Warren Magnusson sees a problem endemic to political thought and practice: we see the world in ways that presume and reaffirm the necessity of a sovereign territorial state, on pain of violent disorder in its absence. The solution is to ‘see like a city’, shaking off the dualism of sovereignty versus anarchy and finding a richer space of political possibilities. I admire and applaud Magnusson's critical efforts to challenge dominant categories and illuminate possibilities, but these aims rest uneasily with his polemical contrast between sovereignty and cities.  相似文献

Comparative Urbanism: New Geographies and Cultures of Theorizing the Urban   总被引:3,自引:0,他引:3  
In response to the growing interest in ways to take forward an agenda for a more global urban studies, this essay advocates a comparative approach to theory building which can help to develop new understandings of the expanding and diverse world of cities and urbanization processes, building theory from different contexts, resonating with a diversity of urban outcomes but being respectful of the limits of always located insights. The essay is inspired by the potential of the comparative imagination but, mindful of the limitations of formal comparative methods, which in a quasi‐scientific format can drastically restrict the scope of comparing, it outlines ways to reformat comparative methods in order to put them to work more effectively for a more global urban studies. The essay proposes a new typology for comparative methods based on the vernacular practices of urban comparison, tracing these through the archives of comparative urbanism. It also suggests some lines of philosophical reflection for reframing the scope and style of theorizing. New repertoires of comparativism are indicated which support the possibility of a revisable urban theory, starting from anywhere.  相似文献

This essay calls for a systematic investigation of the financial‐economic crisis as a source of new urban governance rationalities across Europe. We propose combining an understanding of neoliberalization as a variegated social phenomenon with a cultural political economy approach sensitive to the discursive dimension of variegation and the evolutionary mechanisms through which discursive variation is translated into geo‐institutional differentiation. We illustrate how this theoretical framework may help to analyse the impact of the crisis on urban governmental rationalities. Rather than offering a complete cultural political economy account of the responses of European cities to the financial‐economic crisis, we analyse how the crisis and the responses to it have been represented in discourses on urban policies and development by focusing on two discursive sites that are of strategic importance, namely OECD LEED and URBACT. Our preliminary findings suggest a re‐assemblage of existing discourses rather than the emergence of a new post‐neoliberal urban government rationality.  相似文献

Haram City is Egypt's first ‘affordable’ gated community, hosting both aspirational middle‐class homeowners and resettled poor urban residents. Amidst legal ambiguity during Egypt's 2011–2013 revolutionary period, the management team of this public–private partnership was tasked with creating a ‘fully self‐sufficient’ city. While Haram City is the product of top‐down ‘seeing like a state’ master planning (Scott, 1998 ), the day‐to‐day resolution of class vulnerabilities and disputes over ‘reasonableness’ in city life requires forms of interpersonal adjudication otherwise addressed through local urban law‘seeing like a city’ (Valverde, 2011 ). This article uses ethnography of management techniques aiming to ‘upgrade behaviour’ to theorize that a private entity, in a strategically indeterminate relationship with the state, reconciles future‐oriented planning and storied prejudices by merging two visions of governance. Imitating the repertoire of urban law, managers plan the very realm of bottom‐up decision making. They then adapt top‐down urban planning to bottom‐up dispute resolution to spatially consolidate the ‘consensual’ outcomes of a rigged game. Evoking both colonial Egyptian vagrancy laws and neoliberal paternalist welfare, ‘seeing like a city‐state’ governance amounts to authoritarianism that conceals itself within custom, appearing neutral so as to plan streets, codes and inner lives at once.  相似文献

What explains the lack of what Mike Davis famously called ‘magical urbanism’— referring to the increasingly influential and potentially radical role played by Latino immigrants in US politics — in such diverse Canadian cities as Toronto, Montreal and Vancouver? This article points out how the Canadian legacy of multiculturalism constitutes one key cause of the failure of left urban politics in Canada to produce yet anything approaching the promise of ‘magical urbanism’ south of the border, especially by underlining how this bulwark of liberal ideology lends itself so readily to some resilient variations of bourgeois urbanism — including the commodification of difference, most recently under the auspices of Richard Florida's ‘creative class’. Against the pluralism of the food court and the shopping mall, both in its official multicultural and seemingly oppositional ‘hybrid’ forms, are radical approaches to difference in the city still possible — in Canada or elsewhere? The authors argue that the concepts of ‘maximal’ and ‘produced’ (vis‐à‐vis ‘minimal’ and ‘induced’) difference and the politics of ‘the right to the city’ elaborated by Henri Lefebvre — in conjunction with the reflections on subaltern experiences of difference by critics such as Himani Bannerji and Ambalavanar Sivanandan — indeed provide a starting point for radical urban politics. This article examines the transformation of state power in urban China by investigating how the state governs a newly emerging type of neighborhood organization connected with housing privatization, the homeowners' association (HA). Based on a series of extensive field research visits in Shanghai from 2006 to 2012, it analyzes the contradictory rationales behind HA policies in Shanghai, and elaborates the debates between state actors and non‐state actors on the boundary of state intervention. It finds that the state in Shanghai has engaged multiple goals in its governance of the HAs: regularizing the real estate market, promoting self‐organization at the neighborhood level, and channeling homeowners' participation in urban politics. The neoliberal rationality of governing through subjects' autonomy and a tradition of the socialist discourse on party leadership co‐exist in the state's toolkit for governance. But the state's capacity to coordinate these different governing techniques varies across fields. I highlight the dilemma a non‐liberal state confronts in cultivating self‐organizing and self‐responsible individuals. This contrasts with some of the studies on ‘China's neoliberal state’, which argue that the bureaucratic system has been resilient in coping with the contradictions and imbalances inherent in neoliberalism.  相似文献

