This paper rigorously examines the public-private wage differential. Two novelties: it deals with a newly industrialized economy-Taiwan, and an attempt is made to isolate out any alleged “favorable” industry/occupation job distribution that may exist for the public sector.Significant wage advantages were found to exists for both genders in the public sector. Both the absolute magnitude of this advantage premium and the relative size between genders were comparable to the estimates for the U.S and for Canada. The often alleged superior industry/occupation distribution of public sector jobs were verified and found to account for a significant portion of the observed sectoral wage differential.  相似文献

This paper investigates the impact of the different occupational distributions of the gender groups on the gender wage differential in Brunei. We disaggregate occupational differences into explained and unexplained portions as this can provide better estimates of across-occupation and within-occupation wage differentials. Using data from the Brunei 1995 Labor Force Survey report, results indicated that the gender wage difference is approximately 60%. Unlike other studies, it is found that in Brunei the unexplained portion of occupational segregation has had an impact on gender wage differentials and accounts for approximately one-third of the observed gap. Interestingly, the unexplained component of the within-occupation gap is relatively less than in some developed economies. This is attributed to the effects of the large public sector in Brunei and its regulated pay scales.  相似文献

Looked at broadly, occupational distributions by sex in the United States have changed remarkably little since 1900; accordingly, researchers have found a slow rate of decline in the index of dissimilarity (a measure of occupational segregation by gender), estimates of which have so far been confined to the 20th century. This paper analyzes trends in the index over the latter part of the 19th century. The results indicate that during this period, industrialization and the associated changes in the nature of the business enterprise resulted in a rapid declinne in occupational segregation by gender, as measured by the index. This decline occurs earliest in cities experiencing early industrialization. Index estimates are presented for the United States and for selected midwestern cities, and changes in the index are decomposed into occupational mix effects and sex composition effects. Occupation-specific index changes are used to identify which occupations influenced changes in the overall index. The results indicate that the dynamic occupational shifts of the 19th century set the stage for the “men's jobs” and “women's jobs” that have been so persistently stable in the 20th century.  相似文献

In Malaysia, the participation of women in the labor market has increased over time. However, occupational segregation and wage differentials continue to be prevalent between men and women in the labor market. The present paper investigates gender‐related occupational segregation and wage differentials based on data collected from 7135 working households in Peninsular Malaysia in 2011. The wage decomposition model introduced by Brown et al. (1980) is used to examine the determinants of gender‐related wage differentials. The results suggest that differences within occupations account for the largest portion of the wage gap between men and women. The results also indicate that wage discrimination within occupations plays an important role in the gender wage gap, while sample selection bias plays an important role in the examination of gender wage gaps.  相似文献

Within the insider-outsider paradigm, this paper examines persistence of shocks in the labor market. We distinguish “symmetric persistence” where the extent of persistence is independent of the initial direction of the shock, and “asymmetric persistence” where beneficial and adverse shocks of equal magnitude have effects of different size. The paper offers a theoretical rationale for how the symmetry or asymmetry may depend on the extent to which the shock was anticipated in wage setting and then develops a framework in which the possibility of asymmetric persistence can be tested empirically. Using annual UK data, we obtain empirical evidence of significant asymmetry in the response of employment (and wages) to shocks. Small beneficial shocks are reflected entirely in wage increases, although sufficiently large favorable shocks also elicit increases in employment. In contrast, adverse shocks lead to reductions in both wages and employment. Evidence from Japan and West Germany provides some evidence of the presence of asymmetry, although this is less marked than in the United Kingdom. The policy implications are discussed.  相似文献

This paper analyzes travelers' choice behavior by using combined revealed preference/stated preference (RP/SP) survey data on work-trip mode choice in Shanghai, taking into consideration different scales across the two data sources. Several versions of a multinomial choice model are specified and estimated. The estimation results suggest that the utility function with money cost divided by income by equivalence scale be chosen as the preferred model. Based on the preferred model, values of time and sample aggregate elasticities of choice probabilities are calculated. The results show that values of “in-vehicle time” and “out-of-vehicle time” are 64 and 82% of the sample mean wage, and that in terms of elasticities, “in-vehicle time”, “out-of-vehicle time” and “money cost” are the most important attributes for bus, subway and taxi passengers, respectively. The conditional elasticities given low, middle and high income levels indicate that bicycles seem to be an inferior good for all income levels. Bus and subway transport are inferior goods for people at middle and high income levels but normal goods for those at a low income level. Taxis are a normal good only for low income levels; for middle and high income levels, they are a luxury good. The results obtained may be used for transportation policymaking in Shanghai.  相似文献

