‘Hybrid’ open source software communities are conducive to knowledge integration and innovation, and can be seen through a community of practice lens. In this paper, we develop an integrated process theory of structural attributes and social mechanisms of hybrid virtual communities. We offer a dynamic view of knowledge integration and innovation in such communities. We also emphasise the multi-faceted nature of virtual communities and identify factors that regulate participation and sustain such communities. This has implications for theorising about knowledge integration and innovation in hybrid virtual settings. Finally, virtual ethnography and multi-level research are suggested for future research.  相似文献

Unlike most empirical works on fertility analysis, this study is the first attempt to analyse the dynamics of fertility and its determinants with a particular focus on the role played by female education and family planning programmes in the context of a traditional society. The analysis is based on the application of the following dynamic time-series techniques in a multivariate context: cointegration, vector error-correction modelling and variance decompositions. These ‘dynamic’ tools are recently developed and hitherto untried in fertility analysis in the context of a poor developing economy, such as India. The results based on the above most recently developed methodology, broadly indicate that in the complex dynamic interactions, the importance of conventional ‘structural’ hypothesis as a ‘Granger-causal’ factor in bringing fertility down in the longer term cannot be denied. However, overall, in the short to long term, the findings appear to be more consistent with the recent ‘ideational’ hypothesis (emphasizing the critical role played by the two policy variables in the analysis- i.e. changes in the female secondary enrolment ratios, and family planning programmes- to ensure ‘initial’ fertility decline) than with the conventional ‘structural’ hypothesis (emphasizing a significant socio-economic structural change as a pre-condition for ‘initial’ fertility decline).  相似文献

ABSTRACT

The present article models the critical factors for a successful and evolutionarily stable National System of Innovation. We simulate a model, against the background of increasingly complex technologies, in a national process of agents’ interactions with social-dilemma characteristics. In particular, the articleinvestigates the emergence of a trilateral collaborative innovation alliance among ‘enterprise’, ‘university’ and ‘government’. We apply a tripartite evolutionary game with a replication process and explore the role and options of the public policy agent to support collaboration on innovation. We find that some policy mix, in particular, a combination of (1) public rewards for cooperation, (2) public punishment for non-cooperation and (3) settings of public cost controls and tax income from innovation, can promote broad and sustainable innovation alliances. For instance, threats of strong punishment, even with low public rewards for cooperation, may promote the formation of a collaborative innovation alliance. We run some sensitivity analyses of the results through parametric variation of two critical factors of the model, knowledge spillover and output elasticity of knowledge input. We find some qualifications for the velocity of the process.  相似文献

The paper develops an analysis of the economic, political, and institutional conditions for successful design and implementation of technology policy in developing countries. After a brief introduction (Section I), we discuss contending economic theories of technological change and technology policy (Section 2). It is concluded that, despite many pro-market arguments, market imperfections inherent in the process of technological change make the creation of learning and innovation rents by the state potentially very beneficial, especially in developing countries. The next section (Section 3) analyses the political and institutional factors that determine how effectively such rents can be created and managed. After an assessment of technology policy record in developing countries (Section 4) we discuss how the scope of such policy is affected by the recent changes in domestic and international policy contexts such as domestic deregulation and the emergence of a ‘liberal’ world order represented by the WTO (Section 5). This paper sets out to address a gap in the empirical literature on the importance of ‘low-capability’ innovation for firms. The study is framed around discussion of the conceptual bias that remains in policy and academic literature towards a narrow subset of technological (product or process) innovation labelled ‘high-capability’ innovation in this paper. The paper argues that this bias influences the public and business community's understanding of the term ‘innovation’ and has implications for innovation measurement, research, policy and strategy. The study uses data from an economy-wide, regional innovation survey based on the Oslo manual, and includes 648 innovative firms covering all industry sectors. The paper combines elements of both subject and object approaches to innovation measurement, using data from an open-ended survey question to explore the alignment between what firms report as their ‘most important innovation’ (MII) and firm capabilities for introducing ‘high-capability’ technological innovation. Results show that a substantial share of firms report an MII that is a ‘low-capability’ innovation, including those firms with high R&D intensity, those with novel technological innovation, and firms in more innovative sectors of manufacturing and knowledge intensive business services. The paper discusses the implications of this result for future innovation measurement and research.  相似文献

