试析民族自治地方教育财政自治的基本内涵

财政自治与教育财政自治同属于我国民族自治地方依法享有的民族自治权利.由于我国多年来教育财政投入的不足,致使民族自治地方的教育自治权难以得到根本保障.本文主要对财政自治与民族教育财政自治的基本内涵进行阐释,并对教育财政自治与财政自治的关系作了分析,以利于对我国教育财政投入和民族教育财政自治问题作进一步研究.     

坚持和完善民族区域自治制度与全面提高少数民族干部的素质

全面提高少数民族干部队伍的素质是全面贯彻执行民族区域自治法,充分行使宪法和民族区域自治法赋予的各项自治权利,进一步坚持和完善民族区域自治制度的关键.对此,必须要从新形势的需要出发,提高认识、落实责任;提升少数民族干部的整体素质;建立多层次、多类型的民族教育体系;从制度和立法角度加强民族干部的培养、选拔和使用,使之制度化且有法可依.     

大学英语课堂的师生互动对学生自主学习能力的作用分析

在大学英语教学改革背景下,师生角色需要重新塑造。本文通过分析提高学生自主学习能力的几个必备因素:了解学生个体因素,课堂上的师生互动,以及教师的课堂组织能力,从师生互动对学生自主学习能力的影响的角度进行了分析和研究,以期对英语的教与学达到最佳的融合点做出一点探索与发现。     

试析学生会的组织结构特征:松散联结基础上的牢固联结性

学生会作为学校党委、团委领导下的正式组织在高校的学生工作中发挥不可忽视的作用。学生会在组织结构上存在松散联结的基础,但它通过内部横、纵向的管理和外部行政系统的管理将其纳入到学校的行政体系中,并通过组织结构与组织成员理性化的结合,实现学生会组织结构的牢固联结,从而促使学生会各项工作的有序开展及目标实现。     

Drivers of Autonomy of Public Agencies in Italy

The creation of agencies has been and still is a widespread trend in the public sector: governments in many countries often establish semi‐autonomous single‐purpose organizations to carry out a wide range of functions and tasks. The trend to autonomization is problematic as it affects public sector's governance: several bodies operate partly autonomously from the core elective government, and are sometimes loosely coupled with their ‘parent’ administration. Consequently, analysing the drivers of agencies’ autonomy is a crucial issue for public management. This paper, in the light of some major contributions in organizational science, assumes that agencies’ autonomy is influenced by factors that affect post‐delegation relationships: agencies’ structure, culture and nature of the tasks executed. The study was aimed at testing a range of hypotheses about the autonomy of public agencies, using for this purpose the so‐far not investigated case of Italy–much in the spirit of the accumulation of knowledge in an area of public management. Results do not provide any strikingly counter‐intuitive finding, but a mix of confirmations and disconfirmations of previous findings that allow a finer‐grained analysis on the determinants of agency autonomy.     

关于加快内蒙古鄂伦春自治旗经济发展的思考

鄂伦春族作为我国人口较少的民族之一,在新世纪新阶段其经济社会的全面发展得到了国家的高度重视。目前,作为鄂伦春族聚居地的内蒙古鄂伦春自治旗的经济及社会发展状况与内蒙古其他民族自治旗相比仍然有一定的差距,与同是鄂伦春族聚居地的黑龙江省黑河市新生鄂伦春民族乡的经济社会发展状况相比也比较滞后。本文试图从内蒙古鄂伦春自治旗经济发展滞后的现状出发,从民族区域自治政策本身及其贯彻执行的各个方面探讨内蒙古自治旗经济发展滞后的现实原因,旨在从政策的层面发现并解决现实的经济发展问题。

内蒙古自治区是我国第一个成立的少数民族自治区.六十年来内蒙古自治区经济社会得到了全面的发展.一是有中国共产党的正确领导.二是实行了民族区域自治.民族区域自治充分保障了各民族的平等权利和自主的管理本民族内部事务的权利.     