We use the “flying geese” framework to study the change in the geography of comparative advantages in the electronics sector in East Asia, China and the USA. Doubts have been raised about the capacity of the “flying geese” model to interpret the most recent phases of Asian development, in particular as far as progress in the electronics sector is concerned. This paper takes issue against these negative conclusions on both theoretical and empirical grounds. On the theoretical side, the paper takes up the formulation proposed by Kaname Akamatsu, arguing that some of the critical observations raised against the model look to a distorted and simplified version of Akamatsu's original theory. Analyzing the behavior of the “revealed comparative advantage index” per products and area, it is concluded that the “flying geese model” is compatible with manifold industrial development models, increasing interdependence in an integrated area which crucially also includes the US, and that asymmetries and hierarchical order persist across the countries.  相似文献

Most analyses of the relationship between job segregation and gender wage inequality do not examine the race-specific dimensions of occupational segregation. Using personnel data, we examine the impact of race-gender occupational segregation on occupational grading and wage setting within a service and maintenance union. Our empirical results show that the job grading and wage setting processes significantly favor white men’s jobs and penalize black women’s jobs.  相似文献

How did turn-of-the-20th-century immigrants perform in the American economy relative to native-born Americans? This article reassesses this question using data from the 1900 and 1910 American census files. I find in both cross sections that American immigrants perform well in blue-collar and white-collar occupations, with either faster growth in earnings or an outright earnings advantage over native-born Americans in the same occupational sector. Estimates of within-cohort growth reveal that the cross-sectional results do not overstate immigrant progress due to cohort effects. Immigrants also exhibit a high degree of mobility into the well-paid white-collar sector of the American economy, and the progress of the immigrant population as a whole was not slowed by the emergence of the “new” immigration.  相似文献

Abstract

This study estimates the magnitude of gender wage differentials for a sample of workers from the Ethiopian manufacturing sector using the traditional Oaxaca–Blinder and an augmented Cotton–Neumark methodologies. In doing so, it separates part of the estimated log of gender wage differential explained by differences in human capital characteristics between men and women from that which is not explained by such differences. The latter is known in the literature as “treatment” component or “discrimination” due to differing pay structures for the two gender groups. Accordingly, it is found that in Ethiopia's manufacturing sector men on average get up to 30% more than women depending on the measure used. However, once we control for a number of individual and establishment level characteristics, the level of wage premium for men over women is close to 5% or around 12 Ethiopian cents per hour. Out of this, both decomposition procedures estimate that close to 60% of the premium is a result of discrimination (different treatment of men and women in the labour market). Using an augmented decomposition technique, it is found that out of the 60% “discrimination component” close to 13% is due to men's treatment advantage in the labour market and the remaining 47% is due to women's treatment disadvantage. Also it is found that firm level characteristics are important contributors to the total discrimination component. Without controlling for establishment level characteristics, the discrimination component would have been around 27% indicating that ignoring establishment characteristics in decomposition exercises would result into a biased estimation, and in this case it would have underestimated the level of discrimination by close to 50%.  相似文献

In recent years there has been a tendency to view the seemingly irremediable spread of “illegal” logging in Indonesia in isolation, or as a result of disassociated and premeditated criminal acts. This paper proposes a different view of the problem by discussing the changing dynamics of the “illegal” logging sector in the two districts of Berau, East Kalimantan and Kotawaringin Timur, Central Kalimantan. It suggests that “illegal” logging is not a simple case of criminality, but a complex economic and political system involving multiple stakeholders. Furthermore, “illegal” logging is not a stationary condition that can be effectively dealt with through coercive or repressive measures alone. Rather, it should be viewed as a dynamic and changing system deeply engrained in the realities of rural life in Indonesia. Regional autonomy has also created a supportive environment for the “illegal” logging trade and allowed it to gain resilience.  相似文献

文章利用CHIP2002和CHIP2013数据,采用基于RIF无条件分位数回归的分解法,比较了不同时间维度和不同分位数水平上,我国农民工和城镇职工的性别工资差距及其形成机理。研究结果表明:第一,我国城镇劳动力市场中的性别工资差距不断扩大,其中农民工的性别工资差距全方位扩大,且低分位数上的增速最快,致使2013年其各分位数上的性别工资差距超过城镇职工。其中,低收入城镇职工与中等收入农民工群体的性别工资差距及其来源具有相似特征。第二,系数效应是造成城镇职工和农民工性别工资差异的主要因素,两个群体的性别歧视均有所增强。但与城镇职工相比,农民工群体的性别歧视较大且增速较快。由于低收入群体中性别歧视的快速增长,城镇劳动力市场中遭受性别歧视最严重的群体由2002年的高收入的城镇女性职工和高收入的女性农民工,转变为2013年中等收入的女性农民工和低收入的城镇女性职工。第三,尽管针对中高收入城镇女性职工的市场前歧视和市场歧视均有所弱化,但低收入的城镇女性人力资本水平及其回报率仍低于同类男性,呈现与女性农民工相似的特点。上述结果意味着,城镇劳动力市场中不同户籍、不同收入水平的女性,遭受着不同程度的性别歧视,应针对不同群体采用差别化的性别干预政策。  相似文献

