One step towards a more systematic approach to the design of business processes is to develop models that provide appropriate representations of the knowledge that is needed for understanding and for reasoning about business processes. We present a modelling framework which uses goals, rules and methods to support the systematic analysis and design of business processes. The frame-work consists of two main components—a Strategic Dependency model that describes a process organization in terms of intentional dependencies among actors, and a Strategic Rationale model that supports reasoning during process redesign. Formal representation of these models allows computer-based tools to be developed as extensions to, and eventually integrated with, other tools for supporting information systems development.  相似文献

Central to the precautionary policy is the provision of information about electromagnetic fields (EMF) technology, exposures, potential health risks and exposure management actions to the public. To meet this need at the broadest level, beyond the specific technology foci of previous research, a research project was commissioned as part of Dutch Electromagnetic Fields and Health Research Programme. This study provides an assessment of Dutch EMF information needs from an ensemble of sources by addressing people’s existing ideas and beliefs, using a mental models approach. A summary expert model of influences on and consequences of exposure derived from search of the relevant literature is informed by interviews with 15 scientists and professionals with diverse expertise. Although the professionals characterize the physical characteristics and psychological aspects of exposure to EMF in daily life similarly, there is no consensus regarding potential health effects. Interviews with 12 lay people followed by a confirmatory survey of the general Dutch public (n = 403) reveal not only wide variation in beliefs regarding potential health effects of EMF, but also overestimation of the amount of radiation from public sources relative to personal sources of EMF. People do not feel adequately informed by the government about EMF, and knowledge of government policies on EMF is limited. Together, the evidence suggests three focal points for improving EMF risk communications: providing more clarity regarding the uncertainty of evidence for health effects, illuminating personal EMF exposures in daily life and providing more accessible and transparent information on governmental policies.  相似文献

A theory of systemic risk and design of prudential bank regulation   总被引:4,自引:0,他引:4  
Systemic risk is modeled as the endogenously chosen correlation of returns on assets held by banks. The limited liability of banks and the presence of a negative externality of one bank’s failure on the health of other banks give rise to a systemic risk-shifting incentive where all banks undertake correlated investments, thereby increasing economy-wide aggregate risk. Regulatory mechanisms such as bank closure policy and capital adequacy requirements that are commonly based only on a bank’s own risk fail to mitigate aggregate risk-shifting incentives, and can, in fact, accentuate systemic risk. Prudential regulation is shown to operate at a collective level, regulating each bank as a function of both its joint (correlated) risk with other banks as well as its individual (bank-specific) risk.  相似文献

This paper studies the emergence of the International Integrated Reporting Council (IIRC) and its attempts to institutionalize integrated reporting as a practice that is critical to the relevance and value of corporate reporting. Informed by Suddaby and Viale’s [(2011). Professionals and field-level change: institutional work and the professional project. Current Sociology, 59, 423–442] theorization of how professionals reconfigure organizational fields, the paper delineates the strategies and mechanisms through which the IIRC has sought to enroll the support of a wide range of stakeholder groups for the idea of integrated reporting in order to deliver a fundamental reconfiguration of the corporate reporting field. The paper’s analysis reinforces the significance to any such field reconfiguration of the reciprocal and mutual arrangements between influential professionals and other powerful actors but does so in a way that (a) refines Suddaby and Viale’s theorization of processes of field-level change and (b) pinpoints the fundamental policy challenges facing the IIRC. Gieryn’s [(1983). Boundary work and the demarcation of science from non-science: strains and interests in professional ideologies of scientists. American Sociological Review, 48 (6), 781–795] notion of boundary work is operationalized to capture some of the complexity and dynamism of the change process that is not sufficiently represented by Suddaby and Viale’s more sequentialist theorization. From a policy perspective, the paper demonstrates just how much the IIRC’s prospects for success in reconfiguring the corporate reporting field depend on its ability to reconfigure the mainstream investment field. Ultimately, this serves to question whether the IIRC’s conceptualization of ‘enlightened’ corporate reporting is sufficiently powerful and persuasive to stimulate ‘enlightened’ investment behavior focused on the medium and long term – and, more generally stresses the theoretical significance of considering connections across related organizational fields in institutional analyses of field reconfiguration efforts.  相似文献

