for this dynamic are analysed in this paper. The reasons for dis-adoption by small-scale farmers can be generally divided into two groups. One group has to do with the fact that, comparatively, small-scale farmers are less able to cope with the factors related to CA (e.g. degraded soils, recuperating and maintaining soil fertility and know-how) than medium- and large-scale farmers. The second group of reasons has to do with the approaches and strategies that development aid agencies and local governments have taken towards small-scale farmers, which have influenced small-scale farmers’ ability to adopt and maintain CA practices. Small-scale farmers’ main asset is the soil and the CA/no-tillage system is a knowledge-based, learning-intensive system. However, despite the technical support provided by aid agencies and local governments, small-scale farmers often lack a deeper understanding of the CA concepts and practices. This is attributable to the short- to medium-term and rather conservative transfer-of-technology approaches that have been applied by development aid agency and local government programmes over the years, without any changes and without adaptive research. The latter can be derived, for instance, from the accountability of results to donor agencies or the one-size-fits-all approach applied in order to achieve ‘numbers’. One consequence of this is that ownership by and empowerment of farmers is often absent among dis-adopters. It therefore seems more suitable to apply long term, adaptable approaches to CA with smallholders. The lessons learned in Paraguay may well serve to properly direct future development intervention efforts in this country and also serve to mend development strategies in other countries in South and Central America, Africa or Asia.  相似文献

Rich-country support programs for cotton and sugar producers are frequently claimed to be detrimental for developing-country farmers. This study investigates whether a reduction in protectionist policies for Organization for Economic Cooperation and Development cotton and sugar producers would have a measurable effect on the welfare of Indian farmers. The fact that these sectors are intensively regulated within India might suggest that any such effect will be small. However, this study shows econometrically that prices in Indian rural markets closely follow world prices, and that Indian farmers are flexible in the medium to long run in changing production according to price signals from these markets. Depending on the crop and the nature of liberalization, producer surplus increases from 4.2% to 22.3% in the long run.  相似文献

Organic farming and genetically modified (GM) crops technologies are currently being promoted as alternatives to conventional farming that is seen as unsustainable. However, institutional constraints can impede the adoption of even the most sustainable technology. This paper analysed the effect of institutional factors on farmers’ adoption of conventional, organic and GM cotton in Burkina Faso. Building on the expected utility model and institutional theory, a multinomial logistic regression was performed using farmers’ survey data from the 2014–2015 production season. The results showed that subsidies on fertiliser and credit for cereals production, the power of farmers’ association and that of the cotton company favoured the adoption of conventional and GM cotton at the expense of organic cotton. In order to succeed, organic cotton projects need to include components that help farmers to access organic fertilisers for cereals production. They also need to involve the cotton companies that are the most powerful stakeholders of the cotton sector. Extension services are necessary for both organic and GM cotton adoption. Other important factors to consider include farmers’ education, the potentials of the technologies, the good agro-ecological conditions, the continued involvement of women, the availability of virgin lands and the closeness of farmers to their farms.  相似文献

Agricultural production experiences a shift in underlying institutions during the last years., Importance of private stakeholders like retailers, processors, consumers as well as tax payers is, emerging. Eligibility for single farm payments and marketing of products is linked to compliance with, diverse codes of practice and standards. Voluntary certification schemes are not only relevant with, respect to agriculture's traditional activity (i.e. food production), but is also highly relevant in case of, rural policies. Examples are the EU's agri-environmental schemes, aimed at preserving biodiversity, landscape elements, etc., which are characterized by voluntary participation and the contractual, commitment to apply certain standards. However, these relationships are highly characterized by, information asymmetries. Economic literature offers several approaches to analyse similar relations. The classical approach bases on the assumption of utility maximising agents that will comply with, rules as long as the net utility of compliance will be higher than the net utility of an offence. Recent, evidence challenges this result. Experiments show that people behave more honest than the classical, deterrence model predicts. Main objective of the paper is to compare the various approaches to explain, compliant behaviour. Additionally, an outlook for empirical applications of the theoretical framework, developed here is given to motivate further research. However, our outlook shows that the selection of, appropriate variables to analyse compliance empirically is open to debate.  相似文献