This paper develops a general equilibrium model that shows that a small volume of North–South 1 trade (i.e. 2% of Northern GDP) could have caused the observed rise in the skill premium, thus resolving the ‘small trade volume paradox’ in the skill premium debate. We apply the concept of ‘trade in tasks’ of Grossman and Rossi‐Hansberg to analyze the nature of North‐to‐South manufacturing outsourcing. As a conceptual innovation, we carefully distinguish two different implicit assumptions of the Heckscher–Ohlin model: ‘factor immobility’ versus ‘task inseparability’. We show that outsourcing, as a form of trade in tasks, essentially attains ‘task separability’ while apparently retaining factor immobility, thus rendering the traditional Heckscher–Ohlin framework obsolete for analyzing current North–South trade. We argue that this change in the nature of trade calls for new thinking in economics and public policy‐making.  相似文献

ABSTRACT

This paper aims to examine the design and implementation of industrial policy in Brazil based on their capacity to affect the prevailing institutions. We argue that the main reason for the failure of policies in Brazil, and in Latin America, is their inability to induce persistent changes in firms’ innovative behavior. Based on the analysis of national innovation indicators, and on previous empirical studies, we demonstrate that the Brazilian industrial policy was not able to change the prevailing conventions. The main problems related to this fragility are: institutional problems and related to industrial policy development conventions; serious coordination problems; maintaining a macroeconomic policy that is not convergent toward industrial policy efforts; policy instruments that were not able to change prevailing conventions, such as low R&D and innovative expenditures; a set of strategic choices that are inconsistent with innovation, technological catch-up and structural change.  相似文献

This paper argues that there is increasing need for the integration of policy considerations in the formulation of research questions and in the development of analytical work in policy oriented innovation studies. Despite the fact that Evolutionary and Innovation Studies theories have offered new ways of incorporating policy, little explicitness in this regard has yet been achieved and there is a risk that academic research following the new perspectives will be of little relevance for policy. Rather than a ‘linear process’ starting with empirical research aimed at linking competitiveness and economic performance to technological capabilities (in a comparative perspective and aimed at identifying ‘best practice’) followed by very abstract and un-grounded ‘policy implications' - a new type of link between positive and normative economics in the field is required. Our approach suggests a new structure for policy-oriented and policy-relevant research, i.e. the integration of research on technological change and industrial transformation with research on policy and the development of a conceptual framework for the design and implementation of innovation policies.  相似文献

In the first step, based on the existing theoretical and empirical literature, we develop a series of hypotheses with respect to the relative importance of possible determinants of exploration and exploitation of knowledge in collaboration with universities and test them on Swiss firm data. In the second step, we investigate the impact on innovation performance of knowledge exploration versus knowledge exploitation. We obtain a clear pattern of the differences between firms that are engaged both in exploitative and explorative activities (‘exploration’-oriented firms) and purely ‘exploitation’-oriented firms. We find that exploration-oriented firms have a greater knowledge absorptive capacity, are technologically more diverse and are strongly exposed to intensive non-price competition compared with exploitation-oriented firms. We further find a positive effect on innovation performance for exploitation-oriented firms but not for those that were exploration oriented.  相似文献

In this paper, we build a cumulative innovation model to understand the role of both success and failure in the learning dynamics that characterize pharmaceutical R&D. We test the prediction of our model by means of a unique dataset that combines patent information with R&D projects, thus distinguishing patents related to successfully marketed products from those covering candidate drugs that failed in clinical trials. Results confirm model predictions showing that patents associated with successfully completed projects receive more citations than those associated with failed projects. However, we also show that failed projects can be in turn cited more often than patents lacking clinical or preclinical information. We further explore the ‘black box’ of innovation, providing evidence that both successes and failures contribute to R&D investment decisions and knowledge dynamics in science-driven sectors.  相似文献