An action research study, designed to investigate the effects on cost control of individually designed cost reports, uncovered indications that the use of financial information may be socially, rather than cognitively, determined. For financial information to be used sensibly it has to be given meaning in context, i.e., in the professional discourse. The financial language, related to a different conceptual framework, and dealing with secondary effects of professional activities, was assumed to be blocked from entering into the learning processes of professionals. Therefore, a 'modest' intervention was designed. It was oriented towards conceptual training and design, and redesign, of reports. The effects of the intervention would be monitored in regular interviews about the problem solving process in professional groups. As the study proceeded over a 1 year period it gradually became evident that the interviews, or 'talks' as we prefer to call them, played a more important role than the individually adapted financial reporting.  相似文献

External consulting services for business process reengineering are very expensive and the practice of process redesign itself is ripe for reengineering through AI technologies. The research described in this paper addresses the adaptation of extant knowledge-based systems to design and deploy a measurement-driven system for automated process-redesign support. The KOPeR system uses knowledge captured and formalized from the reengineering domain and is employed in the field through the redesign of three processes associated with procurement. The results demonstrate the use and utility of the system and lead to an agenda for future research directions along these lines. © 1997 John Wiley & Sons, Ltd.  相似文献

Abstract

We investigate the effect of key audit matters (KAM) in the auditor’s report as required by the new ISA 701. We consider investment professionals and non-professional investors in our experiments, in which we test the communicative value of a KAM section relating to goodwill impairment. Our main results show that in the condition in which the KAM section suggests that already small changes in the key assumptions could eventually lead to a goodwill impairment (KAM negative condition), investment professionals assess the economic situation of the company to be significantly better as compared to the condition in which the KAM section suggests that only large changes in the key assumptions could eventually lead to a goodwill impairment (KAM positive condition). In the additional analysis with non-professional investors, we find that a KAM section has no communicative value, implying that non-professional investors have difficulties with processing the information conveyed with KAM.  相似文献

This research focuses on knowledge-based simulation modeling for process redesign. Though the proposed technique can be utilized for ‘starting with a clean slate’, it is particularly well suited for situations where an existing process is already documented, and an attempt is being made to improve or redesign this process. We present a methodology that utilizes the basic process structure (represented in a matrix form), and using a rule-based knowledge acquisition system, interacts with the analyst to construct the process knowledge base. Once all the knowledge has been acquired, the system automatically generates an executable simulation model. Major benefits of this algorithmic approach include (1) reduced model building time, (2) increased analyst productivity, and (3) the assurance that basic process characteristics are not accidentally omitted in the simulation model. To test the validity and applicability of the proposed technique a prototype system has been developed that generates simulation programs in SLAM.© 1997 John Wiley & Sons, Ltd.  相似文献

Demographic, economic and cultural trends foretell a dramatically different environment for retiree health care coverage. This article will focus on the redesign of retiree health benefits to meet the retirement objectives of employers and employees, anticipate changing demographics, and respond to changes in Medicare and other government initiatives, including the Consumer Bill of Rights. The material will discuss recent design trends, including managed care, and present results of a study the author co-authored for the Kaiser Family Foundation on changes in retiree health plans.  相似文献

Social exchange theory is used in this paper to explore how the quality of leader–member exchange (LMX) and perceived organizational support (POS) affect Brazilian nursing professionals’ perceptions of bullying and harassment and, in turn, their wellbeing. Data was obtained from 868 nursing professionals in four public hospitals in Brazil. Statistically significant linkages were found between LMX, POS, bullying/harassment and wellbeing, except for the relationship between POS and bullying/harassment. Healthcare managers and human resource managers clearly need to take initiatives to strengthen LMX and POS, minimize bullying and to strengthen nursing professionals’ wellbeing.  相似文献

