The employment system of the former GDR–like that of other socialist countries–could be seen as an aggregation of ‘internal labour markets’ with long term employment, internal promotion and little external mobility. Consequently the rapid integration of the East German economy into the western market economy has led to structural problems of the labour market which combined with and intensified the general effects of the sharp decrease in the demand for labour.  相似文献

In this paper, we introduce scarcity into a conventional demand-driven input–output system to produce a ‘flex-price’ Leontief model. We retain the fixed technical coefficients but allow changes in relative prices to reflect variations in the real wage. Because the consumption coefficients increase with the real wage, the aggregate labour demand curve is found to be upward sloping. This produces conventional results, as long as the labour supply curve is perfectly elastic (horizontal). However, once we introduce labour scarcity, in the form of an upward sloping labour supply function, we derive the seemingly paradoxical result that the output and employment effects of a demand expansion are greater here than in conventional input–output. Through simulation, this result is found to be strongly dependent on the assumption of export exogeneity.  相似文献

This article examines the links between epidemics and their economic consequences, specifically in terms of their impacts on labour markets and jobs. To exemplify the above, we examine the effects of SARS (Severe Acute Respiratory Syndrome) on the Hong Kong economy, its labour market and its level of employment and unemployment. The article hypothesizes that the greatest impact would be on human resource management (HRM) in the service industries and on particular sub-sectors, such as the hotel sector. It concludes that the dramatic demand and supply ‘shocks’ significantly affected both the demand for and the supply of labour in the sector, with discernible HRM consequences.  相似文献

This paper is a product of the ESRC's Local Governance research programme which considers the employment implications of the introduction of market forces into the provision of local government services in the United Kingdom. It discusses the fragmentation of labour markets as both a process and outcome of the commercialization of local service provision. In contrast to privatization scenarios, marketization suggests the blurring of the distinction between public and private employment deriving from the commercialization of municipal services and the transmission of local authority work organization and culture into the private sector. An assessment of employment change, workforce recomposition and bargaining capacity is offered which leads to the development of new models for institutional restructuring. ‘Sectoral de-differentiation’ is a concept developed to address the evolution of new labour market patterns and a ‘public capsule’ model is offered to explain the locality and service variations in marketization outcomes.  相似文献

In this paper, we examine the effects of SARS (Severe Acute Respiratory Syndrome) on China's human resources, its labour-market and its level of employment and unemployment, looking specifically at what was one of its economically most vulnerable points, the hotel industry. The paper hypothesizes that the greatest impact would be on human resources in the service-industries and on particular sub-sectors, such as employment in hotels, located in three main cities in the PRC, in Beijing, Guangzhou and Shanghai, catering to both overseas as well as domestic tourism. It tentatively concludes that the almost dramatic demand and supply ‘shocks’ may have directly affected both the demand for and the supply of labour in the sub-sector, with discernable employment consequences.  相似文献

This paper analyses trends in labour productivity and its underlying determinants in a panel of OECD countries from 1979 to 2002. Data Envelopment Analysis (DEA) is used to estimate a Malmquist measure of multifactor productivity (MFP) change. We decompose the growth in labour productivity into (i) net technological change (ii) input biased technical change (IBTC) (iii) efficiency change and (iv) capital accumulation. We analyse the effect of each of these factors in the transition towards the equilibrium growth paths of both labour productivity and per capita GDP for the OECD countries, controlling for the effects of different policies and institutions. The results indicate that on average gaps in productivity or income levels are narrowing down although there is no evidence to suggest that the entire OECD area comprises a single convergence “club”. Using kernel estimation methods we find that that labour productivity and per capita GDP are settling toward a twin peak (bimodal) distribution. Panel unit root tests over an extended (1960–2001) period provide general support for the convergence hypothesis. Analysis of the contributions of productivity growth within industries and sectoral composition changes show that aggregate productivity change is predominantly driven by ‘net’ within sector effects with very little contribution emerging from sectoral shifts (the ‘in-between’ static or dynamic effects resulting from higher or above average productivity industries gaining employment shares or low productivity industries losing shares).  相似文献

The implications of matching function models for the relationship between labour market tightness and the transition probability into employment are summarized. These implications are then tested using monthly data for three Canadian provinces: British Columbia, Ontario, and Quebec. Testing methods use flexible regression techniques so as to reduce the effect of any extraneous restrictions. The results show rough concordance between theoretical assumptions and empirical facts. Evidence of non-linearity in the estimated relationships favours a search-theoretic model of labour markets over one based on queues and some quantitative results offer guidance to those using ‘calibrated’ search models in theoretical analysis.  相似文献