Reconciling productive agricultural practices with nature conservation is not only an ecological challenge, but also a demanding matter of governance. This paper analyses the potential as well as the limitations of various governance arrangements, and explores ways to enhance the governance of nature conservation in agricultural landscapes. We assume four conditions to contribute to the performance of these arrangements: farmers should be motivated, demanded, enabled, and legitimized to participate in arrangements that promote nature conservation by farmers. We analyse 10 distinct Dutch governance arrangements in the period 2000–2016, including agri-environment schemes but also privately initiated arrangements. The arrangements target a large but unknown share of farmers and farmlands, but nature conservation ambition levels are generally low to moderate. The expected low-to-moderate performance is associated with a low-to-moderate motivation, demand, and ability. Underlying are stronger forces driving towards intensification and problems farmers face in recuperating the cost of nature conservation. New greening requirements in the EU Common Agricultural Policy and in agri-food supply chains are first, cautious steps addressing these fundamental drivers of ecological degradation. More ambitious greening requirements may contribute to a higher motivation and ability of larger groups of farmers to implement nature conservation measures.  相似文献

Climate variability with unexpected droughts and floods causes serious production losses and worsens food security, especially in Sub‐Saharan Africa. This study applies stochastic bioeconomic modeling to analyze smallholder adaptation to climate and price variability in Ethiopia. It uses the agent‐based simulation package Mathematical Programming‐based Multi‐Agent Systems (MPMAS) to capture nonseparable production and consumption decisions at household level, considering livestock and eucalyptus sales for consumption smoothing, as well as farmer responses to policy interventions. We find the promotion of new maize and wheat varieties to be an effective adaptation option, on average, especially when accompanied by policy interventions such as credit and fertilizer subsidy. We also find that the effectiveness of available adaptation options is quite different across the heterogeneous smallholder population in Ethiopia. This implies that policy assessments based on average farm households may mislead policy makers to adhere to interventions that are beneficial on average albeit ineffective in addressing the particular needs of poor and food insecure farmers.  相似文献

Despite the general success of farmer-capacity-building methods such as Farmer Field School in promoting pest management innovations, only those farmers directly involved benefit. How can agricultural extension enable farmer-to-farmer learning about botanical pesticides beyond such schools? We wanted to know how different learning methods, such as video shows and workshops, change farmers’ knowledge, attitudes and practices about botanical pesticides. This paper explains how video engages men and women farmers in spreading botanical pesticides across 12 villages in Bogra District, north-western Bangladesh. We conducted ex ante and ex post surveys among farmers from November 2009 to September 2010. For data analysis, we used t-test and McNemer and Wilcoxon sign rank tests. Our findings suggest that video improves the ability of both male and female farmers to communicate about pest management among themselves and with other stakeholders, as ‘intricate ethno-agricultural practices’. Video-mediated learning sessions are more effective than conventional workshop training in enhancing farmers’ knowledge about botanical pesticides, changing their attitude and finally taking a decision to adopt these methods. In other words, video is capable of communicating complex issues such as the biological and physical processes that underlie pest management innovations. From our case, we conclude that agricultural extension is more effective with the use of facilitated video learning and that this process clarifies complex agro-ecological principles, bias and normative perceptions of the learners. Also, video-mediated learning is not only transferable across villages, but also works well in combination with other media, such as radio, television and mobile phones.  相似文献

New Rice for Africa (NERICA) was developed by the Africa Rice Center by crossing high-yielding Asian rice (Oryza sativa L.) with locally adapted African rice (Oryza glaberrima Steud.). Community-based seed production of NERICA varieties was introduced in a village in central Benin in 2006 through seed dissemination projects. It was reported that high-adoption rates of these varieties were mainly due to high demand by development projects for seed dissemination, and to incentives (i.e. selling the rice seed at a higher than local market price to a local extension service) for farmers to grow NERICA varieties. A follow-up survey was undertaken after the seed dissemination projects ended to examine the change in the cultivation of NERICA varieties. About half of the farmers had ceased cultivation of NERICA varieties in 2011. The reasons for abandonment were the combined effects of reduced seed demand and low yields, which were attributed to a lack of access to credit and training on NERICA cultivation practices. The majority of the farmers did not abandon rice cultivation, but grew other high-yielding varieties, including one aromatic variety for which there was market demand. We conclude that to avoid immediate reductions in the adoption of new varieties after projects are terminated and to enhance agricultural sustainability, the varieties should be introduced in conjunction with appropriate group training on their cultivation, and the project should target farmers who do not have off-farm businesses. Furthermore, access to credit should also be enhanced, and the marketability of the varieties should be assessed.  相似文献

