Forest management affects the quantity of CO2 emissions in the atmosphere through carbon sequestration in standing biomass, carbon storage in forest products and production of bioenergy. The main question studied in this paper is whether forest carbon sequestration is worth increasing at the expense of bioenergy and forest products to achieve the EU emissions reduction target for 2050 in a cost-efficient manner. A dynamic cost minimisation model is used to find the optimal combination of carbon abatement strategies to meet annual emissions targets between 2010 and 2050. The results indicate that forest carbon sequestration is a low-cost abatement method. With sequestration, the net present costs of meeting EU carbon targets can be reduced by 23%.  相似文献

Within a context of known and alarming deterioration of water bodies and under pressure from the European Water Framework Directive, in 2009 the French government designated slightly more than 500 priority catchments. In so doing, it declared its objective of concentrating its efforts on these areas, trying out a methodology for action, and proving to the European Union that it was taking action. The present study has documented the on-going situations and actions on these Grenelle catchment areas and identified the broad types of actions and situations as part of a critical analysis of the approach retained by the government. After constructing an analytical framework of these areas, we assembled together a large collection of data to be analyzed with multivariate statistical analysis.These data were either gathered from surveys based on a questionnaire encompassing biophysical, agricultural, social, and economic aspects or based on spatialized statistical data sources. This work demonstrates key factors characterizing the catchment areas: the hydrological entry point for the definition of a field of action involves great variability of territorial size and therefore of the players involved (municipalities, farmers, cooperatives, users). Little attention is given to this aspect in the relatively rigid single legal procedure presently in force. On these catchment areas, we emphasize two main lines of structuring parameters: on the one hand, the relative diversity of land use and forms of agriculture, and on the other, the relative strength of the administrative structure. These results could be useful for those managing these issues in the different government agencies, those implementing the approaches, or local authorities responsible for resource management, as they provide a better understanding of how to adapt these experiments to other areas concerned by water resource issues.  相似文献

In the United States, 35% of the forestland is owned by family forest owners with approximately 0.2% of this land reported to be enrolled in a forest certification system. The current study was conducted to provide insights into factors influencing family forest owners’ decisions to certify their lands. The bivariate probit model with sample selection results suggests that receiving professional advice regarding the forestlands and having a written management or stewardship plan had the highest positive marginal effects on awareness of certification programs and participation in these programs. Non-timber objectives had negative marginal effects on awareness of certification programs.  相似文献