This paper reports the findings of a longitudinal comparative case study of three National Health Service (NHS) hospital Trusts in England, investigating the perceptions of clinical, managerial and accounting professionals towards changing cost accounting and performance measurement practices. It incorporates both qualitative and quantitative data analysis, and is based on a contextualist understanding of change management, utilising the content‐process‐context approach (Pettigrew and Lapsley, 1994) to investigate the influence of receptive versus non‐receptive contexts on change. The analysis reveals limited success in improving performance measurement practices (the content of change) in Trusts. Nevertheless the specific context within which change was operationalised was found to be very important, with central mangers playing a key role in influencing change. The process of change indicated slow shifts in clinical‐accountant‐managerial relations, partly driven by changes in financial flows within the organisations.  相似文献

Networks of formally independent firms are interesting because they claim to be able to build competencies, exploit complementary resources and redesign strategies faster than firms can change. By networking, firms are said to get access to resources in a flexible way and typically by interacting with other firms non-hierarchically, directly and based on trust. Accounting and management control would appear counter-intuitive to such an arrangement. However, based on empirical observations from three horizontal networks where firms rally around projects, it appears that controls create durability and predictability. Self-regulation and orchestration mechanisms establish the network as a network enterprise seeking to develop and exploit complementarities in the diversity of network competencies and resources in different ways. Structural and functional approaches such as transactions cost economics are weak in explaining the ways in which relations are constructed and governed. We propose that accounting can be conceptualised as an actor helping to mediate, shape and construct inter-organisational relations through self-regulating and orchestration mechanisms. Self-regulating mechanisms allow interaction and exchange to occur unobtrusively, while orchestration mechanisms involve structuring these interactions. Both mechanisms are organised around various kinds of accounting—such as transfer prices and intellectual capital statements—and around the construction of segmentation in the network that provide it with a topology of centres and peripheries. Trust, it appears, is not a property of such a situation. Trust is a problematising devise. It is raised as a concern in the networks when trusting is absent.  相似文献

Nicaragua is facing a crisis in health and health care, and a health futures programme has been initiated to focus concern and mobilize key actors. Two national scenario workshops have been held at which participants constructed several scenarios describing alternative health futures for the country, with particular emphasis on the organization of health services. One or these, a scenario of profound change, was selected by the participants as their vision of the preferred future. It involves more emphasis on health promotion, decentralization of health-care services, broader participation in health matters, improved training for health professionals, and a stronger role for universities and other educational and research centres. Implications of the selected scenario regarding health policies and actions have been identified, among them being the adoption and implementation of the Ottawa Charter on Health Promotion, the organization of local health service networks, and the more active involvement of health professionals in the designing of health systems.  相似文献

Many regulated health insurance markets include risk adjustment (aka risk equalization) to mitigate selection incentives for insurers. Empirical studies on the design and evaluation of risk-adjustment algorithms typically focus on mandatory health insurance schemes. This paper considers risk adjustment in the context of voluntary health insurance, as found in Chile, Ireland, and Australia. In addition to the challenge of mitigating selection by insurers, regulators of these voluntary schemes have to deal with selection by consumers in and out of the market. A strategy for mitigating selection by consumers is to apply some form of risk rating. Our paper shows how risk adjustment and risk rating interact: (1) risk rating reduces the need for risk adjustment and (2) risk adjustment reduces premium variation across rating factors, thereby increasing incentives for consumers to select in and out of the market.  相似文献

When one thinks of "power", one often assumes that a person is the source of it and that some mystical charismatic element is at work. Of course, with some people this is undoubtedly so; they derive power from how other people perceive them. In organizations, however--says this author--power is not so much a question of people but of positions. Drawing a distinction between productive and oppressive power, the author maintains that the former is a function of having open channels to supplies, support, and information; the latter is a function of these channels being closed. She then descriges three positions that are classically powerless: first-line supervisors, staff professionals, and, surprisingly, chief executive officers. These positions can be powerless because of difficulties in maintaining open lines of information and support. Seeing powerlessness in these positions as dangerous for organizations, she urges managers to restructure and redesign their organizations in order to eliminate pockets of powerlessness.  相似文献

