For rural households in the north of Vietnam, maize cropping is the main source of income. In the face of the world market price increases of the recent past, we analyze the regional marketing chain of this commodity qualitatively and econometrically investigating to what extent smallholder farmers in developing countries are affected by international price movements. Vietnamese maize markets are found to be well integrated. Recent price hikes have fully transmitted along the regional supply chain so that farmers profited. Nevertheless, adverse factors such as increasing input prices have neutralized these benefits resulting in a decline in real income of smallholders. 相似文献

Few studies of agrarian transition examine what farmers themselves feel about farming. Are they cultivating out of choice or a lack of options? What distinguishes farmers who like farming from those who do not: their personal/household characteristics and endowments? The local ecology and regional economy? Or a mix of these and other factors? Understanding farmer satisfaction is important not only for assessing citizen wellbeing but also for agricultural productivity, since occupational satisfaction can affect a farmer’s incentive to invest and reveal production constraints. Using a unique all-India data-set which asked farmers, ‘Do you like farming?’ this paper provides answers and policy pointers, contributing a little-studied dimension to debates on the smallholder’s future and subjective wellbeing. 相似文献

The aim of this study is to provide an analysis on how producers have been affected by the decisions made in 2000 in the agricultural sector. Data collected from the focus group discussions was compared to the agricultural policy effects on Antalya Burdur and Isparta provinces. The participants were primarily selected from a list of state institutions and organizations, and included representatives from cooperatives and producer organizations that are engaged in the agricultural sector and/or bring service to rural areas. The discussion revealed that small-scale farmers were unable to use the support provided by the policies; as a consequence, many of them were unable to cultivate their land and had to migrate. In general, the participants stated that significant social and economic changes did occur in rural areas, however they emphasized that these changes were to the detriment of small-scale farmers and instead favored farmers operating on large scale. 相似文献

Conservation agriculture (CA) is defined as a system comprising no or minimum mechanical soil disturbance, permanent organic soil cover, and crop species diversification [FAO. (2014). The vast majority of medium- and large-scale farmers in Paraguay and neighbouring countries (Argentina, Brazil, and Uruguay) who use tractor-based farming systems have moved from conventional agriculture and adopted CA through no-tillage technologies. Among this farmer type, very few wish to return to the old system of tillage agriculture. However, despite massive efforts to transmit the technology to small-scale farmers by development aid projects and local governments, widespread adoption of CA has not happened on farms that use animal traction or manual farming systems; in fact significant dis-adoption of CA practices by smallholders has occurred. Some of the reasons for this dynamic are analysed in this paper. The reasons for dis-adoption by small-scale farmers can be generally divided into two groups. One group has to do with the fact that, comparatively, small-scale farmers are less able to cope with the factors related to CA (e.g. degraded soils, recuperating and maintaining soil fertility and know-how) than medium- and large-scale farmers. The second group of reasons has to do with the approaches and strategies that development aid agencies and local governments have taken towards small-scale farmers, which have influenced small-scale farmers’ ability to adopt and maintain CA practices. Small-scale farmers’ main asset is the soil and the CA/no-tillage system is a knowledge-based, learning-intensive system. However, despite the technical support provided by aid agencies and local governments, small-scale farmers often lack a deeper understanding of the CA concepts and practices. This is attributable to the short- to medium-term and rather conservative transfer-of-technology approaches that have been applied by development aid agency and local government programmes over the years, without any changes and without adaptive research. The latter can be derived, for instance, from the accountability of results to donor agencies or the one-size-fits-all approach applied in order to achieve ‘numbers’. One consequence of this is that ownership by and empowerment of farmers is often absent among dis-adopters. It therefore seems more suitable to apply long term, adaptable approaches to CA with smallholders. The lessons learned in Paraguay may well serve to properly direct future development intervention efforts in this country and also serve to mend development strategies in other countries in South and Central America, Africa or Asia. 相似文献

