In this paper, we investigate the use of geographically weighted choice models for modelling spatially clustered preferences. We argue that this is a useful way of generating highly‐detailed spatial maps of willingness to pay for environmental conservation, given the costs of collecting data. The data used in this study come from a discrete choice experiment survey of public preferences for the implementation of a new national forest management and protection programme in Poland. We combine these with high‐resolution spatial data related to local forest characteristics. Using locally estimated discrete choice models we obtain location‐specific estimates of willingness to pay (WTP). Variation in these estimates is explained by characteristics of the forests close to where respondents live. These results are compared with those obtained from a more typical, two stage procedure which uses Bayesian posterior means of the mixed logit model random parameters to calculate location‐specific estimates of WTP. We find that there are indeed strong spatial patterns to the benefits of changes to the management to national forests. People living in areas with more species‐rich forests and those living nearer bigger areas of mixed forests have significantly different WTP values than those living in other locations. This kind of information potentially enables a better distributional analysis of the gains and losses from changes to natural resource management, and better targeting of investments in forest quality.  相似文献

This paper looks at the optimal location of new forests in a suburban region under area constraints. The methodology takes into account use benefits, non-use benefits (both bequest and existence values), opportunity costs of converting agricultural land, as well as planting and management costs of the new forest. The recreational benefits of new forest sites are estimated using function transfer techniques. We show that the net social benefit of the total afforestation project varies up to a factor 6. The recreational value of a site varies considerably with the available substitutes.  相似文献

This study was carried out to assess cotton farmers’ willingness to pay (WTP) for pest management services in northern Benin. Targeted staggered control (TSC) has been introduced to reduce pesticide use in cotton cropping and generate an estimated benefit of FCFA48,800 (€74.40) per cotton hectare accruing from increased productivity and reduced pesticide cost. However, TSC application requires extra time for pest identification and scouting, and its adoption remains low due to the lack of funding to boost farmers’ awareness and cover training costs. An interval regression model was used to analyze responses to a double‐bounded contingent valuation survey with data collected from 300 cotton farmers. The results showed that 87.3% of cotton farmers were willing to pay for TSC services. Annual WTP per cotton hectare was estimated at FCFA16,962 (€25.80), revealing an existing demand for TSC adoption. Respondents' WTP was driven by farm and socio‐economic characteristics. Financial mechanisms managed by farmers could thus potentially foster technology adoption, and in turn, generate economic and environmental benefits.  相似文献

The economic returns from replanting commercial forests are estimated using an investment model which links physical resource information with economic data, including appropriate monetised values for the major non-market benefits such as recreation and carbon storage. The area and location of sites in Scotland which are uneconomic, i.e. forests, which if replanted with commercial crops, would fail to achieve the current government target rate of return of 6%, are identified. Depending on the values and assumptions used, between 12% (105,000 ha) and 48% (532,500 ha) of existing forests were found to be uneconomic. Because data on the water resource costs of commercial forests are not available and the higher biodiversity value of natural regeneration could not be included in the opportunity cost of land, these percentages are likely to be lower-bound estimates. On the grounds of economic efficiency, abandonment to natural regeneration is the most appropriate land use for these sites, but this might be considered undesirable because of land management considerations. Modified grant payments for natural regeneration under the Woodland Grant Scheme to ensure delivery of enhanced non-market benefits through judicious management and silviculture are suggested. Cautious implementation of this new policy is, however, recommended while further research on the physical suitability of sites for natural regeneration is carried out. More work is also needed to value the non-use benefits of different forest types.  相似文献

The paper addresses the question of who benefits from public recreation areas. Employing a set of survey data from users and nonusers of state-owned recreation and conservation areas in Finland, we derive two measures for distributional analysis. The first, the income elasticity of willingness to pay for recreation services, indicates that public provision of recreation benefits lower-income groups more than higher-income groups. The second, a welfare measure including efficiency loss, reveals ambiguous impacts depending on the level of the fee implemented. Low fee levels decrease recreation visits among lower-income users, whereas high fees reduce the welfare level of higher-income users in particular.  相似文献

