The effect of environmentalpolicy depends crucially on the strategicbehavior of firms. Firms can undertakepollution abatement innovation cooperativelythrough environmental R&D joint ventures(RJVs). Environmental RJVs have not onlyenvironmental but also economic impacts. Threetypes of environmental RJV are discussed inthis paper: R&D cartelization in which firmschoose R&D efforts to maximize the jointprofit, RJV competition in which firms sharethe R&D fruits to maximize their own profits,and RJV cartelization in which firms share R&Dfruits and maximize the joint profit. An R&Dcartelization minimizes output quantities,maximizes the total emission, and minimizes thesocial surplus. We analyse both the theoretical and the empirical side of the issue of R&D spillovers. Each firm's R&D costs are increasing in the amount of information transmitted to other firms, and we account for the possibility that firms control spillovers. We consider both Cournot-Nash and Cournot-Stackelberg behavior. The empirical analysis suggests that (i) firms' control on spillovers is relatively low; (ii) the cost-saving effect associated to joint ventures or R&D cartels is confirmed for industries where firms rely mainly upon own R&D as a source of innovation; (iii) R&D cooperation may increase information sharing, thereby enhancing spillovers. 相似文献

Abstract We have investigated non-cooperative and jointly optimal R&D policies in the framework of Spencer & Brander (1983) in the presence of R&D spillovers. When R&D activities are strategic substitutes and the R&D game exhibits a positive externality, the result of Spencer & Brander (1983) reverses: the non-cooperative policy is a tax while the jointly optimal policy is a subsidy. Moreover, when R&D activities are strategic complements, the usual result of the prisoners' dilemma in the strategic subsidy game does not hold, implying that a welfare intervention is preferable over laissez-faire. When spillovers are sufficiently large, the joint welfare increases with subsidies being higher than those under non-cooperation. 相似文献

Spillovers with demand-creating research and development (R&D) activities are investigated by revisiting a widely employed market share rivalry demand structure. Positive technological spillovers may inflict positive or negative side effects on rivals and this has important implications for the effects on innovative efforts of loose or tight R&D cooperation in symmetric oligopolies. This paper measures the cumulative change in research and development (R&D) efficiency of globally leading R&D companies in the technology industry. We use Data Envelopment Analysis /Malmquist index to analyse 49 such companies. The change in R&D efficiency is analysed by decomposing the Malmquist index into ‘catch-up’ and ‘frontier shift’ indices, and by comparing cumulative indices to those at the starting period. Those cumulative indices are obtained at both a firm and an industry level. Results indicate that the overall R&D efficiency of these globally leading R&D companies declined slightly during the period 2007–2013. At a firm level, this study determines in detail how the trend of each firm in R&D activities differs from other companies. 相似文献

ABSTRACTEvaluating universities’ R&D performance can serve as a tool for policymakers, enabling them to identify the best R&D practitioners for benchmarking and develop strategies for enhancing performance by highlighting areas of weakness. This study divides universities’ R&D performance into two dimensions: efficiency and effectiveness. We employ a network data envelopment analysis approach to measure universities’ R&D efficiency, and separately use a multi-index comprehensive evaluation method to assess their R&D effectiveness from a multistage perspective. We calculate the comprehensive R&D performance of universities in 30 provinces in China from 2004 to 2014. An analysis of temporal variation reveals that universities’ R&D performance in some provinces improved rapidly, increasing gaps in performance as a whole. The spatial pattern for the 30 provinces shows that universities in provinces with medium or strong R&D performance are mainly in coastal provinces and central areas in China. Finally, universities’ R&D activities are considered ‘efficient and effective’ only in a small number of provinces, while in most provinces, these activities can generally be considered ‘less efficient and effective.’ Hence, universities in provinces with different R&D performance modes should implement targeted improvement strategies according to their characteristics. 相似文献

We compare adversarial with cooperative industrial and trade policies in a dynamic oligopoly game in which a home and foreign firm compete in R&D and output and, because of spillovers, each firm benefits from the other's R&D. When the government can commit to an export subsidy, such a policy raises welfare relative to cooperation, except when R&D is highly effective and spillovers are near-complete. Without commitment, however, subsidisation may yield welfare levels much lower than cooperation and lower even than free trade, though qualifications to the dangers from no commitment are noted.

