This paper examines optimal linear income taxation when individuals are able to escape taxation by migrating. Food price subsidies are a prevalent means by which fiscal authorities may counteract food price volatility in middle-income countries (MIC). We develop a DSGE model for a MIC that captures this key channel of a policy induced price smoothing mechanism that is different to, yet in parallel with, the classic Calvo price stickiness approach, which can have consequential effects for monetary policy. We then use the model to address how the joint fiscal and monetary policy responds to an increase in inflation driven by a food price shock can affect welfare. We show that, in the presence of credit constrained households and households with a significant share of food expenditures, a coordinated reaction of fiscal and monetary policies via subsidized price targeting can improve aggregate welfare. Subsidies smooth prices and consumption, especially for credit constrained households, which can consequently result in an interest rate reaction less intensely with subsidized price targeting compared with headline price targeting. 相似文献

Recent theoretical papers develop political agency models in which voters compare tax policy with that in neighbouring jurisdictions. In these yardstick competition models voters judge incumbents by comparing their policy with policy in neighbouring jurisdictions. This paper reports an analysis of municipal elections in Flanders during the period 1982 to 2000 and finds empirical evidence for yardstick voting. Incumbents are punished for higher tax rates. Importantly, the electoral punishment also depends on tax rates in neighbouring municipalities. Higher rates in neighbouring municipalities are favourable for the incumbents. 相似文献

The paper studies the effects of tax policy on venture capital activity. Entrepreneurs pursue a single high risk project each but have no own resources. Financiers provide funds, covering investment cost plus an upfront payment, in exchange for a share in the firm. The contract must include incentives to enlist full effort of entrepreneurs. Venture capitalists also assist with valuable business advice to enhance survival chances. The paper develops a general equilibrium framework with a traditional and an entrepreneurial sector and investigates the effects of taxes on the equilibrium level of managerial advice, entrepreneurship and welfare. It considers differential wage and capital income taxes, a comprehensive income tax, progressive taxation as well as investment and output subsidies to the entrepreneurial sector. 相似文献

In the context of a two-period non-monetary overlapping generations model with Cobb–Douglas preference and technological specifications, this paper explores the theoretical as well as quantitative interrelations between equilibrium (in)determinacy versus (i) a progressive tax schedule on wage income and (ii) a balanced-budget rule with endogenous labour taxation. In sharp contrast to previous studies on a one-sector representative-agent macroeconomy, we find that both fiscal formulations can possibly operate as stabilizing instruments against cyclical fluctuations driven by agents' self-fulfilling beliefs. The key policy implication of our no-indeterminacy result is that depending on what is the underlying analytical environment, countercyclical income taxation may stabilize or destabilize the business cycle. 相似文献

Based on a sample of 56 countries, we show that fiscal policy in the G7 countries appears to be acyclical while fiscal policy in developing countries is procyclical (i.e., fiscal policy is expansionary in good times and contractionary in bad times). To explain this puzzle, we develop an optimal fiscal policy model in which running budget surpluses is costly because they create pressures to increase public spending. Given this distortion, a government that faces large fluctuations in the tax base–as is the case for developing countries–will find it optimal to run a procyclical fiscal policy. 相似文献

This paper utilizes a well-known specification of returns to specialization (a variation of the Spence-Dixit-Stiglitz model) to explore the implications of local agglomeration effects for commercial policy and restricted factor mobility. The paper initially considers a small open economy where it is shown that a tariff reduces the degree of specialization and hence the size of the external economies to the producers. An inflow of labor increases the degree of specialization while a capital inflow decreases it. The paper then considers a two-country world where both countries are large and deals with the pattern of trade and factor mobility. 相似文献

The effects of changes intax incentives for investment are investigated for a putty-clay vintage model in which replacement is an economic decision without requiring static expectations or steady-state growth. It is shown that, with a Cobb-Douglas ex ante production function, the effect on output and its price is identical with that in a non-vintage model with the same parameters. The effect on investment and employment is to introduce a long-run cyclical element. Some simulations for UK manufacturing show that even the direction of the short-run effect on investment and employment can be different dates. 相似文献

