The article compares two models of lobby influence on policy choice: The Grossman and Helpman (1994) contribution‐schedules model and a negotiation between the lobbies and the government summarized by a Nash‐bargaining function. The literature uses the models interchangeably because they imply the same equilibrium policy. We show that particular assumptions about bargaining power and disagreement utility in the Nash‐bargaining solution are required for the models to lead to the same equilibrium payments and utilities. This implies that the models usually imply different sets of lobbies if lobby formation is an endogenous decision, such that the equilibrium policies also differ.  相似文献

We study international trade in innovative goods subject to uncertain consumer health effects. Such goods are often at the center of international trade disputes. We show that an interesting form of protectionism may arise because of scientific uncertainty. A free-riding effect is identified, implying more conservative behavior by countries. We also study the role of producers (lobbies) in providing valuable information, finding that the innovative lobby has an advantage in providing information as compared with the lobby producing the ‘traditional’ good. Moreover, lobbies disclose more information when the health effects are long lasting.  相似文献

In a seminal paper, Grossman and Helpman (1994) introduced a framework to understand how lobbying influences the choice of import/export tariffs. In this paper we extend their analysis and assume that lobbies have private information to analyze the effects of information transmission in a Grossman and Helpman lobby game. Information transmission leads to two agency costs. One refers to the cost of signaling and the other to the cost of screening the lobby's competitiveness. The signaling cost reduces distortions resulting from the screening cost. On the other hand, distortions from the screening cost enhance the signaling cost. The two combined effects generate more distortions in the political game than each effect separately. Tariff protection and lobbies' rents are lower than those found in Grossman and Helpman's truthful equilibrium. Therefore, information transmission may improve welfare through the reduction of rent-seeking activities.  相似文献

The paper derives trade policies endogenously for final consumption and intermediate input industries in the presence of a non‐traded sector. Contrary to what the existing literature suggests, results show that there is no definite relation between lobbying status and the direction of trade policy of an industry. Trade protection of an industry depends on how its consumption (horizontal) and production (vertical) linkages with other industries reinforce or cancel out its lobbying efforts. To cite a few results, (i) an organized industry may face trade tax, whereas an unorganized one may obtain protection; (ii) an organized downstream industry may not be able to impose trade tax to an unorganized upstream industry, (iii) an organized upstream industry may not hurt unorganized downstream industry, (iv) lobby for non‐traded industry alone can influence trade policies, and (v) lobby for traded industry affects the size of the non‐traded sector in the economy.  相似文献

We develop a model in which firms in the financial market lobby the government to lower compulsory contributions to the public pension system. Firms lobby in order to increase demand from households for their old-age savings products. Interest groups can potentially influence political decision-makers by offering contributions and by providing relevant information that sways the decision in the group's favor. What mix of these two instruments should an interest group choose, and how does the use of one instrument affect the effectiveness of the other? In this paper we identify an information externality that raises the cost of offering contributions and show that this indirect search cost reduces the group's incentive to gather information when contributions are allowed. Furthermore, we analyze how competition among lobby groups as providers of information and contributions affect the choice and effectiveness of the instruments. We show that the information externality rewards the group that can abstain from information search and focus its influence on contributions.  相似文献

This paper focuses on the links between foreign lobbying and preferential market access granted by the United States' government to exporters in the rest of the Americas. We first develop a simple framework based on Grossman and Helpman [Grossman, G., Helpman, E., 1994. Protection for sale. American Economic Review 84 (4) 833–850.] to explain how lobbying by foreign firms affects their preferential access to the United States market. We then estimate the model using data on tariff preferences and lobby contributions for the 34 countries in the region. Empirical results suggest that foreign lobbying is an important force behind preferential market access to the United States. The structural estimates indicate that the weight given to foreign lobby contributions in the United States' government objective function is five times higher than the weight granted to tariff revenue forgone due to preferences. Thus, our results indicate that market access is up for sale and foreign lobbies are buying it.  相似文献

