The MFA provides for bilateral quotas against textile and clothingexports from developing countries. Thus, although it is administeredunder the auspices of GATT, the MFA derogates two GATT principles:nondiscrimination and the avoidance of quantitative restrictions.The impact of the MFA on developing countries is examined inthe article. Four important short-term effects of the MFA onexporting developing countries are (a) the forgoing of exports,(b) the transfer of quota rents, (c) the shift to unrestrictedexporters, and (d) the upgrading of products. In the long termthe MFA discourages newcomers from becoming successful exportersof textile and clothing products. Although it also encouragesforeign investment in unrestricted developing countries, ingeneral the MFA is harmful to current and potential exportersof textiles and clothing in developing countries, and it benefitsdomestic producers of textiles and clothing in the importingindustrial countries.   相似文献

This study uses the trade restrictiveness index (TRI) of Andersonand Neary (1990) to evaluate U.S. policy toward seven majorexporters of textiles and apparel under the Multi-Fibre Arrangement(MFA). The period covered is 1982–88. The MFA controlsthe shipment of most textile and apparel items to the UnitedStates through a system of bilaterally negotiated export quotasthat allow for annual growth. The arrangement itself was renegotiatedin 1986, with an expansion in the number of items covered andcountries included. In addition to these policy changes, changesin economic conditions during the data period altered the restrictivenessof the MFA. The TRI in principle permits all these influencesto be accounted for in a consistent manner. The TRI resultsare contrasted with the standard trade-weighted average tariffequivalent of the quotas. The correlation of the two measuresis not significantly different from zero.  相似文献

This paper examines the welfare implications of trade liberalization when governments behave strategically using pollution taxes and tariffs on imports. This competition leads to inefficiencies as each government seeks foreign rent and tries to transfer pollution to the other country. It is shown that banning tariffs leads to a higher level of pollution which decreases total welfare compared to the one obtained under restricted trade. As the rate of transboundary pollution transmission rises, the pollution-shifting motive is reduced and this leads to a too high pollution level. This problem is amplified when tariffs aren't available to governments.  相似文献

Doha Merchandise Trade Reform: What Is at Stake for Developing Countries?   总被引:1,自引:0,他引:1  
The LINKAGE model of the global economy and the latest GlobalTrade Analysis Project (GTAP) database (version 6.05) are usedto examine the impact of current merchandise trade barriersand agricultural subsidies and possible reform outcomes of theWorld Trade Organization’s (WTO’s) Doha DevelopmentAgenda. The results suggest that moving to free global merchandisetrade would boost real incomes in Sub-Saharan Africa proportionatelymore than in other developing countries or in high-income countries,despite the terms of trade loss in parts of that region. Particularattention is given to agriculture, as farmers constitute thepoorest households in developing countries but the most assistedin rich countries. Net farm incomes would rise substantiallyin Sub-Saharan Africa and other developing country regions,alleviating rural poverty. Partial liberalization could movethe world some way toward those desirable outcomes, the moreso the more developing countries themselves cut applied tariffs,particularly on agricultural imports.  相似文献

随着加入世界贸易组织,中国企业的出口及投资机会增多,但与此同时面临的进口竞争压力也与日俱增。本文基于1998-2007年中国工业企业数据和行业进口关税数据,以中国2001年加入世界贸易组织为准自然实验,采用双重差分法(DID)模型,首次系统地考察了贸易自由化对制造业企业现金储蓄的影响及作用机制。研究发现:(1)中国贸易自由化不仅没有提高国内制造业企业的现金储蓄率,反而通过投资挤压显著降低了企业的现金储蓄率,这与发达国家的相关研究结果大相径庭。(2)贸易自由化对企业现金储蓄的作用依赖于市场竞争程度,即关税减让会显著降低竞争性行业以及高集聚区域内企业的现金储蓄率。(3)高关税行业的关税降低后,进口竞争会侵蚀纯内销企业的投资机会,尤其是小规模企业,进而降低其现金储蓄。经过一系列检验后,结论依然成立。  相似文献

Because of concern that tariff reductions in Organisation forEconomic Co-operation and Development (OECD) countries willtranslate into worsening export performance for the least developedcountries, the erosion of trade preferences may become a stumblingblock for multilateral trade liberalization. An econometricanalysis of actual preference use shows that preferences areunderused because of administrative burdens—estimatedto be equivalent to an average of 4 percent of the value ofgoods traded. To quantify the maximum scope for preference erosion,the compliance cost estimates are used in a model-based assessmentof the impact of full elimination of OECD tariffs. Taking intoaccount administrative costs eliminates erosion costs in theaggregate and greatly reduces the losses for countries mostaffected by preference erosion.  相似文献

