Lack of cross-border transport supply has repeatedly been blamed for the fact that national borders limit spatial interaction and, consequently, the growth of border regions. This study applies an accessibility approach to investigate for most municipalities in ten countries in mainland West Europe if foreign transport supply is lagging behind, and if population growth in these municipalities has been affected by the limits that national borders have imposed on market access. To do so, data describing historical population changes and road networks between 1961 and 2011 have been used. The results show that in the study area, cross-border transport accessibility was not at a disadvantage in 1961 and has since then grown even more than domestic accessibility. However, municipal population growth has depended almost exclusively on domestic market access. Processes of economic international integration in the study area are found to coincide with the growth of cross-border accessibility, but do not have a clear coincidence with the effects of cross-border accessibility on population growth.  相似文献

The achievement of good spatial accessibility and equity in the distribution of urban services is one of the supreme goals for urban planners. With Scottish Government backing, the City of Edinburgh Council (CEC) has started to construct a tram network to cater for the future needs of Scotland’s capital city by providing an integrated transport solution using trams and buses. Spatial Network Analysis of Public Transport Accessibility (SNAPTA) which is a GIS-based accessibility model has been developed to measure the accessibility by public transport to different urban services and activities. The model responds to several limitations in other existing accessibility models in planning practice. It offers an alternative and practical tool to help planners and decision makers in examining the strengths and weaknesses of land use – transport integration. SNAPTA has been applied to a pilot study in Edinburgh city to identify the contribution of the infrastructure improvements of the tram system and Edinburgh South Suburban Railway (ESSR) to improved accessibility by public transport to six types of activity opportunities. This paper outlines the concept and methodology of the SNAPTA model, and presents the findings related to this pilot study with a focus on changes in potential accessibility to jobs between four different public transport network scenarios. The accessibility values so obtained help to identify the gaps in the coverage of the public transport network and the efficiency in the spatial distribution of urban services and activities. The findings focus on whether the planned transport infrastructures for Edinburgh will lead to better accessibility and reduced inequity (in terms of accessibility) across the city.  相似文献

This research was aimed at exploring levels of equity in accessibility to employment and education in the city-region of Bogotá, Colombia's capital city. Building on consolidated methodologies for the assessment of potential accessibility, we estimate accessibility indicators at the zone level, evaluate how potential accessibility varies among income groups, and present evidence related to transport mode, in order to analyze social and spatial inequalities produced by the distribution of accessibility to employment and education activities. The research incorporates a method to evaluate how accessibility varies among zones according to average income and mode of transport in order to produce evidence-based arguments that can inform transport policy in the city-region of Bogotá, and other similar contexts in the Global South. Our results show strong distributional effects of the socio-spatial and economic structure of the city-region, its transport infrastructure and services, and the effect of current transport and land-use policies for citizens of different income groups. The tools and empirical evidence in this research seek to contribute to informed policy development in Latin America and other developing contexts, and feeding current debates on the role of accessibility in addressing social and spatial inequalities stemming from urban mobility.  相似文献

The literature on the New Economic Geography (NEG) suggests that transport cost is a major driving factor for the emergence of core–periphery patterns within a country. However, very few studies have tested this theoretical explanation in the context of transport infrastructure networks in developing countries. This paper takes a closer look at Nepal and tests four expectations that are drawn from the NEG, which highlight different aspects of the formation of core–periphery dynamic as determined by infrastructure quality. The expectations are tested by relating spatial-temporal patterns of road development to the growth and distribution of cities and examining the transport infrastructure contribution to shaping the patterns of regional economic development. We used intercity travel time estimates, based on the design speed of roads, length of sections and pavement type (from 1961 onwards in 10-year segments) as an indicator for the quality of infrastructure (transportation cost). Next, we computed hubness and accessibility indices of cities, defined by means of a gravity model and as a function of transportation cost, to undertake a cross-city comparison. We applied GIS mapping, multiple regression and mediation analysis techniques to relate these transport and accessibility characteristics to spatio-temporal patterns in city size and GDP per capita. Our study broadly confirms the core expectation derived from the NEG that transport improvements facilitate urbanization and that higher urbanization leads to higher regional GDP per capita. Two independent effects were identified in qualification of these overall patterns – the impact of market potential on city primacy and the impact of highly localized, immobile resources on GDP.  相似文献

