Parallel to the proliferation of cross‐border regional cooperation initiatives in the European Union, increasing scholarly attention has been given to conceptualizing cross‐border governance in recent decades. In line with the recognition that cross‐border regions have not undermined the significance of nation‐state spaces but have added to their complexity, conceptual frameworks of analysis have become more and more refined. However, studies still tend to be framed in one spatial grammar, that of territory, scale or network, and fail to consider the ways in which these different dimensions become interlocked. The aim of this article is to address this lack by developing a multidimensional perspective, in order to finally circumvent state‐centric thinking on cross‐border regions and to offer a more nuanced account of whether and how new imaginaries of spatial governance institutionalize. These arguments are demonstrated by means of a case study of cross‐border regional governance in the Dutch–German–Belgian borderlands.  相似文献

This article focuses on the emergence of ‘low‐carbon’ gentrification as a distinct urban phenomenon, a process that we see as the outcome of efforts to change the social and spatial composition of urban districts under the pretext of responding to climate change and energy efficiency imperatives. The article develops a conceptual framework for scrutinizing low‐carbon gentrification, predicated upon insights from literatures on ecological gentrification and displacement. It documents the existence of an ‘eco‐social paradox’ associated with new patterns of socio‐spatial segregation and energy efficiency retrofits. We interrogate the discursive and policy frameworks, socio‐spatial implications and political contestations of low‐carbon gentrification. Evidence is drawn from case study research in an inner‐city district of the Polish city of Gdańsk, where such processes have been unfolding since 2006 due to the implementation of a targeted urban regeneration programme. This investigation is positioned within a wider analysis of secondary written sources about similar developments in other geographical contexts across Europe and North America, where anecdotal evidence suggests that low‐carbon gentrification may be widespread and common.  相似文献

In a globalized urban world, cross‐border metropolises represent a spatial configuration emblematic of the interplay between the space of flows and the space of places. The multiplicity of contexts and processes at work can complicate the identification of what constitutes the singularity of the concept. In order to contribute to these reflections the present article hypothesizes that the specificity of cross‐border metropolises does not fundamentally stem from the form they take or the nature of the cross‐border integration at work, but rather from the particular role played by national borders in their formation. Opening up borders offers new opportunities for border cities and urban border regions to reinforce their positions at the heart of global economic networks, and to affirm their autonomy as cross‐border regional entities. Without minimizing the possible obstructive effects of borders, it is helpful to recognize that they might also represent a resource in the composition of cross‐border metropolitan regions.  相似文献

This article looks at successive attempts to create new spatial imaginaries around three estuary‐based city regions in England: the London–Thames Gateway, the Atlantic Gateway/Mersey Belt (Manchester and Liverpool), and Hull and the Humber ports. We develop a framework of analysis for new planning and regeneration spaces that takes forward debates on relational and territorial geographies, spatial imaginaries and the creation of new regional identities as governance objects. Specifically, we adopt a long‐term and comparative perspective that allows an examination of how successive efforts at regional building are both path‐dependent and context‐specific, as new approaches reflect emerging ideas about how best to construct successful regions in a changing global economy.  相似文献

The aim of this article is to critically assess the study of post‐socialist cities with respect to comparative urbanism. Even though comparative urbanism has challenged the division of the world into largely incommensurable regional containers, where some regions are sources of theory while others remain in the periphery of thinking, post‐socialist cities have remained doubly excluded: neither centre nor periphery, neither mainstream nor part of the critique. This article introduces three ways in which post‐socialism has and could be perceived: as a container, as a condition and as a de‐territorialized concept. It is argued here that seeing post‐socialism as a de‐territorialized concept that would apply to particular aspects of cities and societies rather than territorialized units in general would allow cities regularly seen as post‐socialist to be incorporated into global urban theorizing, while distinctive local histories and experiences still remain analytically present. The article cautions researchers against area‐based imaginations of urban theorization, instead arguing in favour of an approach that sees cities first and foremost as ordinary while some aspects could be claimed to be post‐socialist. Tallinn is used here as a site from which to draw examples for this mainly literature‐based conceptual analysis.  相似文献