Many sectors such as the fishery show classic examples of technological lock‐in and path dependence, even though some economists might predict smooth switching toward technologies that are more cost effective and sustainable. We use ideas from the evolutionary economics and public choice literatures to explain why trajectories of technological change, especially in fisheries, may not be smooth at all, but rather punctuated. The interest of technological change and switching behavior for fisheries economists and managers stems from the fact that control of effective effort, often necessary for sustainable management of the resource, remains a central management problem for that sector worldwide, even in developed countries. However, various policies put in place by governments to support the fishing sector, and often put in place to “correct” for certain market failures, may inadvertently produce other “nonmarket” failures, which result in technological lock‐ins which are unsustainable. For example, the trawling technique was widely promoted in France in the 1970s and 1980s. Path dependency developed in such a way that the preferred choice of new entrants into the fishery was this technology. Technological lock‐in occurred on the trawling technique as the trawling sector also became more politically active, making it ultimately the most widely used technique in the French fisheries sector in the Atlantic. Switching away from this technology has not taken place even with poorer economic performance of that technology. This paper also discusses the influence of state subsidies on the adoption of trawling. Even if trawling was a major innovation in fisheries in the past, its potential for technological adaptations or minor innovations is limited now. These limitations are more obvious during periods of increasing energy prices, especially in the absence of state aid. However, due to collective choice phenomena, switches to more sustainable technologies will occur more slowly. Plusieurs secteurs, tel que celui des pêcheries, offrent des exemples de verrouillage technologique et de dépendances au sentier, alors même que les économistes s’attendent à un changement régulier vers une technologie plus efficace en termes de coûts et plus soutenable. Nous nous appuyons sur la littérature évolutionniste et des choix publics afin d’expliquer pourquoi les trajectoires du changement technologique, en particulier dans les pêcheries, peuvent ne pas être régulières, mais au contraire discontinues. L’intérêt des économistes et des gestionnaires pour le changement technologique et le comportement face au retour des techniques est lié au contrôle de l’effort réel, souvent nécessaire pour une gestion durable de la ressource. Le contrôle de l’effort reste le problème essentiel de la gestion des pêches à l’échelle mondiale, y compris dans les pays développés. Toutefois, de nombreuses mesures publiques mises en place par les gouvernements pour soutenir le secteur des pêcheries, afin de «contrecarrer» certaines défaillances du marché, peuvent déboucher involontairement sur d’autres défaillances «non marchandes», se traduisant par des verrouillages technologiques non‐soutenables. Par exemple, la technique du chalutage fut largement diffusé en France dans les années soixante‐dix et quatre‐vingt. Un sentier de dépendance s’est développé tel que les nouveaux entrants dans la pêcherie optaient pour cette technologie. Un verrouillage technologique s’est produit sur la technique du chalutage rendant ce secteur politiquement important, et finalement la technique la plus répandue parmi les pêcheries françaises de l’Atlantique. Un changement de technologie n’a donc pu survenir, même en présence de faibles performances économiques. L’article traite de l’influence des subventions étatiques liées à l’adoption du chalutage. Même si cette technologie fut une innovation majeure dans les pêcheries par le passé, les adaptations techniques potentielles ou les innovations mineures sont désormais limitées. Ces limites apparaissent clairement dans les périodes de coûts énergétiques croissants, notamment en l’absence d’aides étatiques. Toutefois, en raison du phénomène de comportements collectifs, les changements vers des technologies plus soutenables se déroulent avec lenteur.  相似文献

Social protection has emerged as a key driver of development policy at the beginning of the twenty‐first century. It is widely considered a ‘good thing’ that has the potential not only to alleviate poverty and vulnerability, but also to generate more transformative outcomes in terms of empowerment and social justice. Based on an ethnographic study of the implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), India's flagship social protection policy, this paper takes a critical look at what this policy's ‘success’ consists of. The study was carried out in Tamil Nadu, a state widely presented as a ‘success’ in terms of MGNREGA's implementation, and describes who participates in the scheme and how success is understood and expressed at different social and bureaucratic levels. In terms of MGNREGA's outcomes, we conclude that the scheme is benefitting the poorest households – and Dalits and women in particular – especially in terms of providing a safety net and as a tool for poverty alleviation. But the scheme does more than that. It has also produced significant transformative outcomes for rural labourers, such as pushing up rural wage levels, enhancing low‐caste workers' bargaining power in the labour market and reducing their dependency on high‐caste employers. These benefits are not only substantial but also transformative in that they affect rural relations of production and contribute to the empowerment of the rural labouring poor. However, in terms of creating durable assets and promoting grassroots democracy, the scheme's outcomes are much less encouraging.  相似文献

