This paper introduces the bootstrapping methodology to analyse and test the scale efficiency of airports. The results from a sample of 27 small and large UK airports indicate that most large airports are scale efficient or operating in a region of decreasing returns to scale, while most small airports are operating in a region of increasing returns to scale. We relate the results to the current industry trends and provide directions for future research.  相似文献

In this paper, the random stochastic frontier model is used to estimate the technical efficiency of UK airports. The airports are ranked according to their productivity for the period 2000–2005 and homogenous and heterogeneous variables in the cost function are disentangled. These changes the ranking of the efficiency of UK airports compared to more conventional measures.  相似文献

This paper analyzes the cost efficiency of UK airports over the period 1998-2008, using a Bayesian dynamic frontier model. This model provides a more structural explanation for the variation in airports inefficiency than has been presented by previous models, and also allows for cost inefficiency effects. On average, the dynamic frontier results, estimated via the Markov Chain Monte-Carlo simulation, indicate that UK airports improved their efficiency over time. Factors found to be important determinants of cost efficiency include airport size, price regulation, price cap variations and airport competition. Policy implications of the results are derived.  相似文献

The number of employees who daily commute to an airport represents, on average, one quarter to one half of the daily number of passengers. At UK airports it is rare for employees to pay for their car parking, with most employers absorbing the charges imposed by the airport authority. This paper details the main issues with offering free parking to employees drawing comparisons between a selection of case studies where parking management measures for employees have been introduced, and the airport sector. The paper then reports on a survey and a series of focus groups that were conducted with employees at a large UK airport in order to gauge their attitudes and likely behavioural responses to potential parking management strategies. Key findings are presented to show how airports may be able to learn from the experiences of others in the successful introduction of parking management strategies, but that there are also key barriers that are specific to airports that would need to be overcome.  相似文献

In a context of ongoing debate about the future UK aviation policy and its implications for regional economic development, this paper discusses the role of London Heathrow and the South East airports in providing connectivity for the UK, with particular focus on the international markets that originate from regional UK airports. Using an MIDT dataset of worldwide passenger itineraries served by the European airport network during May 2013, we first establish whether London Heathrow can currently be considered the most important hub for the UK, in terms of traffic generation, connectivity, and centrality, while also measuring the dependence of UK regions on foreign airports and airlines to remain connected with the rest of the world. Results show that, despite the competition, London Heathrow benefits from its massive traffic generation to remain the most central gateway for overall UK air transport markets. However, when only regional markets are considered, significant dependence on foreign hubs appears in many destinations, particularly to Asia–Pacific or the BRIC countries where above 80% of passengers use transfer flights. These results fit nicely with the observed trends of seat de-concentration and hub-bypassing in the airline industry. While dependence on foreign hubs can be interpreted as a sign of vulnerability, there is also the argument that bypassing Heathrow allows regional airports to develop new markets and reduce the level of congestion in the London airport system.  相似文献

This paper examines changes in airport ownership patterns with reference to UK municipal airports. The implications of commercialisation and privatisation are explored at a national level. General issues and impacts that may serve as a guide to policy makers worldwide are identified. The need for countries to have a strategic airports policy to guide development towards national economic and environmental goals is highlighted. Airport performance differences require a better understanding of the sources of efficiency and competitive advantages. Globalization drives the air transport industry into a more market-orientated business questioning the relationship between managerial decisions and airport performance. Aviation management studies do not consider managerial capabilities and skills since they are intangible exogenous factors that are difficult to assess. In this study, a stochastic frontier analysis is performed accounting for top managers' theoretical knowledge and experience enclosed as exogenous drivers of airports' efficiency. The model analyses 12 Polish airports from 2009 to 2017. The results show a diversity of airports with a different number of passengers as efficient. The top managers' experience, when gained in the same airport, has a positive impact on airports' technical efficiency. Airports having unstable management are more technically inefficient. Independently of the efficiency level, some airports change their management after the national elections, suggesting that managers are chosen by political interest rather than by their specialised knowledge or their prior experience in aviation management. The results suggest that more practical knowledge improve airports’ performance. Airports with a majority of government ownership that are the largest ones increase their efficiency significantly, suggesting that political decisions may be discriminatory in detriment of airports managed by regional and city authorities.  相似文献