The recent flurry of research about arts‐led regeneration initiatives illuminates how contemporary arts festivals can become complicit in the production of urban inequality. But researchers rarely engage with detailed empirical examples that shed light on the contradictory role that artists sometimes play within these spectacularized events. Similar research in performance studies connects the political limits and potential of social practice arts — interventions that encourage artists and non‐artists to co‐produce work — as civic boosters strive to stage cities in order to attract investment. In this article, I explore the case study of Streetscape: Living Space at Regent Park, a participatory artistic intervention programmed in a public housing neighbourhood that is undergoing redevelopment in Toronto, Canada. Streetscape was part of the Luminato festival, an elite booster coalition‐led festival of ‘creativity’. I refer to these arts interventions to demonstrate how artists engaging in social practice arts can become complicit in naturalizing colonial gentrification processes at multiple scales. But I also reveal how artists can leverage heterogeneous arts‐led regeneration strategies to make space for ‘radical social praxis’ (Kwon, 2004), interventions that challenge hegemonic regimes. I conclude by interrogating the effectiveness of place‐based efforts in unsettling the ‘creative city’.  相似文献

Transit‐oriented development (TOD) plays a significant role within contemporary planning policies for ‘smart growth’ and sustainable development, particularly in Europe and North America. As a well‐rehearsed practice, this planning model is due for critical assessment and improvement in terms of its ability to incorporate dynamic and heterogeneous socio‐spatial processes as matters of concern. Analyses of the conditions for ‘making TOD work’ in the scholarly and professional literatures tend to focus on the ‘node’ and ‘place’ qualities. While elaborations on node analysis (primarily based on accessibility measurements) abound within empirical research, discussions of place‐specific assets are limited in scope and often spatially bounded by the circle defined by a 10‐minute walk. This essay examines the use of this generic ‘circle’ model, and how it normatively frames how place is understood in TOD studies. We argue that the circle enhances a Euclidean understanding of the site, which favours a static and homogeneous spatial analysis of accessibility and density rather than (other) place qualities relating to dynamic socio‐spatial processes. Finally, we argue that relational geography can facilitate an analysis of place qualities beyond the circle—one in which both the continuities and shifting settings of the wider context are meaningfully taken into consideration.  相似文献

Automobility — the centering of society and everyday life around automobiles and their spaces — is one of the most contentious aspects of contemporary urban growth debates at the local, national, and global scale. The politics of automobility is a spatial struggle over how the city should be organized and for whom. Yet there is little research on how this struggle is unfolding, and how that politics is shaping urban space. Part of this stems from the essentialization of automobility in policy and academic discourses on cities. Moving beyond essentialization, this article will explore how contentious political struggles reveal nuanced and diverse discourses and ideologies surrounding automobility and space. Focusing on what I call ‘secessionist automobility’— using an automobile as an instrument of spatial secession — I examine Atlanta, Georgia’s contentious automobility debate. Secessionist automobility is bound with the blunt politics of race‐based secession from urban space, but also more subtle forms of spatial secession rooted in anti‐urban ideologies. Implications for local, national, and global contestation of automobility will be provided.  相似文献

Self‐provisioning has long been an important component of urban political economic processes. However, it has recently become a central feature of grassroots urban governance strategies as well. In tumultuous cities of the twenty‐first century, with governments either unwilling or unable to effectively enforce zoning laws, police neighborhoods or manage infrastructure, some householders have begun performing these services instead. This article examines one subset of self‐provisioning practices that has emerged in southwest Detroit where residents have taken steps to secure abandoned housing as a means of exerting social control over their living environment. These actions embody many contradictions and ethical dilemmas, and the intimate scale of action has left the structural production of disinvestment in places like Detroit largely unchecked. Nevertheless, these guerilla‐style spatial interventions have emerged as critically important response strategies helping residents reduce their vulnerability and stabilize their blocks even as other nearby areas continue to experience decline.  相似文献