Finland is the most sparsely populated country in the European Union. Finland's northern location presents special challenges for the profitability of agriculture. At the same time Finland has a fragmented property structure which means that each farmer cultivates a number of separate fields that are scattered into small parcels located around the village. The situation came into being because of land reforms whose purpose was to handle socio-political issues and not to improve the feasibility of farms. It is obvious that this inefficient property structure increases the cultivation costs but what is often forgotten is that it also increases the harmful emissions to the climate.The purpose of this article is to present the property structure of arable land and its development in Finland until 2020. The main objective is to estimate the monetary value for those climate impacts that the development causes. The study was set up to analyze land management tools and their capabilities to handle the future challenges. First, the study estimates how much petrol consumption increases because of the increased need for agricultural traffic due to the forecasted development of property structure. Secondly, the study estimates a monetary value for the increased emissions to the climate due to the changes in petrol consumption. To estimate the monetary value of the climate effect a substitute cost method is used.It was estimated that by year 2020 the agricultural working hours will increase by almost three million hours per year from its current level because of the expected changes in property structure. By using the information about petrol consumption and emission rate of petrol, it was calculated that the total increase in CO2-emissions will be more than 200 000 tkgCO2 per year. By using the information about the level of increase in CO2-emission and their shadow prices, it was calculated that the changes in property structure will cost 37 million euros until year 2020 and 544 million euros until year 2050. The sensitivity analysis showed that the results are strongly dependable on shadow prices of CO2-emissions, property structure's development scenarios and the expected fuel efficiency of agricultural machinery. On the other hand it also showed that the impact will be remarkable especially in the long run if the changes in property structure cannot be prevented.The study showed that there is a massive potential for land management activities. But since the current land management tools that are utilized in Finland are not efficient to handle the future problems the toolbox should be renewed. As the renewing work requires both legislative and organizational changes the progress will take time. This means that the harmful impacts that the development of property structure causes will be realized in the upcoming decades. The study concludes that the increase in CO2-emissions doesn’t concern only Finland but also other EU countries and that is why the matter should be investigated in other countries as well.  相似文献

The data from long-term management and cropping systems experiments are needed to assess changes in soil quality, organic carbon pool, and agronomic sustainability. Thus, a 13-year-old soil fertility management experiment was used to assess the impact of crop residues carbon (C) inputs on SOC stock in a rainfed groundnut (Arachis hypogeae L.)–fingermillet (Eleusine coracana (L.) Gaertn) rotation in semiarid alfisol. The application of farmyard manure (FYM) alone or in a combination with chemical fertilizers contributed to higher amounts of C inputs and subsequently to build up a higher SOC pool. Application of 10?Mg?ha?1 of FYM and a recommended dose of chemical fertilizer (25:21.8:20.7 and 50:21.8:20.7?kg?N, P, K ha?1 for groundnut and fingermillet, respectively) increased soil SOC pool by 41.2% to 73.0?Mg?ha?1 with an increase of 9.3?Mg?ha?1 over 13 years. Both SOC pool and rates of its sequestration were positively correlated with cumulative C input and sustainable yield index. A minimal input of 1.62?Mg?C?ha?1?yr?1 is needed to maintain SOC pool at the antecedent level. Balanced application of NPK fertilizers is needed to reduce and reverse the depletion of SOC pool.  相似文献

Transferring carbon from the atmosphere into terrestrial sinks through carbon sequestration practices (so-called ‘carbon farming’) has been proposed as an important component in Australia’s efforts to mitigate greenhouse gas emissions. We use a Best–worst scaling survey to determine which carbon sequestration practices farmers would be most and least likely to adopt, and what factors were most important in any potential adoption decision. The survey was distributed to dryland cropping and mixed crop-livestock farmers in Western Australia. Farmers ranked improved soil quality and reduced soil erosion as the most important potential co-benefits of carbon farming. Factors discouraging farmers from participating in carbon farming contracts were policy and carbon price uncertainty and the uncertain impact of carbon farming practices on productivity and profitability. Farmers had strong preferences for stubble retention and no-till cropping practices as carbon farming strategies. The practices that farmers preferred least were applying biochar and planting trees. Farm and farmer characteristics, including (lack of) awareness of carbon farming policies and opinions about climate change, influence the potential willingness to adopt different carbon farming practices. Given recent policy uncertainty and farmer preferences revealed in this study, it is important to communicate potential co-benefits (rather than opportunities to earn compensation or carbon credits) to increase farmers’ engagement in carbon sequestration activities.  相似文献

Current funding, mission, and organizational difficulties question the long-run survival of extension and the Land–Grant system. Consolidation of county extension offices is seen as a possible remedy for extension's problems. This paper estimates scale economies and inefficiencies in county extension offices in Kansas using parametric and nonparametric techniques. Large economies of scale and inefficiencies are found. Based on the empirical results, several simulations are performed to measure the short-run cost savings associated with consolidation. The results reveal that while all counties would experience significant savings from consolidating, rural and less populated counties would experience the greatest per unit savings.  相似文献

