This contribution explores how new regions and crops are integrated in the contemporary food regime through a fieldwork‐based approach to maize cultivation in rural Karnataka, South India. As an intrinsic part of the industrial grain–oilseed–livestock complex, maize is an important component of the contemporary food regime. I argue that the expansion of maize at the village level follows commodity frontier dynamics, located at the conjuncture of processes “from above” pushing the industrial grain–oilseed–complex forward and processes “from below” that integrate maize in everyday livelihoods. Focusing on how villagers make use of maize in ways that cross, but simultaneously are differentiated along, lines of class and caste, this article seeks to contribute to our understanding of the everyday dynamics of contemporary food regime. 相似文献

The emergence of the BRICS (Brazil, Russia, India, China and South Africa) has sparked debates on the possibility of a ‘great transformation’ in the course of neoliberal capitalism and the global agrifood system. This paper seeks to contribute to these debates by providing a comparative institutional analysis of the BRIC(S) ‘varieties of capitalism’ in the current ‘food regime’ international reordering. Capital accumulation, social reproduction and politics are key problems of the ‘agrifood question’ in the BRIC(S) varieties of capitalism. My argumentation is that capitalist diversity stems largely from the historically embedded legacy of the agrarian question in each country, that the dynamics of the agrifood system influence their development trajectories in decisive ways, and that the BRIC(S)‐driven polycentric shifts in the contemporary food regime are crucial to the destiny of global capitalism. 相似文献

‘Amsterdam is standing on Norway’– this was a popular saying in the Dutch Republic of the seventeenth century. There was more than one inflection to the phrase. Amsterdam was, in the first instance, built atop a subterranean forest of Norwegian origin. But southern Norway was also a vital resource zone, subordinated to Amsterdam‐based capital. This paper follows the movement of strategic commodity frontiers within early modern Europe from the standpoint of capitalism as world‐ecology, joining in dialectical unity the production of capital and the production of nature. Our geographical focus is trained upon the emergence of the Global North Atlantic, that zone providing the strategic raw materials and food supplies indispensable to the consolidation of capitalism – timber, naval stores, metals, cereals, fish and whales. I argue for a broader geographical perspective on these movements, one capable of revealing the dialectical interplay of frontiers on all sides of the Atlantic. From its command posts in Amsterdam, Dutch capital deployed American silver in the creation of successive frontiers within Europe, transforming Scandinavian and Baltic regions. The frontier character of these transformations was decisive, premised on drawing readily exploitable supplies of land and labour power into the orbit of capital. We see in northern Europe precisely what we see in the Americas – a pattern of commodity‐centred environmental transformation, and thence relative ecological exhaustion, from which the only escape was renewed global conquest and ever‐wider cycles of combined and uneven development. 相似文献

Food regime analysis is concerned with interpreting possibilities and conflicts inherent to the 21st‐century food system in historical terms. This paper summarizes the theoretical discussion of the food regime method, and of the identification of different “food regime periods” throughout modern history. While it is widely accepted that the so‐called “second food regime” has already ended, there is much discussion on whether or not it is possible to talk about a more recent third food regime. This paper traces the evolution of the “wheat complex” over the “second food regime” (1947–1973) and over the next 45 years, and offers an explanation for the evolution of world wheat trade distribution, based on food regime analysis. Certain authors have claimed that the collapse of the WTO Doha round of negotiations may be understood as a “hangover” from the second food regime. Similarly, this paper argues that the increasing wheat dependence of poor and insecure countries over the past 40 years may be considered as a path dependence outcome of a process initiated during the second food regime. 相似文献

The current agrarian and food crisis in the Middle East and North Africa (MENA) has been interpreted through a number of tropes. Within the dominant mainstream discourse, the MENA region is often depicted as a homogenous geographical area characterized by dryness, infertile lands and poor water resources. How did imperialism, colonialism and the Cold War influence the MENA food systems? What were the effects of trade liberalization and neoliberalism on the agricultural systems in the region? These are some questions that this paper will try to answer using a geographical and historical-comparative analysis, through a food regimes lens. Understanding contemporary social relations dynamics cannot be limited to the recent period. Agriculture and food in the MENA region are anchored in the history of power relations ruled by flows of capital and the shaping of ecological transformations during the longue durée of capitalism and its corresponding modes of control and regulation. 相似文献

In the first of two essays in this Journal, I seek to unify the historical geography of early modern ‘European expansion’ (Iberia and Latin America) with the environmental history of the ‘transition to capitalism’ (northwestern Europe). The expansion of Europe's overseas empires and the transitions to capitalism within Europe were differentiated moments within the geographical expansion of commodity production and exchange – what I call the commodity frontier. This essay is developed in two movements. Beginning with a conceptual and methodological recasting of the historical geography of the rise of capitalism, I offer an analytical narrative that follows the early modern diaspora of silver. This account follows the political ecology of silver production and trade from the Andes to Spain in Braudel's ‘second’ sixteenth century (c. 1545–1648). In highlighting the Ibero‐American moment of this process in the present essay, I contend that the spectacular reorganization of Andean space and the progressive dilapidation of Spain's real economy not only signified the rise and demise of a trans‐Atlantic, Iberian ecological regime, but also generated the historically necessary conditions for the unprecedented concentration of accumulation and commodity production in the capitalist North Atlantic in the centuries that followed. 相似文献

