Many commentators have attributed the poor performance of British manufacturing to the ‘under-representation’ of engineers in management, and have proposed policies for bringing more engineers into management so as to develop a technologically oriented management culture. This paper argues that the under-representation of engineers in management is a symptom not the root cause of the problem, which lies in the split between technical and managerial expertise at the enterprise level. Based on a comparative analysis of engineers’ work roles and the relationship between technical and managerial functions in British and Japanese electronics firms, the paper argues that the mechanistically structured organization systems in the British firms generate a vertical polarization between technical and managerial roles, inhibit knowledge sharing and lead to the gross under-utilization of engineers in product development. A technologically oriented management cannot simply be achieved by getting more engineers into management. It requires, instead, organizational restructuring and changes in work practices to enable a better integration between technical and managerial expertise.  相似文献

Private sector-style management initiatives to ensure UK public services managers’ learning from private sector management practice are examined, and their rationale questioned. The lack of a coherent, systematic and agreed view of what constitutes ‘management’ and ‘managerial work’ in the private sector is discussed. It is argued that there are reasons for believing that the particular character and organizational contexts of public services will require different managerial behaviours. The manner in which experimental managerial initiatives in some public services have shifted into mandatory innovations is examined. Such innovations can be incompatible with the values of those managing in the public service, who frequently fail to recognize the advantages of late innovation, incrementalism and circumspection. In public services particularly, many managerial activities are the province of ‘non managerial’ staff. Though frequently not considered, the values of these de facto managers may be central to the progress of such innovations. It is further argued that risk-taking as applied in a business context is inappropriate to the degree that public services managers must be concerned with the common weal, equity and accountability. The article concludes with a detailed research agenda to support the need to recognize public services management as a rich and varied area of managerial behaviour in its own right. Its character and variation warrants further investigation as a basis for formulating more appropriate management concepts against which to measure public services managers’ behaviour and performance.  相似文献

Recent developments in organization theory have seen an increase in the amount of attention being paid to competing interests and definitions of situations existing within organizations. Greater emphasis is being put on ‘micropolitics’ and on various non-rational aspects of behaviour. In line with these developments, the concept of ‘group ideology’ is used to analyze the ways in which various interests were articulated and mobilized around in a case of major organizational change in an engineering company. Summary The pace of change of the last ten years has challenged the traditional management processes to the point that the key organizational question is no longer to fit new strategies into available organizational patterns but instead to fit the organizational structure to the kind of problems to be faced. However, the intricacy of strategic and structural difficulties is often such that the appraisal of organizational inadequacies may prove difficult: symptoms may be wrongly considered as problems which may in turn be over-or understated so that corrective measures may well be inappropriate. This is why the saying‘When in trouble, reoganize!’is of little practicability. The lack of organizational planning in framing responses to structural problems will more and more make adjustments necessary. In our attempts to define the nature of organizational changes which are likely to occur within business firms in the future, we shall isolate the stragetic decisions related to corporate expansion on a transnational, trans-continental and eventually on an intercontinental scale. We shall start by analysing present organizational patterns — as they reflect decisions made in the past regarding current strategies — and we shall try to outline some possible structural developments as they may be required by the implementation of future strategies.  相似文献

This article examines the way in which observed rituals in management activity appear to contribute to the accomplishment of management control. It argues that any examination of organizational activity involving a dimension so ethereal as ritual is bound to be problematic. It is nevertheless an important feature of organizational life and, therefore, a fruitful framework for understanding complex organizations. The article suggests that in the particular organization studied, issues of management control are expressed in various ways which reflect a chain of command, being alternatively brought into sharp focus and then blurred. It is suggested that this can be seen to represent activities which involve considerable components of what ethnomethodologists might call ‘artful practice’.  相似文献

Abstract Seventeen intact collegiate groups of managers from eight companies and two publicly owned organizations described the organizational climates in which they worked. Their perceptions ranged from highly favourable to highly unfavourable. Did the occupational histories of the 134 managers influence their perceptions? Could the differences in their evaluations have arisen from other features of the environment, for which unobtrusive measures were available? Or was the level of each group in the hierarchy the prime determinant? All of these explanations have some plausibility in relation to the data presented. It is probably impossible to create‘the right climate’for management development by piecemeal strategies which ignore the significance of market success and deal only with the immediate experience of managers. On the other hand, a global strategy which concentrates on external factors and minimizes the importance of the individual's contribution in his particular location is likely to be equally defective. The major moderating variable in this study between the perceived developmental climate of the organization and the manager's occupational history was the salary he was paid.  相似文献

