Clarence Ayres wished to avoid moral relativism or agnosticism in the social sciences, yet he also rejected what he called the “transcendental” epistemology of classical philosophy, an epistemology grounded in the desire to know absolute or ultimate truths. He wanted to find a middle ground between absolutism and relativism by separating “technology” from “ceremony,” and by replacing the ends/means dichotomy with an ends/means continuum. This paper examines his articulation of the issues, and in this context also examines the work of two more recent theorists, Gary Becker and Richard Posner. We conclude that Ayres' epistemological middle ground remains elusive.  相似文献

This paper aims to show how state intervention within the European Monetary Union can have positive effects not only on growth but also on public balances and debt. The relation between centralized monetary policy and decentralized fiscal policy partly solves the lack of coordination between the two. Each time a fiscal expansion in an EU country is not accompanied by a Central Bank interest rate increase, the expansionary effect of public spending, initially financed through the emission of public bonds, will be reinforced by endogenous money creation due to the increase in growth. The final result, if growth exceeds the rate of interest, is not only an increase in equilibrium income, but also a reduction in debt.  相似文献

This paper investigates the relationship between regional and national unemployment for the UK for the period 1974–1989. This problem is approached by using the time-series methods of cointegration and causality tests. The main conclusions are that regional and national unemployment are not as closely related as might have been supposed although any causation may, as previously assumed, run from the national to the regional level. Some regions are seen to be changing their position in the hierarchy of relative regional unemployment while most retain their relative status.  相似文献

We study the evolution of inequality in income composition in terms of capital and labor income in Italy between 1989 and 2016. We document a rise in the share of capital income accruing to the bottom of the distribution, while the top of the distribution increases its share of labor income. This implies a falling degree of income composition inequality in the period considered and a weaker relationship between the functional and personal distribution of income in Italy. This result is robust to various specifications of self-employment income; nonetheless, it hinges crucially on the treatment of rental incomes. While the dynamics of imputed rents has brought about a more equitable distribution of capital incomes across the income distribution, that of actual rents has led to higher concentration of capital incomes at the top in the decade preceding the outbreak of the financial crisis. Finally, we conceptualize a rule of thumb for policy makers seeking to reduce income inequality in the long run.  相似文献

The US time structure of production during the 2002 through 2009 business cycle is characterized empirically using industry-level input-output data. An industry’s total industry output requirement (TIOR) is proposed as a metric for “roundaboutness”. I find that the time structure of production lengthened following the Federal Reserve’s 2002 expansionary deviation from the Taylor rule and then contracted during the Great Recession. Value added growth in the most-roundabout of US industries accelerated relative to that of the least-roundabout industries. Heading into the Great Recession, value-added growth in the most-roundabout industries contracted early and turned negative in 2007 while value-added growth in the least-roundabout industries remained positive until 2009. The stylized facts of the time structure of production are consistent with Austrian Business Cycle Theory.  相似文献

The decade of the 1980s saw profound changes in the political economy of Latin America. The stabilisation and debt crises forced many countries in the region to re-examine their economic policies individually as well as collectively. The consequence was both a movement in the direction of neoliberal reform that included an emphasis on export promotion as well as a revival of interest in regional integration. The specific purpose of the present paper is to examine the consequences of these changes for the structure of intra-regional trade among and between Latin American countries. There are many differences and challenges that employers face while managing employees in the current work force. Our present day workforce is made up of a diverse group of people: Matures, also known as Veterans (age 55+), Baby Boomers (age 45-54), Generation X (age 35-44) and Generation Y also known as Millennial (age 18-34). The differences and challenges among these groups will be evident when reviewing recognition and praise, managerial styles, subordinate responses to generational leadership. Companies are stepping back and looking more holistically at how to develop programs and deploy technology that will speak to four distinct generations in the workforce (Sprague, 2008). Each generation has their own definition of work ethic, responsibility, and performance. The best way to deal with the multi-generations is coming up with ways that make everybody feel like they are members of a team, thus helping them to learn how to develop a better way of communication than what exists between them now. If everybody is a part of a team, then they are all sharing the benefits that the other generations can bring to the table, making them a strong entity. Matures and boomers can become mentors to the X and Y's, and the X and Y's can then share and impart their knowledge of technology to the Matures and boomers. Companies in today's workplace must learn a better way to understand the values of the four generations, for it is very important in understanding and guiding these people in the workplace. Without this proper understanding, the guidance and alliance that managers are hoping to achieve will be even longer in the making and then one, possibly two, whole generations will be gone from the workforce and their knowledge and skill gone as well.  相似文献