This study compares the size and nature of the gender earnings differentials for the self-employed and wage earners in Korea, taking into account the workers’ self-selection of each employment type. The two-stage estimates of the earnings equation, corrected for worker selectivity, are used to decompose the gender earnings differentials into productivity-related and discriminatory factors. Our results suggest that the size of the gender earnings gap is larger in the wage sector than in the self-employment sector, but not by large margin, and so is the discrimination effect when not controlled for worker selectivity. With worker selectivity controlled, the discrimination effect is greatly intensified in the wage sector, while it becomes not significant in the self-employment sector. These findings imply that the observed gender earnings gap in the wage sector is largely ascribed to discrimination against women, while the gender earnings gap in the self-employment sector is mostly due to productivity difference that, in part, is caused by worker selectivity.  相似文献

Between 1940 and 1950 wage differentials narrowed substantially, a phenomenon that economic historians have called the “Great Compression.” This paper dis-aggregates the Great Compression into changes within and between the public and private sectors. We show that wage differentials declined in the public sector as well as in the private sector; had the public sector decline not taken place, the Great Compression would have been substantially smaller. In this regard, the experience of the 1940s stands in stark contrast with that of the past two decades, during which a relatively rigid public sector wage structure has dampened overall increases in wage inequality.  相似文献

This study compares the wages in the public and private sectors in Japan. In addition to comparing overall wage levels, we examine the differences in the wage structures, specifically, the relative wages by gender, age, education, and region. The size of the public sector wage premium depends crucially on the size of the private companies chosen as the comparison group. Wage gaps by gender and educational attainment are smaller in the public sector than they are in private companies. The public sector's age–wage profile is steeper than that of the private sector. Public sector wages are more compressed. In other words, the wages are relatively higher at the lower end of the wage distribution and relatively lower at the higher end. The regional wage differentials are smaller in the public sector. Here, the wage levels of public sector workers are relatively higher in rural regions and relatively lower in large metropolitan regions. To ensure the efficient provision of public services, it is inappropriate to compare only mean wages.  相似文献

This paper addresses a popular debate on teacher pay in a developing country context, namely whether teachers are under-paid or over-paid. Using national level household survey data from Bangladesh, we find that teachers are significantly under-paid in comparison to non-teachers who possess similar human capital and other observed characteristics. A decomposition exercise of the teacher non-teacher wage gap reveals that the teacher non-teacher salary difference is driven mostly by differential returns to observed characteristics. Our results suggest that there is some equity justification for allowing an “across-the-board” increase in teacher pay particularly for female, rural and aided school teachers in Bangladesh.  相似文献

In this paper, we argue that social/corporate norms play an important role in achieving higher productivity and better economic welfare. We define “social norm” to be a standard of behavior suggested by a social custom, i.e., a customary choice of actions in each social situation. We reinterpret the well-known Nash equilibrium as a “norm equilibrium.” A norm equilibrium is a stable social norm, stable in the sense that there is no incentive to deviate from the behavior suggested by the prevailing social norm. This interpretation requires less information than the traditional interpretation. Moreover, we need not be concerned with the problem of refinement because it is the social norm itself which refines the equilibria. We apply this concept to the labor market. The key assumption is that the level of an individual worker's effort is private information known to workers as a whole; i.e., all workers' efforts are known to their fellow workers as well as to the workers themselves. We show that different work norms may emerge in different corporations at an equilibrium. In “prestigious” firms cooperation is the prevailing work norm, while in “nonprestigious” firms noncooperation is the norm. Thus, the efficiency wage hypothesis holds without the existence of unemployment. Some implications of this interpretation for the Japanese labor markets are discussed.  相似文献