Studies of recent developments in personnel management have concentrated on personnel specialists. It is also necessary to consider how general managers view labour relations. This article analyses a survey of the senior site managers, ‘factory managers’, in 229 large manufacturing establishments. The need to examine higher levels of firms notwithstanding, the establishment level remains of crucial importance, for it is here that policies are implemented. Factory managers might be expected to see labour relations as unimportant. In fact, they saw them as crucial to the operation of the plant, and the managers played a substantial role in decisions on personnel questions. They saw labour relations not in terms of overcoming union opposition, or even of formal institutions, stressing instead the involvement of individual employees. This article analyses these findings and raises some questions about the extent and depth of British management's commitment to this new style of labour relations.  相似文献

Recent interest in the growth of subcontracting, as part of a broader trend towards greater ‘flexibility’in forms of employment relationship, has not as yet been matched by a full consideration of its organizational and managerial implications. In particular, the question of whether or not subcontracting has an impact upon, or is affected by, the organization's structural characteristics remains largely unexplored. the aim of this article is to report findings from a detailed study of subcontracting practices across a sample of British industry, which focuses upon the relationship between subcontracting and organizational characteristics. the results indicate several important points about the practice. Firstly, that there is wide variation in the use of subcontracting across industry, although the overall extent is limited. Secondly, that variation in the practice is significantly related to basic firm characteristics - namely, industrial sector, type of production system and pattern of ownership and control. Thirdly, that, on balance, subcontracting is associated with more, not less, structural complexity. Finally, that this greater complexity is found in particular types of firms - notably, outside the manufacturing sector, in mass and process production systems and amongst British independents and subsidiaries, rather than in their foreign competitors.  相似文献

A popular stereotype has it that German firms are somehow ‘long-term strategically oriented’ and British firms focus on short-term financial gain. Analysing ethnographic material from British and German brewers, this paper explores how management accountants in the two countries conceive of their relationship with processes of strategic formulation and how they seek to mobilize strategic arguments in their day-to-day contacts with operational management. The focus of this study is not on the strategy debates which one might expect among senior management, but on routine interaction between management accountants and managers in which the mundane events of organizational life are made to happen in the name of loftier ‘strategic’ priorities. From observations of such interaction and management accountants' reflections on them, contrasting ways of integrating management accounting expertise with operational knowledge of the firm are suggested for the British and German brewers studied. Those contrasts are developed by drawing on the relationship between time and the possibility for strategic intervention more generally.  相似文献

Much organizational restructuring, at least in the UK and USA, seeks to replace organizational regulation by that of the market. These developments centre around an emphasis on relations with customers - the ‘sovereign consumer’- as a paradigm for effective forms of organizational relations; they are apparent in, and underpin, a wide variety of organizational developments: just-in-time, total quality management, culture change programmes. Understanding these developments requires consideration of the discourse of enterprise of which the culture of the (internal) customer constitutes a key element. Defining internal organizational relations ‘as if’they were customer/supplier relations means replacing bureaucratic regulation and stability with the constant uncertainties of the market, and thus requiring enterprise from employees. This discourse has fundamental implications for management attempts to define working practices and relations and, ultimately, has impact on the conduct and identities of employees. Understanding these developments is not possible if analysis remains at the level of the organization. It requires that organizational restructurings, and the discourse which supports them, be located within the social and political rationality of enterprise. The certainties of management, the conviction that environmental challenge and competitive threat must be met by the cult[ure] of the customer, are due to managements’largely unquestioned acceptance of the normality and perceived good sense of the discourse of enterprise.  相似文献