This paper presents an empirical account of a phenomenon that we refer to as the ‘reverse tragedy of the commons’ in open innovation. The name signifies the ‘under-exploitation’ of intellectual property (IP) under weak appropriability. The name is this graphic because the tragedy is costly, and can also render IP effectively worthless and block innovation in the short to medium term. We propose that the tragedy is borne out of the interaction between enterprise characteristics, a competitive setting and the framework that is set by the policy intervention. This finding is pertinent to policy-makers with regard to the design of research, development and innovation instruments, as well as managers who must determine how to implement open practices in innovation.  相似文献

This paper is based on the empirical analysis of innovation challenges to Rhône Poulenc Rorer-Gencell (RPR-Gencell) resulting from development of biotechnology in the pharmaceutical industy. These we identify as an organizational innovation involving the development of a network of partners following and/or inducing a technological innovation. RPR-Gencell represents a ‘style of innovation’ since it is based on various factors specific to the firm and corresponds to a new organizational form, the ‘tight network’ of partners. We argue that this organizational from, in the context of the development of biotechnology in the pharmaceutical industry, can be likened to an ‘organizational gamble’ associated with a ‘technological gamble’ Altogether, this ‘gamble’ dimension means that the network of partners in R&D is still a marginal organizational form. After an introduction we show that the specficities of the pharmaceutical industry especialy since the emergence of biotechnohgy have led to the emergence of a multiplicity of institutional arrangements governing cooperation in R&D. We take as a specific example that of gene therapy. Later on, we present some stylized facts to emphasize the diversity among the network organizational forms. The network of partners is an alternative to the other complex but ‘clarsical’ forms of cooperation (R&D agreements, cross-licensing, joint-ventures, mergers/acquisilions). We propose a new definition of the network based on the case of RPR-Gencell: the ‘tight network’. We distinguish between the ‘tight network’ and all the other approaches, focusing in particular on the ‘loose network’ of cooperative relationship (mostly multifirm alliances implemented with several bilateral contracts). Only two pharmaceutical companies have adopted the ‘tight network’ to govern their cooperation in R&D. We present the network ofpartners as an organizational innovation governing a technological innovation. We argue that this organizational innovation could be likened to an ‘organizational gamble’ in the case of the pharmaceutical industry. Finally, we show that the network raises several organizational issues since it short-circuits traditional strategic operations in the pharamaceutical industry. We argue that among many different reasons, RPR's technological choices (especially the priorig given to gene therapy) have influenced the creation of its network of partners. As a conclusion, we discuss the link between the organizational innovation and the technological innovation focusing on the ‘gamble’ dimension of such an innovation.  相似文献

Innovation related network systems would need to be re-aligned and adapted within major technological shifts and their capability to re-align themselves determines the dynamic capabilities of a national innovation system. In this paper, we present a particular phenomenon in industrial evolution, which we call a shift in the 'innovation trajectory', taking the case of the Japanese robotics industry that now undergoes major shifts in many respects. We consider activities directly involved with innovation in the entire value chain from invention to commercialization, and identify the structural changes in the national systems due to the shifts in innovation trajectory. Having utilized the basic framework of 'Techno Economic Network', this paper analyzes six different structural shifts, which are related to product, technology, market, actor, competitive and socio-economic structures. This paper draws attention to the fundamental management and policy level concerns over the emerging shifts at four different decision making hierarchical levels. With concrete empirical evidences and results from interviews, this paper concludes that a new set of approaches is needed to shape these emerging innovation shifts.  相似文献

We propose a stylized and tractable neo-Schumpeterian model of sectorial transformations in which demand-side knowledge constraints inhibit innovation diffusion and industrial change, causing structural instability. Evolutionary competition in the model implies that innovation can overshoot the absorptive capacity of demand, leading to a slowdown in sectorial dynamism and even to structural collapse. Closed-form analytical results prove the existence of a unique stationary state in the dynamic model that is (globally) asymptotically stable. We show how the dynamic paths and the stationary rest-point depend on the trade-off between innovation and demand absorptive capacity parameters. To illustrate the plausibility and relevance of our results, we examine the Australian windsurfing industry in which diminished demand absorptive capacity (in the terms of the model) was a factor underlying sectoral collapse. We discuss how development of absorptive capacity of demand presents a collective action problem for an industry sector, and the role of demand-side factors as constraints in industry and innovation policy.  相似文献

