There is a large degree of variation in the number of general-purpose local governments and school districts, per square mile and per person, among United States' metropolitan areas. Using data from 1982, this paper provides an empirical test of whether economic factors (especially variation in demand for local government services) partly account for these differences. The empirical findings show that after controlling for political, historic, and institutional factors, variations in the characteristics that affect demand for local government services do influence the number of local governments. This result is consistent with the hypothesis first put forth by Tiebout.  相似文献

Abstract . The hypothesis that Black female wage earners face greater wage discrimination than their White female or Black male counterparts is supported by evidence derived from a version of a widely used method for decomposing wage differentials. This version allows one to measure both the “cost” of being a female or Black wage earner and the “benefit” of being a male or White wage earner. The approach yields a model which is validated by testing with Census Bureau samples (n1,2,3,4= 23,800). The empirical test indicates that when skills are fairly comparable, the Black female earns an average wage nearly 21 percent lower than the White male average, whereas the White female's average was 15.5 percent lower. It suggests that being female has a relatively greater impact on Black female wages than being Black.  相似文献

本文基于中国1978~2009年的时间序列数据,将失业率分解为结构性失业和周期性失业两部分,分别考察其与城镇居民收入差距的关系.结果表明:结构性失业率上升使得我国城镇居民收入差距拉大,而周期性失业率对其影响微弱.进一步的稳健性分析表明,结构性失业的直接受损群体为低收入阶层.对于城镇高收入阶层,无论是周期性失业率还是结构性失业率,都不对其收入水平构成显著性影响.  相似文献

According to recent evidence, racial and ethnic discrimination in housing continues to be widespread. This paper estimates the cost this discrimination imposes on black and Hispanic households. Building on the work of4, the paper develops a housing search model and measures the cost of discrimination by its impact on the gain a household can achieve through housing search. The cost of discrimination is then calculated for a representative sample of households. The punchline: Black and Hispanic households pay a discrimination “tax” of almost $4,000, on average, every time they search for a house to buy.  相似文献

In the wake of the 2007–08 housing crash, the Black–white wealth gap reached a staggering 20 to 1. Since then, a growing chorus of influential voices has proposed measures to increase the Black homeownership rate as a means to narrow the gap. Others, however, have argued that the uneven racial geography of home price appreciation necessarily restricts the degree to which Black households, in the aggregate, can build wealth via homeownership. We aim to contribute to these debates by theorizing a racial appreciation gap as a central feature of urban housing markets under racial capitalism, and analyzing how neighborhood racial and income characteristics have structured home price appreciation from before the height of the housing boom (2000–03) to its post-crisis recovery (2014–16). Focusing on the two counties that encompass Atlanta, Georgia, USA—an area famous for Black prosperity—we find that a neighborhood's racial composition has a more salient impact on home price change than its income. Results indicate that when a place is marked as Black, this may itself inhibit home price appreciation, suggesting that an enduring racial appreciation gap may limit the potential for Black homeownership to substantively narrow the racial wealth gap.  相似文献

A bstract . This article tests the hypothesis that increased product market competition of deregulation decreased employer and union wage discrimination in the motor carrier industry. Specifically, in each regulatory period, we estimate the portion of the industry racial wage differential that is due to racial differences: in driver attributes, returns to attributes, and unionization. Our findings suggest that enhanced product market competition directly reduces wage discrimination and may have a smaller indirect effect of further reducing racial wage disparities in industries with racially exclusive unions. These findings support the use of competition to reduce wage discrimination as opposed to government intervention.  相似文献

This paper uses 1987–88 U.K. survey data from the unemployment inflow to investigate the ability of ethnic variation in commuting willingness to account for longer non-white unemployment spells. The study is motivated by the possibility that ethnic minorities are at greater risk of spatial mismatch unemployment because they are more geographically restrictive in their job-seeking activities. Our findings support this hypothesis and indicate that lower commuting willingness explains about 20% of the differential between the average unemployment spells of ethnic minorities and whites.  相似文献

This paper applies a consistent framework to four comparably sized metropolitan areas to identify and characterize their employment centers. Employment centers are identified as places that exceed a threshold employment density and a threshold employment level. They are also characterized as specializing on the basis of location quotient analysis. We find clear evidence of specialization in every employment center in the four metropolitan areas studied. Our interpretation is that what we are observing is a systematic change in metropolitan structure rather than a random sprawling of firms. We also find some evidence that the size distribution of employment centers follows the rank-size rule. This suggests that there is structure not only in the distribution of economic activity among the employment centers but also in their size distribution. Because less than 50 percent of metropolitan employment is within employment centers, future research should focus on understanding the more diffuse employment patterns. The rank-size rule gives some guidance as to the expected size distribution of employment throughout the metropolitan area.  相似文献