Increased competition in the global market and the rapid pace of technological development have led to the proliferation of cross-border partnerships among multinational firms. However, diversity in national backgrounds, management systems and work practices between partner firms can limit the development of robust co-operative relationships and impede the formation of integrated work teams. This study provides a concrete analysis of how the diversity in the technology management systems and work practices between a Japanese and British electronics firm has constrained their collaboration. It examines how the two firms attempt to co-ordinate the work of their engineers and analyses the limitations of their adaptive strategies. The paper argues that mutual adaptation and organizational learning can have only limited effect in accommodating some of the fundamental differences between the partner firms many of which are closely interwoven with diversity in national institutions and societal contexts. It also argues that ‘integration’ and ‘acculturation’ do not really address the full range of the problems. Inter-firm diversity, although conflict-inducing, is also a source of competitive advantage for the partnership. Firms engaged in global collaboration must face the persistent tension between the need to preserve their core strengths and the pressure for global adaptation.  相似文献

Collaborative relationships between firms have been growing in importance, including ‘partnerships’ between customers and suppliers. Institutional economists and sociologists have different views on the origins, character and consequences of partnership, and the nature of this debate is outlined, as well as the implications for the reality of ‘partnership’ and its role in the diffusion of business practice. Against this background we use case study and survey evidence to explore the transition within the supply chain relationship, from a customer ‘demands’ model and hence to ‘supplier development’. Supplier development can be seen as an aid to risk reduction, particularly where it involves management control system development in the supply organization. The partnership implications for the human resource management (HRM) function are explored. Supply-side partners are likely to be involved increasingly with activities that will underpin the alliance (for example, training, cultural change and removal of industrial relations obstacles to change). These indirect effects may be supplemented by direct involvement by the HRM specialists in the customer organization, especially where partnership development places strong reliance on the human resource dimensions of the two organizations. Examples of this form of development are discussed. This evidence is assessed in terms of the different disciplinary approaches discussed at the outset. What emerges most strongly is that although ‘partnership’ is used to describe many inter-firm relationships, many of these are very unequal and are recognized to be so, but in other cases evolutionary steps can be taken to reduce the risks involved and lead to apparently equitable alliances. Within this risk reduction process, the role of human resources appears to be of varying importance.  相似文献

Geoffrey Broad, who is Lecturer in Comparative Industrial Relations in the Department of Business and Management Studies, University of Salford, reports on his detailed longitudinal study of the views of British and Japanese managers introducing a ‘high-involvement management’(HIM) strategy in a Japanese electronics plant in Wales. He suggest that the formal arrangements for activating such a strategy – extensive information sharing, team briefing, consultation and quality improvement teams – raised fundamental issues for power sharing and control between the two groups, as well as having significant implications for shop floor relations. In particular, the employee involvement actively encouraged by Japanese managers contrasted markedly with the preferred ‘traditional’ prerogatives of the British managers. In the circumstances, he challenges the popular stereotype of ‘Japanisation’ and points to a range of implications for management development in such initiatives.  相似文献

With increasing global integration, the diffusion of ‘best practice’ is a critical activity in MNCs, particularly for those from developing countries which have recently joined global markets. Recent research has suggested that ‘reverse diffusion’ is an important approach to the internationalization of management. However, there is little empirical evidence in support of this argument. This paper draws on in-depth case studies of the UK subsidiaries of Chinese MNCs to explore the nature and characteristics of diffusion activities. It confirms that ‘reverse diffusion’ played a positive part in the internationalization process of these companies, although the impact on the home firms is limited. It also found that new forms of management transfer are emerging in these Chinese MNCs. This suggests that the diffusion of ‘best practice’ in MNCs can be varied with different national and organizational characteristics.  相似文献

This paper analyses the ways in which a media organization implicated in a series of reputational scandals represents its own management in a comedy series. The organization in question is the BBC (British Broadcasting Corporation) and the comedy series is W1A, a mockumentary commissioned and screened by the BBC in 2014–17. Firstly, I discuss the ways in which W1A as a ‘text’ uses satirical devices to ridicule its own management as well as management fads and fashions. Secondly, I analyse W1A as the ‘intertext’, and consider the satirical representations of management in W1A against the backdrop of the BBC’s reputational scandals. I put forward an interpretation that the intertextual references in the comedy series break down the distance between ‘us’ and ‘the troubled organization’. I also argue that intertextual reading of the series (e.g. the analysis of allusions, cameo appearances, and parallels with the real BBC) throws an entirely different light on organizational wrongdoing, opening new possibilities for organizational reintegration and the repair of broken trust. Not only does the reading of W1A change when the audience considers what is happening in the real BBC, but also our interpretation of what is happening in the BBC may change when we watch W1A.  相似文献