In some Asian countries, the pursuit of high yields often leads to excessive application of chemical fertilizer, negatively impacting the environment. We use the Choice Experiment approach to investigate the preferences of rice farmers in Taiwan for a potential Agri-environmental Scheme (AES), which would aim at an optimization of fertilizer use. We are especially interested in how such an AES would optimally be designed and whether it is possible to reduce its costs by offering the farmers lower payments in exchange for an eco-label. We find that farmers have a significant preference for an eco-label and would accept lower payments in exchange. They also prefer to retain some flexibility and keep some land out of the AES. This study revisits the issue of long-term price convergence of rice export prices for India, Pakistan, Thailand, Uruguay, the United States, and Vietnam using a two-stage pairwise unit root testing approach. To deduce evidence or lack of proof of convergence in price series, we also examine convergence using sigma and beta convergence specified in both unconditional and conditional frameworks. The methodology used is driven by the need to address three key concerns: (i) the likelihood of finding stationary price differentials, (ii) the magnitude of these differentials, and (iii) their speed of adjustment. To evaluate these concerns, we use monthly data for 18 price series drawn from these six countries from September 2011 to February 2021. The evidence points to a lack of international convergence. This gives rise to the possibility that a shield from a general downward export price trend is already in place for some exporters. Furthermore, we find that the likelihood of convergence is greater between pairs of price series that are characterized as high quality or having the same country of origin or having similar market share. Evidence also suggests that a converged pairing is more likely to have a smaller price differential if both price series are for low-quality rice. 相似文献

Agricultural production experiences a shift in underlying institutions during the last years., Importance of private stakeholders like retailers, processors, consumers as well as tax payers is, emerging. Eligibility for single farm payments and marketing of products is linked to compliance with, diverse codes of practice and standards. Voluntary certification schemes are not only relevant with, respect to agriculture's traditional activity (i.e. food production), but is also highly relevant in case of, rural policies. Examples are the EU's agri-environmental schemes, aimed at preserving biodiversity, landscape elements, etc., which are characterized by voluntary participation and the contractual, commitment to apply certain standards. However, these relationships are highly characterized by, information asymmetries. Economic literature offers several approaches to analyse similar relations. The classical approach bases on the assumption of utility maximising agents that will comply with, rules as long as the net utility of compliance will be higher than the net utility of an offence. Recent, evidence challenges this result. Experiments show that people behave more honest than the classical, deterrence model predicts. Main objective of the paper is to compare the various approaches to explain, compliant behaviour. Additionally, an outlook for empirical applications of the theoretical framework, developed here is given to motivate further research. However, our outlook shows that the selection of, appropriate variables to analyse compliance empirically is open to debate. 相似文献

Human capital is an important resource in primary production impacting on farmers’ decisions and actions. Given their current and expected economic environment, farmers must use their human capital in mapping out a trajectory for their farm. This study considers particular aspects of farmers’ human capital and its influence on farm growth, or lack of it. Farmers’ characteristics as expressed through their personality, intelligence and objectives are the main human capital aspects considered in a sample of smaller NZ dairy farms. They are somewhat typical of western farmers working on smaller farms. They can be broadly classed into Expanders, Maintainers and Retractors. It is hypothesised each group will have distinct and different personal characteristics and these influence the farmers’ choice of trajectory. This is in addition to purely economic factors. It is also hypothesised the characteristics influence the farmers’ choice of development strategy and how challenges to the strategy are viewed. The data collected from the small dairy farms support the hypotheses suggesting the design of policy and extension programs must allow for these human capital drivers. Using past data, it is also shown aspects of human capital are different in large farms emphasising the same conclusion. 相似文献

Peruvian development and government analysts criticize communities for irrationally using local development funds deriving from recently instituted political decentralization to beautify their villages rather than to improve infrastructural services, education and health, or to alleviate poverty. This paper challenges this critique by explaining why such cosmetic improvements are of interest to rural people. Using a case study of the peasant community of Allpachico, I argue that these projects encourage the return of pensioners and visits from migrants. Residents and migrants are mutually dependent as a result of livelihood strategies based on agriculture and the foreign‐controlled resource extraction sector over the past 80 years. The relative position of these two groups in the social reproduction of the vernacular community has changed with the Peruvian political economy. Currently, in the neoliberal resource extraction economy, residents pragmatically opt to maintain relations with those who have stable wage or pension incomes. 相似文献

Most of the literature attributes credit constraints in small-farm developing-country agriculture to the variability of returns to investment in this sector. But the literature does not fully explain lenders' reluctance to finance investments in technologies that provide both higher average and less variable returns. This article develops an information-theoretic credit market model with endogenous technology choice. The model demonstrates that lenders may refuse to finance any investment in a riskless high-return technology–regardless of the interest rate they are offered–when they are imperfectly informed about loan applicants' time preferences and, therefore, about their propensities to default intentionally in order to finance current consumption. 相似文献