The threat of flooding in cities is often compounded by political and economic decisions made on watershed management, land development and water infrastructure and provisioning. It has also become a point of conflict between cities’ objectives for development and modernization, and the struggles of marginalized residents living in low‐lying coastal and riverine areas to remain in place. Flooding takes on different forms depending on one's point of view. It is a biophysical issue, involving geology, geography, meteorology and ecology. It is one of urban governance, involving planning and maintenance of infrastructure and land use. And it is sociopolitical, involving historical social and spatial marginalization and contestation. This article, based on mixed‐methods research in Jakarta, Indonesia, traces the conceptual and physical contours of urban waterscapes across these conflicting ideas and narratives. It brings into dialogue theories of urban political ecology, landscape ecology and environmental ethnography to explore the interrelationships between biophysical and sociopolitical factors behind urban flooding. In the article the focus is on the varying materialities and scales involved, including the ecological scales of the watershed, the infrastructural scales associated with flood protection, and the urban scales of planning, governance and social activism. The article concludes with a proposition for a multidimensional approach to thinking and acting on problems of urban ecological change.  相似文献

Recent debates in urban politics stress the need to broaden conceptions of what counts as urban politics, as well as of where they take place. This means shifting attention to include more quotidian and prosaic social relations, including those taking place in spaces of civil society. We answer this call with a case study of the relations between an emerging gay male community in mid‐twentieth‐century Seattle, USA and the local public health department’s disease investigators (DIs). We focus on both the biopolitics and cultural politics of the investigation process, from the perspectives of both DIs and gay men. We point out certain tensions and paradoxes in these processes as a form of governmentality, and interpret them through a ‘noir’ cultural lens that is consistent with a notion of urban politics as the unfolding of social relations in place. We conclude by stressing how our findings and framework can augment urban political inquiry both intellectually and empirically.  相似文献

This article investigates the concept of the public sphere as a specific way of reading the city. In the light of current ambiguities of the urban condition, it poses the question of whether the concept does still, in fact, generate a solid geography for understanding the urban landscape. It explores the history and concept of the liberal public sphere, uncovers its rigid regime of identity formation in space, and problematizes its performative dimension by illustrating how this tends to envisage space as a merely passive and abstract stage on which dramatization takes place. In search of alternative ways of reading the city, it subsequently explores the complexity in relations between space and identity. It reconceptualizes space as a palimpsest of historical layers and rethinks identity by recognizing the workings of the strange(r) in constructions of space and identity. Finally, the article suggests the development of a nomadic geography that would allow for a progressive politics to open up gaps and folds in the homogeneous space and discover new spaces that are neither friends nor enemies, neither inside nor outside. Cet article étudie le concept de sphère publique comme méthode de lecture spécifique de la ville. Étant donné les ambiguïtés actuelles de la situation urbaine, on peut se demander si ce concept génère encore, dans les faits, une géographie solide permettant de comprendre le paysage urbain. Explorer l’historique et le concept de sphère publique libérale révèle son système rigide de formation des identités dans l’espace, et interroge sa dimension performative en montrant comment l’espace est pensé en tant que simple scène passive et abstraite où a lieu une théâtralisation. Recherchant d’autres modes de lecture de la ville, l’article examine ensuite la complexité des relations entre espace et identité. Il reconceptualise l’espace en tant que palimpseste de couches historiques et repense l’identité en admettant les mécanismes de l’étrange(r) dans les constructions spatiales et identitaires. Pour finir, l’article propose l’élaboration d’une géographie nomade permettant à une politique progressiste de créer fossés et plissements dans un espace homogène et de découvrir de nouveaux espaces qui ne seraient ni amis ni ennemis, ni intérieurs ni extérieurs.  相似文献

The reappraisal of the post‐Soviet landscape is in danger of overlooking two of its most important elements: firstly, the mass modernist housing that was more extensive here than probably anywhere else; and secondly, the post‐1989 capitalist context of property speculation, office development and decay. These routinely missed landscapes constitute the very things travelled through on the way to utopian, if ruined, monuments, such as those documented in Frédéric Chaubin's CCCP — Cosmic Communist Constructions Photographed. When visited, the surroundings of these structures turn out to be at least as interesting as the photogenic modernist monument itself. This essay is an account of a visit to one of the most architecturally contemporary of these structures — the Park of Memory crematoria in the Ukrainian capital, Kiev, designed by Abraham Miletsky in 1974. In Chaubin's photographs, the curling concrete volumes of the Park's central crematoria are flamboyant, fantastical and self‐referential, the very ‘iconic’ architecture that many post‐Soviet capitals would like to have in order to attract tourists. There is a lot more going on in the surrounding city than what is typically recorded in its visual representations, however, as discussed in this essay. Such monuments are not mute, and cannot be severed from their surroundings.  相似文献