One of the main problems that public institutions face in the management of protected areas, such as the European Natura 2000 network, is determining how to design and implement sustainable management plans that account for the wide range of marketed and non-marketed benefits they provide to society. This paper presents an application of a stated preference valuation approach aimed at evaluating the social preferences of the population of the Basque Country, Spain, for the key attributes of a regional Natura 2000 network site. According to our results, individuals’ willingness-to-pay (WTP) is higher for attributes associated with non-use values (native tree species and biodiversity conservation) than for attributes associated with use values (agricultural development and commercial forestry). The paper concludes that management policies related to Natura 2000 network sites should account for both for the importance of non-use values and the heterogeneity of the population's preferences in order to minimize potential land use conflicts.  相似文献

Stated preference (SP) surveys have been conducted to value non-timber benefits (NTBs) from forests in Norway, Sweden and Finland for about 20 years. The paper first reviews the literature and summarises methodological traditions in SP research in the three countries. Second, a meta-regression analysis is conducted explaining systematic variation in Willingness-to-Pay (WTP). Two important conclusions emerge, with relevance for future research: (1) WTP is found to be insensitive to the size of the forest, casting doubt on the use of simplified WTP/area measures for complex environmental goods; and (2) WTP tends to be higher if people are asked as individuals rather than on behalf of their household.  相似文献

Public goods and services supplied by nature require active government intervention to ensure their provision. Nevertheless, prior to the implementation of any policy, planners should compare the costs and benefits caused by their decisions, a difficult task when policies and regulations are developed at a regional or national level (i.e. fire and pest control policies included in forests national plans), and their impacts spread out across a large number of people and ecosystems. In this context, although environmental economics has provided the necessary information for decision-making guidance related to site-specific interventions, little attention has been given to the information requirements of policies affecting large geographical areas, that is, to the estimation of an aggregate value for a specific region. The purpose of this paper is to improve current applications, inferring the recreational value of forests through the implementation of a discrete-count linked model including all the forest areas in the region of Mallorca (Spain).  相似文献

We formulate and test the hypothesis that expectations regarding changes in future income influences the WTP for environmental goods. For valuation of environmental goods in forests and other habitats in Denmark, we find that both current income and expected changes in future income are significant determinants for preferences. The effect of income on WTP seems to be caused by changes in preferences for environmental attributes rather than by marginal utility of income. The results suggest that to evaluate the distributional impacts of environmental improvements, researchers need a better measure of expected future consumption options than current income.  相似文献

Most work on valuing the recreational benefits of public forests has concentrated on estimating consumers' surplus per visit. We use two contingent valuation approaches to try to place a value on the physical characteristics of British forests, and hence to explain the variation in consumers' surplus across different forest types. Our two approaches are, first, to obtain incremental willingness-to-pay to access forests with different levels of a number of characteristics by showing visitors pairs of photographs; and second, to use characteristic levels as explanatory variables in a bid curve. We find that forest characteristics are in general poor predictors of willingness to pay.  相似文献

Invasive pests and diseases in trees impose a range of costs on society related to reductions in timber values, impacts on recreational opportunities and effects on forest biodiversity. These costs need to be considered when assessing control options and developing public policy. We investigate the preferences and willingness to pay of the UK general public for a range of forest disease control measures using a choice experiment with a sample of 605 people. Respondents were relatively well informed about general tree disease‐related issues, such as causes and general measures to minimise the risk of disease spread. They were less knowledgeable about specific tree diseases, with Dutch elm disease and chalara ash dieback being the most well known. We find that disease control programmes in publicly‐owned forests and forests owned by charitable trusts are more likely to be supported by the public than equivalent control programmes in privately‐owned and/or commercial forests. The nature of scientific uncertainty about diseases does not affect peoples’ preferences for disease control measures significantly. Higher respondent income, greater ex‐ante knowledge about tree diseases, and more frequent visits to forests are correlated with greater willingness to support publicly‐funded tree disease control programmes in forests. Better knowledge about tree diseases also improves the clarity of respondents’ choices. We find a negative sentiment against some disease control measures, such as clear felling of a forest, and chemical or biocide spraying. We conclude that there is significant public support for part‐financing forest disease control policies in the UK, but that this is conditional on forest ownership and the type of control measures used.  相似文献