We document the determinants of the expectation heterogeneity of stock price forecasters on TOPIX. Monthly panel data collected by QUICK Corporation in the Nikkei Group via surveys is utilized in the process. We examine the determinants of expectation heterogeneity by categorizing our sample into buy-side and sell-side professionals and demonstrate that the co-existence of different types of professionals contributes to the expectation heterogeneity. We show that buy-side and the sell-side professionals, who possess different business goals, differentiate the information contents as well as their interpretations of the same information in their forecasts, contributing to the expectation heterogeneity. In addition, we investigate the interactive expectation formulation of buy-side and sell-side professionals and find that buy-side professionals incorporate the sell side's ideas regarding future stock prices into their own forecasts, but refer exclusively to their own ideas when relating foreign exchange rates to future stock prices. Meanwhile, sell-side professionals tend to utilize buy-side professionals' ideas about future prices in order to improve their research and ingratiate themselves to their clients, that is, to the buy-side professionals. We demonstrate that this interactive expectation formulation also contributes to the generation of the expectation heterogeneity.  相似文献

Two behavioral concepts, loss aversion and mental accounting, have been combined to provide a theoretical explanation of the equity premium puzzle. Recent experimental evidence supports the theory, as students' behavior has been found to be consistent with myopic loss aversion (MLA). Yet, much like certain anomalies in the realm of riskless decision‐making, these behavioral tendencies may be attenuated among professionals. Using traders recruited from the CBOT, we do indeed find behavioral differences between professionals and students, but rather than discovering that the anomaly is muted, we find that traders exhibit behavior consistent with MLA to a greater extent than students.  相似文献

Consensus standardization often involves bargaining without side payments or substantive compromise, creating a war of attrition that selects through delay. We investigate the trade‐off between screening and delay when this process selects for socially valuable but privately observed quality. Immediate random choice may outperform the war of attrition, or vice versa. Allowing an uninformed neutral player to break deadlocks can improve on both mechanisms. Policies that reduce players’ vested interest, and hence delays, can strengthen the ex ante incentive to improve proposals.  相似文献

The government's report, Opportunity for All: Tackling Poverty and Social Exclusion (Department of Social Security, 1999), identified poor health as one of the major problems associated with low income. However, much of the available evidence on the relationship between income and health is of little help in forming policies to reduce health inequalities, as it has tended to be based on cross‐section surveys and is therefore unable to shed much light on causal effects. Here, we make use of two British longitudinal datasets to examine the longer‐term influences of income on health within a life‐course perspective. We then use the results of our analysis to provide a brief critical assessment of the likely success of the government's anti‐poverty strategy in reducing health inequalities. Following the 2010 Gulf Oil Spill, area pregnant women were thought to be at-risk for poor health outcomes from the stress of managing health actions in this post-disaster environment. Research directed by an ongoing community–academic partnership sought to explore the specific role of culture in environmental risk protection actions among low-income pregnant women. As a part of the first-phase of a mixed-methods cultural study, community health workers (CHWs) used freelisting methods to survey low-income, first-time mother (n = 20) for the threats in the environment and relevant protective actions. Then, a separate pile sort activity (n = 31) was used to further investigate these cultural topics. Results elicited a diverse range of threats, protective actions, and sources of support across socio-demographic groups. Results also showed a culturally tailored conceptualization of threats in the environment. Exploring beliefs among a diverse population helps to uncover cultural differences in a population. Results will aid in developing culturally tailored policies and interventions, and increase the relevance of such interventions to address community concerns. Moreover, incorporating CHWs into the research process enhanced researcher literacy, and fostered mutual trust between the community and researchers.  相似文献
