In this paper, I explore the significance of Giovanni Arrighi's scholarship about the dynamics of capitalist accumulation and transformation in Africa and other “hostile” environments for critical agrarian studies. Specifically, I examine the relevance of his work for the analysis of multiple trajectories of agrarian change and social conflict in Uganda's countryside. By adopting synchronic and diachronic perspectives, the analysis here unveils the geographically uneven nature of transformation in the agrarian social structure in two distinct regions in Uganda: Buganda and Acholi. This complementarity allows us to grasp continuities and discontinuities in the processes of agrarian change and in the social struggles over the production and appropriation of surplus value in the longue durée. I argue that the agrarian social structure and the associated dynamics and forms of social conflict in the two regions massively diverged during the colonial period, while partially converging in the current era of neoliberal restructuring. 相似文献

The central role that infrastructures of circulation and connectivity—logistical, financial, and digital—have come to perform in the reproduction of agro‐food systems calls for an expanded conception of agriculture that integrates dialectically the production of economic value and its subsequent realization in the sphere of exchange. Through the case of Walmart's expansion in Chile, and on the basis of a critical theorization of the circulation of capital, this paper proposes an agrarian question of circulation in which the apparently distinct realms of food production, transport, storage, and consumption are brought together into a contradictory and yet unitary whole. The case of Walmart Chile is illustrative of how the reconfiguration of spaces of urban mass consumption and the organizational restructuring of agro‐industrial hinterlands constitute each other in intricate ways. An agrarian question of circulation, the paper concludes, bears important political implications for rethinking the scope and extent of contemporary discussions on agrarian reform being put forward by transnational rural organizations. 相似文献

This paper contributes a preliminary analysis of the process of agrarian capitalist transition in Arunachal Pradesh, one of the least studied regions of India. Primarily based on information collected through a field survey in eleven villages, the paper seeks to explain the nature and implications of institutional unevenness in the development of capitalism. Institutional diversity is not simply mapped across space, it is also manifested in the simultaneous existence of market and non-market institutions across the means of production within the same village or spatial context. In addition, there is a continuous and complex interaction among these institutions which both shapes and is shaped by this capitalist transition. Primitive accumulation emerges as a continuing characteristic of the on-going agrarian and non-agrarian capitalist transition. Institutional adaptation, continuity and hybridity are as integral to the emergence of the market economy as are the processes of creation of new institutions and demise of others. There is no necessary correspondence between the emerging commercialization of the different productive dimensions of the agrarian economy. These uneven processes are deeply influenced by existing and emerging power relations and by the state. Framed by the Bernstein–Byres debate about the contemporary (ir)relevance of the agrarian question, evidence is presented to justify the conclusion that although the processes at work are far from the classical models of the transition to capitalism, all aspects of the agrarian question remain relevant. 相似文献

This afterword places the long essay “Capitalist Development in Hostile Environments” in the context of Giovanni Arrighi's overall intellectual trajectory. It highlights several crucial theoretical and methodological contributions to debates, including on the relationship between proletarianization and capitalist development, and between labour migration, class formation, and class conflict; on the interrelationship between “internal” and “external” processes in the explanation of social change; and on the distinction between economic progress, “catching‐up” development, and popular welfare. It concludes with a brief discussion of ways in which Arrighi's later theorization of the longue durée evolution of historical capitalism provides a robust conceptual framework for ongoing studies of proletarianization and capitalist development. 相似文献

In recent years, agriculture has come to be seen as increasingly irrelevant to processes of industrialization and economic development in the Global South. The integration of developing economies into global capitalism and the continued advance of structural transformation would seem to indicate that there is no longer a classic “agrarian question” in the developing world. In other words, agriculture is no longer a major barrier to capitalist development in these countries. However, there is reason to doubt this growing consensus. This article argues for a rethinking of the agrarian question in the Global South and presents evidence that capitalist property relations have not penetrated agriculture throughout much of the developing world. Contrary to recent trends in the literature, I argue that not only is there still an agrarian question in the Global South but also that it remains central to explaining lower levels of industrialization in these countries and, thereby, their relative underdevelopment. 相似文献