For rural households in the north of Vietnam, maize cropping is the main source of income. In the face of the world market price increases of the recent past, we analyze the regional marketing chain of this commodity qualitatively and econometrically investigating to what extent smallholder farmers in developing countries are affected by international price movements. Vietnamese maize markets are found to be well integrated. Recent price hikes have fully transmitted along the regional supply chain so that farmers profited. Nevertheless, adverse factors such as increasing input prices have neutralized these benefits resulting in a decline in real income of smallholders.  相似文献

Using a unique data set from a commercial microfinance institution in Madagascar, this article investigates the credit risk of microfinance loans with flexible repayment schedules for crop farmers. Flexible repayment schedules allow a redistribution of principal payments during periods with low agricultural returns to periods when agricultural returns are high through predefined grace periods. We apply propensity score matching to investigate how different numbers of grace periods reflecting different levels of production diversification affect the credit risk of crop farmers. In this attempt, three delinquency categories reflecting various levels of credit risk are assessed. Moreover, we consider the specifics of the regions where loans were disbursed. Our results reveal that loans with predefined grace periods show significantly higher delinquencies. This effect is significant over all three delinquency categories for loans disbursed to low diversified crop farmers. For the more diversified farmers, this effect is only significant for the lowest delinquency category. Hence, predefined grace periods might bridge periods with low agricultural returns but come at the cost of higher credit risk for the lender. The magnitude of these effects is, however, small.  相似文献

Human capital is an important resource in primary production impacting on farmers’ decisions and actions. Given their current and expected economic environment, farmers must use their human capital in mapping out a trajectory for their farm. This study considers particular aspects of farmers’ human capital and its influence on farm growth, or lack of it. Farmers’ characteristics as expressed through their personality, intelligence and objectives are the main human capital aspects considered in a sample of smaller NZ dairy farms. They are somewhat typical of western farmers working on smaller farms. They can be broadly classed into Expanders, Maintainers and Retractors. It is hypothesised each group will have distinct and different personal characteristics and these influence the farmers’ choice of trajectory. This is in addition to purely economic factors. It is also hypothesised the characteristics influence the farmers’ choice of development strategy and how challenges to the strategy are viewed. The data collected from the small dairy farms support the hypotheses suggesting the design of policy and extension programs must allow for these human capital drivers. Using past data, it is also shown aspects of human capital are different in large farms emphasising the same conclusion.  相似文献

We examine the relationship between participation in nonagricultural labor activities and farming production decisions, focusing on the use of inputs. Using longitudinal data for Vietnam from 1993 to 1998, we find that households engaged in nonagricultural labor spend significantly more on seeds, services, hired labor, and livestock inputs. This is consistent with the hypothesis that nonagricultural labor income relaxes credit constraints to farming.  相似文献

Integration of trees on upland farms in the Philippines has been slower than expected and desirable from an environmental perspective. Our economic and risk analysis points to current policies as part of the problem. The study compares three domesticated indigenous timber trees (Shorea contorta V., Pterocarpus indicus J., and Vitex parviflora W.) intercropped with maize against a benchmark of the widely used exotic mahogany (Swietenia macrophylla K.). We used a biophysical simulation model (WaNuLCAS 3.1) to represent interaction between trees and crops for a fundamental level of water, nutrient and light capture as the basis for production functions. External conditions affecting systems profitability were accounted for in the Policy Analysis Matrix (PAM). Elements of risk were introduced through Monte Carlo simulation. Study results revealed that from a farmer’s perspective intercropping systems provide similar (within an uncertainty range of + or ? 10%) returns to monocropping scenarios. When net subsidies and taxes are accounted for, social profitability evaluations favour tree intercropping at high tree densities. The net effect of the current bias in price policies towards food production therefore refrains farmers from making decisions to integrate trees on farms; a decision that is actually in the national interest on economic grounds, even without consideration of positive environmental effects.  相似文献