In the past few decades, a diverse body of scholarship has complicated the image of American suburbs as spaces of white, middle‐class homogeneity. Revisionist suburban histories and accounts of African American and immigrant suburbanization have drawn attention to the longstanding presence of non‐white others in US suburbs. Yet despite diversification, white privilege remains deeply entrenched in suburbia. This article explores the shifting character of white privilege in the US — especially in the US South — and asks how whites interpret diversity and identify those with whom they are, or are not, willing to share their privileges. This article uses the results of a pilot study in a subdivision near Columbia, South Carolina, to explore how white suburbanites articulate belonging in neighborhood space. This discussion highlights the ways in which respondents reject the pre‐civil‐rights order marked by overt racial discrimination, but also reveals the ways in which they evaluate the relative merit of minority groups and identify certain differences as unacceptable. While limited in scope, this study encourages scholars to further explore the ways in which shifting configurations of race become intertwined with processes of contemporary suburban change.  相似文献

Discussions about socio‐spatial integration in the US have been primarily focused on research into residential segregation. The treatment of these two concepts as opposites has had two consequences. First, most policies for integration have been based solely on concepts of segregation. Second, the intensive criticism directed at integration flows more from those policies than from its conceptual meaning. This article develops a framework for socio‐spatial integration. It does this first by outlining an understanding of segregation and the complexities of its treatment, then by making a distinction between policy applications and the conceptual meaning of integration. This review shows that, rather than suiting a linear approach, socio‐spatial integration can be expressed as a multidimensional relationship that may work independently and at different scales. Socio‐spatial integration is then exposed as the opposite of social exclusion, of which physical proximity between different social groups is just one dimension. Two lines of research are proposed: first, a repositioning of integration as a progressive aspiration and a critique of naturalist conceptions; second, a balancing of the weight of spatial proximity among the different dimensions of integration.  相似文献

This article explores how the transition from office‐based to home‐based work impacts upon the psychological contracts of employees involved. Adopting a qualitative case study approach, utilising a short‐term longitudinal design, the setting is a local authority which implemented a 3‐month home‐working pilot scheme. Using the psychological contract as an analytical framework it is shown how the implementation of the changes impacts upon the psychological contracts not only in the workplace but also in the home. In both the arenas of work and the home, obligations are surfaced (and sometimes renegotiated) and boundaries are redrawn. The relationship with the employer becomes increasingly transactional, enabling participants to redefine the status of work in relation to their other priorities. Whilst homeworkers exhibit an increased commitment to the mode of work and become more productive for their employer, they also exhibit a more transactional orientation to work, threatening to leave if homeworking is withdrawn. We explore the methodological and theoretical implications of our findings drawing attention to the analytical potential of the psychological contract for generating more critical insights.  相似文献

This article argues that the transformation of a Mumbai neighborhood from municipal housing colony into illegal slum has been facilitated by the politically mediated deterioration and criminalization of its water infrastructure in the context of liberalization‐era policy shifts. These policy shifts hinge upon a conceptual binary that posits the unplanned, illegal and informal ‘slum’ as the self‐evident conceptual counterpoint to a planned, formal, ‘world‐class’ city. The story of Shivajinagar‐Bainganwadi problematizes this assumption by evidencing the deeply political and highly unstable nature of this binary — and thus insists upon an account of the shifting political and economic stakes imbued in these categories. The case of Shivajinagar‐Bainganwadi reveals that the neighborhood's emergence as an illegal slum has been mediated by the liberalization‐era politics that have come to infuse the neighborhood's water pipes — dynamics that have produced the illegality/informality of the neighborhood as a discursive effect.  相似文献

