ABSTRACT

Absolute rent, in Marx's view, has an upper limit represented by the difference between the value and the price of production of agricultural commodities. The relevance of this limit was questioned by Bortkiewicz because of the difficulties concerning the argument which Marx based it on. The lack of this upper limit prompted some scholars to claim that there is no difference between absolute rent and a rent paid by a monopoly price. Referring to the classical/Marxian theory of monopoly price, we shall argue that it is still possible to distinguish absolute rent from a rent due to a monopoly price.  相似文献

The Henry Review placed the taxation of rents from mines back on the national policy agenda. Mineral rent is potentially a source of neutral taxation. However, the various means of taxing resource rents in practice either fall short of the ideal of neutrality or collect for the revenue only a small proportion of the mineral rent. This article discusses the six principle instruments for taxing resource projects. It evaluates these forms of taxation in relation to stability, neutrality and government revenue maximisation. It suggests a combination of instruments that is likely to establish a good balance among objectives.  相似文献

Abstract

This paper defends Adam Smith against his critics on his ‘additive’ theory of value as well as his theory of ‘falling rate of profits’. It argues that Adam Smith did not forget the raw materials, and so forth, in his resolution of the price into wages, profits, and rent, and that the constraint binding on the total income was also taken into account by treating rent as the residual. It further argues that there is no fallacy of composition in Smith's explanation for the ‘falling rate of profits’. It was explained on the basis of rising real wages and the farmers’ inability to shift the burden of the rise in wages from profit to rent in the context of a growing economy.  相似文献

Abstract

The paper discusses David Ricardo's analytical achievements. These concern his approach to the theory of value and distribution; his analysis of the effects of different forms of technical progress on income distribution; his analysis of exhaustible resources in terms of differential rent; his discussion of machinery and induced technical progress; and his theory of foreign trade and the principle of comparative advantage. It is argued that Ricardo's analysis has been frequently misrepresented and is a great deal more sophisticated than is commonly acknowledged. There are still ideas in his writings that have yet to be fully explored.  相似文献

Abstract

This note offers a critique of Ralf Eriksson's treatment of Critical Realism. Eriksson, in the context of an analysis of Keynes, makes several mistaken claims about Critical Realism. Specifically, contrary to Eriksson, Critical Realism does not claim that the world is independent of consciousness, that isolation and closure are equivalent, that abstraction and closure are equivalent, that Lawson employs double standards in the possibility of closed systems, or that realist theories must be simple. Eriksson attacks a vulgar form of realism, but not Critical Realism as it currently stands. We also argue that Eriksson's misinterpretations may be partially due to some ambiguous statements in the Critical Realist literature.  相似文献

The aim of the paper is to analyse the theoretical foundations of human development policies as found in Sen's and Nussbaum's capability approach to development, and to examine to what extent undertaking policies according to the capability approach respects people's freedom to pursue their own conception of the good. The paper argues that policies undertaken according to the capability approach have to be guided by a perfectionist conception of the good; that is, they cannot avoid promoting one certain conception of the human good. Such a perfectionist conception of the human good, and the policies ensuing from it, has often been qualified as paternalist, depriving the human being of choosing her own conception of the good. The paper examines to what extent those fears of paternalism that seem to underlie policies guided by a perfectionist account of the good are legitimate, and to what extent the capability approach can escape those charges of paternalism and respect each person's freedom to pursue the human good as she conceives it.  相似文献

Abstract

Objectives: This study examined resource utilisation, charges and mortality among congestive heart failure (CHF) patients over the course of the first year following initial hospital discharge for CHF in the US.

Methods: The Medicare Standard Analytic Files for the years 1998 through to 2001 were used for the analysis. The study sample included patients with an inpatient hospitalisation between the 1st January 1999 and the 31st December 2000 with a primary ICD-9 diagnosis code of CHF. Statistical analysis including univariate and multivariate regression analysis were conducted.

Results: Within 1 year following initial CHF discharge, 50% of patients had at least one all-cause readmission and 20% had at least one CHF-related readmission. The mean total charges among all patients was $36,230 (sd $55,086). Of the patients 20% incurred more than $55,000 in medical charges during the year after discharge; 10% incurred charges exceeding $90,000. More than one-half of the CHF patients visited the emergency department within 3 months of hospital discharge, and within 1 year almost one-third of the CHF patients (31.4%) died.

