Improving productive efficiency is an increasingly important determinant of the future of the swine industry in Hawaii. This paper examines the productive efficiency of a sample of swine producers in Hawaii by estimating a stochastic frontier production function and the constant returns to scale (CRS) and variable returns to scale (VRS) output-oriented DEA models. The technical efficiency estimates obtained from the two frontier techniques are compared. The scale properties are also examined under the two approaches. The industry's potential for increasing production through improved efficiency is also discussed.  相似文献

This article examines the impact of fixed effects production functions vis-à-vis stochastic production frontiers on technical efficiency measures. An unbalanced panel consisting of 96 Vermont dairy farmers for the 1971–1984 period was used in the analysis. The models examined incorporated both time-variant and time-invariant technical efficiency. The major source of variation in efficiency levels across models stemmed from the assumption made concerning the distribution of the one-sided term in the stochastic frontiers. In general, the fixed effects technique was found superior to the stochastic production frontier methodology. Despite the fact that the results of various statistical tests revealed the superiority of some specifications over others, the overall conclusion of the study is that the efficiency analysis was fairly consistent throughout all the models considered.  相似文献

This paper is concerned with the estimation of stochastic frontier production functions with unbalanced panel data when unobservable firm efficiency levels are related to explanatory variables. We use the weighted-means Instrumental Variables method acknowledged to R. Gardner (1998) which is a modification of the Hausman-Taylor (1981) procedure adapted for unbalanced panel data. The estimation method is used to examine technical efficiency in Tunisian textile, clothing and leather (TCL) industries during the period 1983–1994. Further, we assume a Translog production frontier where input uses are expressed in efficiency units and adjusted for the age of capital and types of labor. Firm-specific time-invariant technical efficiency is obtained using Schmidt and Sickles (1984) approach. The results suggest that the Instrumental Variables method produces more accurate estimates of the unknown firm level technical efficency. Mean efficency scores resulting from the MHT method is of 66.5%.  相似文献

In this paper we examine the productive performance of a group of three East European carriers and compare it to thirteen of their West European competitors during the period 1977–1990. We first model the multiple output/multiple input technology with a stochastic distance frontier using recently developed semiparametric efficient methods. The endogeneity of multiple outputs is addressed in part by introducing multivariate kernel estimators for the joint distribution of the multiple outputs and potentially correlated firm random effects. We augment estimates from our semiparametric stochastic distance function with nonparametric distance function methods, using linear programming techniques, as well as with extended decomposition methods, based on the Malmquist index number. Both semi- and nonparametric methods indicate significant slack in resource utilization in the East European carriers relative to their Western counterparts, and limited convergence in efficiency or technical change between them. The implications are rather stark for the long run viability of the East European carriers in our sample.  相似文献

The paper is concerned with supply constraints in the provision of telecommunications services. As a measure of supply constraint we use the average waiting time for telephone connections. Duration models are employed to analyze a panel data set for 28 countries. In addition to economic variables, we consider the role of technical efficiency in causing supply constraints. Stochastic frontiers are used to determine the technical efficiency with which countries use labor and capital inputs to connect customers. When technical efficiency is included in duration models for waiting times until connection, we find that it is the major determinant.  相似文献

Due to the existence of free software and pedagogical guides, the use of Data Envelopment Analysis (DEA) has been further democratized in recent years. Nowadays, it is quite usual for practitioners and decision makers with no or little knowledge in operational research to run their own efficiency analysis. Within DEA, several alternative models allow for an environmental adjustment. Four alternative models, each user-friendly and easily accessible to practitioners and decision makers, are performed using empirical data of 90 primary schools in the State of Geneva, Switzerland. Results show that the majority of alternative models deliver divergent results. From a political and a managerial standpoint, these diverging results could lead to potentially ineffective decisions. As no consensus emerges on the best model to use, practitioners and decision makers may be tempted to select the model that is right for them, in other words, the model that best reflects their own preferences. Further studies should investigate how an appropriate multi-criteria decision analysis method could help decision makers to select the right model.  相似文献

An issue in the multiple-output case within the literature on piecewise linear frontier production functions has been how to determine the nature of the scale properties. It is shown that knowledge of scale efficiency does not permit calculation of scale elasticity or vice versa. For inefficient units there is a relationship between input-saving and output-increasing efficiency measures through the average value of the scale elasticity between the two different reference points on the frontier. A direct approach to determine the scale properties is to calculate the scale elasticity from the dual problem to the calculation of Farrell efficiency measures.  相似文献

This paper introduces a stochastic frontier production model which accommodates firm-specific temporal variation in technical inefficiency. Unlike Cornwell, Schmidt and Sickles (1990), technical inefficiency is not modeled through the intercept of the production frontier, but through an error component model. The proposed model is a generalization of the Battese and Coelli (1992) model, which imposed a common temporal pattern upon all firms. In our application involving Spanish dairy farms, we find that the new model is preferred to the Battese and Coelli (1992) model on the basis of the likelihood ratio test. Results provide a new source of information on the different patterns of technical inefficiency change among the 82 farms in the sample.  相似文献

