This paper presents a large-scale experiment on the Approval Voting rule that took place during the 2002 French presidential election. We describe the experiment and its main results. The findings are as follows: (i) Such an experiment is feasible, and very well accepted by voters. (ii) The principle of approval voting is easily understood and accepted. (iii) Within the observed political context, compared to the official first-round vote, approval voting modifies the overall ranking of candidates. (iv) The candidates Le Pen and Chirac, more than the others, were able to convert approval votes into official first-round votes. JEL Classification C93, D70, D72  相似文献

Summary. Voting procedures are known to be plagued with a variety of difficulties such as strategic voting, or where a voter is rewarded with a better election outcome by not voting, or where a winning candidate can lose by receiving more support. Once we know that these problems can occur, the next objective should be to completely understand how, why, and where they arise. Namely, for each election procedure, the new goal is to determine when such problems can occur, all voter types who can cause these difficulties, and the actions they must take. This paper develops an easily used approach to handle all of these issues for standard voting methods. New intuitive explanations for these various oddities follow from this approach. The referendum (or compound majority) paradox occurs when the majority of voters in the majority of districts supports an issue/candidate but the majority of voters across all districts opposes the same issue/candidate (or vice versa). We calculate the likelihood of this social choice anomaly for any (possibly large) odd number of districts and any (possibly large) odd number of voters per district. The likelihood of the paradox is close to 50% when the issue/candidate is divisive (voters across all districts are split almost 50%–50%). The paradox virtually disappears when the issue/candidate is supported/opposed by at least two-thirds of all voters.  相似文献

Suppose legislators represent districts of varying population, and their assembly's voting rule is intended to implement the principle of one person, one vote. How should legislators' voting weights appropriately reflect these population differences? An analysis requires an understanding of the relationship between voting weight and some measure of the influence that each legislator has over collective decisions. We provide three new characterizations of weighted voting that embody this relationship. Each is based on the intuition that winning coalitions should be close to one another. The locally minimal and tightly packed characterizations use a weighted Hamming metric. Ellipsoidal separability employs the Euclidean metric: a separating hyper-ellipsoid contains all winning coalitions, and omits losing ones. The ellipsoid's proportions, and the Hamming weights, reflect the ratio of voting weight to influence, measured as Penrose–Banzhaf voting power. In particular, the spherically separable rules are those for which voting powers can serve as voting weights.  相似文献

This paper assesses whether and how common characteristics of jury members or peer voters affect the outcomes of voting systems. In particular, we analyze to what extent these common features result in voting bias. We take as a case study the Eurovision Song Contest for which an extensive amount of historical data is available. In contrast to earlier studies we analyze the impact of common factors on the bias individually for each country, which is necessary to substantiate the publicly debated accusations of regional block voting by certain groups of countries. We establish strong evidence for voting bias in the song contest on the basis of geography, even after correction for culture, language, religion and ethnicity. However, these effects do generally not correspond to the usual accusations. We believe that our findings extend to all instances where groups of jury members or peer voters share certain common factors, which may cause voting bias. It is important to identify such structures explicitly, as it can help avoiding bias in the first place. Recent events highlight primary type as an institutional variable that merits further examination in the economics literature on voter turnout. Using panel data for U.S. gubernatorial elections and treating primary type as a proxy for candidate deviation from the median voter, we test whether primary type changes voter turnout and whether that change is dominated by instrumental or expressive voting. The results show that states with more open primaries tend to have greater voter turnout in general elections, and that this increase reflects the effect of open primaries on expressive voting.

This paper addresses a simple question: why do people vote? Though simple, this question remains unanswered despite the considerable attention it has received. In this paper, I show that purely rational–instrumental factors explain a large fraction of turnout variations, provided that the effect of the margin of victory on implemented policy is considered. I extend Myerson's models of elections based on Poisson games, and show that, when platforms are responsive to vote shares, the predictions of the model become consistent with several stylized facts, including the secular fall in turnout rates in the US.  相似文献

After lengthy debate, the Keystone XL Pipeline bill passed in January 2015. We use this event to better understand the determinants of Senator voting behaviour. Specifically, this article attempts to examine the relative impacts of political and economic influences. This is accomplished through the use of a binary logit regression model with legislator vote as the dependent variable. Results indicate that while legislators do appear to be representing their political constituency, the role of campaign funding plays an important role as well. The economic effect of such funding, controlling for other factors, is quantitatively small.  相似文献

This paper studies the welfare consequences of strategic behaviour under approval and plurality voting by comparing the utilitarian efficiencies obtained in simulated voting under two behavioural assumptions: expected utility-maximising behaviour and sincere behaviour. Under approval voting utilitarian efficiency is relatively high irrespective of the behavioural assumption, and under the plurality rule strategic voting significantly increases utilitarian efficiency.  相似文献

The objective of this paper is to design a laboratory experiment for an infinite-horizon sequential committee search model in order to test some of the implications obtained by the model in Albrecht et al. (2010) (AAV). We find that, compared with single-agent search, the search duration is longer for committee search under the unanimity rule, but is shorter for committee search in which at least one vote is required to stop searching. In addition, according to estimates from round-based search decisions, subjects are more likely to vote to stop searching in committee search than in single-agent search. This confirms that agents are less picky in committee search. Overall, the experimental outcomes are consistent with the implications suggested by the AAV model. However, despite the prediction from the AAV model, we could not obtain a significant outcome in relation to the size order of the probabilities of voting to stop searching in committee search for the various plurality voting rules.  相似文献

In this paper we consider multilateral stochastic bargaining models with general agreement rules. For n-player games where in each period a player is randomly selected to allocate a stochastic level of surplus and q?n players have to agree on a proposal to induce its acceptance, we characterize the set of stationary subgame perfect equilibrium payoffs and establish their existence. We show that for agreement rules other than the unanimity rule, the equilibrium payoffs need not be unique. Furthermore, even when the equilibrium is unique, it need not be efficient. This note studies the volatility of the policy chosen by a committee whose members’ preferences are volatile, due to common and individual preferences shocks. It is shown that majority voting mitigates the latter but not the former. The volatility of the policy is smaller the smaller the volatility of members’ preferences, smaller the larger the size of the committee, and smaller than if it was chosen by a single member. The results hold in a context of uncertainty and with multidimensional issues.

The purpose of this study is to establish the extent to whichBorgatta's early fiscal sociology is consistent with, and differentfrom, Vilfredo Pareto's critical views on fiscal theory. Particularemphasis is given to the treatment of the relationship between‘extra-economic’ redistribution, achieved throughfiscal measures, and economic growth. We extend Condorcet’s Jury Theorem (Essai sur l’application de l’analyse à la probabilité des décisions rendues à la pluralité des voix. De l’imprimerie royale, 1785) to weighted voting games with voters of two kinds: a fixed (possibly empty) set of ‘major’ voters with fixed weights, and an ever-increasing number of ‘minor’ voters, whose total weight is also fixed, but where each individual’s weight becomes negligible. As our main result, we obtain the limiting probability that the jury will arrive at the correct decision as a function of the competence of the few major players. This paper estimates the Pareto exponent of the city size (population size and economy size) distribution, all provinces, and three regions in China in 1997, 2000 and 2003 by OLS, comparatively analyzes the Pareto exponent cross section and times, and empirically analyzes the factors which impacts on the Pareto exponents of provinces. Our analyses show that the size distributions of cities in China follow the Pareto distribution and are of structural features.