Neomercantilism is commonly portrayed as a central mechanism of China's global agribusiness engagement. It implies reordering the international food regime by moving away from financial and trade liberalization and securing stable import supplies and price controls under state support. However, this article raises an alternative interpretation through an empirical-rich investigation of the prominence of the state-owned China Oil and Foodstuffs Corporation (COFCO) in the soybean commodity chain. The article draws upon analyses of the Chinese state and international food regime to demonstrate that recent changes in state-capital relations during the Xi Jinping administration propelled forms of capital accumulation based on financial speculation and shareholder values. I conclude that state-driven internationalization has placed Chinese agribusiness in an advantageous position within global finance rather than challenging it through agrarian neomercantilist strategies. 相似文献

In this paper, I compare the formation of food regimes during British and US hegemony, which were mirror-images in terms of the degree of free trade and state regulation as well as the direction of trade flow of grains. Many scholars recognize that the foundation for each regime was laid by the national policy and dominant political coalition in the world-economic hegemon, but my analysis pays particular attention to the divisions and coalitions within agriculture as forces that drove the shape of each regime. Though important agricultural divisions existed in each case, the political power of the resulting agricultural coalitions – and those coalitions' relations to the nation's dominant coalition – are central to understanding the formation and spread of each food regime. 相似文献

This paper analyses the spatial and temporal patterning of Colombia's rural coffee, banana, and coca‐producing labour regimes. The violent labour repression and endemic crises of labour control characterizing these regimes challenge the market despotism paradigm that predominates in scholarly analysis of 21st century labour and agrarian struggles. Instead, I draw from early and later writings of Giovanni Arrighi and his collaborators to develop a new labour regime framework that is sensitive to the experiences of capitalist development in “hostile environments” (i.e., peripheral market conditions) and “hostile times” (periods of world hegemonic decline). In doing so, I highlight the deep social contradictions—crises, violence, and labour militancy—that result from processes of peripheral proletarianization and the ways that these contradictions were mitigated and/or exacerbated by the rise of U.S. global hegemony, Colombian developmental policy, and local agrarian struggle. 相似文献

Research on environmental governance in China has shown that centre–local relations often influence the implementation and efficacy of environmental regulations. By examining changes in resource allocation and rural development between 1982 and 2005 in the region worst affected by desertification in China—the Minqin oasis in Gansu—we argue that changes in macro‐level fiscal and commodity grain policies contributed to severe regional disparity and a reduction in local state capacity in hinterland China. Intergovernmental competition over fiscal revenue encouraged cash cropping and land reclamation, and the continuous decline of the oasis ecology further reduced legitimacy in rural governance. These institutional and ecological constraints shaped the behaviour of grassroots cadres and formed the conflicting interests of the state in resource distribution and environmental conservation that continued to exist until the implementation of a centralized conservation program in 2006. The system of rice intensification (SRI) has been promoted across Asia as a means to improve rice yields while decreasing water use and external inputs. It is argued to be a generalisable means by which to revalidate smallholder livelihoods and improve food security across the region. Current debates about SRI, however, remain predominantly technical in scope, focusing on field‐level outcomes. To more adequately understand the potential of SRI for smallholder farmers, we argue that it is necessary to situate SRI within a political ecology framework that addresses how the adoption and practice of SRI is shaped by uneven access to key assets including labour, water, and extension networks. Fieldwork conducted in Mahabubnagar district in Telangana, south India—where SRI had been widely disadopted despite the achievement of higher yields—is used to illustrate why agronomic analysis must engage directly with the complex social contexts in which farmers operate. 相似文献

Capital's commodity frontiers strategy has at once woven together regional differences within an expanding world‐system and remade the productive and reproductive activities of humans and the rest of nature. The development of successive commodity frontiers gave way to long waves of economic expansion that have been pivotal to accelerating accumulation and transcending capital's recurrent crises. In short, commodity frontiers are constitutive of world‐ecological moments premised on booms and crises of accumulation. In this paper, I examine the coal commodity frontier in Appalachia, to illustrate the region's history as one of succeeding frontiers in and out of the region over the long twentieth century of American capitalism. I argue that the origin of Appalachia's coal frontier was decisively made through the nineteenth‐century agricultural revolution expressed outside of the region. Appalachia's full‐fledged development was an outcome of capital's under‐reproduction strategies. The crisis of the region's frontier turned on a lack of surplus from under‐reproduction strategies, competing coal basins, economic diversification and competing energy sources. I find that the commodity frontier concept not only illuminates regional political economies and ecologies of difference, but also explains the production of nature of historical capitalism. 相似文献

