Redundancies in Chinese State Enterprises: A Research Report

This article examines how the problem of surplus labor isbeing dealt with in some of China's state-owned enterprises. Primarily using interview data from the period 1995-1997, as well as published sources, the article looks at the main methods employed by large state-owned enterprises to reduce the level of surplus labor in their workforce. It also considers how smaller state-owned enterprises are coping in an era where mergers, closures, and bankruptcies are becoming much more common as a means of dealing with loss-making firms, resulting in widespread redundancies in the state-owned enterpriseworkforce. The article illustrates that the potential political repercussions of job losses, as well as direct intervention by local authorities, continue to hinder the freedom of enterprise management to adjust employment levels in the interests of efficiency and productivity. The article also notes the importance of how decisions about downsizing and redundancy are communicated and justified to employees if resistance and social instability are to be minimized. The employment treatment of production workers will be considered separately from that of cadres, since these two groups are subject to different employment regulations and political constraints.

国有垄断边界、控制力和绩效关系研究

本文以第二次产业为样本,研究了国有企业战略性重组之后国有控制力与绩效的关系。结果表明重组后,第二产业国有经济部门利润分布并没有发生显著变化,高利润主要来自于垄断性的国有控制部门,而不是综合要素生产率,非垄断性部门受到综合要素生产率和资本的影响,但其利润水平对全部产业贡献率较低,国有控制力与国有企业的利润呈显著正相关,与非国有企业的利润呈微弱正相关,表明高利润更多地来自于行业的行政性壁垒。论文最后从经济、法律和市场等角度讨论了改善产业绩效的途径和方法。

Community engineering for innovations: the ideas competition as a method to nurture a virtual community for innovations

'Crowdsourcing' is currently one of the most discussed key words within the open innovation community. The major question for both research and business is how to find and lever the enormous potential of the 'collective brain' to broaden the scope of 'open R&D'. Based on a literature review in the fields of Community Building and Innovation Management, this work develops an integrated framework called 'Community Engineering for Innovations'. This framework is evaluated in an Action Research project – the case of an ideas competition for an ERP Software company. The case 'SAPiens' includes the design, implementation and evaluation of an IT-supported ideas competition within the SAP University Competence Center (UCC) User Group. This group consists of approximately 60,000 people (lecturers and students) using SAP Software for educational purposes. The current challenges are twofold: on the one hand, there is not much activity yet in this community. On the other, SAP has not attempted to systematically address this highly educated group for idea generation or innovation development so far. Therefore, the objective of this research is to develop a framework for a community-based innovation development that generates innovations, process and product ideas in general and for SAP Research, in particular, combining the concepts of idea competitions and virtual communities. Furthermore, the concept aims at providing an interface to SAP Human Resources processes in order to identify the most promising students in this virtual community. This paper is the first to present an integrated concept for IT-supported idea competitions in virtual communities for leveraging the potential of crowds that is evaluated in a real-world setting.

知识开放式创新成为信息时代越来越普遍的现象,尤其是消费者、用户、专家等社会利益相关者的参与,知识的分享与创新不仅从企业内部扩展到企业网络,而且上升到更为广阔的社会层面。但是,创新主体的多样化与创新速度的不断提升分别导致了多样性与动态性的组织悖论,由此引发了多样性与一致性、动态性与稳定性之间的组织矛盾。这些悖论与矛盾为知识开放式创新带来了巨大的挑战。本文站在企业的角度,提出知识共同体的构建思路,探讨这种中间组织特有的组织规则与组织结构,旨在解决创新所产生的组织悖论,推动知识的开放式创新。     

Turning Around a State Owned Enterprise: The Case of Scooters India Limited

Past research on firm turnaround shows that the propensity of an organization to undertake a successful turnaround depends on a complex interaction between action choices in the organization and constraints in the business environment. This article extends this line of research by examining corporate decline and turnaround in an environment with numerous challenging environmental constraints: the state-owned sector in India. Using an in-depth case study of a state-owned enterprise in India, this research found that the business environment, the firm's decision-making process, its leadership characteristics, and the stakeholders' responses were are all found to influence the firm's action choices and turnaround process. This study also shows that in addition to the strategic and operational changes so commonly associated with firm turnaround, the importance of leadership and the basic credibility of the firm's top management with major stakeholders and government officials also play key roles in the turnaround.     

国有资本产业分布的决定因素和变动趋势实证研究

本文研究了我国国有资本产业分布的决定因素和变动趋势,探讨国有资本为什么集中分布于部分产业,而其他产业的国有资本比重较低,同时考察了我国产业的总国有资本的不断退出趋势。在考虑决定国有资本产业分布的因素时,重点考察了知识外溢效应的作用。我们运用了数据集的分年度截面估计和动态面板估计方法,验证或推翻了通过理论推导建立的若干假设。
