Grasslands have a multi-layer protection function for nature, biodiversity and climate. These functions can be fostered by an adapted management on grassland farms. Promoting nature protection alongside agricultural production is an aim of European agricultural policy. However, a number of studies indicate that existing Agri-environment measures (AEM) are not as effective as assumed, mainly because they are not sufficiently used by farmers. We investigated the view of grassland farmers on nature conservation and on existing AEM in four distinct regions on a west to east gradient in the North German Plain. We conducted a survey on 82 grassland farms inquiring basic farm data and asking questions on general agricultural issues and nature protection. The results indicate that the majority of all respondents is generally interested in nature conservation and believes it to be of concern for every farmer. In contrast, only a minority of grassland farmers is using the existing AEM to the full extend on their own farm. By applying the concept of farming styles, we classified farmers into four groups, namely Traditionalist, Idealist, Modernist, and Yield Optimizer. These farming styles groups differ in farm and management parameters, general attitudes towards agricultural issues, farming objectives and economic success. We found that in our survey the farming styles groups differ in their attitude towards nature conservation. However, they do not differ in the adoption of AEM and have different reasons for not taking part. We state that for a better implementation of AEM into agricultural practice a better communication, which is adapted to the different ways that farmers manage their farm and think and feel, is needed. The Netherlands were at the forefront of European nature conservation policy until recently. For years, a stable ‘social contract’ around Dutch nature conservation existed. To the surprise of many, this stability suddenly disappeared and Dutch nature policy has taken a dramatic shift with changing discourses on nature conservation, the halting of implementation of several key-policies and budget cuts up to 70%. This paper engages with discursive-institutionalism to understand such abrupt institutional changes through emerging ideas and discourses that reshape and undermine existing institutional arrangements. We show how the institutionalization of policy not only engendered but also restricted the impact of critical discourses in the 1990s and 2000s. However, critical discourses eventually played an important role in the sudden turn in nature conservation policy. The rise of a general populist discourse and the economic crisis contributed to the credibility of critical discourses and their translation into popular frames and storylines. Authoritative actors such as a new State Secretary opened up popular media for the critical discourses and contributed to their resonance among larger audiences. As such, the man and his new administration successfully used already existing counter-discourses to de-legitimise nature policy and break down important institutional arrangements at a pace unseen in Dutch politics. Adding a discursive element to institutionalism provides for analytical tools to understand change from both external as well as internal forces. In turn, enriching discourse theory with insights from neo-institutionalism helps to evaluate which ideas and discourses become materialized in policy and practice. 相似文献

The Brazilian Atlantic Forest is widely recognized for its high levels of biodiversity and endemism. Its vast region concentrates also a large number of small farmers, who historically have been practicing swidden-fallow cultivation. Globally, there is contradictory evidence of the current fate of this traditional, integrated agricultural system, and the new land uses may have a strong impact on farmers’ livelihoods and ecosystem conservation. In this study, we assessed the land cover and land use change in a watershed where slash-and-burn cultivation was prevalent, aiming at understanding the drivers of change and discussing past and possible future impacts, including the perception of farmers on the drivers of land use change. We combined information gathered from interviews with 15 key informant farmers and from the analysis of remote sensing images for the years 1957, 1978 and 2011. Swidden-fallow cultivation has declined steadily since the 1950s. Part of the land was abandoned and forest succession was allowed to occur, increasing the total forest area; an apparently positive outcome. However, conversion to pastures and Eucalyptus plantations not only used much of the open land but also converted successional forests through deforestation, based on remote sensing. The willingness of farmers to grow more Eucalyptus and raise more cattle further increases concerns about the prospect for conservation. Our approach, combining remote sensing-based land change quantification and interviews, revealed to be complementary, allowing a better understanding of the past and possible future scenarios for the land use dynamics. 相似文献

