The latecomers from Asia—China and Korea—started to participate in information and communication technology (ICT) global standardizations as they accumulated technological capabilities. We observed the current situation of ICT global standardizations in those countries by analyzing the mobile communications standards, WCDMA and LTE, and derived interesting findings and meaningful implications from the analysis. First, this paper provides evidence of the differences in Chinese and Korean standard strategies; China is creating its own standard whereas Korea goes with global standardization. Second, this paper shows the subsequent results of the different strategies. In detail, we conducted an analysis based on (declared) essential patents in WCDMA and LTE. The results indicate that China and Korea hold a significant number of essential patents and their numbers compete with those of leading countries. However, the analysis shows that Korea accumulated domestic knowledge that enables the country to actively participate in standardization,but China still heavily relies on foreign knowledge, probably because China is attempting to create its own standard and accumulating knowledge takes a long time despite its efforts.Our findings have several implications for leading countries and other following countries.  相似文献

Domestic infrastructural information and communication technology (ICT) standards can be items of assertion for newly industrialised countries as they signal a capacity for breaking dependence on foreign technology and potentially drawing revenue from international export. This paper asks, with an in-depth study of a selection of recent South Korean and Chinese infrastructural ICT standards, to what degree it is warranted to correlate the production of standards with dependency-breaking technological capacity. A composite picture is found. On one side, a large portion of promoted domestic standards are creative imitations of foreign technologies with limited, if any, proportions of embedded domestic patents. This indicates a lack of capacity for challenging technological dependence. On the other side, several of the technologies studied signal emerging South Korean and Chinese capacity for embedding cutting-edge patents in infrastructural ICT standards when participating in global standardisation consortiums.  相似文献

Little is known about the impact of standards on the economic development of countries which are latecomers to industrial manufacturing and innovation. Standardization is regarded primarily as a technical issue, and hence receives only limited high-level policy support.However, technical standards contribute at least as much as patents to economic growth. As a key mechanism for the diffusion of technological knowledge and due to the dominant leadership by advanced countries in patenting, technical standards have emerged in latecomer countries as an alternative to patenting. However, latecomer countries and their firms have a set of capabilities and constraints that are fundamentally different from that of advanced countries and firms. This paper argues that latecomer countries should adopt assessment criteria that are more fitted with latecomer contexts which emphasize learning effects and building dynamic capabilities. The paper discusses current issues that are essential in understanding the rise of Asian countries in standardization. We also examine the critical role that patents play for standardization and argue that “strategic patenting” to generate rents from de facto industry standards can stifle latecomer economic development.  相似文献

With respect to technological learning, networking and globalization, and the subsequent development of technological capability, this study examines the developmental path of catch-up players in Korea's semiconductor industry. It in particular deals with the important aspects of local and global networking of catch-up players accumulating technological capability. This paper also argues that networking capability plays a critical role in the development of the technological capability of catch-up players in developing countries, and that their networking patterns are changed along the global technological trajectory that they face. That is, on the basis of the Korean case analysis, this study reveals that global hierarchical networking with global leaders is provoked in the vertical cooperative phase when global mature technologies are involved in international technology transfer. Next, the quasi-global networking with overseas sister companies and their professionals is strengthened in the discordant phase when growing technologies are involved. Reciprocal networking with global players is encouraged in the strategic phase when emerging technologies are involved. In addition, this paper addresses the development path of other aspects of technological capability, i.e., production, investment, and innovation capability, of Korea's semiconductor players. Furthermore, it discusses the relevance of Korea's development path to other countries and firms.  相似文献

This article reviews China׳s changing standardization strategies amidst the standards competitions that take place both domestically in China and globally. The relevant policies in China now support indigenous innovation, particularly in the information and communication technologies (ICT) industry by using standards, encourage domestic firms to patent their standard-related technologies, and promote innovation-oriented inter-firm alliances. The three cases examined illustrate the challenges that the Chinese government faces in implementing the policies. Most of all, while the government has actively promoted indigenous innovation as a latecomer strategy for global standardization, there are possibilities of clash with the international norms for free competition and economic liberalization which China is supposed to comply with. There are also oppositions from those domestic firms that mainly export products compliant with the international standards set by advanced countries, and from local authorities that support those firms. The demands for international compliance are often strengthened by multinationals importing products compliant with the international standards. These clashes and oppositions give a dilemma to the policy makers who want to push the standardization strategy based on indigenous innovation.  相似文献