In this paper, the effectiveness of R&D subsidies is analyzed in an oligopolistic model that we apply to the cases of international R&D competition and cooperation. We find that the existence of asymmetric information among firms on whether a rival (or partner) is being subsidized or not may play a key role in explaining whether subsidies are effective or not in increasing R&D investments. In particular, it is shown that if the existence of the subsidy is made public (e.g. because strict information release regulation about R&D subsidies is enforced) and depending on the strategic relationship between the firms’ R&D efforts, an R&D subsidy could even hurt the subsidized firm. 相似文献

This paper investigates empirically different ways to organize research and development (R&D) within Swiss firms. Based on a longitudinal data set comprising three cross-sections (1999, 2002, and 2005) of the Swiss Innovation Survey, four different types of R&D strategies could have been separated; firms combine in-house R&D with R&D co-operations (coop) or in-house R&D with external R&D (buy), or they conduct in-house R&D, external R&D, and R&D co-operations (mixed), or they exclusively rely on in-house R&D (make). It is the aim of this paper to understand what drive firms to go for different strategies. Based on econometric estimations controlling for correlations between the dependent variables and endogeneity among the independent variables, it was found that concepts related to the absorptive capacity, incoming spillovers, and appropriability, the importance of different knowledge sources, the competitive environment, costs, and skill aspects as well as technological uncertainty are essential factors to determine a firm's decision to choose a specific way to organize R&D. 相似文献

This study examined the moderating effects of two kinds of internal R&D (parent R&D and subsidiary R&D) on the relationship between local R&D outsourcing and subsidiary productivity as internal R&D challenges the collaborative relationships in the local environment. Due to the specific feature of a subsidiary mandate, we further investigate whether two distinct kinds of internal R&D have different moderating effects between exploitation-oriented subsidiaries and exploration-oriented subsidiaries, based on a sample of longitudinal data set of 263 Taiwan-based manufacturing subsidiaries over the period 2006–2009. The empirical results show that for exploitation-oriented subsidiaries parent R&D plays a significant and negative moderating role on the impact of local R&D outsourcing based on local collaboration, while a positive moderating role is observed with parent R&D and subsidiary R&D for exploration-oriented subsidiaries. 相似文献

This paper studies vertical R&D spillovers between upstream and downstream firms. The model incorporates two vertically related industries, with horizontal spillovers within each industry and vertical spillovers between the two industries. Four types of R&D cooperation are studied: no cooperation, horizontal cooperation, vertical cooperation, and simultaneous horizontal and vertical cooperation. Vertical spillovers always increase R&D and welfare, while horizontal spillovers may increase or decrease them. The comparison of cooperative settings in terms of R&D shows that no setting uniformly dominates the others. Which type of cooperation yields more R&D depends on horizontal and vertical spillovers, and market structure. The ranking of cooperative structures hinges on the signs and magnitudes of three \"competitive externalities\" (vertical, horizontal, and diagonal) which capture the effect of the R&D of a firm on the profits of other firms. One of the basic results of the strategic investment literature is that cooperation between competitors decreases R&D when horizontal spillovers are low; the model shows that this result does not necessarily hold when vertical spillovers are sufficiently high, and/or when horizontal cooperation is combined with vertical cooperation. 相似文献

This paper examines the effect of network properties on the performance R&D joint projects. In particular, we examine the impact of network cohesion, diversity and shape on the performance of these of exploration and exploitation R&D projects. We test these measures using data on projects from European R&D networks developed under the framework of Eureka projects. The empirical results indicated some network properties enhance the project’s performance and these differ depending on the kind of technological project developed. Our results suggest a lower heterogeneity, greater cohesion and network centralisation in exploitation than in exploration projects. Our findings show different types of structures depending on the aim of the joint project and that there exist different degrees of cohesion between the partners that comprise the core and the peripheral nodes. 相似文献