In some Asian countries, the pursuit of high yields often leads to excessive application of chemical fertilizer, negatively impacting the environment. We use the Choice Experiment approach to investigate the preferences of rice farmers in Taiwan for a potential Agri-environmental Scheme (AES), which would aim at an optimization of fertilizer use. We are especially interested in how such an AES would optimally be designed and whether it is possible to reduce its costs by offering the farmers lower payments in exchange for an eco-label. We find that farmers have a significant preference for an eco-label and would accept lower payments in exchange. They also prefer to retain some flexibility and keep some land out of the AES. Large-scale land acquisitions (LSLAs) are increasing in Ghana amid a weak legal and regulatory framework. This paper explores the impacts of this phenomenon on farmer innovations under recurrent environmental changes. Using a case study of zaï, an indigenous innovative farming practice, the paper makes two interrelated arguments. Firstly, it shows that the pervasive enclosures coerced by the Ghanaian state undermine how indigenous knowledge could be proactively deployed for climate risk management. Secondly, LSLAs produce a social barrier to climate change adaptation, as they lead to heightened uncertainty and apprehension among farmers, which affects decisions on climate risk management. More specifically, land expropriation is an example of how adaptation could be hindered by governance, institutions, and policy at the extra-local scale, including not only existing land use laws, but also the constitutional guarantee of private property. The evidence supporting these arguments come from survey data on 619 plots, 70 in-depth interviews, village-level transect walks, and participant observations. Overall, the paper contributes to emerging debates at the interface of land use policy, climate justice, and sustainable adaptation. Theoretically, it also contributes to understanding State-society relations, as well as the political economy of eminent domain, often justified through discourses of “public benefits.” 相似文献

Rotational grazing has been promoted as a best management practice with environmental benefits and associated higher revenue. Its adoption rate has been relatively low. This study investigates the role of uncertainty in the adoption of rotational grazing with a cost‐share by cattle producers. Mail survey results indicate that 63–71 per cent of cattle producers are uncertain about adoption with a government cost‐share. The study suggests that the possibility of uncertainty should be considered in cases where willingness‐to‐pay is elicited in the context of adoption of technology. 相似文献

In the marginal, upland regions of the Philippines, soil erosion and poverty are significant problems. The Landcare Programme has sought to address these twin problems. We assess the economic impacts of the Landcare Programme in the Province of Bohol. We first explore whether the adoption of Landcare practices, particularly those of contour farming and tree planting, in a highly degraded landscape has resulted in improved livelihood outcomes for upland farming families. Second, we analyse the potential for the piecemeal adoption of these measures to deliver tangible benefits at the watershed scale. Finally, using a benefit–cost approach, these outcomes are compared with the costs of research and extension projects that have helped achieve them. We conclude that the net economic impact of the Landcare Programme in Bohol is positive, with the primary beneficiaries being the individual households that adopt the Landcare practices. These benefits are largely generated by productive opportunities that arise once the hillsides have been stabilized. Although the downstream impacts of land-use changes associated with the Landcare Programme are positive, they are of marginal economic importance. Hence, the focus and primary justification of the Landcare Programme should be on improving the productivity and livelihoods of upland farming households. 相似文献

Push—pull technology (www.push-pull.net) is based on a novel cropping system developed by the International Centre of Insect Physiology and Ecology, Rothamsted Research (UK) and national partners for integrated pest, weed and soil management in cereal—livestock farming systems. Stemborers are attracted to Napier grass (Pennisetum purpureum), a trap plant (pull), and are repelled from the main cereal crop using a repellent legume intercrop (push), desmodium (Desmodium spp.). Desmodium root exudates effectively control the parasitic striga weed by causing abortive germination. Desmodium also improves soil fertility through nitrogen fixation, natural mulching, improved biomass and control of erosion. Both companion plants provide high value animal fodder, facilitating milk production and diversifying farmers' income sources. The technology is appropriate to smallholder mixed cropping systems in Africa. It effectively addresses major production constraints, increases maize yields from below 1 to 3.5t/ha, and is economical as it is based on locally available plants, not expensive external inputs. Adopted by over 30,000 farmers to date in East Africa, key factors in its further up-scaling include effective technology dissemination, adaptability of companion plants for climate resilience, capacity building and multi-stakeholder collaboration, integration with livestock husbandry, improvement in input accessibility and creation of a supportive policy framework. 相似文献