In this paper, we investigate the effect of a corporate income tax on the utilization and maintenance of capital and on the demand for capital stock and services. We find that a tax that allows interest deductions is distortionary unless allowable depreciation depends on the firm's utilization and maintenance decisions. We consider a classical heavy tailed risk model, included in a regulation mechanism. The regulator exercises a minimal cash requirement level and penalties for violating it to regulate the insurance firm. The problem of the insurance firm is to establish an investment and risk exposure policy as well as a barrier dividend strategy, which is a function of the strategy used by the regulator. For regularly varying tailed claim size distributions, we find the asymptotics of the stationary distribution of the risk model and derive fundamental asymptotic results of the insurance firm's problem. In the special case of Pareto claim size distributions, the asymptotic optimal control policy is found in closed form, as well as numerical results. 相似文献

Using a New Keynesian DSGE model with labour market frictions, we compare outcomes for backward-looking animal spirits expectations with rational expectations after technology and demand shocks. For optimal monetary policy, major differences arise only for technology shocks, and discretionary policy performs better than commitment policy under animal spirits expectations. If Taylor rule parameters are chosen to best replicate optimal monetary policy outcomes, inflation targeting is only appropriate for technology shocks, particularly for large labour frictions, while targeting only economic activity is appropriate for demand shocks. In a dynamic model of emigration and return migration I examine the role of migration costs in the process of capital accumulation of the source country. Every migration attempt reduces the amount of savings available for capital accumulation. It contributes, however, to an increase in the per-capita capital stock of the source country if the migrants leave some of their capital behind or decide to return and repatriate accumulated savings. The interaction among these flows governs the evolution of the economy’s capital stock and factor rewards, which in turn affects the decisions to emigrate and return migrate. Both the quantitative and qualitative effects of host-country policies and other disturbances on the key macroeconomic variables of the source country are found to depend on the level of migration costs. 相似文献

In an analysis of six major U.S. quarterly models, the predicted results of tax incentives for investment are found to vary widely. Differences are traced to critical specifications in investment equations. When appropriately revised investment equations are reestimated the role of tax parameters is much reduced, particularly among the high outliers, and the variance among the models is narrowed decidedly. Full model simulations of revised equations suggest that current and proposed incentives such as the investment tax credit and accelerated depreciation are not cost-effective. Increases in investment approximate only half of static tax losses, and budget deficits widen. 相似文献

This paper estimates the causal effect of research and development (R&D) tax incentives on R&D expenditures using new data on U.S. states. Identifying tax variation comes from changes in federal corporate tax laws that heterogeneously and, due to the simultaneity of state and federal corporate taxes, automatically affect state-level tax laws. Instrumental variables regressions indicate that a 1% increase in R&D tax incentives causes a statistically significant 2.8–3.8% increase in R&D. Alternatively, ordinary least squares (OLS) regressions of R&D expenditures on R&D tax incentives, which do not correct for the policy endogeneity of R&D tax incentives, indicate that a 1% increase in R&D tax incentives causes a statistically insignificant 0.4–0.7% increase in R&D. One possible explanation for these results is that tax policies are implemented before an economic downturn. 相似文献

Romer and Romer (2010) use the narrative record to generate a time series of exogenous shocks to fiscal policy. They report a tax multiplier of 3.0. We extend their analysis and allow for nonlinearities between their shocks and the effects on output by estimating a threshold regression model. Using Hansen’s (1997) procedure, we find the best fitting threshold is changes in the federal fund rate with a delay of two quarters. Moreover, we find that the tax multiplier is approximately 4.3 if accompanied by an accommodative monetary policy and approximately 1.2 under tight monetary policy. 相似文献

本文运用省级面板数据研究了中国税收收入高速增长的影响因素,主要考察了经济基本面和征税努力水平对于税收收入的影响。我们利用成对样本(paired sampling)的数据结构,使用工具变量处理了税收努力度量误差带来的内生性问题,估计了国税和地税机构的征税努力对于税收增长的不同影响。这种模型设定的好处是既考虑到一个地区的国税和地税面对着同样的经济基本面,同时又可以识别两个机构征税努力的增收效应所存在的差异。我们发现,GDP增长对于税收的增长有接近45%的解释力,征管努力对税收收入也有重要的贡献,地税局税收努力水平的边际效应要高于国税局的边际效应。 相似文献

It is found that, if individuals with low and high ability levels are prevented from migrating, then the optimal marginal tax and poll subsidy increase.