A model is developed of the relation between adoption of an innovation by firms and firm size. Decision making is represented as a group assessment of the perceived ratio between expected returns after succesful introduction, and the risk that implementation will fail or will last too long to makc adoption worth while. In view of differences in thc assessment of uncertainty and corresponding demands on the perceived return-to-risk ratio, among influencers of decisions in the firm, decision making is taken as stochastic, with a probability of adoption related to (objective) net benefits, and probability of non-adoption related to risk. The model gives a new way of looking at the fact that small firms lag behind in the adoption of new technology. In contrast with previous models proposed by David and Davies the explanation has nothing to do with there being some critical size below which adoption is not profitable. The present model explains the adoption lag for smaller firms as the result of expected returns being proportional to size while risk of failed implementation is independent of size. The model is tested and estimated empirically on data for the adoption of computers in small scale retailing, in the Netherlands. 相似文献

Technology assessment has an increasingly critical role to play, in light of the fact that technology is the ultimate source of competitive advantage for companies, and of economic and social development for nations. In this paper, we present a methodology for a “quick and dirty” technology assessment, developed with reference to a real-word case study. The case in question is that of a large Italian Research Centre, whose top management required a rapid assessment of the technological competences, resources and results of the organisation. Because technology assessment is inherently highly complex, the problem consisted in reducing the complexity to obtain a simple methodology that could be rapidly deployed in practice.In summary, this paper: (i) describes a methodology for a “quick and dirty” technology assessment, effectively implemented in practice; (ii) points out the main problems/difficulties encountered and the possible solutions; (iii) discusses the results and the validity/applicability of the formulated methodology. 相似文献

We compare two common government R&D support programs, R&D tax credits and direct R&D grants. To study their effectiveness and the extent to which their design matters, we analyze these programs within a dynamic equilibrium model of imperfectly competitive industries. Adopting comprehensive welfare measures that take into account government, producer and consumer surpluses, we find that both schemes exhibit positive social returns. Mid-range R&D-intensive sectors exhibit higher social returns than either high or low R&D-intensive sectors. Both incentive schemes generate positive measures of R&D input additionality of magnitudes consistent with empirical R&D research. However, R&D grants that require firms to allocate subsidy funds to R&D spur less R&D than a more flexible R&D tax credit. Subsidy schemes can even induce competing firms to over-spend on R&D, generating negative producer surplus and possibly negative social returns. 相似文献

The aim of the present research is to provide a new systematic methodology to explore potential Research and Development (R&D) collaboration partners using patent information. The potential R&D collaboration partners are visualised as a patent assignee level map based on technological similarity between patents by using the network analysis. The proposed framework utilises two analytic methods to measure technological similarity. The first method, bibliographic coupling analysis, measures technological similarity based on the citation relationship using patent bibliographic information. Second, latent semantic analysis is utilised based on semantic similarity using patent textual information. The fuel cell membrane electrode assembly technology field is selected and applied to illustrate the proposed methodology. A theoretical and widely-quoted finding is that levels of cooperative R&D exceed noncooperative R&D levels when technological spillovers are relatively large, while the opposite holds for relatively small technological spillovers. We qualify this result by showing that for relatively small technological spillovers the comparison is not driven by the extent of technological spillover, but by the increase in technological spillover due to cooperation in R&D. Recombination innovation is a process of creatively combining different knowledge domains in an invention. Recombination innovation in R&D collaboration – joint recombination process, which is integration of the organisation’s internal knowledge with the partner’s new knowledge, serves as the stepping stone of the knowledge search in the technological space. This paper tries to illuminate how different dimensions of proximity of the collaborating partners affect the probability of the collaborative innovation to be recombination innovation. Our result shows that technological proximity has a negative effect on joint recombination innovation. Geographical proximity has an inverted U-shaped effect on joint recombination innovation. ABSTRACTUsing a vector-error-correction model (VECM) with total factor productivity (TFP), domestic and foreign research and development investment (R&D) as well as GDP, we find that for the Netherlands for the period 1968–2014, extra investment in public and private R&D has a clear positive effect on TFP growth and GDP. Taking into account the costs of these extra investments, we find that the rate of return to such a policy is positive and high. We also find dynamic complementarity of public and private stocks of R&D for a long period after the initial shock. However, our results also show that the productivity effects on the Dutch economy are weaker when they are part of an internationally concerted policy effort, i.e. when other OECD countries implement policies with the same effects on R&D stocks in their countries. While complements in the long run equations of the model, in the adjustment process Dutch domestic private R&D appears to consider foreign public R&D as a substitute, i.e. when foreign public R&D rises, Dutch private R&D tends to shrink. 相似文献
