科技经费的监管目的、监管方式、监管机制以及对监管成果的有效运用，哪一项都是重要的和必要的。监管不好，国家资金不能有效地发挥作用；监管不当，会影响整个科技创新活动；监管过度，会降低科技创新活动效率；监管不足，会让一些“不法者”钻了空子。如此等等，需要新思路、大智慧。