Human-induced changes in the natural environment are affecting the provision of ecosystem goods and services (EGS). Land use plans rarely include the value of public ecosystem services such as climate regulation and biodiversity due to difficulties in valuing these services. In this study, we assessed total economic value for five important ecosystem goods and services under five future land-use scenarios using varying levels of costs, prices and discount rates. Results indicated that at higher discount rates normally applied to commercial activities, and assuming the current prices for goods and services, net present value (NPV) was highest for landscape management scenarios aimed at maximising agricultural production. Potential income from services such as carbon and biodiversity does not offset projected income lost from agriculture due to land-use changes. At higher discount rates, NPV was negative for the two scenarios aimed at enhancing the longer term ecological sustainability of the landscape. These results indicate that income from carbon sequestration and biodiversity conservation would need to be considerably higher than current levels in order to justify focusing management of this landscape on ecological outcomes. At lower discount rates (at levels normally associated with public investments), the more ecologically appropriate ‘mosaic farming system’ had the highest NPV, indicating that this type of system might be attractive for investors interested in longer term return horizons or wider public benefits. Higher income from carbon or biodiversity, or increased return from timber by using high value tree species, could potentially make more ecologically appropriate systems profitable at higher discount rates.  相似文献

High altitude spruce fir forests are typical around the world and are often subjected to multiple forms of recreational use. In this paper, we use household and recreation group data for a spruce fir forest high in the Appalachian Mountains of the U. S. to evaluate the benefits from forest protection (i. e., from improving the forest condition). Our benefits estimation procedures use the referendum-type, contingent valuation (CV) approach of Cameron (1988). We modify the usual practice of obtaining a single willingness-to-pay (WTP) value by using alternative questionnaire scenarios and conducting tests to examine i) household and recreation group value sensitivity to forest condition, and ii) recreation group differences in WTP for forest protection. A first sample of southeastern U. S. households was asked to value a forest protection program for a spruce-fir forest showing no impact from insect disturbance or atmospheric deposition. The second sample was asked to value a protection program for a forest already experiencing impact from insect infestation and air pollution. Logit analysis of the two samples revealed no statistically significant difference in household WTP between the two forest protection programs. Further analysis indicated that consumptive forest users (i. e., hunters and anglers) held forest protection values that were sensitive to a change forest condition, while nonconsumptive forest users (i. e., campers and hikers) held values that were insensitive to the same condition change. Recreation group comparisons revealed that consumptive forest users also held lower values for forest protection than nonconsumptive recreationists. These results demonstrate the importance of estimating public values for forest protection in terms of heterogeneous groups rather than as a homogeneous whole.  相似文献

Employing a unique and rich data set of water quality attributes in conjunction with detailed household characteristics and trip information, we develop a mixed logit model of recreational lake usage and undertake thorough model specification and fitting procedures to identify the best set of explanatory variables, and their functional form for the estimated model. Our empirical analysis shows that individuals are responsive to the full set of water quality measures used by biologists to identify the impaired status of lakes. Thus, changes in these quality measures are not simply a scientific exercise, but they also translate into changes in the recreational usage patterns and well-being of individual households. Willingness-to-pay (WTP) estimates are reported based on improvements in these physical measures.  相似文献

Analysis of the relationship between distance and willingness to pay (WTP) is important for estimation and transfer of environmental benefits. Several contingent valuation (CV) studies have investigated this topic, but results are mixed. This paper describes a choice modelling (CM) application that estimates distance effects on parameters of three environmental attributes. Combinations of these attributes create different management policies for native vegetation. The CM study is based on a sampling procedure that provides a geographically balanced sample and statistical tests to choose the best specification of the distance–WTP relationship. Welfare analysis shows that disregarding distance causes under‐estimation of individual and aggregated benefits and losses, seriously misdirecting resource allocation.  相似文献