Although strategies to create transport corridor are prevalent in the global South, there is a lack of empirical research to evaluate these initiatives, in particular whether they have realised their general goal of reducing regional disparities. The current paper describes a multi-method approach involving spatial and non-spatial analysis to investigate spatial disparity along a proposed corridor and examine its integration within the existing settlement structure. The analytical framework is tested on India’s Delhi-Mumbai Industrial Corridor. A rationale is developed to enable a critical view of corridor policies as strategies for development in the global South.One important finding regarding policies on transport corridors is the risk that future growth will remain concentrated in districts directly linked to a proposed corridor, leaving peripheral areas marginalised. An integrative analysis of current spatial and social disparities in India shows growth to be high in areas with good accessibility between urban and rural areas. Specifically, growth in rural areas is fostered by the availability of good road network, and polytechnic and vocational institutions, whereas in urban areas, growth is positively associated with the provision of secondary schools. In order to prevent or even reduce disparities, this research recommends that spatial strategies be developed with mechanisms to enable their implementation by lower tiers of governments, that spatial plans and infrastructure outlays be reformed to improve accessibility between proposed corridors and peripheral areas, and that accessibility indicators be included in the design and implementation of transport development policies.  相似文献

In recent years climate change has become a multidisciplinary research topic that addresses the challenges facing transport infrastructure planning, construction and operation. The study of the adaptation of transport systems to new environmental conditions is often based on the interrelated concepts of resilience, vulnerability and criticality. In this paper we assess the criticality of sections of Spain's inland transport network under the effects of changing climate scenarios obtained from a specific climate projection (using the time periods 2010–2020 and 2045–2055). The functionality of the transport system is characterised here in terms of territorial accessibility. The results identify and locate the most critical stretches of the Spanish transport network. In general terms, the most relevant sections in regard to accessibility will not be exposed to the greatest changes in climate variables. Up to 2.8% of the roads and 5.9% of the railways that contribute most significantly to the territorial accessibility of the transport system will undergo the greatest variations between climate scenarios. This paper contributes to this field of research by developing a screening tool that represents a valuable instrument for the infrastructure decision-making process at the strategic level. Action areas for proactive adaptation measures can be identified in order to reduce impacts and costs, while prioritising the maintenance or reconstruction of the most critical stretches in the case of a future climate event.  相似文献

This paper investigates a fundamental question related to the massive railway infrastructure development in China. What is the impact of high-speed rail (HSR) on regional economic disparity? The question is investigated from three perspectives. First, the influence of HSR on regional economic disparity is discussed theoretically from the perspective of New Economic Geography. Second, the variation in economic disparity at both the national and regional levels is investigated using three indexes: the weighted coefficient of variation, the Theil index and the Gini index. Third, the linkages between regional economic growth and HSR is measured empirically from a quantitative and qualitative perspective using an endogenous growth modelling framework with a panel data covering the period 2000–2014. The rail network density is adopted as a proxy to reflect the quantity change in rail investment. Three accessibility indicators (weighted average travel time, potential accessibility and daily accessibility) are introduced to capture the improvement of HSR transport quality. Our findings confirm that regional economic disparity has been decreased since the development of HSR. HSR has promoted regional economic convergence in China. Specifically, the positive effect of rail network density on regional economic growth is found to be significant in the East and North, whereas the positive effect of accessibility change is found to be more significant in the Middle Reaches of Yangtze River, the Southwest and the South China.  相似文献

Accessibility is not a static feature because it is affected by a large number of factors, such as changes in transport infrastructure, the spatial distribution of human activities, and their interdependence. In this study, we examine the role of location quotient-based travel costs as the travel impedance function in accessibility measurement to better capture accessibility changes over time. The travel impedance function is one of the most widely studied aspects of accessibility. In most studies, travel impedance is determined by a negative exponential function in the travel cost assessment of the accessibility measure as a means to incorporate the distance decay effect. Here, we apply an accessibility index that uses location quotient-based travel costs and an accessibility measure with simple travel costs in order to test the proposed theory. The results of the two methods vary considerably. The location quotient method is discussed in detail, including its potential advantages for measuring accessibility changes. We argue that the location quotient-based travel cost is an appropriate method for determining the travel impedance function in accessibility measurements, especially for analyzing accessibility changes.  相似文献

The twentieth century witnessed the closure of many kilometres of railway lines that once came to structure their surrounding territory. Although nowadays many of them are converted in greenways, this paper supports that disused railway lines could also operate as non-motorised transport axes related to daily activities, organising their surrounding territory. In this regard, it is necessary to measure the potential of the line, studying the relations created between the disused line and its surrounding environment by means of non-motorised accessibility analyses. The presented methodology analyses accessibility around a linear system with a multilevel approach: regional, interurban and urban. Each approach provides results of different scales, but in turn provides results of the whole line areas, enabling the comprehension of the potentiality of the infrastructure as a non-motorised axis and the connection with its urban and rural environment. The proposed methodology has been applied in a case study, demonstrating the capability of non-motorised routes to structure the territory and attend several activities, giving rise to more sustainable transport.  相似文献