Cropland abandonment occurring both nationally and globally threatens food security and environmental sustainability. We explore whether agricultural cooperatives help reduce cropland abandonment, using data collected from 5,593 households in 229 villages in China. By estimating a two-stage residual inclusion approach, we provide evidence that the existence of agricultural cooperatives in rural villages reduces the probability of cropland abandonment and the abandonment ratio. Further analysis shows that cooperative effects on cropland abandonment and the abandonment ratio are heterogeneous across geographic locations.  相似文献

Most industrial countries have experienced a transformation of land use: from decreasing to expanding forest areas, the so-called forest transition. Outside closed forests, European rural landscapes exhibit a diversity of tree-based agricultural systems, but the question of whether this forest transition has also affected ‘trees outside forests’ has rarely been studied. The aim of this study is to analyze the spatial-temporal dynamics of farm trees and woodlands in an agricultural landscape in Eastern Germany from 1964 to 2008, based on aerial photographs and digital orthophotos. Taking a landscape ecological perspective, we quantify farm tree dynamics, disentangle processes of gain and loss in the socialist and post-socialist periods of Eastern Germany, and assess differences in ecosystem services provided by farm trees. A substantial increase of overall tree cover by 24.8% was observed for the selected time period, but trajectories have been disparate across different farm tree classes. The increase in tree cover was stronger in steep valleys than on hills and plateaus, indicating a significant interdependence between topography and trajectories of change. Patch numbers of farm trees did not increase, which suggests that the expansion of tree cover is mostly due to a spatial expansion of previously existing tree patches. Overall net gains in tree cover were rather similar during the socialist and post-socialist eras. The general increase in tree cover was accompanied by increase in agriculture-related ecosystem service provision, but the increase in pollination and pest control services was much lower than that in water purification services. These findings present the first empirical evidence from an industrialized country that there is also an ongoing ‘forest transition’ outside closed forests. Potential, partially counteracting drivers of change during the socialist and post-socialist periods have mainly been related to farm policies and the environmental consciousness of land users and society as a whole.  相似文献

We address a new agricultural policy concern following the decoupling of CAP direct payments in 2005: passive farming, whereby landowners maintain their agricultural area to collect payments without producing commodities. It is claimed that passive farming is hindering agricultural development by ‘blocking’ access to farmland for expanding farmers. We evaluate the links between the EU's Single Payment Scheme (SPS), passive farming, land use and agricultural development. Following identification of the rational landowners’ optimal land‐use choice, we evaluate the effects of the SPS using a spatial, agent‐based model that simulates farmers’ competition for land in a case‐study region of Sweden. We show that passive farming does not constrain land from being used in production; on the contrary more land is used than would be the case without the SPS. We conclude that passive farming is not a problem for agriculture, but provides public goods that would otherwise be under provided: preservation of marginal farmland and future food security. However SPS payments on highly productive land inflate land values (capitalisation) and slow structural change, which hinder agricultural development. Consequently CAP goals could be better served by targeting payments on marginal land and phasing out payments to highly productive land.  相似文献