In non-parametric methods many units are calculated as efficient. The article suggests a method for ranking efficient units, not by their efficiency, but by importance as benchmarks for the inefficient units, in contrast to earlier suggestions in the literature which rank units high if they are specialized. However, the total potentials for improvement frequently remain unrevealed by calculating radial efficiency measures of the Farrell type only. The article therefore first develops efficiency measures that explicitly extend the radial measures to include slacks. The new measures are applied to a typical multidimensional small-sample data set for Norwegian employment offices.  相似文献

This paper investigates the consistency of efficiency frontier methods on European banking samples. We measure the cost efficiency of banks from five European countries (France, Germany, Italy, Spain, Switzerland) with three approaches: stochastic frontier approach, distribution-free approach, and data envelopment analysis. We compare means, correlation coefficients, two public policy issues, and the correlation with standard measures of performance. In general, we conclude in favor of the lack of robustness between approaches, even if there are some similarities in particular between parametric approaches. We do, however, observe some correlation between all frontier approaches and standard measures of performance.  相似文献

Deterministic frontier analysis (DFA), stochastic frontier analysis (SFA), and data envelopment analysis (DEA) are alternative analytical techniques designed to measure the efficiency of producers. All three techniques were originally developed within a cross-sectional context, in which the objective is to compare the efficiencies of producers. More recently all three techniques have been extended for use in a panel data context. In the latter context it is possible to measure productivity change, and to decompose measured productivity change into its sources, one of which is efficiency change. However when efficiency measurement techniques, particularly SFA, have been applied to panel data, it has infrequently been made clear what the objective of the analysis is: the measurement of efficiency, which may vary through time as well as across producers, or the measurement and decomposition of productivity change. In this paper I explore the use of each technique in a panel data context. I find DFA and DEA to have achieved a more satisfactory reorientation toward productivity measurement than SFA has.  相似文献

A new procedure for the measurement of efficiency and technical change is presented, using DEA with three-dimension data (box data), pooling over sectors, regions and time. Until now, when pooling the data in panel applications it has been assumed that technology remained unchanged, so productivity change was entirely attributed to technical efficiency change. However, patterns of technology change and the decomposition into efficiency and technical change elements can be accomplished by means of restrictions on the general structure of the technology indexes. Under the assumption of non-regressive technical change, upper and lower bounds for efficiency and technical change are obtained. The new methodology is illustrated in an analysis of productivity growth in 13 manufacturing sectors in the Spanish regions from 1980 to 1992.  相似文献

Traditionally, data envelopment analysis (DEA) requires all decision-making units (DMUs) to have similar characteristics and experiences within the same external conditions. In many cases, this assumption fails to hold, and thus, difficulties will be encountered to some extent when measuring efficiency with a standard DEA model. Ideally, the performance of DMUs with different characteristics could be examined using the DEA meta-frontier framework. However, some of these DMUs are mixed-type DMUs that may affiliate with more than one group. Furthermore, the total number of observations of these mixed-type DMUs is limited. This is one of the common problems when studies focus on faculty research performance in higher education institutions. In general, a faculty member is affiliated with a certain department, and if the departmental assessment policy is not suitable for faculty members who are involved in interdisciplinary research, their performance could be underestimated. Therefore, the proposed model is an extension of the DEA meta-frontier framework that can assess the performance of mixed-type DMUs by constructing the reference set without the same type of DMUs. In this paper, the scientific research efficiency of faculty members at the Inner Mongolia University is used as an example to provide a better understanding of the proposed model. The proposed model is intended to provide a fair and balanced performance assessment method that reflects actual performance, especially for mixed-type DMUs.  相似文献

This paper extends the nonparametric approach to efficiency analysis to deal with uncertainty of input-output prices. We generalize the notion of economic efficiency to derive necessary and sufficient first-order stochastic dominance (FSD) efficiency conditions. Interestingly, the FSD conditions include as limiting cases the traditional conditions for economic efficiency and technical efficiency. Furthermore, we propose empirical tests for these FSD conditions, which require minimal assumptions concerning the preferences of the decision-maker and the statistical distribution of the prices. From operational point of view, the FSD conditions can be tested empirically using standard mathematical programming techniques. An empirical application to the Dutch electricity distribution sector illustrates the approach.  相似文献

Regarding the importance of budgeting in organizations, this research proposes an empirical approach to budget allocation problems. The methodological instrument utilized is data envelopment analysis (DEA) which is a nonparametric mathematical programming technique. In the DEA methodology a standard DEA model should be independently solved to evaluate each decision making unit (DMU). Consequently, it is hard to find the magnitude of budget for each DMU by applying a budget allocation model based on standard DEA models because identifying the DMU under evaluation is problematic. Also, to overcome problems of evaluation using standard DEA models, common set of weights (CSW) DEA models were suggested. These models can be developed for use in budget allocation DEA models that lead to finding a single magnitude of budget for each DMU. Moreover, the opinion of the decision maker can be incorporated into the model using budgetary constraints. As a result, a restricted linear budget allocation CSW DEA model is proposed in which the central authority would like to plan for improving the total efficiency scores of all DMUs. In essence, the proposed model is used to reallocate the available budget and, thus, the results obtained will be a suggestion for budget allocation in subsequent periods. Finally, the proposed model is applied to budget allocation in the Iranian gas industry in which the available budget is reallocated to increase the total efficiency scores of Iranian gas distribution branches.  相似文献