Increasing attention is given to public transport services in cities of the Global South as a tool to enhance social inclusion and support economic development. Against this background, developing and evaluating indicators that quantify the distribution of public transport services from a social equity perspective is essential. The aim of the study is, therefore, to assess the equity of public transport services in four metropolitan regions in Brazil (São Paulo, Rio de Janeiro, Curitiba and Recife) with two commonly used indicators of public transport provision. The first indicator measures proximity to rapid transit infrastructure (bus rapid transit, light rail and heavy rail stops with high frequency throughout the day), and the second measures accessibility to jobs by public transport. While simple indicators of proximity to public transport stops are most commonly used given their ease of operationalization and communication, accessibility to job indicators are more representative of the benefits provided to individuals by the public transport network. Combining these two indicators in one study provides a quantitative assessment of the socio-spatial distribution of public transport services in four large metropolitan areas in Brazil and the results demonstrate that lower-income households are disadvantaged in terms of public transport services in all four metropolitan areas. Furthermore, the results highlight the importance of quantifying accessibility by public transport, in addition to proximity to rapid transit, and thereby sheds light on the importance of developing openly available public transport schedules and geographic data. This study is of relevance to planners and researchers wishing to measure and evaluate public transport equity in the Global South.  相似文献

Accessibility, the relative access to markets, is a strategic concept in all economic models with a spatial dimension and its prominence has been acknowledged in many economic research fields and policy debates. This paper is based on the assumption that infrastructure drives economic accessibility and, therefore, we can assimilate a production function approach where the road network constitutes a set of inputs yielding access to markets as output. Methodologically, we originally measure the infrastructure inputs accounting for the real used network and calculate a series of new final and intermediate demand gravity-based and locational indicators, which capture a wide range of economic transactions and represent different concepts of economic accessibility outputs. The value added of this paper is translating a non-parametric frontier approach (DEA) to a dynamic scope (Malmquist indices) by connecting the regional accessibility to the productivity of the road infrastructure inputs associated with each region. Results during 1995–2005 show a low relative accessibility of the Spanish NUTS-3 regions, although improvements have been greater over the last five years. Finally, we observe a U-inverted relationship between the accessibility gains during these years and the geographical localization.  相似文献

Improving public transport accessibility can be considered an effective way of reducing the external costs and negative side effects of motorized commuting. Although there have been many studies conducted that have measured access levels to public transport stops/stations, there has been limited research on measuring accessibility that integrates population density within geographical areas. This study develops a new measure that considers public transport service frequency and population density as an important distributional indicator. A public transport accessibility index (PTAI) is formulated for quantifying accessibility within local areas in metropolitan Melbourne, Australia. A public transport network model is applied to identify the service coverage of public transport modes using a Geographical Information System (GIS). A consistent method is introduced for evaluating public transport accessibility for different levels of analysis, from single elements, including public mode stops to network analysis. The Victorian Integrated Survey of Travel and Activity (VISTA) is used to evaluate the index and examine the association between commuting trips undertaken by public transport and the level of accessibility within the Melbourne metropolitan region. Furthermore, the new index is compared with two existing approaches using the VISTA dataset. Key findings indicate that the PTAI had a stronger association whilst showing more use of public transport in areas with higher values of the PTAI.  相似文献

Long-distance accessibility is a crucial element for economic development and for territorial cohesion. To be revealing, however, a measure of accessibility must not only consider the distance or travel time of a single mode, but should include the fares, the frequency and the interchanges of all available modes.The paper aims to address whether and where there is an accessibility problem between Italian regions, through a comprehensive measure of accessibility covering the entire Italian territory. The measure used in the paper is potential accessibility, with an exponential decay impedance function. Different from similar studies, this one gives a more in-depth definition of impedance parameters due to the availability of a transport model that includes the entire Italian long-distance supply (roads, coaches, long-distance rail services, air services, and ferries). The opportunities at destination are proxied by population, and private and public sector employees.The main outputs are detailed maps of accessibility that are significantly more realistic than using simple infrastructure indicators or single-mode measures. In addition, some policy conclusions are drawn in terms of past and future investment policies.  相似文献

A number of transportation infrastructure projects were conducted in Europe during the 1990s with the explicit objective of promoting regional cohesion goals through the improvement of the accessibility of peripheral regions. Given its peripheral situation in the Union, Portugal was a key target for some of these projects. A decade later, it is pertinent to ask whether the new infrastructure achieved its objective of promoting lagging regions. The objective of this paper is to analyze one of the lagging regions in Portugal, to try to establish the link between changes in accessibility levels brought by improvements in the transportation network, and two indicators commonly used in accessibility research (population and purchasing power), while controlling other variables of possible relevance, such as the levels of educational achievement of the population in the region. The analysis is based on the use of spatially autoregressive models which allow the representation of accessibility as spatially lagged variables of first and second order. The results place the contribution of accessibility changes in context, and point at the relevance of education as an alternative policy.  相似文献