The recent land invasions in Zimbabwe represent a profound and contradictory revolution in that country's agrarian social order, with implications that have already spilled over the borders of this small southern African country. A settler colonial heritage that tenaciously mapped land and tenure forms into unequal zones according to race is giving way to a more complex and spatially diversi ?ed con?guration of agrarian property forms and production strategies. Control over access to the means of violence has been devolved to ruling party loyalists, war veterans, army personnel, provincial administrators and local councillors, thus shifting the forms and functions of power exercised in the name of the state and the nation. ‘Resettlement’, ‘squatting:rsquo; and ‘farm invasions’ constitute morally charged alternatives in the lexicon of movement across tenurial boundaries. Contested rights to land and to movement are mediated through discourses of national and sub‐national belonging and exclusion, with commercial farm workers – deemed foreigners – the chief victims. The dramatic challenge that the invasions pose to private property, and to the rule of law more generally, suggest the possible collapse of large‐scale capitalist farming and the withdrawal of aid and foreign investment. Yet, at the same time, new forms of capitalist investment in transnational safari hunting and eco‐tourism continue to nibble away at the land base of the most peripheral of the old African reserves, facilitated by the romantic idealism of international conservation NGOs, and the aggressive disciplinary impulses of Rural District Councils. The same shifts in patterns of elite global consumption have led conservative white ranchers to take down fences in favour of wildlife conservancies organized around a coextensive commonage. These profound, if contradictory, transformations in Zimbabwe's agrarian social order are illuminated by a new generation of ethnographically grounded scholarship, the range of which is represented in the contributions to this special issue of the Journal of Agrarian Change.  相似文献

Recent accusations against speculators in general and long-only commodity index funds in particular include: increasing market volatility, distorting historical price relationships, and fueling a rapid increase and decrease in the level of commodity prices. Some researchers have argued that these market participants—through their impact on market prices—may have inadvertently prevented the efficient distribution of food aid to deserving groups. Certainly, this result—if substantiated—would counter the classical argument that speculators make prices more efficient and thus improve the economic efficiency of the food marketing system. Given the very important policy implications, it is crucial to develop a more thorough understanding of long-only index funds and their potential market impact. Here, we review the criticisms (and rebuttals) levied against (and for) commodity index funds in recent U.S. Congressional testimonies. Then, additional empirical evidence is added regarding cross-sectional market returns and the relative levels of long-only index fund participation in 12 commodity futures markets. The empirical results provide scant evidence that long-only index funds impact returns across commodity futures markets.  相似文献

Could the future French eco‐label for fresh seafood products find its place in the French market? This study employs a contingent valuation method to estimate French consumers’ willingness‐to‐pay (WTP) for eco‐labeled fresh seafood products. We exploit original data from a survey carried out in 2010, where 626 participants responded to a double‐bounded dichotomous choice model, through an ascending or descending bid system. Controlling for shift and anchoring effects in random effect probit models, we significantly improve estimation of WTP and its determinants for the three species studied (monkfish, lobster, sole), in particular when using heterogeneous anchoring. We show that WTP is positively correlated to respondents’ income, and also to their environmental concern, to living alone, to living far from the coast, and to trusting NGOs or public institutions more than producer organizations to implement an eco‐label. We also show that the mean price premiums do not differ between species. Finally, on average, the maximum premium consumers accepted to pay is approximately 10% of the product price.  相似文献

Private forests are a vital component of the natural ecosystem infrastructure of the United States, and provide critical ecosystem services including clean air and water, energy, wildlife habitat, recreational services, and wood fiber. These forests have been subject to conversion to developed uses due to increasing population pressures. This study examines the changing patterns in the private forests across the urban–rural gradient in 36 states in the eastern United States. We combine observed forest management activities, housing pressure, and 50-year projections of development pressures under alternate IPCC emission scenarios (A1, A2, B1, and B2) to produce a forest pressures index for a total of 45,707 plots located on privately owned land. We find evidence of continued forest loss in suburban/urban regions, and imminent pressure on private forests in exurban regions, while forests in rural regions are found to be relatively stable in next 50 years. Patterns of forest pressures differ depending on the sub-regions, which can be attributed to differing socio-ecological context of these sub-regions. Forest pressures also differ depending on the alternate scenarios considered, as projected increases in impervious surfaces is higher for the A1 and A2 scenarios as compared to the B1 and B2 scenarios. Land owners, often influenced by changing economic, demographic, and environmental trends, will play an important role in managing goods and services provided by these private forests. While it remains challenging to model forest owner attributes, socio-economic factors appear to be critical in shaping the future forested landscape in the United States.  相似文献