鉴于一般的宏观经济预测模型中缺乏对历史数据反映供需失衡状态的分析,本文构建了一个基于投入产出(IO)分析原理的总供给—总需求(AS-AD)分析框架,以中国1987~2007年投入产出表为基础进行实证分析。结果表明:我国货币政策和财政政策对经济均衡产出水平的影响较小;减税能够改善就业和对外贸易状况,且对劳动者收入改善效果显著;劳动生产率提高是经济增长的有效途径,但需要改善就业和劳动者收入政策措施的配合。  相似文献

Government wage, benefit, and employment decisions are not taken on a profit-maximizing basis, and have a substantial impact on aggregate labour market performance and unemployment. In a two-sector labour market model with free mobility of labour, an increase in government wages or benefits reduces private sector employment, and government employment is not an effective counter-cyclical instrument. Empirical tests for Greece confirm that the expansion of the public sector in the 1980s contributed to the deterioration of labour market performance.  相似文献

From a very centralistic and collectivistic tradition after World War Two, Dutch employment relations now show a trend towards radical decentralisation and individualisation. What might be the consequences of this trend for labour relations? Do developments still fit within a movement towards ‘organised decentralisation’ or will the existing system of labour relations be hollowed out and destroyed? And what will be the consequences for ER management at company level? We present empirical data on how companies deal with their decentralised and individualised employment relations. It appears that, in the main areas such as labour contracts, working time arrangements, reward systems and development plans, decentralisation and individualisation are taking place. It has also become clear that management as well as workers support this and that a new form of negotiation between them is developing at workplace level, resulting in what we call ‘third contracts’ that are additional to the initial labour contract and the collective agreement. Our results also highlight the pragmatic way in which companies deal with these decentralised and individualised employment relations, which, nevertheless, remain linked to the national and collective levels of bargaining. Within the multilevel system of Dutch employment relations a new balance between collectivism and individualism is emerging.  相似文献

This paper introduces an econometric input—output model for Western Germany in a disaggregation of 12 commodities and sectors. The ‘Jorgenson’-type equilibrium model is based on flexible functional forms on the supply and on the demand side of the commodity markets. For intermediate demand, the relationship between the translog function and its special cases—the Cobb-Douglas function— is exploited. Prices and production are endogenized by market-clearing conditions. The fully integrated model also endogenizes capital accumulation, a rudimental govern-ment budget and income distribution, as well as wages and labour demand on rationed labour markets. The results of a dynamic ex post simulation show that the model is able to depict the sectoral economic development in Germany in the sample period from 1970 to 1986.  相似文献

Many employers seek flexibility through part-time or temporary employment to achieve improved competitiveness and success. Using strategic choice theory, this study is a longitudinal examination of employers’ strategic decisions of reducing labour costs and using part-time or temporary workers on workplace performance. Workplace performance is measured through profitability, productivity and change in net operating revenue. Statistics Canada’s Workplace and Employee Survey longitudinal workplace data are used for the analysis. Results show that reducing labour costs strategy has no effect on profitability, productivity or change in net operating revenue, and using part-time or temporary workers strategy shows decreased profitability and productivity, and that there is no effect on the change in net operating revenue in Canadian workplaces studied. Based on these findings, we recommend that employers, in Canada and elsewhere, not only carefully weigh reducing labour costs and employing part-time or temporary workers strategies for workplace performance, but also reconsider such strategies and instead seek alternative means of improving workplace performance.  相似文献

This article sets out to cast greater light on employment practices in an emerging ‘socialist market economy’. It is based on empirical research carried out in a range of Chinese enterprises, which are then examined in terms of their management-labour relations, employment practices and human resources. Although the ‘iron rice bowl’ system of job security and ‘cradle-to-grave’ welfare coverage found mainly in state-owned enterprises is now being phased out, the study concludes that the degree of overlap with Sino-foreign joint ventures which are often portrayed as more likely to implement labour market-driven practices, to be as yet only partial.  相似文献

This article examines the ‘politics of production’ within grocery warehousing and distribution. In doing so, it highlights the complex linkages between logistics companies and their dominant supermarket customers. Building on the work of Glucksmann and the notion of the ‘total social organisation of labour’, the article reveals how an understanding of employment change within grocery distribution necessarily involves mapping these linkages, thereby examining how they impact on the labour process. Drawing on case‐study evidence from two third‐party grocery distribution companies, it examines empirically the nature of the linkages between these organisations and their effects on the labour process. It also explores the extent to which organised labour within these interconnected distribution companies is able to mediate and re‐shape the requirements placed upon them by their customers. It concludes by highlighting how the power of the retailers and the corresponding ‘logistics revolution’ has reshaped the politics of production. In addition, it calls for an understanding of work and employment in warehousing and distribution, which engages with the complex articulation between production, distribution and exchange.  相似文献