Many studies detail constraints deemed responsible for the limited adoption of new technologies among smallholder farmers in sub-Saharan Africa. By contrast, here we study the conditions that led to the remarkably fast spread of improved chickpea varieties in Ethiopia. Within just seven years, the adoption rate rose from 30 to 80% of the farmers. A combination of factors explains the rapid uptake. Their attraction lay in superior returns and disease resistance. Chickpea was already an important crop for rural households in the studied districts, for both cash income and consumption. Good market access and an easy accessibility of extension services advanced the adoption process. Thus, an attractive technology suitable for rural households in a conducive environment enabled adoption. Our findings prompt us to stress the importance of tailoring agricultural innovations to the realities and demands of rural households, and the need to design and deploy interventions on the basis of ex-ante knowledge on factors potentially determining their success or failure. 相似文献

Integration of trees on upland farms in the Philippines has been slower than expected and desirable from an environmental perspective. Our economic and risk analysis points to current policies as part of the problem. The study compares three domesticated indigenous timber trees (Shorea contorta V., Pterocarpus indicus J., and Vitex parviflora W.) intercropped with maize against a benchmark of the widely used exotic mahogany (Swietenia macrophylla K.). We used a biophysical simulation model (WaNuLCAS 3.1) to represent interaction between trees and crops for a fundamental level of water, nutrient and light capture as the basis for production functions. External conditions affecting systems profitability were accounted for in the Policy Analysis Matrix (PAM). Elements of risk were introduced through Monte Carlo simulation. Study results revealed that from a farmer’s perspective intercropping systems provide similar (within an uncertainty range of + or ? 10%) returns to monocropping scenarios. When net subsidies and taxes are accounted for, social profitability evaluations favour tree intercropping at high tree densities. The net effect of the current bias in price policies towards food production therefore refrains farmers from making decisions to integrate trees on farms; a decision that is actually in the national interest on economic grounds, even without consideration of positive environmental effects. 相似文献

The potential contributions of new biotechnologies to sustainable food and income security have been the subject of widespread discussions around the turn of the 21st century. But distributional issues of which segments of adopters of genetically modified (GM) crops benefit the most have not been given ample attention). Using propensity scores, we apply the (a) stratification‐multilevel method of estimating heterogeneous treatment effects; and the (b) matching‐smoothing method of estimating heterogeneous treatment effects proposed by Xie et al. We find that the incidence of higher yields, lower insecticide use, and reduced seed utilization in the Philippines diminishes progressively as a farmer's propensity to adopt Bt corn increases. Farmers with a low propensity to adopt Bt are those who farm smaller, nonirrigated farms located farther from seed suppliers and farmers without previous training on pest identification. In most cases, while these farmers are typically poorer farmers in smaller parcels, cannot afford irrigation and are situated in remote areas away from easily accessible seed suppliers, there is no evidence, however, that profits differ across farmers with varying propensities to adopt the Bt variety. 相似文献

This study provides new evidence of the impact of climate-smart agriculture (CSA) – row planting and drought-tolerant maize varieties - on farm and welfare outcomes by estimating a multinomial endogenous switching regression model that corrects for selection bias and farmer heterogeneity in CSA choice. Application of our model to panel observations of 438 households in Ghana show that adoption of CSA increases both yield and intensity of maize commercialization but negatively affect own consumption. Specifically, the magnitude of the impact is relatively higher for adopters of row planting relative to adopters of drought-tolerant maize seeds. These results suggest the need for development practitioners to increase awareness and emphasize the importance of row planting as a key component of climate-smart agriculture. 相似文献

Over the last two decades, extensive literature has examined the socioeconomic and environmental impacts of China's Sloping Land Conversion Program (SLCP), a program that was launched in late 1990s to mitigate the environmental effects of agricultural production and reduce rural poverty. However, little empirical evidence exists with regard to the impact of SLCP on rural households' sensitivity to nature-induced changes and environmental challenges. In this study, household-level data covering the period 1995–2010 from five Chinese provinces were used to examine the effect of SLCP on farmers' sensitivity to climate change. The empirical results show that participation in SLCP significantly reduced farmers' sensitivity to climate change by reducing their dependency on land and natural resources for income, and by diversifying their livelihood options. Spatially, the results reveal that the effect of SLCP on farmers' sensitivity vary across regions. Specifically, SLCP was found to have a ‘rate effect’ on farmers in the Northern regions and a ‘level effect’ on farmers in the Southern regions. Likewise, we found that the effect of SLCP differs considerably across income groups, with the effect on low- and middle-income groups being most significant. The results indicate that subsidy is the main pathway through which SLCP reduces farmers' sensitivity to climate change. In contrast, we found inclusive evidence about the indirect effect of SLCP farmers' sensitivity through the promotion of non-agricultural employment. These results carry major implications with regard to the effectiveness of ecological conservation programs and their mitigation potential through building farmers' resilience in China and ecologically fragile environments. 相似文献