The management of social media activities by airports is an emerging issue, and existing empirical literature on the measurement of brand perception in the airport industry is lacking. Usually, the measurement of brand perception is carried out by surveys, which are costly and rapidly become outdated. This study employs a newly developed algorithm to infer brand perceptions by mining the social connections of airports. Twitter accounts of 118 airports in the world are analysed by considering three emerging attributes in the airport industry: environment, disability and luxury. The paper shows how it is possible to identify the current positions of airports in the perception of the customers.  相似文献

A significant share of airport passengers are accompanied to and/or from the airport by friends and relatives to wave them off or greet them when they land. At some airports the number of these ‘meeter-greeters’ can be substantial, which can have important ground access planning, economic and environmental implications for the airport operator. Yet this group have received comparatively little attention in either the academic or industry literature. Consequently, to some extent ‘meeter-greeters’ have remained something of a ‘hidden’ element of ground access user. In an attempt to address this, the paper uses secondary data analysis of the UK CAA Passenger Survey Report to explore ‘meeter-greeters’ at five UK airports; Heathrow, Gatwick, Manchester, Stansted and Luton. Focus is given to assessing the scale of ‘meeter-greeter’ journeys and the role of a passenger's trip purpose (business/leisure) and resident status (resident/non-resident) in this process. A key finding from the analysis relates to the disproportionate impact of multi-person trips, where a number of different ‘meeter-greeters’ accompany a passenger to the airport. The implications of these findings are discussed and a number of recommendations for decision makers proposed. Namely, it is suggested that airport monitoring and assessment procedures should incorporate a measure of the additional trip generation by ‘meeter-greeters’ in order to present a more complete picture of the number of people accessing/egressing an airport.  相似文献

It has been 25 years since the UK was the first country to begin the process of commercialising and privatising its airports. The purpose of this paper is to revisit the UK Government’s stated aims with respect to commercialisation and privatisation, namely to “encourage enterprise and efficiency in the operation of major airports … [and that] … air transport facilities should not in general be subsidised by the taxpayer … [and they] should normally operate as commercial undertakings.” The authors of this paper consider the success of commercialisation and privatisation against these aims with respect to the 16 UK regional airports commercialised by the 1986 Airports Act part II. In addition, this paper considers the policy ramifications that have eventuated. The authors argue that many of the benefits may have been achievable by commercialisation alone.  相似文献

This paper adopts the metafrontier model to analyze and compare the technical efficiency of small and large UK airports. The interesting feature of the model is that it takes into account the technological differences in the estimation of efficiency, and thus increases the accuracy in the efficiency comparison between heterogeneous airports. Results show that large airports are generally more technically efficient and have less operational wastage than small airports. Along with size, factors such as location, technological access, and capital investments could contribute to the efficiency difference between small and large airports.  相似文献

The aim of this paper is to examine the development of air services at UK and Irish airports since 1998 and to assess the impact on airport financial performance. A sample of 14 medium/small sized UK airports and three Irish airports is used. The traffic analysis shows that low cost carriers have been largely responsible for strong passenger growth and increased passenger load at a number of regional airports. Some of these carriers use established primary and regional airports whilst others seek out small secondary airports. The airports with a high proportion of low cost traffic tend to have lower unit revenues, particularly as regards airport charges, demonstrating their desire to remain price competitive to capture this type of traffic.  相似文献