This contribution aims to explore the potentials and pitfalls for the emergence of a popular agrarian movement capable of offering a progressive alternative to the far-right. Taking the case of Colombia's national agrarian strike, the paper argues that food sovereignty can offer a mobilizing framework for a multiclass, antineoliberal agrarian coalition. However, the possibilities for building a counter-hegemonic movement should be taken with more caution. An examination of the class differentiation between and within campesino movements reveals how the interests of certain groups may be prioritized over others. While agrarian populism may offer an important political strategy for building coalitions and framing demands, a closer class analysis points to limits to its transformative potential. 相似文献

The paper proposes a broad argument that the end of state–led development from the 1970s coincided with (i) the final wave of major redistributive land reform, and its place within transitions to capitalism, that lasted from about 1910 to the 1970s, and (ii) the beginnings of contemporary 'globalization'. Self–styled 'new wave' agrarian reform in the age of neo–liberalism, centred on property rights, is unlikely to deliver much on its claims to both stimulate agricultural productivity and reduce rural poverty. The reasons are grounded in the basic relations and dynamics of capitalism, and how these are intensified and reshaped by and through globalization. Understanding these processes, with all their inevitable unevenness, requires (i) recognizing that the historical conditions of the 'classic' agrarian question no longer apply, and (ii) developing the means to investigate and understand better the changing realities facing different agrarian classes within a general tendency to the concentration of capital and fragmentation of labour, including how the latter may generate new agrarian questions of labour. 相似文献

Paying Indigenous communities to conserve land for carbon sequestration is a controversial way of tackling climate change. Critics argue that paying for ecological services (or ‘PES’) in the form of carbon offset programmes reduces land and social relations to an economic transaction that devalues Indigenous livelihoods and communities. At the same time, empirical studies have shown that Indigenous communities have accepted and even embraced the idea of being paid to conserve land for climate change mitigation. This paper explores this apparent contradiction by investigating the implementation of Programa Socio Bosque (PSB), a PES carbon sequestration programme in Ecuador. Drawing upon primary fieldwork in the highland province of Chimborazo, it makes the case that PES programmes need to be understood as form of state power that reconfigures and reinforces the ways in which Indigenous peoples engage with the state. Particularly important in this regard is the role of the state in reinforcing the agrarian conditions under which Indigenous communities use and interpret PES payments while at the same time reconfiguring new forms of land conservation. Empirically, the research reveals important complementarities between the goals of carbon sequestration PES programmes and Indigenous land-use practices. Methodologically, it highlights the importance of situating the study of PES programmes in a context of land struggles, community–state relations and agrarian change. 相似文献

Today Chilean agriculture has recovered from years of diminishing returns. The same arduous work carried out by a declining workforce has suddenly attained higher productivity and, therefore, achieved economic growth. This article suggests that Chile has undergone a series of fundamental changes in the last quarter of the twentieth century, which have intensified its capitalist development. It analyses the agrarian structure of the hacienda system during the period immediately before the agrarian reform, looking particularly at the transition to modern capitalism, agricultural growth and the land question. It argues that before the implementation of the agrarian reform, the country had not finished its transition to modern capitalism due to the persistence of the antiquated hacienda system. It further suggests that the land reform process – implemented and consolidated from 1964 to 1980 – permitted the culmination of the long-postponed transition to modern capitalism and gave rise to the ascendancy of an agro-industrial bourgeoisie and an export-oriented agriculture integrated into the world economy. 相似文献

