At last! A new Canadian telecommunications act

Despite profound changes in regulatory jurisdiction over telecommunications, in industry structure and in the basis on which service is provided, there has until very recently been no change in governing legislation in Canada, which dated back to the turn of the century. This article seeks to explain why the legislature, even in a parliamentary system of government, lagged behind the courts, the regulators and the carriers in bringing about industry reorganization. It then examines a number of the more significant provisions of the new legislation, which was eventually passed in June 1993, and concludes with some general observations on the role of legislation in industry liberalization.

Researchers have for some time been interested in the relationship between the strategy and structure of an organization. In this article the authors discuss the most widely-held view on the nature of this relationship, and then suggest an alternative explanation. For them strategy, structure, and environment are closely linked. Whereas men may build the structure of an organization, in practice it is this very structure which later constrains the strategic choices they may make.

电视市场多元化格局仍将共存

Nachhaltige Bioenergie nachhaltig nutzen!

Due to far developed technologies and high shares on the energy provision with renewable energies, bioenergy is often considered as a promising option for a sustainable energy system. But in the last years also critical voices could be heard, for instance with regard to particulate emissions or the production of biofuels. Against this background, various bioenergy-technologies for covering heating demand are analysed and compared with a fossil-supply system. Nine sustainability indicators are derived for each technology and exemplary settlement types of the residential sector. The article shows that the influence of demand side is crucial for the performance of bioenergy.