Advancements in productivity in the digital economy constitute an important engine for economic growth. What drives productivity dynamics in the information and communication technology (ICT) sector? This study examines the productivity dynamics of ICT firms across countries from the perspective of corporate balance sheets. We study the effects of intangible assets and leverage on productivity growth using firm-level panel data from five industrialized countries. We find that intangible assets positively affect the total factor productivity in the ICT sector. The positive effect of intangible assets on total factor productivity growth is larger for ICT manufacturing firms than for ICT service firms. We also find that leverage has a positive relationship with total factor productivity development in the ICT sector. In addition, our empirical results substantiated that productivity is catching up to the technological frontier. Furthermore, larger firms and/or younger firms generally show higher total factor productivity growth than their peers. Economies of scale are more prominent in the ICT service sector than in the ICT manufacturing sector. Our findings contribute to the understanding of cross-country productivity dynamics in the ICT sector at the firm level in the digital economy.  相似文献

The ICT industry is reshaping itself through convergence and coopetition across the ecosystem. In particular, many ICT companies have been trying to achieve both hardware and software capabilities to accelerate innovation. To understand the changes in the ICT industry, we empirically study the hardware and software industries using the ecosystem framework. We estimate the efficiency levels of the hardware and software industries in China, Japan, South Korea, and the United States (US) using stochastic frontier analysis and meta frontier analysis, and we examine the effects of the ICT ecosystem structure on efficiency levels using a Tobit regression. We find that the US, which is the global ICT leader, performs significantly better than other countries, with the biggest technology gap ratios in both hardware and software, and South Korea, which has the most hardware-centric industrial structure among the four countries, has the biggest efficiency gap between the hardware and software industries. Tobit results further reveal that a well-balanced ecosystem is important in achieving high efficiency in both hardware and software, and the effect is much higher in the software industry than in the hardware industry.  相似文献

This paper aims to examine the convergence of ICT development in the case of 27 emerging market economies (EMEs) using annual data from 2000 to 2018. First, by employing Phillips-Sul (PS) panel convergence test, the results not only support the evidence of convergence in ICT development but also find convergence in the composition of ICT development known as ICT access and ICT use. Second, the study identifies factors such as per capita income, human capital, and FDI which significantly affect ICT development. Third, results based on stochastic conditional convergence reveal that EMEs countries are not only converging among themselves but also ‘catch-up’ to the OECD countries.  相似文献

Theoretical analyses have dealt with the relationship between standardisation activities in formal standardisation bodies and in standards consortia. However, the empirical evidence is rather weak. Besides various case studies, there is no broad and quantitative approach for examining the relationship between formal and informal standardisation processes. This paper quantifies the standardisation activities in information and communication technology (ICT) of formal and informal standardisation bodies by utilising the database PERINORM containing formal standards and by analysing two CEN/ISSS surveys of standardisation consortia in 2000 and 2004. The two major insights gained are that the technical content of activities of formal and informal standardisation bodies is complementary rather than substitutive, which means most technical issues are addressed by both formal standardisation bodies and standardisation consortia. In addition, there has been a consolidation of consortia activities through a significant reduction in the number of consortia. However, this reduction has not changed the distribution of consortia activities by technical fields and complementary relations with the activities of formal standardisation bodies. Based on these new insights, some challenges emerge both for future theoretical analysis of decisions on standardisation types and for ICT policy regarding the interaction between standardisation and technical regulation and the role of standards in public procurement.  相似文献

We argue that coopetition and standardization are important dimensions in the analysis of general-purpose technologies (GPT). We synthesize ideas from GPT, standardization, and coopetition literatures and introduce a framework for empirical analysis of GPTs that are enabled by standards development and related coopetition. We apply this framework and analyze the role of coopetition in standardization of wireless cellular technology, which has been recently discussed as a GPT. We document that coopetition and standardization have been associated with increasing improvement, innovation spawning, and pervasiveness—the characteristics of GPTs—in the context of wireless cellular technology. The perspective of standardization and coopetition could shed further light on the technological progress and evolution related to emerging GPT candidates, such as artificial intelligence and blockchain.  相似文献