The colonization of Mallorca gave rise to a late‐feudal agrarian society that evolved towards capitalism based on large estates owned by noblemen who hired large numbers of wage labourers from among smallholders living in agro‐towns, the dispossessed remnants of a formerly wealthier peasantry. These well‐off peasants originated from when the colonization frontier was open in the 13th and 14th centuries, but had been defeated when three peasant–plebeian revolts were crushed. Afterwards, Mallorca followed a latifundist transition towards agrarian capitalism similar to southern Italy or Spain, in sharp contrast with the middle‐peasant paths seen in Catalonia or Valencia. The land rent rose, while agricultural wages fell from 1659 to 1800. Peasant families could not survive, and had to supplement wages with the products of their own plots. This set a socio‐agroecological limit to growth in this agrarian class structure. The agrarian crisis at the end of the 19th century bankrupted the Mallorcan nobility. Bankers bought much of the land and sold it on as small allotments. This expanded the intensive cropping formerly limited to agro‐town belts, giving rise to a new “peasantization”. Despite their subordination, Mallorcan peasants had survived and created complex agroecological landscapes endowed with a rich biocultural heritage. 相似文献

The aim of this study is to determine whether the evolution of Spain's agrarian change, between 1950 and 2005, exhibits any features important enough to differentiate it from the common model of developed countries in Western Europe. On the one hand, the Spanish agrarian transformations share the main features of the changes in Western Europe: technological innovation, increased production and productivity, the diminishing importance of the agricultural sector, close integration with the industrial sector, and a high environmental impact. On the other hand, a series of important peculiarities can be observed in Spain's agrarian change: strong expansion of intensive livestock farming; the role of increased irrigation in explaining the transformation of agriculture; policies that offered very little support to the agricultural sector under a dictatorship that denied a voice to farmers; and the prominent role of agriculture in the economy despite its small contribution to GDP. 相似文献

This article seeks to make a critical contribution to the “sovereignty problem” in food sovereignty (FS) studies. Contemporary scholarship has largely struggled to answer the question of who or what is sovereign within the realm of FS politics—underpinned by the relocalisation of agrarian production, sustainable nature–society relations, and a radical democratisation of food systems. Although the most recent scholarship has made significant progress on this issue, I offer an alternative historical materialist account of sovereignty understood as the combination of rights and territory. From a critical Marxian perspective, I deconstruct the basis of sovereign power as the intersection between social property rights (exploitation) and territorial governance (political technology) congealed within both capital and the state. This approach thus provides some clarity as to the necessary breaks required to establish an FS regime (self‐directed labour and cooperative territorial governance). The framework is then applied to the case of Bolivarian Venezuela. While witnessing some important achievements, Venezuela's FS experiment has encountered a number of contradictions. As this case study shows, peasant struggles aiming to retake control over production and establish cooperative forms of governance must traverse the entire terrain of the state and thus affect a broader socialisation of society's sociopolitical infrastructures. 相似文献

Vietnam's agrarian transition is reviewed and, against the World Bank view that land markets in Vietnam have been pro-poor, it is suggested that access to land has become stratified within specific provinces, districts and communes. Aggregate data and field research both demonstrate that the technical coefficients of production differ between farms when grouped according to a proxy for wealth, and that this is correlated with productivity per unit of land. It is therefore argued that there are emerging differences between farms that reflect divergence in the scale of production. At the same time, when grouped according to wealth there are differences between farms in terms of crop mix, the degree of market integration, and the extent of rural diversification. Holistic examination of the evidence suggests that Vietnam has an emergent group of rich peasants with relatively larger landholdings, amounts of capital stock, and use of hired labour-power; and higher yields per unit of land, a greater degree of market integration, and more marked productive diversification. This class can be set beside a numerically preponderant class of relatively small peasants, with smaller landholdings and amounts of capital, a heavier reliance on family labour, lower yields per unit of land, and less market integration and diversification. The evidence further demonstrates the rapid growth of a class of rural landless who are largely separated from the means of production, who survive by intermittently selling their labour, and who are the poorest segment of rural society. 相似文献