The aim of this article is to question the idea that all professional service organizations are undergoing a process of inter-archetype transformation. This idea, originating in organizational archetype theory, is now being used to interpret contemporary processes of change in British and other public sector services. Drawing on an example of management UK restructuring in social services during the 1990s – that of local authority social services in the UK – two main problems with this thesis are identified. First, this service demonstrates that ‘radical’ change has not occurred and that older professional values and working practices persist. Second, it reveals how, in at least one part of the public sector in the UK, management reforms have been partly undermined by a specific constellation of institutions and practices. These observations call for questioning the proposition that inter-archetype change is what has occurred and that current reforms will inevitably have this sort of transformational effect.  相似文献

The paper presents an assessment and evaluation of what is termed ‘new public management’ at the end of the 1990s. In order to provide this assessment, new public management is defined in several ways: as a movement, as an academic commentary, and as reformed organizational practice in the public sector. The paper uses the UK health sector to examine some of the assumed relationships between ideology, actions and consequences implied within a broad understanding of new public management. Developments in the UK health sector are used to address assumptions focusing on different aspects of the ideology (private sector practices and markets can increase efficiency in the public sector), actions (introduction of market mechanisms and business-like, practices) and consequences (operational performance, strategic direction, governance and values). Drawing on developments in the UK health sector, an assessment of new public management at the end of the 1990s sees it much diversified and expanded from original conceptions, which are ensuring its contested survival as a movement, as an academic commentary, and as reformed organizational practice in the UK despite a change of government in 1997.  相似文献

The existence of distinctive and durable business systems has been a well-researched feature of the ‘varieties of capitalism’ literature. Organizational practices of firms belonging to and operating in these business systems reflect institutional logics that are unique to each particular system. However, the last decade has seen a large growth in cross-border mergers and acquisitions (M&;A), including acquisitions by firms from one business system of firms from another. A model is presented, utilizing an institutional framework and focusing on the acquisition of Japanese companies by foreign firms, to analyse and predict the trajectory of organizational change in such cases.  相似文献

The end of the traditional management career has been heralded with supporting, albeit largely anecdotal, data. The ‘old’ career was set within internal labour markets in large organizations and characterized by long‐term stability. The ‘new’ arrangements have apparently shifted responsibility from employer to employee, with careers being developed across organizations. Such change is premised on new organizational forms and is often associated with a growing sense of employee insecurity. We explore the reality of this ‘new’ scenario through interpretation of in‐depth semi‐structured interviews conducted with middle and senior human resources managers in large firms in Japan, the UK, and USA. The data indicate that most of our case study organizations had downsized and delayered, with hybrid structural forms emerging. Career prospects were diminished, with fewer vertical promotions and a greater emphasis on lateral ‘development’; middle managers were generally resentful of such factors and forces. Although not directly reflective of ‘Anglo‐American’ business practice, similar changes to career trajectories were witnessed in Japan as in the UK and USA.  相似文献

Although climate change appears to be a relatively new public issue, it has not emerged onto a tabula rasa; it affects ‘traditional’ policy sectors. How, then, does this ‘new issue’ interact with established organizational processes, and how is climate change ‘operationalized’ in local practice? Since major events linked to climate change include such things as desertification, climatic migrations, floods and landslides, one might assume that one of its main implications would be a substantial change in land use, or at least a transformation in land organization and management. This article explores the implementation of a ‘flood control area’ as an adaptation practice in the face of climate change. What theoretical and empirical tools should analysis adopt to account for the multiple actors, types of knowledge, artefacts, socio‐technical systems and governance configurations engaged in developing such practices? In other words, to what extent does climate change become a reorganizing category? This article adopts a theoretical approach inspired by actor‐network theory and considers adaptation practice not as a standardized top‐down solution, but as the result of specific local connections among actors, materials and discourses. The analysis suggests that climate change is indeed a reorganizing category, but one that depends on the specific local materializations of the adaptation measure.  相似文献