This article develops the concept of territorial stigma by analyzing how it can be cultivated at the level of political institutions across administrative divides. I consider the case of Detroit's regional water department, which until 2016 was owned and operated by the city and served over 120 suburban regional municipalities. I start by examining the cooperative city–suburban water system expansion in the 1950s and then analyze the rise of Detroit's first black‐led administration in 1974, after which the water authority became a key regional institution that provided an opportunity for white suburban leaders to organize against the city. I find that suburban leaders advanced their immediate goal of mitigating rate hikes by declaring the city to be greedy and inept, instead of acknowledging structural conditions that increased operational costs. This had the effect of reproducing racialized stereotypes at the political level, which had enduring effects. The argument builds on the existing literature on territorial stigma by (1) identifying state institutions as sites for the propagation of stigma and (2) considering stigmatized places in relation to their non‐stigmatized neighbors. The analysis integrates material‐structural and cultural‐symbolic factors in order to understand the perpetuation of regional urban inequalities.  相似文献

Accounting for convertible debt has long been a source of controversy in the accounting profession in the U.S. Current U.S. accounting rules require classifying convertible debt at date of issuance as entirely debt until conversion, despite numerous studies that assert that convertible debt is not entirely debt, but is a blend of debt and equity. Convertible debt has taken on international interest because of the issuance of International Accounting Standard (IAS) 32, Financial Instruments; Disclosure and Presentation, which prescribes reporting separate debt and equity components for convertible debt. This study examines convertible debt issued by U.S. firms and non-U.S. firms listed in the U.S. using a levels approach. Specifically, convertible debt is compared to straight debt and contrary to ex ante expectation, convertible debt was not found to be perceived as being significantly different than straight debt for U.S. firms for any years and is statistically different in only two of the six years tested for non-U.S. firms. The validity of this study's findings is underscored by its research design, which compares convertible debt and straight debt issued by the same firms. The findings suggest that investors regard reported amounts of convertible debt similar to straight debt in their assessment of firm value.  相似文献

Using annual data from 1919 to 2002, the structural transformation hypothesis proposed by Simon Kuznets helps explain the U-shape of U.S. top 1% or 0.01% income share distributions. Flexible autoregressive lag representations are employed and generalized methods of moments reinforce our results. First, as the employment share in goods producing activities falls, income inequality increases in the long run. Second, federal top taxation has only shortterm negative impacts. Third, these major results hold to business cycle controls (linear time trend and real output fluctuations) and to robustness checks of structural changes documented for the U.S. economy around the late 1970s.  相似文献

This paper proposes to study the American efficiency of educational diffusion and research productivity following two distinctions: urban vs. rural areas and public vs. private universities. Following this geographical consideration, knowledge diffusion seems to be homogeneous over the American territory, whereas research productivity is more heterogeneous: American research efficiency decreased of 7% points, due to some rural university localizations. Universities in urban areas favor educational quality through high student selection criteria, contrary to those located in more rural areas. Third, public universities present higher educational efficiency, in favoring educational quality over research productivity: the lesser research efficiency of public institutions comes from difficulties in the management of several campuses, by comparison with the private institutions which are all single-campus.  相似文献

In a rapidly growing industry, potential entrants strategically choose which local markets to enter. Facing the threat of additional entrants, a potential entrant may lower its expectation of future profits and delay entry into a local market, or it may accelerate entry due to preemptive motives. Using the evolution of local market structures of broadband Internet service providers from 1999 to 2007, we find that the former effect dominates the latter after allowing for spatial correlation across markets and accounting for endogenous market structure. On average, it takes 2 years longer for threatened markets to receive their first broadband entrant. Moreover, this entry delay has long‐run negative implications for the divergence of the U.S. broadband infrastructure: 1 year of entry delay translates into an 11% decrease on average present‐day download speeds.  相似文献

This paper develops new evidence on the hazard function for strike duration, and on cyclical changes in this function, using data on contract strikes in U.S. manufacturing industries. A flexible duration model is estimated, and it is found that the hazard rate is generally a U-shaped function of strike age. The level of industrial production is found to have a significant positive effect on the hazard rate: strike duration is countercyclical. A convenient parametric model of heterogeneity and duration dependence is introduced, in which the logit of the hazard rate is a polynomial function of strike age, up to a random individual effect drawn from a beta distribution. Estimates of this ‘beta-logit’ model indicate that it is difficult to detect the influence of unobserved heterogeneity on the aggregate hazard function for strike duration.  相似文献

Previous work on structural change in agriculture has failed to distinguish long-run trends from structural breaks leading to new trends. We measure structural changes as statistically significant breaks in either stochastic or deterministic time trends, and apply these measures to agricultural productivity and research. Productivity has a break in 1925 accompanying agriculture's early experience with the Great Depression. Research trends shifted in 1930 as the Depression and new technology began to strongly influence efficient farm size and capitalization. After modeling lags between research and productivity impacts in a vector autoregression (VAR), we compare our results to earlier work by developing a procedure to estimate the rate of return to research from the impulse response function of the VAR.  相似文献