We study a political economy model of entry barriers. Each period the policymaker determines whether to impose a high barrier to entry, and the special interest groups try to influence the policymaker's decision. Entry is accompanied by creative destruction—when many new firms enter, old firms are more likely to be driven out of the market. Therefore the current incumbents (industry leaders) tend to lobby for a higher entry barrier and potential entrants (industry followers) are likely to lobby for a freer environment for entry. We analyze both static and dynamic versions of the model to examine what kind of environment supports a policy that blocks entry. In the dynamic model, the economy can exhibit various different dynamics. In particular, multiple steady states may arise in equilibrium.  相似文献

This paper aims at explaining industry protection in a context in which the government cannot observe the state of market demand. We develop an asymmetric information model and use the tools of contract theory in order to understand (1) how the level of industry protection is endogenously determined, and (2) why some industries decide to engage in large lobbying costs to become politically active. Our model offers plausible explanations to phenomena such as the “loser’s paradox”, where weak industries receive the most protection although strong industries are the ones that spend more resources on lobbying activities. The model also allows for an analysis of the influence that lobbying costs have on the decision to organize actively as a lobby.  相似文献

Previous research has shown that the effect of fiscal centralization is to reduce lobbying. However empirical evidence suggests that this is not always the case. This paper attempts to explain the empirical evidence in a two‐jurisdiction political economy model of endogenous lobby formation and policy determination. We measure lobbying in two ways: (i) the number of lobbies formed under the two settings and (ii) their impact on policy decisions. We show that, contrary to the predictions of the preference dilution effect, the effect of centralization on lobbying are ambiguous with respect to both measures of lobbies.  相似文献

A firm which lobbies government for a change in policy, say an import tariff, can increase its profits in two ways. First, the policy can increase the profits of all firms in the industry. This effect therefore involves a free-rider problem. Second, a firm's lobbying expenditures may signal other firms about its costs and interests. For example, a firm with low marginal costs may profit much from an import ban. Other firms which see that this firm expects to profit much from the ban may decide not to enter the industry. This article presents a combined economic–political model of environmental taxation setting. The model introduces a third lobby group – the lobby of an eco-industry – in addition to the traditional lobbies of polluting firms and environmentalists. Pressure groups interact to influence the environmental tax chosen by a regulator maximizing its chances of being reelected. The eco-industry lobby adds a new political contribution toward a higher environmental tax. The imperfectly competitive structure of the eco-industry also modifies the incentives of the usual lobbies. When the foreign environmental policy is constant, environmentalists can be in favor of a decrease in the local tax in order to reduce foreign pollution. We also discuss the formation of alliances between the eco-industry and one of the other lobbies and their potential impact. In general, the impact of lobbying activities on the politically optimal tax is ambiguous and depends on the relative concentration of each pressure group.  相似文献

This paper investigates how mass media potentially act on preferences for redistribution. Our hypothesis is that media contribute to shaping the value system of a person, which affects support for redistribution. A theoretical model is proposed which combines demand- and supply-driven media bias. On the demand side, the model considers two types of individuals: non-partisan, whose values are influenced by the media, and partisan, who have strong opinions not affected by the media. We assume that although partisan individuals prefer unbiased information, they hold beliefs that they like to be confirmed; therefore, they tend to consume media with an ideological position similar to theirs. On the supply side, we focus on interest groups’ pressure on media coverage. Our results suggest that the anti-equality lobby is willing to pay more than the competing lobby. Moreover, we show that media bias is a decreasing function of the advertising revenues and an increasing function of the relative weight of ideology vs pluralism in individuals’ demand for media. Adding a second media outlet reduces the likelihood of media bias but not its extent. Finally, if both lobbies are active, the two outlets’ ideological positions are polarised.  相似文献