The growing use of triple helix arrangements to stimulate national systems of innovation (NSIs) for broader economic benefits has largely focussed on quantifiable and compliance-based metrics to evaluate the ‘success’ of industry-university strategic collaborative research ventures. This metrics-focus largely ignores secondary, and even tertiary, outcomes of the collaborative ventures that are difficult to capture by research and innovation administrators with traditional metrics. A research project conducted on the Cooperative Research Centres—Projects (CRC-P) Program in Australia found that, in a number of cases, secondary and tertiary outcomes were highly valued by participants, and provided important but hitherto officially unacknowledged socio-economic benefits to the Australian NSI. This discussion proposes a typology of collaborative research outcomes beyond traditional compliance-based metrics, and challenges policy makers and research and innovation administrators to consider the development of an ‘Innovation Ecosystem Body of Knowledge’ to inform future collaborative research projects and enhance the ability of actors to access this ecosystem in an efficient and productive manner in order to ensure that potential economic gains from collaborative research are maximised.  相似文献

In this study, we draw upon literature in technology and innovation management to theorise about how process improvement efforts in organisations can drive the exploratory activity that is generally associated with more radical forms of innovation. We develop a set of propositions on how process improvement efforts might directly and indirectly drive exploration and more radical forms of organisational innovation. These propositions are organised into four categories: (1) ‘Direct’ – how exploratory forms of process improvement can directly drive innovativeness; (2) ‘Resource Capacity’ – how process improvement can increase the resource capacity that drives innovativeness; (3) ‘Knowledge’ – how process improvement efforts can strengthen knowledge resources that drive innovativeness; and (4) ‘Management Vision’ – how process improvement efforts can influence the managerial vision that moderates the effect of process improvement efforts on innovativeness.  相似文献

This study describes a process in which a firm relies on an external consumer community for innovation. While it has been recognized that users may sometimes innovate, little is known about what commercial firms can do to motivate and capture such innovations and their related benifits. We contribute to strategy literature by suggesting that learning and innovation efforts from which a firm may benifit need not necessarily be located within the organization, but may well reside in the consumer environment. We also contribute to the existing theory on ‘user-driven innovation’ by showing what firms purposively can do to generate consumer innovation efforts. An explorative case study shows that consumer innovation can be structured, motivated, and partly organized by a commercial firm that organizes the infrastructure for consumers’ interactive learning in a public online domain.  相似文献

Europe's innovation gap relative to the USA is often attributed to its industrial structure in which new firms do not play a significant role, especially in high-tech sectors. This view of a structural European Union (EU) innovation deficit is popular in European innovation policy discussions, but has received little or no thorough empirical investigation. This article aims to address this ‘evidence gap’. Using industrial R&D Scoreboard data from leading world innovators, we find that compared to the USA, the EU has fewer young firms among its leading innovators. Using a decomposition analysis, we show that having fewer young firms accounts for about one-third of the EU–US differential in R&D intensity, while 55% of the differential is due to the fact that young leading innovators in the EU are less R&D intensive than their US counterparts. Further analysis shows that this is almost entirely due to a different sectoral composition. We thus confirm that the EU–US private R&D gap is indeed mostly a structural issue.  相似文献

This study analyzes the total factor productivity of 1067 Japanese manufacturing firms. In production estimation, we employ the directional distance function and Luenberger productivity indicator. Research and development strategy survey data are used to analyze the determinant factors related to improvements in innovation and productivity. Our results indicate that increasing technology and knowledge through a ‘black box’ process is related to an increase in productivity. Furthermore, the protection and management of production knowledge and expertise is a valid method of increasing global technical change.  相似文献
