今年1月13日，由国务院总理温家宝主持召开的国务院常务会议刚刚通过了加速推进电信网、广播电视网和互联网“三网融合”的决议，首次从国家层面提出了“三网融合”推进的具体计划并制订了时间表。

Moving targets: Introducing mobility into universal service obligations

Structural changes in the economies of developing countries are leading to increased mobility of work and family life, and so an accommodating set of universal service obligations (USOs) implies new goals that extend beyond wireline telephone penetration and access. Wireless telephony penetration frequently exceeds wireline penetration in developing countries, and digital wireless platforms can incorporate Internet technology. This paper evaluates the history of telecom development in Mexico that has led to wireless telephony becoming the new consumption norm. The study takes the eMexico project as a case study of diversified USOs beyond wireline telephony. It considers potential obstacles to incorporating mobile phone and Internet (“Wireless Web”) services into Mexico's diversified universal service policy, including economic barriers to political mobilization over issues of telecom policy.     

Union use of social media: a study of the University and College Union on Twitter

The importance of the Internet to trade unionism has not gone unnoticed by academics, and while many have perceived the need for unions to engage in social media, there has not been any study of how unions use social media. This paper provides a systematic examination of union social media use in terms of method, scope and content. The University and College Union (UCU) Twitter account was used as a case study. Tweets (n = 1,615) were collected over a four‐month period (January 1–April 30, 2014) from the official UCU account with followers (n = 12,301) also categorised to determine who is listening. Findings are discussed with reference to earlier debates on union use of the Internet. We find that while UCU has moved with technological developments by using Twitter, the content of the union's messages remain in line with traditional union communication, and the engagement opportunities of social media are underutilised.

Internationalisation in the telecommunications services industry: Literature review and research agenda

A review of 356 publications addressing internationalisation aspects of the telecommunications services industry (TSI) shows a growing body of contributions, mainly covering research themes like settlement and regulation policy, strategic alliances and incumbents’ reactions to deregulation as well as opening of markets in-depth until recently. Wireline telephony TSI has been the dominant segment in most contributions, while the mobile or broadband Internet segments only featured in more recent work. Segment characteristics like non-uniform barriers to entry, different reasons for alliances and non-uniform levels of internationalisation differentiate these TSI segments pose a number of additional questions concerning telecom firms’ internationalisation strategy and success promising for future research.     

Evaluation of import substitution strategy in Indian telecom sector: Empirical evidence of non-linear dynamics

The Indian telecom sector, post-liberalization, is characterized by the heavy dependence on the imports of telecom products, even though several policy initiatives have been taken by the government during the last three decades to reduce import dependence. This study investigates to what extent the policy measures adopted after 2012 have impacted the import, Foreign Direct Investment (FDI), and domestic manufacturing performance in the telecom sector. A series of non-linear time series techniques are employed to capture the complex dynamics among these variables. The outcomes of the study suggest that the import, FDI, and Index of Industrial Production (IIP) in the telecom sector share non-linear relationships that exhibit regime shifts, time-varying behavior, and asymmetry. The study highlights that the FDI drives the import and, in normal circumstances, FDI and imports have the potential to influence IIP in the telecom sector in the long-run. The findings indicate that the policy measures adopted by the government are justifiable as the import substitution strategies have the potential to get transmitted to the telecom sector in the future. Based on the empirical findings, the study proposes a set of policy measures, which should help the sector to grow intrinsically while lowering the import dependence.