Food sovereignty and the defence of territory are increasingly influential environmental paradigms for rural social movements in opposition to free market hegemony in the global south. These paradigms propose radical alternatives to growth based economies, unequal property regimes, and the absolute territorial sovereignty of nation states. Drawing on fieldwork in rural Guatemala with progressive NGOs and social movements, this essay describes these tendencies' origins and characteristic discourses and demands, examines their links to traditional peasant politics and indigenous rights movements, and assesses their divergences, limitations, and possibilities for synergy. Building on Joan Martínez‐Alier' conception of the “environmentalism of the poor”, I show how these “peasant environmentalisms” converge and reinforce one another while responding to different aspects of neoliberalism's threat to lives, livelihoods, and territories during Guatemala's conflict‐ridden transition to neoliberal democracy. I also discuss how their convergence has expanded thinking about territorial alternatives and suggest that holding these paradigms in tension is vital to build broad coalitions among a fragmented peasantry. I propose food sovereignty as the economic model of the plurinational state. 相似文献

The policy literature on postsocialist Europe tends to frame smallholders' practices of food self‐provisioning and sharing as driven by necessity and proposes land consolidation to increase productivity and efficiency. However, these practices generate nonfinancial benefits, which need to be accounted for. In this paper, I test the socio‐economic relevance of these practices in the Republic of Moldova, the country with the highest density of farming households in Europe and whose government has embraced the rural modernization agenda to integrate into the EU economic space. I carry out quantitative estimates using the household budget survey and complement the results with qualitative insights from an original smallholder survey. I find that food self‐provisioning and sharing are positively related to subjective well‐being and that there is an “intergenerational pact,” with home‐grown food flowing from late‐adulthood smallholders to urban‐based young families and the vulnerable elderly. A counterfactual analysis shows that poverty and inequality would be higher in the absence of donated food, especially in urban areas. The preservation of smallholder farming through widespread access to land could thus help fight poverty and provide social benefits vis‐à‐vis land consolidation. 相似文献

This article seeks to make a critical contribution to the “sovereignty problem” in food sovereignty (FS) studies. Contemporary scholarship has largely struggled to answer the question of who or what is sovereign within the realm of FS politics—underpinned by the relocalisation of agrarian production, sustainable nature–society relations, and a radical democratisation of food systems. Although the most recent scholarship has made significant progress on this issue, I offer an alternative historical materialist account of sovereignty understood as the combination of rights and territory. From a critical Marxian perspective, I deconstruct the basis of sovereign power as the intersection between social property rights (exploitation) and territorial governance (political technology) congealed within both capital and the state. This approach thus provides some clarity as to the necessary breaks required to establish an FS regime (self‐directed labour and cooperative territorial governance). The framework is then applied to the case of Bolivarian Venezuela. While witnessing some important achievements, Venezuela's FS experiment has encountered a number of contradictions. As this case study shows, peasant struggles aiming to retake control over production and establish cooperative forms of governance must traverse the entire terrain of the state and thus affect a broader socialisation of society's sociopolitical infrastructures. 相似文献

This paper is an attempt to catalogue and analyse the changes over two decades in the world of agricultural labourers in a backward region in India. It is primarily based on a series of field visits to two villages in Purnia district, located in the north-eastern part of Bihar. Changes in the living conditions of labourers are obviously connected to developments in the rural economy of the region and there are important linkages with developments elsewhere, including changes in the overall macro-economic policy regime. An attempt is made to trace these. Agricultural wage workers in the surveyed region are extremely poor by any reckoning, although a few of them have made some progress through state-sponsored programmes and migration. These developments have also contributed significantly to altering the relations of dominance and subordination, thus creating greater elbow-room for labourers. However, it is important not to overstate these small gains and there are serious doubts as to whether they can be sustained. It appears that some of the material correlates of labourers' well-being in the surveyed region are being affected adversely by the currently ascendant neoliberal policy regime. There are no signs of the emergence of mechanisms that might imply sustained significant improvements in the very fragile life and work conditions of these labourers. 相似文献

Over the past century, U.S. farmers have been offered a steady stream of new agricultural technologies, and more recently, experienced climate change. Because these two events have been occurring simultaneously, identifying their separate effects is difficult, and misimputation is easy. This article explicitly examines the economics of technical change and the interaction between weather and technology as revealed in a half century of panel data on U.S. Midwest rainfed state‐average corn yields. Observed yields reflect two components: yield potential and damage to the potential caused by weather and pests. Yield potential is modeled as a stochastic production frontier where nitrogen fertilization, public corn research, and introduction and adoption of biotech corn seeds impact yield potential and excess heat impacts nitrogen productivity. The yield‐damage/damage‐control function permits biotech corn plants to abate adverse effects of weather and pest events. Results include the following: nitrogen use, public corn research, and biotech seed‐corn adoption increase yield potential; soil moisture stress reduces yield potential, and excess heat severely reduces nitrogen productivity.