Assessing the ways in which rural agrarian areas provide Cultural Ecosystem Services (CES) is proving difficult to achieve. This research has developed an innovative methodological approach named as Multi Scale Indicator Framework (MSIF) for capturing the CES embedded into the rural agrarian areas. This framework reconciles a literature review with a transdisciplinary participatory workshop. Both of these sources reveal that societal preferences diverge upon judgemental criteria which in turn relate to different visual concepts that can be drawn from analyzing attributes, elements, features and characteristics of rural areas. We contend that it is now possible to list a group of possible multi scale indicators for stewardship, diversity and aesthetics. These results might also be of use for improving any existing European indicators frameworks by also including CES. This research carries major implications for policy at different levels of governance, as it makes possible to target and monitor policy instruments to the physical rural settings so that cultural dimensions are adequately considered. There is still work to be developed on regional specific values and thresholds for each criteria and its indicator set. In practical terms, by developing the conceptual design within a common framework as described in this paper, a considerable step forward toward the inclusion of the cultural dimension in European wide assessments can be made. 相似文献

Five books on the war in Afghanistan and contemporary Pakhtun life are reviewed from the perspective of the insights they provide into peasant resistance to the Afghan government and the United States. It is argued that while these books are important in improving our understanding of peasant resistance to the US‐led invasion of Afghanistan, with the exception of the monograph by Ahmed they offer only a partial account of the dynamics of resistance, because they fail to adequately integrate the ontology of the Pakhtun into their accounts, and the material foundations of that ontology. The result is that important elements of peasant resistance in Afghanistan are obscured. 相似文献

The Movement towards Socialism (MAS) party promised to break with neoliberal politics when it rose to power in Bolivia in 2006. Using the concept of neocollectivism to characterize MAS agrarian politics, this paper examines one of its key instruments for achieving rural development: the state enterprise EMAPA. This state company, which supports small producers, envisions a new agrarian structure of production and commercialization, one that will break the power of the Santa Cruz–based agro‐industrial elite. Drawing on a discussion of the mechanisms of governance employed by this state entity, we argue that new complexities in state–civil society relations and a low state capacity have constrained its ability to shift power relationships between the state and the agro‐industrial elites. Instead of reducing the dependency of small producers on agro‐industrial capital, the Bolivian state has increased it, thereby undermining its goal of redistribution. The paper also analyses different moments of politicization and depoliticization in the intervention process arising from the demand for political change, as well as for technically efficient and profitable agricultural production. 相似文献

Based on a synthesis of the empirical scholarship on England and Germany, this paper demonstrates that in both regions, rural socio‐economic developments from c.1200 to c.1800 are similar: this period witnesses the rise to numerical predominance and growing economic significance of the ‘sub‐peasant classes’, which had a growing impact on the market as a result of their increasing market dependence, and from which – towards the end of the period – a rural proletariat emerged. Against the influential theory of Robert Brenner, it is argued that the period c.1200–c.1400 cannot really be categorized as ‘feudal’ according to Brenner's definition; and ‘agrarian capitalism’ does not adequately describe the socio‐economic system that obtained by the end of the sixteenth century. A genuine transition to capitalism is only evident from after c.1750, and can be found in Germany as well as in England; it is predicated both on ideological shifts and on the evolution of the rural proletariat, which is only found in large numbers by or after c.1800. 相似文献

A longstanding puzzle in comparative economics is the ‘developmental paradox’, the tendency for government support for agriculture to increase with national income and to decrease with the proportion of economic activity and of the population in agriculture. This paper offers a microeconomic explanation for that puzzle. It establishes analytically the microeconomic basis for coalition alignments with respect to food price policy, then numerically simulates the comparative static effects of alternative food policies on coalition structure. A parsimonious household model applied to a heterogeneously endowed society demonstrates how variation in individual welfare effects might beget distinct coalitions in the debate over food price policy and how those policies are inextricably linked to land, population, and technology policies in food agriculture. Moreover, coalition alignments on particular policy debates are path-dependent. In particular, food price policy creates its own political support. 相似文献
