Accounting Insights from the Healthcare Sector

There has been a major debate on the merits of accrual accounting in the public sector in general. This paper is an implementation study of accrual accounting in local government. It examines this issue from an implementation perspective. The implementation perspective adopted draws on Matland's ambiguity–conflict model (1995). This research is informed by a combined methods approach: the analysis of public documents and debates; a survey of local authority capital accountants and case study information on management's perceptions of this accounting information. This research reveals a complex outcome of reformers' initiatives which has resulted in these accounting changes being retained within the accounting domain and having limited impact on wider potential users of this information.     

Uniform allocation and reallocation revisited

Thomson (1995a) proved that the uniform allocation rule is the only allocation rule for allocation economies with single-peaked preferences that satisfies Pareto efficiency, no-envy,one-sided population-monotonicity, and replication-invariance on a restricted domain of single-peaked preferences. We prove that this result also holds on the unrestricted domain of single-peaked preferences. Next, replacing one-sided population-monotonicity by one-sided replacement-domination yields another characterization of the uniform allocation rule, Thomson (1997a). We show how this result can be extended to the more general framework of reallocation economies with individual endowments and single-peaked preferences. Following Thomson (1995b) we present allocation and reallocation economies in a unified framework of open economies. Received: 20 February 1999 / Accepted: 15 February 2000

The graph of Lindahl correspondence as the unique von Neumann-Morgenstern abstract stable set

In this paper, we consider a continuum economy with a finite number of types of agent, and several private and public goods. The main result of the paper is that the graph of the equal-treatment Lindahl equilibria mapping is the unique abstract stable set with respect to the dominance relation in economies with crowding effects introduced by Vasil'ev et al. in 1995. The external stability of this mapping implies that, for any equal-treatment allocation x in , that is not a Lindahl equilibrium, there exists a subeconomy of such that one of its equal-treatment Lindahl allocations blocks x. This result is a counterpart of the theorem of Mas-Colell for Aumann's atomless market with private goods.     

The Rocky Road to Privatization

Abstract . Three main types of privatization are found in the United States: (1) lower proportion of Gross National Product preempted by the public sector, leaving correspondingly more for the private sector, (2) transferring present government enterprises to private organizations; and (3) contracting out the production and delivery of services financed by public funds. Most discussions of “contracting out,” which come from the “public choice” school of economics and public administration, mainly emphasize theoretical economic advantages. They also suppose that the practice can eradicate political machinations. In contrast, this evaluation takes into account the practices’intensely political environment. Many of the advantages attributed to contracting out often are not realized. The practice in many cases can save money. But successes are likely to be achieved only with projects meeting certain narrow specifications.