The paper analyses the EU fiscal rules from a political economy perspective and derives some policy lessons. Following a literature survey, the paper stresses the importance of appropriate incentives for rule compliance in an environment where national fiscal sovereignty precludes the option of centralised enforcement. In addition, the paper stresses the importance of clear and simple rules and in particular the 3% deficit limit in anchoring expectations of fiscal discipline and facilitating public and market monitoring of public finances. This, in turn, strengthens incentive for rule compliance. Moreover, the paper discusses the interests of the most important players in European fiscal rule formation and the importance of choosing the appropriate time for initiating a reform debate.Non-technical summary The EU fiscal framework as laid down in the Maastricht Treaty and the Stability and Growth Pact (SGP, the Pact) aims to preserve fiscal sustainability while allowing room for automatic fiscal stabilisation. These two objectives are also at the heart of the ECB’s interest in the EU fiscal framework because their attainment facilitates monetary policy making in the short and long run.The paper analyses the EU fiscal rules from a political economy perspective and derives some policy lessons. The literature review of the first part reveals that fiscal rules can help solve deficit/debt biases and time inconsistency problems by constraining the behavior of policy makers. But rules can also mitigate biases if they facilitate financial market and public scrutiny of fiscal policies.Thereafter, the paper analyses the institutional environment in which EU fiscal rules are applied. It argues that EU rules reflect a “contract” amongst countries that retain sovereignty on fiscal policies. Enforcement, therefore, ultimately has to be undertaken by the contracting parties. Due to this constraint, the rules can also be characterised as “soft” law (with the 3% limit being nevertheless a much “harder” constraint than the other elements). But this does not necessarily imply that the rules are ineffective (or “dead”). Soft law reduces political transaction costs (by improving transparency and providing a forum for peer pressure). Moreover, if well-designed, such law can boost incentives towards making the rules “self-enforcing”. Evidence speaks in favour of this view: while EU fiscal rules were bent in a number of cases and compliance is undeniably of concern, major and rapid fiscal balance deteriorations have been largely prevented since the start of EMU.The paper also looks at potential trade-offs between “complex” rules where a “fine-tuned” economic rationale may boost acceptance of the rules versus simple and clear rules that allow easy monitoring. It is argued that clarity and simplicity of rules are important especially when formal enforcement is limited (“soft law”) and public monitoring becomes more important. By facilitating public and market monitoring of compliance, clear and simple rules are also more costly to breach.The benefits of “complexity”, and in particular the use of administrative discretion to fine tune the rules to country situations have limits, in particular when it comes to the excessive deficit procedure (EDP). It is argued that the 3% deficit limit and the time frame for correcting excessive deficits already provide some room to accommodate economic circumstances. The 3% limit must be clear, simple and strictly implemented to anchor expectations of fiscal discipline and to facilitate public and market monitoring. Further discretion and relaxation would conflict with this need. From this angle, other risks (e.g., efforts not materializing, structural reforms producing surprise costs etc) are hard to justify as a reason for extending deadlines to correct excessive deficits.The preventive arm of the Pact with its requirement of close-to-balance-or-in-surplus budgetary positions defines sound medium term budget positions and adjustment paths. This may be appropriately fine-tuned to address concerns about the Pact’s underlying economic rationale. For example, a symmetric application in good and bad times and less time inconsistency would be desirable.Finally, the timing of a debate on fiscal rules needs to be carefully chosen. In the EU context (and perhaps in other contexts as well), there seems to be much inherent pressure to make the rules more “complex”. Moreover, for the debate initiated in summer 2004, there was also no willingness by countries to give up sovereignty nor was there a sense of urgency to strengthen public finances via tighter rule implementation and enforcement. In such an environment, it is likely that changes to fiscal rules make them more complicated, discretionary and, thereby, potentially less enforceable.The views expressed are those of the author and not of the ECB. This study investigates public–private sector wage differentials for male and female waged employees in Pakistan. This is done using latest nationally representative data from the Pakistan Living Standards Measurement Survey (PSLM) 2005. We adopt three methodologies to obtain robust estimates of the wage differential and the results reveal that public sector workers enjoy large wage premia. The gross pro-public wage differential is much larger for women than for men. Our findings also show that while private and public sector workers’ differing characteristics ‘explain’ a larger proportion of the private–public wage gap for men, this is not the case for women.  相似文献

Hundreds of independent, local, quasi-charitable microcredit societies, or “loan funds,” were lending to as many as 20% of Irish households in the mid-19th century. Their goal was to relieve poverty by providing credit to the “industrious poor” at competitive interest rates without public funding. They successfully mitigated informational, moral hazard, and enforcement problems, and operated at a surplus in a market where intermediation by the banks seems not to have been profitable. Loan fund activity offers new insights into capital formation in the 19th-century Irish economy and challenges traditional notions regarding the economic activities of the Irish poor. They are also relevant for economists studying current microcredit initiatives.  相似文献