This paper studies the optimal export policy in the context of a vertically related industry with differentiated products, and analyzes the effects of the degree of product substitutability and market structure on the determination of such a policy. It is shown that the results obtained in a similar model with homogeneous goods rivalry no longer hold when the goods are differentiated. Indeed, the degree of product substitutability plays an important role in the determination of export policies, and also determines whether a country can be better off under a trade policy war compared to free trade. The use of a differentiated product setting also allows one to compare export policies and countries' welfare levels under both Cournot and Bertrand competition. It is found that the results of the comparison are also sensitive to the degree of product substitutability.  相似文献

This paper characterizes environmental quality and industry protection in a large-country Grossman–Helpman model when production or consumption externalities exist and governments decide noncooperatively or cooperatively on domestic and trade policies. Governments choose policies efficiently from among those available, but competitive lobbies may prefer less efficient regimes. Under restricted policy availability, political-support effects can offset terms-of-trade effects on equilibrium outcomes, and inefficient trade policies can lead to higher environmental quality than efficient domestic policies. If governments cooperate, they can satisfy particular organized industries at lower costs to other lobbies and total welfare. This may result in lower environmental quality than noncooperation.  相似文献

For the most part, the relationship between import and domestic prices, and their common linkages to currency movements, has been ignored, especially at the industry level. This paper examines the direct and indirect impacts of exchange rates on prices, analyzing a panel of 26 4-digit SIC industries over the 1978–1987 period. The results are consistent with the view that the indirect influence of exchange rates on domestic prices through import competition clearly dominates any direct impact, and that import prices are motivated largely by pricing-to-market. We find some evidence of a limiting effect of market concentration on passthrough into both domestic and import prices, while an increased reliance on imported inputs and increased substitutability between domestic and foreign goods each enhances the passthrough into domestic prices.  相似文献

Energy substitution is considered as a key process to determine the economic outcome of decisions related to energy and environment policies. The sign and magnitude of energy substitution have been widely debated, and the results are divergent. This paper applies the translog cost function specification to estimate factor share equations based on the energy and non-energy inputs, whose coefficients are used to observe the energy degree of substitutability with the other traditional inputs for power industry in China. The results suggest that energy is the least price sensitive among three production factors. The four types of input elasticities (cross-price, Morishima's, Allen and McFadden's shadow elasticity of substitution) show that there are substantial substitution possibilities between energy and capital, while energy and labor have weak substitution. The findings imply that for power industry in China, to reduce energy consumption, more capital should be invested. With respect to labor, though, it appears less energy-saving potential.  相似文献

Abstract There is a large literature on the effects of foreign direct investment (FDI) on productivity through inter‐industry economic linkages. This paper contributes to the literature by focusing on the developed economy of Canada. It finds that FDI generates strong effects on total factor productivity (TFP) growth through both forward and backward inter‐industry linkages, and increase in an industry's absorptive capacity raises the effects of FDI on TFP growth through forward inter‐industry linkages. For R&D intensive industries, the effects of FDI on TFP growth through inter‐industry linkages are small, but imports turn out to be an important source for TFP growth.  相似文献

This paper analyzes a multinational firm’s foreign direct investment decision, through either greenfield investment or cross‐border merger and acquisition, into a host country with an input monopoly that adopts either uniform pricing or discriminatory pricing. The optimal foreign entry mode could differ under each pricing policy. Under Cournot competition, firms’ technological gap and the initial local market structure are critical to the choice of foreign entry mode, whereas product substitutability is important under Bertrand competition. In the presence of foreign entry, this paper also examines the welfare effects of input price discrimination for the host country.  相似文献

This paper examines tourism competition among the Mediterranean countries with particular emphasis on Greece. The estimated model includes as explanatory variables an income index, a price index of the host country, a price index of the competitors (Spain, Portugal and Italy) and exchange rate. The results show that the main determinants of Greece's tourism demand are both price indexes and exchange rate. They also show that Spain seems to be Greece's main competitor.  相似文献