The research question addressed in this paper is concerned with the manners in which the general technological progress in mobile communications is characterized and the reasons for the differences in these modes of manifestation. The relevance of this research question is that the different manifestation modes create a degree of confusion in communications and discussions on mobile technologies. At the same time, it should be recognized that different manners of categorizing technologies illustrate the fact that categorizations are based on different purposes of the classification exercises. Also, the paper discusses the role of the International Telecommunication Union (ITU) in the processes of mobile standardization.In common parlance, progress in mobile technologies is mostly referred to as generations. In ITU, the classification terminology is that of International Mobile Telecommunication (IMT) standards. In the specialized standards body with a central position in the standardization of core mobile technologies, namely 3GPP (3rd Generation Partnership Project), the terminology of ‘releases’ is used. In order to address the research question, the paper uses an analytical framework based on the differences and relationships between the concepts of standards, classifications and generations.  相似文献

The patent system underpins the business model of some of the fastest-growing companies. Used appropriately, it should support frontier technologies and nurture new firms. Used perniciously, it can stifle innovation and protect established technological behemoths. We analyze patent examination decisions at the American, European, Japanese, Korean, and Chinese patent offices and find evidence that patent attorneys have a surprisingly significant role in the patent system. Our results suggest that some forces within the examination system maintain the uneven playing field by allocating monopoly rights to inventors with better access to influential attorneys, rather than leveling it by favoring inventors with better, nonobvious ideas. Attorney quality is most important, vis-à-vis invention quality, in less codified and more rapidly changing technology areas such as software and ICT.  相似文献

This study investigates the role of information and communication technology-specific technological change in Korea's past and future. The contribution of information and communication technology (ICT) to past economic growth through embodied technology in intermediate inputs and investment goods is revealed by the growth accounting methodology, which considers quality adjustment. Relative prices between ICT-related products and other goods provide an indirect measure for identifying embodied technologies. Meanwhile, ICT's contribution to future economic growth is examined via policy simulations using the computable general equilibrium model. The results imply that ICT has grown Korea's economy and that policy measures for increasing ICT investment are required for continued sustainable growth.  相似文献

This paper examines empirical cases of standardization in the Korean mobile market as vehicles for approaching the broader political and institutional context of standardization in telecommunications. A consideration of Korean standardization in the mobile telecommunications market is particularly interesting because it reveals how the state's political interests influence standards decisions, which are primarily driven by market and technological changes in telecommunications. Judged from the social construction of technology perspective which sheds light not only on technology itself but also on political, social and economic interests that surround transformations in technology, this paper highlights power relations among the major actors that have made technology standards decisions in Korea regarding second (2G) and third-generation (3G) mobile telephony. The paper also attempts to show how the Korean government has dealt with the diverse interests of various market actors while pursuing its own policy agenda.  相似文献

China's financial industries started the process of marketization only two decades ago, but by 2017 its financial technology or fin-tech sector had taken half of the global market. The exponential diffusion of information and communication technologies (ICTs) in Chinese financial contexts have generated new organizational structures and socio-political relations that have the capacity to change China's position in the world economy. Drawing upon the sociological concept of institutionalization, this paper examines how the Chinese state has integrated ICT diffusion in its formal policies and its informal rules in China's financial development since 1991. Further, it addresses the political and socio-economic consequences of these developments. Based on the analyses of government documents and sources, trade journals, and statistic data from business databases, this paper divides the Chinese institutionalization of financial technologies into three stages and identifies the primary actors and paradigms for ICT diffusions in each stage. ICT diffusion has been constitutive but also disruptive to the existing financial policies, instrumental to the commercialization of state-owned banks, and has gradually transformed into a set of formal and informal rules accepted by a network of professionals, corporations, and government agencies. The institutionalization of ICT diffusion has engendered the continuous adjustment of financial policies and propelled innovations in China's financial economy.  相似文献

This paper outlines a selection of technological and organisational developments in the information and communication technology (ICT) sector and analyses their likely challenges for workers and trade unions around the globe. It addresses the convergence of telecommunications and information technology, the related developments of ubiquitous computing, ‘clouds’ and ‘big data’, and the possibilities of crowdsourcing and relates these technologies to the last decades' patterns of value chain restructuring. The paper is based on desk research of European and international sources, on sector analyses and technology forecasts by, for instance, the European Union and Organisation for Economic Co‐operation and Development, and some national actors. These prognoses are analysed through the lens of recent research into ICT working environments and ICT value chains, identifying upcoming and ongoing challenges for both workers and unions, and outlining possible research perspectives.  相似文献