The potential contributions of new biotechnologies to sustainable food and income security have been the subject of widespread discussions around the turn of the 21st century. But distributional issues of which segments of adopters of genetically modified (GM) crops benefit the most have not been given ample attention). Using propensity scores, we apply the (a) stratification‐multilevel method of estimating heterogeneous treatment effects; and the (b) matching‐smoothing method of estimating heterogeneous treatment effects proposed by Xie et al. We find that the incidence of higher yields, lower insecticide use, and reduced seed utilization in the Philippines diminishes progressively as a farmer's propensity to adopt Bt corn increases. Farmers with a low propensity to adopt Bt are those who farm smaller, nonirrigated farms located farther from seed suppliers and farmers without previous training on pest identification. In most cases, while these farmers are typically poorer farmers in smaller parcels, cannot afford irrigation and are situated in remote areas away from easily accessible seed suppliers, there is no evidence, however, that profits differ across farmers with varying propensities to adopt the Bt variety.  相似文献

The rapid urbanization in developing countries implies an increasing pressure on urban agriculture for production. As most perishable food products come from this agriculture in close proximity to population concentrations, we analysed from an agronomic point of view how market-garden farmers can meet this increasing urban demand. This work took place in the case of Mahajanga, a secondary city with high increasing demographic rate on the Northwest coast of Madagascar. Based on preliminary surveys to characterize the farming systems (on a sample of 91 farms), 11 market-garden farmers chosen in the three main agricultural zones of the urban area were surveyed during two years. Surveys aimed at understanding their decision rules in crop choices, crop allocation to land and resource management, and to estimate their room for manoeuvre to increase their leafy vegetable areas under cultivation. The wholesalers and retailers who buy the farmers’ produce were also surveyed. A previous model of decision rules regarding crop location on farm territory was used to analyse the on-farm surveys and cartographic methods (GIS and on-farm manual representations) were used to quantify the land use. We highlight the following major points. (1) The leafy vegetable production in the surveyed farms already intensively uses land: farmers have complex decision rules largely depending on the water dynamics in the two main environments (lowlands and lakesides) where leafy vegetables are cultivated during the dry season. (2) The scarcity of farmers’ resources (labour money and water) leads to very little internal room for manoeuvre to increase the leafy vegetable production in the farms. (3) At territorial level however, some land reserve exist in one of the lowlands, but not on lakesides. The water availability for agriculture must be better informed through specialized hydrologic studies, as one of the main constraints nowadays to extend the agricultural area. An extrapolation to other cases of urban agriculture is then discussed as well as the role of agronomy to help urban planners to consider the place of agriculture in the urban development.  相似文献

In this article, we investigate whether the Brazilian notifications to the TBT and SPS agreements are characterized as retaliation or as cooperation in international agricultural trade in the period 1996–2008. A Generalized Method of Moments (GMM) model is used to estimate game models of bilateral trade between Brazil and its major partners (United States, European Union, and Japan). From the viewpoint of strategic games, the results suggest that the Brazilian notifications are forms of retaliation against the United States, and, regarding the European Union, the best result for Brazil was conciliation. On the other hand, if the results are interpreted as equilibria of bargaining games, they suggest that Brazil has great bargaining power in trade with the United States and that cooperation characterized agricultural trade between Brazil and the European Union in the period analyzed. In the case of agricultural trade between Brazil and Japan, only Japan has characteristics of a country with significant bargaining power.  相似文献

This paper examines the extent to which Pakistan's growth has been, or is likely to be, constrained by its balance of payments. Evidence presented suggests that Pakistan's maximum growth rate consistent with equilibrium on the basic balance is approximately 5% per annum. This is below the long-term target GDP growth rate of 7–8% per annum. This balance-of-payments constrained growth approach provides some important implications for Pakistan's development policy. Real exchange rate depreciations will not lead to an improvement in the current account. Pakistan must lift the constraints that impede higher growth in exports. In particular, it must shift its export structure towards more sophisticated products with a higher income elasticity of demand.  相似文献