This article develops a framework for analysing region‐building processes as spatiotemporal constructs, involving competing spatial imaginaries and attempts at consolidating these through institution building. Central here is the performative role of what we refer to as ‘soft space imaginaries’ in the ‘phased’ building of regions for planning and economic development over time. We demonstrate how this understanding can be used to examine the phased enactment of successive waves of region‐building by tracing the evolution of multiple soft spatial imaginaries in north‐west England. The analysis exposes the variable logics, alliances of actors, and tactics used to build momentum and secure legitimacy around preferred imaginaries which advocates often promoted on the grounds that they somehow reflected ‘real geographies’ or ‘real economies’. In this context, soft space imaginaries are seen to play an integral role in intellectual case making about the contemporaneous form and purpose of subnational governance. Yet our analysis also exposes the durability of past soft space imaginaries and their continued impact on efforts to build new soft spaces. What emerges is an understanding of soft space imaginaries as more than just superficial representations. They can help determine where government investment is channelled and into what kinds of policies.  相似文献

Supplier development for sustainability is a critical element of sustainable supply chain management and requires extensive multi‐stakeholder collaboration. This article establishes a conceptual four‐stage framework to analyse the collaborative mechanisms of supplier development practices, and presents an exploratory, qualitative analysis to identify the major contributors of sustainable supplier development practices, such as NGOs, industrial associations, consulting firms etc. Based on semi‐structured interviews about 63 organizations from different regions and industries, this article identifies three types of contributor: drivers, facilitators and inspectors. Instead of traditional stakeholder engagement processes, these contributors actively collaborate with buying firms and suppliers to design, implement and evaluate sustainable supplier development programs. The article then provides a matrix to describe the supply chain coverage and supplier performance of supplier development practices, given the absence or positive involvement of facilitators and inspectors. Urban and suburban politics are increasingly intertwined in regions that aspire to be global. Powerful actors in the Chicago and Toronto regions have mobilized regional space to brand rescaled images of the urban experience, but questions remain as to who constructs and who can access the benefits of these revised spatial identities. Local political interests have tended to be obfuscated in the regional milieu, most problematically in the spaces between the gentrified inner cities, privileged growth nodes, and the glamorized suburban subdivisions and exurban spaces beyond the city limits. This article analyses how socio‐spatial changes in post‐suburbanizing urban fringes contribute to the way regions are being reconfigured and reimagined. Guided by current debates at the intersection of assemblage theory and critical urban political economy, our analysis demonstrates how socio‐technical infrastructures, policy mobilities and political economic relations are spatially aligned, sustained and dissolved in splintering North American agglomerations. Particular attention is paid to issues of urban transportation and connectivity in uncovering multifaceted modes of suburbanism that now underlie the monistic imagery of the globalized region. Emergent regionalized topologies and territoriality blur conventional understandings of city–suburban dichotomies in extended urban areas that are now characterized by polycentric post‐suburban constellations. In terms of their substance and functionality, ‘real existing' regions are currently re‐territorialized as complex assemblages that are embedded in a neoliberalizing political economy whose politics and identities are only beginning to be revealed.  相似文献

The article compares how low‐wage competition and labour migration from EU11 Member States affect industrial relations and working conditions for natives and migrants in three sectors (transport, cleaning and agriculture) in Denmark and Sweden. Since the early 2000s in the United States, food deserts—neighborhoods in which households have limited geographic access to full‐service supermarkets or grocery stores— have become conceptually central in public policy research on food security. Analyzing this phenomenon from a ‘policy mobility’ perspective, this article traces the food desert's emergence in policy discourse, locating it within an entrepreneurial social policy paradigm that privileges real estate development over direct economic relief. In the context of property‐led anti‐poverty efforts, the identification and mapping of food deserts catalyzes a logic that leads to subsidy to grocery store development in low‐income areas (or ‘fresh food financing’), while at the same time officials are cutting programs such as the Supplemental Nutrition Assistance Program (food stamps), which directly supplements household food budgets. The article contributes to widening critical discussion of the food desert paradigm and the policy interventions with which it is associated. It calls on urban researchers and practitioners to reframe discussions of food access and nutrition around the shortage of basic income and a need for higher wage floors.  相似文献
