Accurately measuring Turkey's informal sector is important for policymaking. We utilize household income‐expenditure surveys to examine this sector's income underreporting. The Pissarides‐Weber approach hypothesizes that data would reflect such underreporting as “excess food consumption”. Our results suggest informal sector members spend more than their formal sector counterparts with comparable reported income levels. Using this information, we estimate the average size of the true informal sector to be about 1.25 times the official estimate. The informal sector accounts for around 83% of officially reported disposable income. Therefore, true Turkish disposable income is (25%)?(83%), roughly 21% larger than the officially estimated magnitude.  相似文献

During the 1970s and 1980s the “cultural sector” became one of the primary motors for wealth creation in the European Community. At the European and national scales, a group of actors helped transform Europe's vast array of practices and services (tourism, heritage, books, audio-visual products, etc.) into “cultural industries” and pushed the EC to develop a common cultural policy to support these industries. Documenting these changes at the European scale, I argue that the perceived impact of cultural policy for particular national economic competitiveness was also significant. Italian MEPs and members of Italy's national government were especially important, as they fought to protect the country's historical heritage and promote tourism. France pushed the strongest and I show how that country's efforts were primarily intended to protect its audio-visual and publishing industries from the EC internal market's liberalisation policies, which were vocally supported by Britain because they would have served that county's national economic interests.  相似文献

The research on European Union (EU) external relations and the EU's own official discourse frequently portray the EU as a soft power that provides its neighbourhood with good governance principles. The European Mobility Partnerships (EU MPs) can be considered the most recent manifestation of this rhetoric. Studies on EU MPs reflect a narrow understanding of power. This paper aims to contribute to a more comprehensive understanding of the power dimension inherent in the EU's external relations. It develops a neogramscian theoretical framework to challenge the rhetoric of the EU as a soft power and normative hegemon. Drawing on semi-structured expert interviews and textual analysis of documents, it seeks to reveal whether and in what ways socio-economic power dynamics shape the EU MPs. This article argues that while, at the beginning, the design of the EU MPs as a policy tool has been very much influenced by neoliberal ideas such as the market-oriented liberalisation of mobility and the flexibilisation of labour, implementation is marked by the neo-mercantilist approach of restricting immigration and maximising the efficiency of readmission. Applying a critical political economy concept of power is helpful in understanding how market forces influence EU external migration policy, transcending a narrow understanding of power.  相似文献

This article explores the homogenising pressures of globalisation and institutional change in the state-led model of capitalism, within the purview of the ‘varieties of capitalism’ literature. In light of the observation that the national political economies which are the exemplars of the state-led model have undergone a more fundamental change towards the liberal market model than the other non-liberal variant (namely, the coordinated market model), the article asks what systemic (structural-institutional) factors make the state-led model less resilient in the face of pressures for change. Focusing on corporate governance in South Korea as an illustrative case study, the article argues that the absence of the kind of institutional complementarity (that is, mutually reinforcing link) between the key capitalist sub-systems found in the coordinated market model can help to explain the profound, and even path-shifting, change in the state-led model.  相似文献

The tragedy of the anticommons unfolds when separate social agents—be they private owners of a property who intend to use the property for their own economic benefit or political actors who pursue their political objectives—do not hold effective rights to use their economic or political power for their own purposes without consent of the other players of the economic or political game. I shall discuss the Greek government debt crisis and the Eurozone countries’ policies toward Greece within the analytical framework of the tragedy of the anticommons in this paper. I do not intend to dig deep into the structure and long-term trends of public and private finances in Greece. I shall only show that the successive bail-out programs of the Eurozone countries were doomed to fail because of these countries’ competitive and non-cooperative approach to the Greek financial problems. I shall also show that a coordinating agency, say the IMF, can foster the coordinated outcome only under strict informational conditions.  相似文献

The contemporary commodity boom is unprecedented in two ways. On the one hand, it takes place against the backdrop of the failure of neoliberal policies to achieve stable economic growth in Latin America. On the other hand, Left-of-centre governments, which have now been in power for over a decade, are designing new strategies to manage the increase in export earnings accrued from sustained international demand for commodities. In particular, Brazil and Chile have undergone significant market opening reforms in their resource sectors, yet persistent state ownership and the dominant role of state enterprises in key extractive industries continue to characterise their growth models. This article explains this puzzle through the application of Mahoney and Thelen's (2010) historical institutionalist framework on incremental change. In so doing, it offers a process-oriented approach in exploring how resource wealth under certain economic and political conditions provides leverage for states to promote economic development. In sum, the article hopes to contribute to the literature on neoliberal and post-neoliberal political economies in Latin America.  相似文献