The principal aim of this paper is to evaluate the impact of the future European high-speed train network on accessibility, by reducing time distance between places and modifying their relative location. We compare the current situation with that foreseen for the year 2010, according to the Outline Plan of the European High-Speed Train Network, in order to analyse which areas will most benefit from construction and improvement of the infrastructure. It is hypothesized that the high-speed train will certainly bring the peripheral regions closer to the central ones, but will also increase imbalances between the main cities and their hinterlands. A weighted average distance indicator is applied for this purpose. This measure identifies the spatial distribution of accessibility in the area of study, emphasizing the infrastructure effects, and locates accessibility changes at the European level. We present a methodology to analyse high resolution population and transport data in order to assess cross-border connectivity within the European Union. Transport infrastructure can strongly influence cross-border interactions as well as regional, urban or local development. The analysis is carried out using a policy perspective, with network efficiency as the main indicator of accessibility. The aim is to allow the quantification of the quality of cross-border road connections and the identification of areas where infrastructure improvements can lead to higher benefits. We propose a machine learning approach that combines cell level route assignment and k-means clustering at a fine −1 square km- population grid. The outputs cover all internal EU land borders and consist of sets of spatial clusters that meet user-defined policy criteria. The results can be used as input for investment decisions and can be easily combined with other policy support tools for tailored multi-criteria analysis.  相似文献

Accessibility is a widely used concept in transportation planning and research. However a majority of the literature is concerned with accessibility in infrastructure-rich regions where it is used to assess the output of infrastructure. Relatively scant attention in contrast has been paid to the topic of accessibility in infrastructure-poor regions. These are regions characterized by non-homogeneous landscapes with limited or no transportation infrastructure. Even studies that deal with infrastructure-poor regions tend to transpose the methods used elsewhere. This practice seems inappropriate when mobility happens by active rather than motorized modes since the effort required for movement is likely different. The objective of this paper is to compare distance, time, and metabolic energy cost functions in walking accessibility. To this end, we present a case study of accessibility to water in central Kenya. The results indicate that Euclidean distance, surface distance, and travel time correlate better between them than any of them does with metabolic energy. Furthermore, while shortest paths tend to be symmetric for distance and time criteria, under consideration of metabolic energy expenditure pathways change significantly depending on the direction of movement. This has implications for measuring accessibility and equity. By providing alternate mechanisms for valuing the cost of movement, this research suggests avenues to consider vulnerable populations, such as pregnant women who require greater nutritional intake and expend more energy per unit activity. Directions for further research include certain trade-offs between route choice variables across various applications, for example, walking and cycling route choice algorithms.  相似文献

Despite the large investments made in the construction and modernisation of railway infrastructure, poor quality pedestrian routes may discourage users from using public transport. In fact, very little attention is generally paid to pedestrian mobility. Therefore, a method for evaluating the quality of pedestrian paths and the accessibility to railway stations has been developed. This method considers the main factors influencing the walkability of an urban area and makes it possible to establish the priorities for intervention, i.e. to identify the arcs of a pedestrian network that require prioritised action. The methodology is a decision support tool that can be used by policymakers and is developed in a GIS environment. Three railway stations in Palermo and its surrounding areas were chosen as a case study.  相似文献

ABSTRACT

New public transport infrastructure is expected to improve accessibility for local residents, and thus contribute to increased land value. The contribution that a bus rapid transit (BRT) system can make to increased land value is less certain than for rail-based systems, with the literature mostly containing bus-based examples from developing countries with extensive BRT networks. This article considers a BRT system named the Liverpool–Parramatta Transitway (LPT) that was implemented in southwestern Sydney in 2003 to improve public transport accessibility in the local area. A repeat sales model is constructed to investigate the impact of the LPT on residential housing prices and accessibility changes using repeat sales data from before and after the opening of the LPT. This identified little price difference between properties close to LPT stations and outside of the area that could be considered as affected by the LPT service coverage. This outcome is at variance with the theoretical underpinning of land value uplift and other empirical evidence relating to the LPT. Hedonic models using the same repeat sales data investigate the study area in more detail, stratifying the sample by housing type and by comparing separate before and after models. These research outcomes identify the extent to which the BRT system has an impact on local housing prices through accessibility improvements to the study area and provide a deeper understanding as to how the quantification of land value uplift from BRT represents one element of the wider economic benefits of a BRT system.  相似文献