The European airport industry is subject to various forms of economic regulation and there is debate as to which of the systems provides the best incentives for allocative and productive efficiency. This paper deals with the applicability of benchmarking as a regulatory tool for airports. This form of regulation aims at evaluating the cost level of a firm by comparing it to the mean marginal cost structure of all other firms in the market. The paper investigates the difficulties arising from airport benchmarking as well as the benefits that might be derived from it by drawing lessons from benchmark regulation in other industries and the few cases where it has been applied to airports. In particular, it assesses whether yardstick regulation is a feasible alternative to the existing forms of economic regulation or whether yardsticks are more useful for internal management purposes.  相似文献

This study examines the total factor productivity (TFP) change of the UK airport industry from 2001 to 2009 using a Hicks-Moorsteen index method. The results show that the industry experienced an average annual growth in TFP of 0.32 per cent with efficiency change being the main contributor to the TFP growth. We find that private UK airports enjoy slightly higher TFP growth than those in public or mixed ownership. Regulation and airport size are found to have statistically significant effects on the airport productivity level.  相似文献

The aim of this paper is to examine the sources of regional airport economic effectiveness from the perspective of the Dynamic Capabilities View, a much debated theoretical construct of organization and management discourse in recent years. The category of dynamic capabilities embraces those organizational competencies which enable organizations to modify their routines, operational capabilities and resources with the aiming of adapting to business environmental changes. The research results, conducted on a full sample of Polish regional airports, suggest that there is a difference among regional airports in perceiving the role of particular dynamic capabilities in achieving economic effectiveness. Some dynamic capabilities are more important for small regional airports in comparison with their larger rivals. Research conducted on similar groups suggests that heterogeneity in shaping dynamic capabilities exists within organizations operating in the same sector.  相似文献

This paper describes a simple method for comparing airports based on their accessibility to regional, continental or global air transport networks, using a variety of different measures of traffic. The method is applied to all Irish and UK airports for the years 2000, 2003 and 2005 and compares the performance of these airports in serving the UK/Ireland, Western European, Greater European, North American and global air transport markets. The method may be generalised to assess other regional groupings of airports in differing regional contexts, in situations where very limited demographic and socio-economic data are available.  相似文献

This paper analyses the productivity of 20 Italian airports management companies during the period 2006–2008 using a DEA Malmquist index that includes a quality component. The proposed methodology is applied for the first time to the airport industry. In doing so, we directly assess the impact of the quality of services delivered by an airport on its productive performance. The study shows that, while Italian airports possess an acceptable level of quality in terms of their infrastructure, their managerial/administrative procedures must be strengthened in order to better deal with both technological modernization and passenger waiting time at the airports.  相似文献

The principal motivation for this paper is to examine the policy issues for UK regional airports within the air transport system with particular reference to airport airline relationships. The geography of airline route networks is considered a key factor that determines location of the pressure for infrastructure development. Regional airports policy is considered in this context. The problems of the resultant concentration of air traffic has largely been ignored up until now and so this paper seeks highlight the issues this presents to policy makers. The paper reviews the changing regional airport ownership patterns and examines a range of implications. It then explores the policy implications for the future regulation and development of the air transport system. The authors contend that regulation and the planning system are the only two remaining policy levers for government to guide privately owned airlines, privately owned airports and commercialised airports towards national policy goals.  相似文献

The Indian aviation industry has a vast potential to grow to cater to its population and commerce through developing air transport services to the regional airports. This paper examines the possible determinants of domestic air traffic demand in Indian regional airports serving below three million passengers per annum. Using multiple regression analysis, we find that distance to the nearest airport and accessibility of the airport significantly affect traffic volumes in regional airports. Airports employ significant numbers of workers who favour using the private car for the journey to work because of the location of many facilities and the times they need to travel. At the same time official policies for congestion and environmental reasons seek to limit car use. This can pose parking problems for the airports. This note looks at some of the particular issues confronting UK airport management when trying to conform to official policies while at the same time meeting the needs of their workers and the role charging may play in the solution.  相似文献