Much has been written in the post-World War II era in the United States about the rise of suburbia and development beyond older city boundaries, whether such development has been called urban, suburban, or ex-urban sprawl. Many writers have focused on various issues concerning sprawl, especially on the unintended consequences that new development has had on (among other issues) municipal finances, neighborhood income and residential segregation, and transportation planning. This last one is important since post-World War II development has mostly centered around the automobile in the United States. Over the last decade, a new area in the literature of sprawl has focused on how the "built-environment" of residential areas can impact health. For example, authors have chronicled how sprawled regions have higher auto vehicle accidents per capita, greater obesity rates, worse carbon emissions (due to greater travel by automobile), and delays in emergency medical service responses. This article adds to the latest set of papers on sprawl by empirically estimating the impact of sprawl in metropolitan regions on fire incidents per capita, firefighter response times, as well as property losses, and deaths due to fire. The results of our exploratory analysis indicate that urban sprawl is an important factor in influencing firefighting issues and outcomes in the United States. Moreover, urban sprawl frequently becomes a factor in delayed response to fires which, in turn, could lead to additional deaths and property loss.  相似文献

We use a policy change that occurred in Oregon in the late 1980s to re‐visit the budget‐maximizing agenda setter theory of local public expenditure. Prior to 1987, Oregon school districts held operating levy elections with an exogenous, often zero or very low, spending reversion. From 1987 through 1990, districts experienced a “safety net” regime where the reversion was at least the previous year's nominal spending. We find that the “safety net” sharply limited the agenda setter's ability to use the reversion as a threat to obtain voter approval of relatively large expenditures.  相似文献

Abstract

This paper suggests that the time-inconsistency approach is inadequate to analyze the political economy of monetary policy in Brazil. The paper develops an alternative theory that emphasizes distributive conflict, and argues that building credibility with a fixed exchange rate and through inflation-targeting was not central for stabilization. A contested-terrain analysis of the Brazilian case suggests that the current monetary regime benefits financial or rentier interests while the manufacturing sector and workers bear the costs of this policy.  相似文献

This paper aims to examine the evolution and major transition of Thailand's higher education system and its contribution to deepening and broadening local university-industry linkages (UILs), especially in Thailand's high-tech, mid-tech, and science-based industries. The ties with universities were deployed differently across sectors. Key driving factors are individual firms' strategies and efforts to upgrade their production bases in Thailand and sector-specific government initiatives to facilitate university-industry collaboration. While the UILs in the automotive sector are limited, the pharmaceuticals and electronics have shown collective effort in establishing sector-wide UILs.  相似文献

Open Source Software (OSS) has become an important alternative method of organizing the production of software and has gained in popularity and use because of its benefits and costs relative to the dominant proprietary software model. In this paper, I use evidence from the United States and Canada to examine the distribution of these benefits and costs. I argue that although the rhetoric surrounding OSS is supported empirically, the benefits of OSS have been limited because of the way this technological project has evolved within its associated policy environment. That is, although ostensibly neutral, the policies and laws of both the U.S. and Canadian governments have tended to be positioned implicitly against the use of OSS both in the public sector and in the economy generally. In addition, OSS use and development requires a set of skills that are absent in many instances or create prohibitively high costs. Thus OSS is typically used by larger organizations, and its development is restricted to a mostly male, highly educated, high-income group of contributors. Therefore while the benefits of OSS are real, the distribution of these benefits is skewed.  相似文献

This article estimates the public–private sector wage differential in Estonia over the transition period. Quantile regression is used with a dataset from Estonian Labour Force Surveys from 1989 to 2004 for this purpose. The results of the analysis indicate that the public–private sector wage differential was negative during early transition but has decreased subsequently. It also shows that employees with low potential wages tend to gain more or lose less from working in the public sector than workers with high potential wages. The public–private sector wage differential is negatively related to the number of public employees and tends to be counter-cyclical. Political cycles have no effect on the public–private sector wage differential in Estonia.  相似文献

This paper examines a fundamental issue in the theory of economic organization: the optimal level of market competition. Answers in neoclassical and new institutional economics are identified and critiqued. The analysis shows that selective assumptions in both fields produce distinctly market-favoring and "more competition is better than less" conclusions. The paper generalizes these assumptions and demonstrates organization-favoring and "less competition is better" positions are equally plausible. The paper also argues that part of the market-favoring bias in these fields stems from failure to distinguish between conditions of market failure and organizational success. Given these problems in extant theory, this paper develops an alternative institutional theory of economic organization, drawing principally on ideas of Walton Hamilton and John Commons. This proposed alternative shows that the optimal level of competition occurs at an intermediate level in the competition/cooperation spectrum (a mixed economy) and varies with five key determinants of the economic order.  相似文献

State and local debt in the United States more than doubled as a share of gross domestic product between 1953 and 2007. Using a historical accounting framework, we find that there is no straightforward relationship over time between state and local deficits and debt growth. We find that only 17 percent of the variation in aggregate state–local debt ratios comes from variation in the fiscal balance. This is especially true in the 1980s, the period of most rapid increase in state–local debt ratios. Before 1980, there were small but persistent deficits, but stable debt ratios. In the 1980s, state and local sectors shifted toward budget surpluses but saw rising debt ratios. This is explained by a faster pace of asset accumulation. Our results demonstrate the autonomy of balance sheet variables and suggest that changing debt ratios cannot be explained by real income and expenditure flows.  相似文献
