Keynes made harsh and repeated attacks on the work of Ricardo, blaming him particulary for what Keynes called the ‘classical theory’ of interest. Garegnani and others argue that Keynes' criticisms of the classical theory of interest apply to later neoclassical writers, but not to Ricardo. This paper re-examines Keynes' criticisms. It argues that Keynes attacked Ricardoapos;s theory of interest despite his awareness that Ricardo did not hold the ‘classical theory’. Moreover, Keynes not only expressed sympathy for Ricardo's understanding of interest, but his criticisms which do apply to Ricardo do not address Ricardo's theory of interest.  相似文献

Joan Robinson's association with three Cambridge ‘revolutions’—imperfect competition, effective demand and capital theory—is examined in the context of her personal and intellectual partnership with Richard Kahn, John Maynard Keynes and Piero Sraffa. Initially, imperfect competition appeared to have successfully extended marginal analysis to all market forms. It also allowed Richard Kahn and Joan Robinson to persuade Keynes to present the main argument of The General Theory in terms of aggregate demand and aggregate supply. By the early 1950s, however, Joan Robinson had rejected the Marshallian methodology and had become a strenuous censor of neoclassical theory. In this paper the origin of her critique is traced to her reading of Sraffa's Introduction to Ricardo's Principles.  相似文献

Standard fiscal theory suggests that taxation should be heaviest on the least mobile factors of production – for both efficiency and revenue reasons. A shift in tax burdens from capital to labour as economies become globally integrated is thus justified. This theoretical tradition (founded by Ramsay and continued by Mirrlees and Lucas) assumes by construction that profit taxes reduce investment and growth; and while sensitive to inter-generational equity, sidesteps the issue of income distribution within generations. In contrast, starting from Keynes’ critique of these assumptions and building on modern endogenous growth models, it can be shown that profit taxation is not necessarily injurious to productive investment. In practice, moreover, the effect of globalisation has not been to reduce tax rates on capital, but rather to erode the tax base itself (i.e. ‘tax evasion’). Improved information exchange between tax authorities, which is now being driven by fiscal insolvency in developed countries, would allow tax incidence to be shifted so as to improve income distribution within OECD countries. Such cooperation could also permit the replacement of the current discretionary system of fiscal transfers from rich to poor countries (‘development aid’) by equitable sharing of global capital tax revenue.  相似文献

Modigliani's 1944 “Econometrica” article is considered one of the most important efforts to reconcile Keynes with classical economic thinking through the wage rigidity hypothesis. The paper reconstructs the genesis of Modigliani's article and compares Modigliani's and Patinkin's interpretation of the wage–employment relationship. It also discusses Modigliani's contribution to the neoclassical synthesis, arguing that Modigliani's attention to the monetary origin of and solution to unemployment contrasts with the neoclassical synthesis neglecting of the monetary side of the system and its inclination towards fiscal policy.  相似文献

Early neoclassical economics embodied a gendered symbolic system that devalued consumption and enabled economists to ignore a basic contradiction underlying their treatment of consumption. According to consumer-sovereignty dogma, the consumer determined which firms would survive by actively pursuing maximum individual utility. While this consumer retained the culturally masculine attributes of initiative and agency, consumption itself was devalued because, from a systemic point of view, it is not important which firms survive. At the macro level, consumption was marginalized through Say's law, which holds that excessive acquisition of commodities for consumption is potentially dangerous, because saving and investment drive the economy. The rise of mass consumption and Keynesian macroeconomics threw into question the cultural gendering of consumption – which had acquired feminine attributes like passivity and frivolity – and rendered the neoclassical devaluing of it increasingly untenable. The postwar, neoclassical synthesis and subsequent developments have reinstated the pre-Keynesian gendering of consumption and devaluation of culture.  相似文献

This paper assesses recent neoclassical and radical contributions to the analysis of unemployment as a labour disciplinary device, in particular, those of Shapiro & Stiglitz and Bowles & Gintis. These authors share a common set of premises, notably on the conception of the effort decision, that present severe obstacles to the understanding of productivity constraints on full employment. The models of Shapiro & Stiglitz and Bowles & Gintis identify a specific 'asymptote problem' in which the achievement of full employment immediately triggers infinite (and hence unsustainable) wage increases. The premise that workers find work subjectively costly to perform effectively rules out the possibility for full employment. But this view fails to take into account the actual constitution of work motives. To the extent that work effort may be induced independently of dismissal threats, high work intensity may in fact be undermined by high unemployment. By taking work avoidance as given, the labour extraction literature forecloses consideration of the possibilities offered by alternative work organisation for removing unemployment as a worker disciplinary device.  相似文献