Reducing emissions from deforestation and forest degradation, conservation and sustainable management of forests and enhancement of forest carbon (REDD+) are considered to be important cost effective approaches for global climate change mitigation; therefore, such practices are evolving as the REDD+ payment mechanism in developing countries. Using six years (2006–2012) data, this paper analyses trade-offs between carbon stock gains and the costs incurred by communities in generating additional carbon in 105 REDD+ pilot community forests in Nepal. It estimates foregone benefits for communities engaged in increasing carbon stocks in various dominant vegetation types. At recent carbon and commodity prices, communities receive on average US$ 0.47/ha/year of carbon benefits with the additional cost of US$ 67.30/ha/year. One dollar’s worth of community cost resulted 0.23 Mg of carbon sequestration. Therefore, carbon payment alone may not be an attractive incentive within small-scale community forestry and should link with payments for ecosystem services. Moreover, the study found highest community sacrificed benefits in Shorea mixed broadleaf forests and lowest in Schima-Castanopsis forests, while carbon benefits were highest in Pine forests followed by Schima-Castanopsis forests and lowest in Rhododendron-Quercus forests. This indicates that costs and benefits may vary by vegetation type. A policy should consider payment for other environmental services, carbon gains, co-benefits and trade off while designing the REDD+ mechanism in community based forest land use practice with equitable community outcomes. The learning from this study will help in the formulation of an appropriate REDD+ policy for community forestry.  相似文献

The implementation of the National Biodiversity Strategies and Actions Plans (NBSAP), as required by Article 6 of the UN Convention on Biological Diversity (CBD), would improve the base for political decisions by quantifying the costs and benefits of biodiversity conservation in monetary terms and by illustrating the benefits of related ecosystem services (ESS). However, so far the costs and benefits of the NBSAP have not been routinely estimated. This paper presents results from research quantifying the financial costs and benefits of implementing a set of measures based on the National Strategy on Biological Diversity in Germany (NBS). Based on the NBS and the Quality Status Reports of the EU Habitat Directive, a conservation program was developed consisting of land use changes for six ecosystems/land use types: forests, arable land, grassland, peatlands, wetlands and dry habitats. In addition to the benefits of maintaining biodiversity, two potential ESS benefits of the NBS, water purification and climate mitigation, are estimated as well as the financial costs of implementation. A nationwide contingent valuation study was undertaken to determine the benefits of maintaining biodiversity as a result of the conservation program. The benefits of the conservation program with regard to the ESS water purification are calculated for N-reduction in the leachate and based on abatement costs. The contribution of nature conservation to climate mitigation is calculated for the avoidance of greenhouse gas (GHG) emissions and based on damage costs. The results of the study indicate that the implementation of the NBS would lead to significant financial costs, but the benefits would exceed the financial costs of measures.  相似文献

Springs in Grand Canyon National Park (GRCA) provide water to over 6 million visitors per year. In addition to use value for visitors, springs have cultural value to indigenous peoples and provide critical habitat for plants and animals. Finally, base flow to the Colorado River is dependent upon springs and they also provide an important water source for backcountry recreation. Climate change, uranium mining, and increased groundwater pumping threaten the continued viability of Grand Canyon springs. Springs protection is at the forefront of proposed national policy to protect the area of the aquifers contributing to springs of the Grand Canyon outside of the designated boundaries of the national park. To date very little research on the non-market values of springs has been conducted, and no research has estimated non-market values of springs within Grand Canyon National Park using a Choice Experiment (CE). We conduct a nationwide online Choice Experiment to determine willingness to pay (WTP) to protect backcountry springs and attributes including; accessibility, suitability as a back country water source, suitability as habitat for species of concern, aesthetics, and significance to Indigenous Nations. We estimate a Bayesian mixed logit, and find an average willingness to pay of $32.60 per household for a spring with the presence of all five attributes. The habitat attribute produces the highest WTP of $14.80. We find WTP of $4.50 for springs with cultural significance. Results from our study could be instrumental in designation of the Grand Canyon National Heritage Monument. In addition, our results indicate that careful consideration of watershed services on public lands is essential for efficient decision-making regarding protection of public lands.  相似文献