Conclusions: The charges, morbidity and mortality associated with CHF patients are significant. Reducing these risks through more effective disease management offers the potential for substantial cost savings.  相似文献

The agency model of organization is augmented by a sampling process in which the agent continues search as long as the expected marginal benefit exceeds the marginal cost. It is shown that even if the agent is risk neutral in money due to the form of compensation, he may behave either like a risk averter or a risk preferrer. Sufficient conditions are given for the rent contract to be Pareto-optimal in this environment; if the ‘dominant’ factor in the agent's utility function is his pecuniary income then the rent contract dominates all the fee functions for which the principal's income is not negatively correlated with the agent's effort.  相似文献

In this article we suggest an institutional economic approach to classifying government policies, thus offering suggestions to improve the expected outcomes of government policy as well. We elaborate the argument for industrial policy-government policy to directly influence investment and resource allocation decisions by private companies. ABSTRACT

The Chinese Employer-Employee Survey (CEES) is the first dataset that links firm performance with worker heterogeneity in China, and therefore is a precious data resource for various research topics. This note introduces the CEES dataset, as well as seven papers that serve as the initial step in applying the CEES dataset. The topics covered include interaction between firm-level behavior and worker-level features, for example, firm innovation, quality upgrading, government intervention, worker’s cognitive and non-cognitive abilities, and labor protection. The ample information documented by CEES dataset is worth exploring in the future research agenda.  相似文献

Abstract

Rousseau's relation to the Physiocrats has long been described as a “missed encounter” of which the Rousseau's letter to Mirabeau would serve as evidence. In opposition to this statement, I show in this article that this letter may offer a reliable prism which sheds light on Rousseau's meaningful opposition to physiocratic views. This opposition can be analyzed along three distinct conceptual lines, each interesting in its own right, and with regard to the birth of our political modernity. These are the theory of government, the definition of interest, and the interaction between public opinion and the formation of citizenship.  相似文献

The change in China's regional output disparities can be attributed to the variation in market orientation in individual regions, and the change in China's livelihood disparities can be attributed to the weakening of government intervention in the form of regional income redistribution in the reform process. The study suggests that China should accelerate economic growth of backward interior regions by deepening market-oriented reforms on the one hand, and help residents in these regions by strengthening fiscal transfer from richer to poorer regions on the other.  相似文献

In the wake of the financial crisis, the United States government introduced a new large-scale initiative to address homelessness. The policy mandate is marked by both an unprecedented increase in federal funding and a dramatic reallocation of resources toward Housing First, a service model emphasizing immediate housing subsidization. Although this service paradigm has received support from a sizeable literature, our knowledge of its success to date has been limited. This paper sheds light on the unobservable or unmeasured costs of this new centralized approach to ending homelessness. I argue that federal homelessness policy under the Housing First approach 1) generates resource misallocation, 2) exacerbates the Samaritan’s dilemma, and 3) invites rent seeking.  相似文献

I analyze the dynamic interaction between civil society organizations and the government in a representative developing economy. Government fails to establish efficient institutions by favoring corruption. On its side, civil society exerts pressure to constrain government to cease corruption. I distinguish between an authoritarian government and an unrestrictive one: the latter does not repress protests from the civil society while the former implements punishment mechanisms. I demonstrate analytically the existence of a unique locally stable equilibrium by solving a linear quadratic differential game for three regimes: respectively, the optimal control problem, noncooperative, and cooperative game. Everything remaining constant; numerical assessment indicates that both civil monitoring and government pressure always increase as the government’s ability to extract rents and the effectiveness of institutions increases. The government pressure also increases with an increase in the marginal utility of rent. Both government pressure and civil society's monitoring effort decrease with the increase in the cooperation weight. Total Factor Productivity effects always dominate the detrimental effect of civil monitoring on growth, except when the government’s capacity of rent extraction increases in the second regime and under some restrictions in the first. In a nutshell, I show that civil society contributes to the improvement of institutions fostering growth.  相似文献

The existing empirical evidence suggests that in low‐income economies, an increase in government spending leads to a reduction of growth. This article aims to explain this empirical fact by considering a growth model that incorporates a two‐way relationship between corruption and government spending. That is, government spending gives rise to corruption and rent seeking, which feeds back by distorting the structure and size of government spending. In addition, the cost of corruption depends on the wage rate. Therefore, in low‐income economies, increases in government spending tend to generate larger social losses caused by a higher level of rent dissipation and a concomitant rise in corruption and government inefficiency. Consequently, in such economies, an increase in government spending is more likely to result in a decline of economic growth. (JEL H3, O11, O41)  相似文献

We present a transfer-seeking model of political economy that links the theory of Becker (1983) with Tullock-type models of politically contestable rents. In our model the size of the transfer is determined endogenously, and over-dissipation of rents is predicted even under conditions of risk-neutrality and perfect rationality. We implement an empirical test of this model by collecting behavioral data in a laboratory experiment. We confirm the existence of behavior that leads to over-dissipation of rents in games with both symmetric and asymmetric political power. To the extent that the transfer-seeking costs are social costs, our findings imply that the total costs of running government might be greatly underestimated if the value of the rent is used as a proxy for the rent-seeking cost. The Chinese government admitted in late 2001 that its statistical system was plagued with flaws. This has revived the age-old question of whether China's reported rate of growth is real. Some analysts have long argued that China's real GDP growth figures have been inflated, often because of false reporting by localities and systemic statistical distortions. This article highlights indicators which have shown signs of being questionable: gross domestic product (GDP), bilateral trade, unemployment, non-performing loans (NPLs) and FDI and capital flight. Reforms are now being undertaken, but while the long-term trend is positive, one should still exercise great caution when using Chinese statistics.  相似文献