The mainstream view of Keynes's principle of effective demand is that it states something about quantities—and about quantities only. The principle is held to determine the levels of output and employment in a world not governed by Say's law. This paper argues that the principle of effective demand goes beyond this to explain not only ‘real’ activity levels but also the aggregate price level. A variant of the post-Keynesian D/Z-model is brought together with Marxian reproduction schemes to derive this result.  相似文献

Abstract
This article considers whether capital is a significant constraint on employment in Australia. We calculate the level of capital-constrained employment for seven sectors of the Australian economy. The calculations suggest that the manufacturing; transport, storage and communication; and recreation, personal and other services sectors have sufficient capital installed to increase employment. In two other sectors, mining and wholesale and retail trade, the potential for increases in employment through increased capital utilisation may be constrained by surplus labour (as of June 1993). While some sectors are capital constrained at the moment, we find that the investment requirements to increase employment in these sectors are not onerous. We also project investment requirements in each of the sectors for employment growth over the next five years. These projections suggest that a jump in investment followed by relatively modest growth is required to sustain growth in employment.  相似文献

In recent years there has been a flourishing of models with microfoundations based on imperfect (or monopolistic) competition that claim to yield Keynesian results which, it is held, are incompatible with perfect competi-tion. The paper shows that Keynes’s results do not depend on market forms but are contingent on his treatment of investment. In Keynes’s analysis, the existence of underemployment equilibria is demonstrated regardless of the assumed market form. Far from taking into account the importance of investment, recent models with ‘Keynesian results’ ignore investment altogether.

The article argues that if the investment demand function, with its distinctive characteristics, is removed, involuntary unemployment can be explained only by imperfections or rigidities that prevent producers from pushing their supply up to the level of full employment. A conclusion that Keynes wanted to avoid.

The introduction of a hypothesis of market forms different from imperfect competition may be useful in order to develop macroeconomics along more realistic lines, however, as the conclusions of the paper suggest, this hypothesis loses its analytical power if made separately from a satisfactory treatment of investment.  相似文献

The amount of labor used per unit of capital stock (or investment) can be varied by any one of four quite different mechanisms. Two of these – changes in crew size and in capital utilization – are variable even ex post. These mechanisms are systemmatically related and all induce factor substitution in the same (neoclassical) direction with a change in relative factor prices. The conditions necessary to support the view that ‘factor prices don't matter’ are shown to be terribly stringent.  相似文献

This article examines Keynes's argument in favour of an inverse relation between employment and the real wage rate. In examining the debate over the inverse relation that took place during the 1930s the article argues that the failure of Keynes's critics to persuade him to relinquish the inverse relation can be traced to his own unrecognized use of a concept of marginal productivity different from theirs but that the larger unresolved issues persisting throughout that debate and continuing till the present are those relating to the formulation of ‘excess capacity’ during a depression and the specification of the supply side of the underemployed economy. Drawing on that debate but contrary to Keynes's own response, the article will propose a respecification of excess capacity such that the labour market directly incorporates aggregate demand independently of changes in the price level, and where an increase in employment is not predicated on a reduction in real wages even in the presence of (neoclassical synthesis) diminishing returns.  相似文献

There is little agreement in economics on the factors influencing labour supply and hence on the impact of taxes. Within the marginal model, real wages and incomes are directing people's labour market behaviour independent of time and space, whereas the human resources approach takes account of the social environment and past behaviour. Even if strong assumptions are made, the neoclassical theory cannot predict the outcome of a wage increase. The labour supply response depends on the relative strengths of the substitution and the income effect. Since nonparticipation in the labour market is explained by a reservation wage being higher than the market wage, this is the only situation in which neoclassical theory would predict a rise in labour force participation with a wage increase. This case occured in a ‘natural experiment’ in Sweden. The Swedish tax system changed in 1971 from joint to separate taxation of spouses resulting in a substantial increase in the net wage of married women. This article investigates the impact of the change in the Swedish tax system on female labour force participation, concluding that it cannot explain the substantial rise in the participation rates of Swedish women. This is a significant result, questioning standard neoclassical theory and supporting the more institutional views of human labour market behaviour. That is that time and space as well as the social environment are important when analyzing labour supply. This will have consequences for international comparisons. Only factors which explain developments within one country might be relevant for explaining international differences, e.g. in labour force participation.  相似文献

Empirical models based on neoclassical theory predict that if investment is sensitive to current financial performance, this is a sign that something is ‘wrong’ and is to be regarded as a problem worthy of a policy intervention. Evolutionary theory, however, refers to the principle of ‘growth of the fitter’ to interpret investment-cash flow sensitivities as the workings of a healthy economy. In particular, I attack the neoclassical assumption of rational profit-maximizing firms. Such an assumption is not a helpful starting point for empirical studies into firm growth. One caricature of neoclassical theory could be “Assume firms are perfectly efficient. Why aren’t they getting enough funding?”, whereas evolutionary theory considers that firms are heterogeneous and that not all firms should grow. This essay highlights how interpretations and policy interventions can be framed by the initial modelling assumptions, even though these latter are often chosen with analytical tractability in mind rather than realism.  相似文献