民族自治地方的税收自治权研究

民族自治地方享有相应的税收自治权是符合民族区域自治制度和分税制基本要求的,但现实中税收自治权的行使还存在着一些制度障碍。应改革财税体制,授予民族自治地方适当的税收立法权,确立自治地方的主体税种,并进一步完善财政转移支付制度。

金融工程专业实践教学体系构建

在经济全球化和金融国际化的背景下,金融业运行已离不开金融工程的思想和技术的运用。培养高层次、国际化、复合型的金融人才成为金融工程专业建设的重要课题。高校在培养方案、课程建设、实验和实践教学等方面应该显现金融工程专业的办学特色,构建结构合理的金融工程专业实践教学体系,是培养和提高本专业学生基本素质能力的重要环节。在实践教学体系中,充分发挥学生的自主学习意识,增强学生动手能力、创新意识和创新能力的培养,才能不断提高实践教学质量,提升学生创造性解决金融问题的能力,造就符合金融发展需要的金融工程专业人才。

This study provides further evidence on the influence of cognitive style on students' problem-solving skills in the presence of ambiguous information. To do this, the performances of 47 accounting students on ten ambiguous multiple-choice questions were evaluated in terms of their field-dependence/independence dimension of cognitive style. Results showed that field-independent students significantly out-performed field dependent students when their general abilities were eontrolled for. These results which corroborate previous findings have significant implications for educators in using multiple-choice questions as a form of formal evaluation of student performance. Care should be taken to avoid highly ambiguous wording in multiple-choice questions in order not to disadvantage field-dependent students.     

大学生思政建设工作的实践性探索

随着我国经济和社会的发展,高校和社会之间的壁垒逐渐打破,大学生面临着婚恋、学业和就业等多重的压力,高校大学生思想政治教育又出现了许多新的问题和困境。本文结合工作中的实际经验,就高校思政教育的问题进行了深入思考,从组织保证、校园文化建设、思政队伍建设、毕业生就业指导等方面,开阔大学生视野,形成科学的世界观、人生观、道德观、价值观,培育他们成为社会有价值的人,以此作为探讨大学生思政建设的一种新尝试。     

Exploring the role of learning style research in accounting education policy

The purpose of this paper is to introduce and describe the Experiential Learning Model and the Learning Style instrument developed by Kolb [1976]. Further, it is postulated that learning style may be a useful concept in making the accounting education process more effective and efficient.As a preliminary test of the concept, the Learning Style Inventory (LSI) was administered to accounting student samples of N = 172 and N = 187, respectively. Six hypotheses were tested using data obtained from the instrument. It is concluded that the LSI shows promise for generation of information useful in helping students and instructors understand the differing cognitive processes in accounting learning.     

Sustainability of the accounting and finance academic profession: students’ and supervisors’ views about the PhD supervision process

This study explores the research supervisory practices of accounting and finance PhD students at Australian and New Zealand universities. Given documented faculty shortages in the accounting and finance disciplines, such investigation is timely and relevant. In the context of student engagement with their community of academic practice and their intrinsic motivation related to individual competence and autonomy, situational adjustments are inevitable and explain some differences between students’ perceptions and supervisors’ expectations. Our findings demonstrate that, despite general satisfaction with the PhD supervision process, students articulated concerns regarding constructive feedback and pastoral care provided by their supervisors, as well as guidance regarding data analysis/statistics.     

《金融学》课程运用“研讨式八字教学法”的实践探讨

教学方法是教学质量的关键。“研讨式八字教学法”极大地调动了学生学习的积极性,充分体现了学生的主体地位,同时充分发挥了教师的主导作用,实现了师生在教学中的良性互动,是一种深受广大师生欢迎的行之有效的教学方法。文章首先从现实意义入手,其次分析国内外研究现状,然后阐述操作步骤与课程涉及的主要内容,重点强调实践过程,最后说明实施效果。     

论学生音乐素质评价方法

众所周知,音乐课是人文学科的一个重要领域。在以往的对学生音乐素质评价中,教师往往采用让学生唱一首课本上的歌曲来给学生评分,有的教师甚至凭自己的主观臆断和对学生的大体印象来给学生打分。带着这样的思考,本文在贯彻落实新《课标》理念教学运作中,在音乐素质检测的内容与形式方面进行了大胆尝试与探索,并取得了一些经验。第一,学生自选强项内容,让检测更具个性色彩;第二,举行班级音乐会表演,让学生检测更具生活情趣;第三,相互评价,让学生的检测更富有人性魅力;第四,音乐档案袋,让检测更具全程性;第五,星级评定制,让检测更富有激励性。     

Validating lecturer effectiveness questionnaires in accounting

The use of student questionnaires to evaluate lecturers in higher education raises the issue of the validity of any measures that might be developed from the results. This paper reports on a lecturer effectiveness questionnaire (LEQ) given to students of accounting courses at Salford University. The main finding is that effectiveness scores are related to student views on important attributes of lecturing (eg. explanation of aims and objectives, choice of teaching aids, creating an interest in the course); but that the scores are also related to less desirable feaures such as lecture size and subject matter. The study also examines the relationship between examinations marks and questionnaire scores on the grounds that students should perform better in examinations for courses where the lecturer is considered to be effective. The study found a midly negative relationship between student approval and examination performance.