The inclusion of services in the Uruguay Round of multilateraltrade negotiations has focused attention on the protection ofdomestic service suppliers against competition from foreignsuppliers. Issues arising from these negotiations, however,may obscure another and more important issue: the case for unilateralliberalization. This article first surveys methods of protectionin the service sector, and then examines the likely cost ofprotection. Particular attention is given to developing countries.What evidence there is suggests that the costs of protectionmay be high. The article also discusses economic principlesthat could guide a review of policy toward international transactionsin the service sector. Quantitative restrictions or bans onforeign service suppliers—whether they wish to supplythrough trade or establishment—cannot easily be defendedin economic terms, and provide an obvious first target.  相似文献

Contrary to conventional wisdom, this article argues that trade liberalization may facilitate collusion and reduce welfare. With the help of a duopoly model in which firms interact repeatedly in multiple markets, we first show that, if trade costs (i.e., tariffs/transport costs) and discount factors are not too high, efficient cartel agreements necessitate the cross‐hauling of goods, as that entails lower deviation incentives. In this setting, we then demonstrate that reciprocal trade liberalization always raises total output when trade costs are within a range whose lower bound exceeds a threshold level, but may reduce total output (and thus be pro‐collusive) when trade costs are below that threshold level.  相似文献

Trade liberalization can imply slow and long adjustment processes. Taking account of these adjustment processes can change the evaluation of trade policy, especially when policymakers care more about the next couple of years than the infinite future. In this paper, I analyze the setting of tariffs in a two‐country model taking account of adjustment processes with special emphasis on the effects of nominal price rigidity and monetary policy. I show that nominal price rigidity induces policymakers with a short planning horizon to set lower tariffs because it enhances the short‐run drop in consumption following an increase in tariffs. Monetary policy that aggressively fights deviations from its inflation target implies even lower optimal tariffs.  相似文献

Industry affiliation provides an important channel through whichtrade liberalization can affect worker earnings and wage inequalitybetween skilled and unskilled workers. This empirical studyof the impact of the 1988–94 trade liberalization in Brazilon the industry wage structure suggests that although industryaffiliation is an important component of worker earnings, thestructure of industry wage premiums is relatively stable overtime. There is no statistical association between changes inindustry wage premiums and changes in trade policy or betweenindustry-specific skill premiums to university graduates andtrade policy. Thus trade liberalization in Brazil did not significantlycontribute to increased wage inequality between skilled andunskilled workers through changes in industry wage premiums.The difference between these results and those obtained forother countries (such as Colombia and Mexico) provides fruitfulground for studying the conditions under which trade reformsdo not have an adverse effect on industry wage differentials.  相似文献

Little attention has been paid to the balance of payments provisionsof the General Agreement on Tariffs and Trade (GATT), despitethe fact that they directly influence the trade policies ofthe developing countries. This article suggests that there isa need to reconsider these provisions in the context of theongoing Uruguay Round of multilateral trade negotiations. Thearticle traces the historical evolution of GATT practices ontrade restrictions for balance of payments purposes. With thegeneral introduction of more flexible exchange rate arrangements,the original rationale for temporary barriers to safeguard acountry's external financial position appears to have lost itsforce. Recent theoretical and empirical work has demonstratedthat neutral or export promoting trade strategies are more effectivefor development than the import substitution frequently advocatedby economists in the 1950s and 1960s. The current debt problemsof developing countries strengthen the argument for a relativelyopen trade and payments regime to attain balance of paymentsviability. The article suggests that stronger internationaldiscipline over trade restrictions for balance of payments purposeswould contribute to and presuppose other necessary improvementsin the multilateral trading system which are already on theagenda of the Uruguay Round.  相似文献

New empirical estimates of the effects of capital restrictions on growth support capital account liberalization, especially for developed countries. Capital restrictions reduce the benefits of foreign direct investment (FDI) on growth in developing countries. Estimation results for long-term capital flows demonstrate that countries with higher flows grow faster, challenging the belief that countries must attain a threshold level of development or human capital to benefit from capital inflows. Moreover, findings show that trade with developed countries and FDI inflows are substitutes in developing countries. Overall, the results support capital account liberalization in developed and developing countries.  相似文献

This article summarizes some of the results and findings emergingfrom an ongoing World Bank research and capacity-building projectthat focuses on the World Trade Organization (WTO) negotiatingagenda from a developing country perspective. Recent researchsuggests that the potential gains from further multilateralliberalization of trade remain very large. The payoffs associatedwith attempts to introduce substantive disciplines in the WTOon domestic regulatory regimes are much less certain. This suggeststhat the focus of current and future negotiations should beprimarily on the bread and butter of the multilateral tradingsystem—the progressive liberalization of barriers to tradein goods and services on a nondiscriminatory basis. In addition,priority should be given to ensuring that rules are consistentwith the development needs of poorer countries and to helpingdeveloping countries implement WTO obligations.   相似文献

This paper is the first to explain when countries opened their financial equity markets and is the first to explain financial liberalization using a large sample of developing countries. We test several novel hypotheses. We find that equity markets are opened earlier in countries that trade more with developed countries and that have more developed financial markets. Equity markets are opened earlier in democracies, especially if the country's leader is a civilian. Our other findings are consistent with the literature, which has found greater financial market openness in countries receiving more FDI, in richer countries, and in democracies.  相似文献