Labor-saving and income-increasing technologies may affect women farmers differently from men. However, very few studies explicitly account for women's preferences for new technologies. We carried out a discrete choice experiment with 337 female and 329 male farmers in Maharashtra, India, to measure their willingness to pay (WTP) for direct-seeded rice (DSR) with drum seeder and to understand the gender differences in marginal valuations of key attributes. We used the Women's Empowerment in Agriculture Index (WEAI) to collect self-reported data on the role and say of women in different domains of decision making. The respective gender roles of women and men in the family and on the farm are aligned with their preferences. Men have a greater say over how the family spends the cash. Accordingly, men tend to have a higher WTP for attributes that increase income (increase in yield) or reduce cash costs (reduction in seed rate). Women contribute a large share of the labor for transplanting rice, much of which is unpaid work on family farms. Women, therefore, seem to value labor saving more. Women in our sample were more interested in the new technology and had a higher WTP for it. 相似文献

The word ‘landscape’ has attracted increasing attention from both researchers and practitioners in recent years. Although much has been written about the meanings of ‘landscape’, little is yet known about local landscape discourses in Germany. The article gives an overview of local debates in which ‘landscape’ plays a role and introduces a framework for studying the discursive constitution of landscapes. The empirical part is based on a comprehensive telephone survey among representatives of regional planning agencies. Among the key findings is that wind energy and regional development seem to be the most frequent subjects of landscape-related debates at the local level – particularly in the southern states of Bavaria and Baden-Wuerttemberg, where comparably few renewable energy facilities have so far been installed. The article concludes with an outlook on how the survey might be used in further discourse analytical studies. 相似文献

This study investigates the impact of different soil and water conservation (SWC) technologies on the variance of crop production in Ethiopia to determine the risk implications of the different technologies in different regions and rainfall zones. Given the production risks posed by climate change, such information can be used by decision makers to identify appropriate agricultural practices that act as a buffer against climate change. Results show that SWC investments perform differently in different rainfall areas and regions of Ethiopia and that the effectiveness of technologies such as irrigation, fertilizer, and improved seeds often depends on whether these investments are coupled with SWC measures. These results underscore the importance of the selection of appropriate combinations of technologies and careful geographical targeting when promoting and scaling up SWC technologies for adaptation to climate change. 相似文献

To address land degradation and rural poverty the Chinese government has put in place a series of land conversion programmes in the Loess Plateau area in northern China. In addition to problems arising from unsustainable land use, water resource availability driven in part by climatic forcing is also a threat to livelihoods in this region. To understand climate impacts on farming practice in poor areas of China, field observation and village reconnaissance took place in the summer of 2009 in three selected counties of Shaanxi and Ningxia Province, northern China. Semi-structured interviews were undertaken with householders in rural communities aiming to explore the impacts of recent climate and environmental changes and the role of land management practices on individual and community livelihood incomes as well as individual understanding and engagement with these concepts. The findings were complemented with secondary agricultural, economic and climatic data from the study regions. Respondents argued that land conversion programmes improved income potential, sustainability of livestock grazing and environmental quality in the region. However, water availability was thought to increasingly limit agriculture and human wellbeing in some of the regions with water resources becoming notably scarcer. Understanding of climate change as a concept varied amongst farmers potentially hampering the ability to adapt existing farming practices to maximise livelihood incomes sustainably. Positive effects of the government's land management schemes were unevenly distributed within villages and amongst regions, often linked to a lack of knowledge transfer and shared resources resulting in marginalised households and/or communities. Off-farm labour (in many cases relating to young adult rural to urban migration) appears a crucial source of income for households in the study region. Respondents in Ningxia expressed reservations about the future prospect of productive farming if the water availability continued to diminish. 相似文献

This article explores learning opportunities and portrays the product recall as a crisis situation from which small and medium-sized enterprises (SMEs) indirectly impacted by the event can and must learn. It describes the raw milk cheese recall in Quebec. A semistructured interview guide was used. The population studied comprises 12 cheese makers specializing in processing partly or totally raw milk and presents the results of interviews with managers of companies that survived the ordeal. Excerpts from interviews show that cheese makers took advantage of this crisis to improve their capacity to manage product recalls. The comments by the producers interviewed indicate that the crisis had a marked influence on knowledge creation related to prevention and preparedness for product recalls. 相似文献