China was the first developing country to introduce Bt cotton on a large scale. This paper provides an indepth economic analysis of Bt cotton production by small-scale farmers in China. Data were collected in 2002 in Linqing County, in Shandong Province and comprised a season-long cotton production monitoring with 150 farmers and complementary household interviews. For quality assessment, the Bt toxin concentration of the various Bt varieties used by the farmers was determined for each plot. All farmers were growing insect resistant Bt cotton varieties. Yet, they sprayed high amounts of chemical insecticides, out of which 40% were extremely or highly hazardous. The paper reviews methodological issues inherent to impact assessment of crop biotechnology and identifies market and institutional failure as possible reasons for continued high pesticide use. Using the damage function methodology the coefficients for both damage control inputs, i.e., Bt varieties (measured as toxin concentration), and insecticide quantity were not significantly different from zero. Results show that absence of enabling institutions and lack of farmer knowledge can considerably limit the benefits of Bt cotton for small-scale farmers. The paper points out the importance to include the institutional conditions in the evaluation of agricultural biotechnology in developing countries. 相似文献

We test the ‘efficient-but-poor’ hypothesis by estimating the determinants of smallholders' choice over cash or food crops and whether their crop choice affects technical efficiency and poverty using the national household panel data in Nigeria. We employ the stochastic frontier analyses correcting for sample selection about farmers' crop choice. Our results indicate that smallholders are generally efficient in their resource allocations. A treatment effects model is employed to estimate farmers' crop choice in the first stage and the impact of their choices on technical efficiency and poverty outcomes in the second stage. The results show that farmers' access to free inputs, non-farm income and the use of seeds from the previous growing season are important determinants of crop choice. The adoption of cash crops by food-crop producing households will not generally reduce poverty, although it will improve technical efficiency marginally. However, if cash crops are commercialised, poverty tends to decline. 相似文献

In the oligopsony market, farmers may receive low prices and policy analysis assuming perfect competition can yield serious bias results. In this paper, we estimate oligopsony power between processors and farmers and evaluate the welfare impact of the paddy pledging program (PPP), a generous price support program in the Thai Jasmine rice market, with an imperfect competition model. We develop a model that consists of rice supply equation and derived demand equation. We then simultaneously estimate these equations using system estimation methods to recover oligopsony power parameters. Finally, we use these parameters to assess the welfare impact of the price support program. Using annual panel data running from crop marketing year 2001/2002–2015/2016 and exploiting the institutional feature of the PPP, we find strong evidence of some oligopsony power, a moderate level of oligopsony price distortion, and a negative relationship between price support and oligopsony power. We also find that the PPP is inefficient but effective in income redistribution. Moreover, the program benefits both farmers and consumers. With better policymaking decisions, the PPP can be efficient by setting a suitable support price. Therefore, our results show that in the case of the Thai Jasmine rice market, the generally accepted “wisdom” about agricultural price support policy does not necessarily hold, and price support can be designed to improve the efficiency of the market. 相似文献

Many protected areas around the world are struggling to achieve financial stability and meet management costs, which is a difficult challenge. This difficulty is particularly acute in China, even though protected area conservation has been increasingly stressed upon in recent central policy announcements. The practice of providing supplemental funding for protected areas has been going on for years, but there is a lack of theoretical research on why and how landowners in protected areas could be compensated. This paper aims to fill the gap and make two contributions to the literature by explaining why landowners in protected areas should be compensated and who should pay for protected areas. The theoretical arguments on compensation for protected areas are first reviewed before we derive the theoretical framework of value capture for protected areas in China based on the principle of symmetry between burden and compensation. We conclude that local residents should be compensated according to the principle of equal public burden because the spatial regulation of protected areas has seriously restricted their land development rights. Furthermore, the beneficiaries of added land value in the process of the spatial regulation of protected areas can be categorized into three groups: the general public, residents around protected areas and some residents in protected areas (along the infrastructure site or in the upzoning area). Therefore, we structure a three-level value capture framework for protected areas. This is the first attempt to study compensation for protected areas based on value capture theory, which can provide guidance on protected area management for government leaders and researchers across the world. 相似文献

This paper explores issues of land fragmentation, consolidation and reallocation and argues that a new planning support system for land consolidation is needed in Cyprus because of the long duration of projects, the high operational costs and the conflicts between the stakeholders involved. An Integrated Planning and Decision Support System is proposed that integrates artificial intelligence technologies and multi-criteria decision methods with a geographical information system for use in routine land consolidation planning as well as for undertaking ex ante evaluations of land consolidation projects, as required by the European Union. A framework is provided which shows how the system will contribute to reducing the problems associated with the land consolidation process. 相似文献