This essay reviews Michael Ambrosi's important but neglected book on the formative period of Keynesian economics. The book traces the evolution of a Cambridge macroeconomic tradition running from Marshall and Pigou to Keynes, and interprets The General Theory as a response to Pigou's analysis of unemployment. Ambrosi also argues that Keynes's disciples, Richard Kahn, Nicholas Kaldor and Joan Robinson, were, in the 1930s, wedded to a Pigovian methodology and did not immediately recognise that Keynes had redefined the meaning of equilibrium in The General Theory. Keynes's attempt to redefine the analytical basis of neoclassical economics was thwarted, not merely by the neoclassical synthesis, but by those who claimed to be the inheritors and guardians of his vision.  相似文献

This article compiles labour input indices that capture both employment changes and quality improvement of labour in Taiwan, from 1994 to 2011. Up to 77.19% of average annual labour input growth is from quality improvement. Further decomposition reveals that the most important source of growth is educational attainment, followed by age structure. Moreover, we find that Taiwan’s average annual GDP growth rate does not result from capital investment but from the contribution of a stable labour input to economic growth. Taiwan is a newly industrialized country, but because of the diminishing returns to capital, the catch-up effect has been slower than hoped. Additional capital investment has a relatively small effect on productivity, and the main source of the continuous economic growth rate is from labour quality, especially from highly skilled human capital. Making good use of these human resources creates a stable source of sustained economic growth.  相似文献

This paper explores the relationship between the Keynesian multiplier and Pasinetti's model of pure production. Key assumptions of Pasinetti's model are its multisectoral structure, the definition of all income as a reward to labouring activities and, as a consequence, the operation of a pure labour theory of value. A translation between these models is effected by introducing investment as an exogenous determinant. By drawing from Keynes to apply his concept of the wage unit, it is possible to aggregate from Pasinetti's multisectoral model to a genuinely macroeconomic multiplier. This provides a way of using the scalar Keynesian multiplier without making the restrictive one-commodity assumption. In addition, this formal demonstration enhances our understanding of the relationship between the wage unit and the labour theory of value. Finally, critics have argued that Pasinetti downgrades the importance of institutional analysis; in contrast, the derivation of a scalar Keynesian multiplier contributes to an understanding of how relevant Pasinetti's approach is to the analysis of a monetary production economy.  相似文献

This paper constructs a neoclassical monetary growth model applicable to less developed economies, in that (1) the economy is assumed to be labour-surplus (as a result of which its steady-state growth rate is an endogenous variable), and (2) differential savings propensities on the part of profit- and wage-earners are postulated. The model predicts that an increase in the rate of monetary expansion increases the steady-state rate of inflation, increases the capital-labour ratio, reduces the money-labour ratio, and reduces the steady-state growth rate. Because of this last-mentioned fact, an inflationary policy is held to be unfavorable to economic development, despite the fact that it increases the capital-labour ratio. Some implications of the analysis for the well-known ‘choice of techniques’ problem are also discussed.  相似文献

Abstract

This paper deals with the question why in the 1940s and 1950s Ludwig Lachmann (1906–1990) failed to revive Austrian economics. Lake Keynes and Hayek, Lachmann pointed out that expectations, and hence knowledge, are important determinants of (cyclical fluctuations in) investment and economic activity. He thereby emphasized that the process of knowledge acquisition is indeterminate and open‐ended. This indeterminateness is difficult to reconcile with neoclassical attempts to provide economics with internally consistent microfoundations. This fundamental difference between his and the neoclassical research agenda explains Lachmann's failure to revive Austrian economics.  相似文献

The flexicurity approach claims a positive effect of flexible labour on firm performance, also through an increased ability to innovate. Critics consider it a deregulation of the labour market, decreasing investment in human capital and innovation. We contribute to this broad debate providing an estimate of the relationships linking innovative investment, substitution investment, permanent hires and temporary hires. In particular, we aim at affirming or denying that innovative investments are accompanied by a specific kind of workforce, being it stable or flexible. In doing so, we contribute to bridge the gap among two quite separate strands of literature, as existing literature usually analyses capital and labour separately. Estimating a nonlinear recursive equation system we highlight a significant increase in the likelihood of hiring on a permanent base when the firm innovates; this holds till 2008. Afterward, during the crisis, innovating firms are more likely to hire using temporary contracts instead, a possible signal of a cost saving strategy adopted in a loose labour market by firms still able to innovate. Furthermore, both permanent and temporary hires never depend on increases in labour costs; however, substitution investment increases when labour cost increases, maybe in an attempt to increase labour productivity through a more efficient capital equipment.  相似文献