The new political economy of development, characterised by the rising powers' new resource finds in many poor countries and the financial crisis, has driven development ideas and practices towards a paradigm shift, moving it beyond the post-Washington Consensus which marked the high point of development's ‘Poverty Reduction through Good Governance’ agenda. This has important implications for the extent to which developing countries remain governed by the institutional and ideological imperatives of development. Optimists suggest that this could herald a new era of sovereignty that enables African countries to take fuller control of their governance and development priorities, including a shift towards a ‘southern consensus’ around structural transformation, whilst pessimists argue that the hegemony of orthodox development ideas has only been partially reordered and that new problems of sovereignty are now emerging. Insights from Uganda suggest that both of these scenarios are currently unfolding, leaving the outcomes uncertain and much to play for. What remains of the ‘good governance’ agenda has yet to adapt itself to this new politics of development, which requires the emergence of new forms of developmental state in Africa.  相似文献

Abstract

This contribution provides methods for estimating developments in women's labor force participation (LFP) in the Netherlands, for both preindustrial and industrializing eras. It explains long-term developments in Dutch LFP and concludes that the existing image of Dutch women's historically low participation in the labor market should be reconsidered. Contrary to what many economic historians have supposed, Dutch women's LFP was not lower, and was perhaps even higher, than elsewhere in the pre-1800 period. As in other Western European countries, the decline of (married) Dutch women's LFP only started in the nineteenth century, though it then probably declined faster than elsewhere. Thus, this study concludes that the Netherlands did not constitute the “first male-breadwinner economy,” as historians and economists have suggested. Scrutinizing the nineteenth-century data in more detail suggests that a complex of demographic, socioeconomic, and cultural changes resulted in this sharp decline of Dutch women's crude activity rates.  相似文献

Empirical results of testing the PPP hypothesis have constantly shown that relative prices do not converge to the same level, either in the short or the long run. Therefore, the PPP explanation of the real exchange rate does not provide a reasonable measure of competitiveness at the international level. This article puts forth a different approach based on the works of Ricardo, Marx, Harrod and Shaikh. It argues that the real relative unit labor cost is the main factor explaining the long-run behavior of the real exchange rate. The second section of the article explains the theoretical underpinnings of our approach. The third section analyzes the role of the real interest rate differential in explaining real exchange rate misalignments. In the fourth section, we present a graphical analysis of the interrelation among the real effective exchange rate, the real unit labor cost ratio, the short-run real interest rate differential and the trade balance for 16 OECD countries, Taiwan and three developing countries for the period 1960–2010. The fifth section investigates the long-run relationship between the latter three indexes through co-integrating and error correction models using the ARDL–ECM framework. Argentina’s post-crisis political economy was viewed as part of the emergence of a post-neoliberal governance and the rise of New Left governments in Latin America in the past decade that marked a renewal of state activism in economy and poverty reduction. Using the concept of ‘new developmentalism’ described by Bresser-Pereira, this article offers a more nuanced approach to post-neoliberalism in Argentina. It argues that the post-neoliberal project or neo-developmentalism in Argentina does not mark a distinct departure from neoliberalism. Instead, it embodies a hybrid and complex process that maintains the core elements of economic liberalism. This article aims to contribute to the debates on post-neoliberalism and the New Left in Latin America.  相似文献

Commentators across the political spectrum have increasingly drawn attention to a ‘new scramble for Africa’. This ‘new scramble’ marks the latest chapter of imperialist engagement, with not only Western states and corporations but also those of ‘emerging economies’ seeking to consolidate their access to African resources and markets. The ‘new scramble for Africa’ involves therefore significant transformations related to shifts in global politico-economic power. However, as this article elaborates, much of the burgeoning literature on the ‘new scramble for Africa’ is premised upon problematic substantive, theoretical and ontological claims and debates. In particular, the article seeks to challenge two commonplace and related narratives. Firstly, the highly questionable representations of the scale and perceived threat of emerging powers' (particularly China's) involvement in Africa, in contrast to the silences, hypocrisy and paternalistic representation of the historical role of the West. Second, and relatedly, debate and analysis are framed predominantly within an ahistoric statist framework of analysis, particularly that of inter-state rivalry between China and other ‘emerging’ states vs. Western powers. Absent or neglected in such accounts are profound changes in the global political economy within which the ‘new scramble for Africa’ is to be more adequately located.  相似文献