Despite the increased attention paid to the role and effects of migrant labour in the contemporary economy, there has been insufficient attention to the role of employers and the employment relationship. Recent studies have highlighted distinctive labour power characteristics of new labour migrants from Central and Eastern Europe that make them ‘good workers’ in the eyes of employers. Drawing on multiple case studies across the supermarket supply chain, this article explores what kind of human resource migrant labour is perceived to be, particularly by employers, and what happens in practice as the dynamic tensions of the employment relationship unfolds in particular sector contexts. It argues that utilisation is conditioned more by the requirements of temporal flexibility – framed by the dynamics of employment within the supply chain – than any essential features of migrant labour power.  相似文献

The study assesses net employment effects of technical progress, which can be expected by the ongoing transition from end‐of‐pipe technologies towards cleaner production. Empirical evidence is presented on the basis of case studies and firm data including a telephone survey from German industry. The main result is that the transition from end‐of‐pipe technologies to cleaner production leads to a net creation of jobs, which is however restricted to a only small number of firms and to the group of highly skilled labour. Eco‐innovations, like other innovations, are non‐neutral. The demand for skilled and highly skilled labour rises while the demand for unskilled labour decreases. Synergies between environmental, labour market and innovation policy are apparent but they are however small and specific. The exploitation of these synergies requires the design of specific policy programmes differentiating between types of eco‐innovation. The promotion of product‐integrated environmental measures should be more successful if new products complement older ones, while process‐integrated environmental measures should be more successful if consumers' demand is more price elastic. Drawing upon an extended case study in six industrial sectors in the city of Thessaloniki, Greece this paper highlights that the transformation of the local production system is based on the locally specific interaction of two interrelated restructuring trajectories: a ‘weak’ strategy that is mainly associated to small/medium‐sized labour intensive enterprises and a ‘strong’ strategy which is fairly connected to large, increasingly internationalised firms. Both these strategies are found to be in need of cheap labour while they make use of the locally diversified atypical employment pools, though in different ways. In parallel, they presuppose a subordinated integration into subcontracting production systems that expands towards the regional, the Balkan and the international arena. The paper underlines that restructuring strategies in Thessaloniki, especially the prevailing ‘weak’ one, do not seem to alter the conditions of backwardness for the local productive system. Apart from leaving local structures poor in innovative production, automated machinery and non‐hierarchical networking practices they are largely based on diffused, poorly‐paid atypical employment.  相似文献

Economic growth during the second half of the twentieth century was not accompanied by an improvement in the position of women in the Japanese labour market. The peripheral position occupied by women was due, in large part, to the substantial barriers created by the internal labour market with its employment practices such as ‘lifetime’ employment, seniority promotion, and on-the-job training. In the past decade, the use of such practices has declined and the corresponding erosion of the internal labour market, coupled with a predicted skill shortage, was seen as an opportunity for women to gain a degree of equality in the workplace. Yet, the changes to the structure of the internal labour market have not been able to overcome the discriminatory work practices are that are embedded in the way work is organized. This paper presents the ‘KMGT’ (Keynes–Metzler–Goodwin–Tobin) portfolio model and studies its stability properties. The approach to macrodynamic modelling taken here extends the KMG model of Chiarella and Flaschel (2000) , focusing in particular on the incorporation of financial markets and policy issues. The original KMG model considered three asset markets (equities, bonds and money) but depicted them in a rudimentary way so that they had little influence on the real side of the model. The only financial market influencing the real side of the economy was the money market (via an LM curve theory of interest). Here Tobin's portfolio choice theory models the demand for each asset in such a way that the total amount of assets that households want to hold equals their net wealth, which is a stock constraint attached to portfolio choice. There is also a flow constraint, that the net amount of assets accumulated (liabilities issued) by one sector must equal its net savings (expenditures). The Tobinian macroeconomic portfolio approach characterizes the potential for financial market instability, focusing on the interconnectedness of all three markets. The paper goes on to study the potential for labour market and fiscal policies to stabilize unstable macroeconomies.  相似文献

Despite the current interest in the growing amount of Chinese and Indian investments in African countries, little is known on the impact of such investments on the employment conditions of African workers. This study investigates the employment practices of a Chinese-owned and an Indian-owned manufacturing company in Ghana in relation to the national labour laws and international labour standards. This article argues that given the weaknesses in the institutional and financial capabilities of the state and the resultant large scope of autonomy assumed by multinational corporations (MNCs), it is highly unlikely that MNCs will voluntarily adopt a high level of labour standards without tangible benefits to the business. This is particularly the case for smaller MNCs from emerging economies such as China and India, as they often slip through the net of international pressure groups and are most unlikely to receive pressure in their home country to observe labour standards in their overseas operations. This study has policy implications for Ghana and other less developed countries that are seeking foreign direct investment to help national development.  相似文献