Since developing countries were relatively free from the trade regulations relating to export promotion policies until 1994, the northeast Asian dynamic economies could pursue export promotion policies aggressively during the period of rapid economic growth. Under the current World Trade Organization (WTO) system, there are restrictions or even prohibitions on the developing countries' use of export promotion policies. One may doubt the fairness of the current WTO system, which regulates the use of export promotion policies regardless of different economic development levels. The current paper suggests various ways of allowing developing countries to develop their production capacities and exports of manufactured products. It also provides suggestions on modifying the current WTO regulations in favor of the export promotion policies of developing countries. Such special treatment of developing countries could be justified from the viewpoint of distributional fairness applied to international trade relations.  相似文献

Ghana’s status as a new oil producer raises questions about the developmental effects of resources, and the role of political institutions in these processes. The conundrum this paper addresses is the rather limited impact of oil exploitation in Ghana despite the country’s strong democratic record and internationally acclaimed oil governance legislation. The reasons for this lie in the nature of elite-based political coalitions and we root our analysis of Ghana’s hydrocarbons in the political settlements literature, which moves us beyond the ‘good governance’ approaches so often linked to ‘resource curse’ thinking. We also move beyond the instrumentalism of political settlements theory to examine the role political ideas play in shaping resource governance. We argue that inter-coalitional rivalry has generally undermined the benefits of Ghana’s oil but that a crude interests-based interpretation is insufficient to explain differences between these coalitions.  相似文献

The Group of Twenty and the new world order it is meant to signify have prompted a wave of triumphalism around the world from those who, like French President Nicolas Sarkozy, bemoan the influences of ‘Anglo-Saxon capitalism’ and from neo-Marxists, who view the economic crisis as a harbinger of the resurgence of states over markets. A little over a decade ago, however, the late doyenne of international political economists, Susan Strange, wrote eloquently about the reasons why the state was in retreat, its structural power draining away in favour of markets. Have the intervening dozen years, with their recurrent crises in markets and corporate governance, demonstrated the need for a return of the state? This analysis of the G20 London communiqué, using criteria that Strange advanced, suggests that far from asserting a return of the state, the G20 signifies its persistent weakness and concludes that the G20 leaders, at least, sense a more complex network of power relationships, and that structural power rests in the network.  相似文献

During the last decades regional income divergence seems to have reappeared in both developed and developing countries. In Taiwan – a renowned case of growth with equity – regional per capita income was converging until the early 1990s after which it began to diverge. With the help of modeled annual household survey data from 1976 to 2005 we indicate the magnitude of a regional bonus and discuss reasons behind the re-opening of the North–South income divide in Taiwan. Our analysis suggests that this process is a consequence of cumulative causation connected to the advent of the rise of ICT industry in conjunction with changes in Taiwan's political economy which provided relatively more advantageous economic opportunities for the industrial structure of the leading region.  相似文献

Pointing to its radical underpinnings in so-called ‘Open Marxism’ and its theory of the state (one that subsumes the state in the capital relation), this article critically scrutinises Peter Burnham's thesis of ‘depoliticisation’ as a dominant accumulation strategy and regime. The article identifies ambiguities around Burnham's depiction of New Labour in power as committed to depoliticisation. It addresses these by drawing a distinction between regime of accumulation and mode of regulation, characterising New Labour's political economy in terms of the latter as a form of depoliticised Keynesianism framed by ‘discretionary constraint’. Contra-Burnham, the article points to the continued efficacy of Keynesian and social democratic political agency in the context of a dialectic of depoliticisation and repoliticisation focused on the role and power of the state. This dialectic is symptomatic of the contested regulation of capitalism around the defence of the value of money, on the one hand, and its broader management and redistribution, on the other.  相似文献

China has become the leading country to develop wind and solar energy industries. By presenting the institutional arrangement and interest constellations of China’s regulatory system of renewable energy sectors, this paper argues that the reasons for China’s swift expansion of wind and solar energy investment go beyond the notion of a state-led model. It also reveals that due to a series of internal power struggles and external shocks, the current regulatory system is undergoing significant restructuring. A new policy paradigm is emerging that is largely different from the previous decades of policy orientation that centred on capacity expansion and instrumental interests for renewable energy development. The new paradigm would face tremendous challenges from existing institutions and vested interests, and it requires new set of ideologies that can help renewable energy sector to truly competing with the energy incumbents in order to bring about meaningful low-carbon energy transition in China.  相似文献
